HE shuttered Rafah crossing—the only way out of Gaza Strip bordering Egypt that bypasses Israel— could be reopened "any day now," the Department of Foreign Affairs said.

UNITED States President Joe Biden will make a landmark trip to Israel Wednesday, a show of "ironclad" support as Washington tries to prevent the escalating war in Gaza from spilling over into regional conflict.

The trip comes just days after Gaza-based Hamas fighters broke through Israel's heavily fortified border, shooting, stabbing and burning to death more than 1,400 people, most of them civilians.

“The Israelis and Egyptians are still coordinating on the process because they do not want Hamas to leave Gaza and enter Egypt. That is a problem,” DFA Undersecretary Eduardo de Vega said.

“They are working on border arrangements. Let’s see because the Israeli ambassador said it could be any day now,” he added.

The cautious optimism that the border would be reopened was palpable at the Egyptian side as relief convoys which have been waiting for days on Tuesday headed towards the Rafah crossing, aid officials said.

"We have arrived at the terminal and are now waiting for the next step," said Heba Rashed, who runs the aid group Mersal.

Hundreds more lorries were headed along the coast road for the 40 kilometer journey from the Egyptian city of El Arish to Rafah, other aid officials said.

A Red Crescent official confirmed that aid convoys were being assembled on the Egyptian side of the divided border city of Rafah.

"We've not been told what time we're going to cross but we were asked to head for Rafah," the Egyptian Red Crescent official said, asking not to be identified.

"You could say we're nearing a deal on the entry of aid and the exit of foreigners," said the official, who was himself headed to Rafah.

Marcos’ foreign trips yield P427-b investments

"We are happy that we were able to tell President Marcos that his presiden-

tial visits have been resulting in actual investment registrations and approvals with our investment promotion agencies," Trade Undersecretary Ceferino Rodolfo said in a press briefing in Malacañang.

"We are pleased to report that from January to September of this year, BOI

investment approvals have reached P734 billion. This is a 102 percent increase compared to January to September 2022, when we only reached P362 billion," he added.

Rodolfo said the foreign trips have spurred the spike in foreign investments in the country.

“They risk running out of food if they just stayed at the border crossing. That is why they are moving around southern Gaza where they can find shelter and food,” De Vega said.

Search and rescue operations are also underway for the three Filipinos in Israel who remain missing, he said.

The European Union will launch a humanitarian air corridor to Gaza through Egypt with the first flights expected this week, European Commission President Ursula von der Leyen said.

"Palestinians in Gaza are in need of humanitarian help and aid. That is why... we are launching an EU humanitarian air bridge to Gaza through Egypt. The first two flights will start this week," Von der Leyen told a press conference in the Albanian capital Tirana, where she attended a regional Balkan summit.

The operation is consisting of "several flights to Egypt to bring lifesaving supplies to humanitarian organisations on the ground in Gaza", a statement from the Commission's Civil Protection and Humanitarian Aid (ECHO) department said.

The first two flights this week will be carrying humanitarian cargo from UNICEF including shelter items, medicines and hygiene kits, it said. AFP

He said the two sides were discussing the "possibility of creating areas to help keep civilians out of harm's way."

Shortly after Blinken's comments, officials in Egypt said relief convoys which have been waiting for days were headed towards the Rafah border crossing.

Still, the scale of the crisis is only slowly coming into view.

Since Israel's evacuation order in north Gaza, entire families, young children and the elderly have gathered belongings and fled to southern Gaza, bedding down in any available space, indoors and out.

In the city of Khan Yunis in southern Gaza the normal population of 400,000 has roughly doubled.

Thousands more Palestinians have gathered at the Rafah border crossing with Egypt in an effort to flee.

"The situation is catastrophic beyond what I could have imagined," said Jamil Abdullah, a Palestinian-Swede who is hoping to leave after being forced to sleep on the street.

"There are corpses in the streets.

Buildings are crashing down on their inhabitants. Blood is everywhere. The smell of the dead is everywhere."

AFP reporters in Gaza said mortuaries were overflowing, and corpses wrapped in white body bags were even being stored in an ice cream truck.

In his acceptance speech, Juan expressed how important it was for him to receive the prestigious award.

"It is very moving for me [to receive this award] because the island [in central Philippines] where I shot this film is endangered [and faces] annihilation. So many other islands that face the West Philippine Sea (are endangered],” said Juan.

He said he shared his victory with the people of Sagay who helped make the film possible.

“I’m thanking those who have helped create this. These are the island people, themselves, who acted in the film and who helped create the film that no island or no people should ever be forgotten,” Juan said.

The film was shot in 10 days between April and May last year and the cast was from Sagay and Bacolod.

On Friday, a Chinese ship identified as the CNS Panzhihua shadowed the BRP Benguet during a resupply mission and came as close as 350 yards when it tried to cut off the Navy vessel near Pagasa Island, AFP spokesperson Col. Medel Aguilar said.

“Based on the report, the shadowing is a usual occurrence already, but the crossing of the bow is something new.

In a way, that is an elevation of what they’ve been doing before,” Aguilar said.

“They are probably testing our resolve.”

The government “knows how to deal with that situation,” he added.

“For us, we support the strategy of the government to pursue peaceful means in resolving conflict. What we do in the AFP is provide information that we get from our maritime patrols, at the same time, to show our firm resolve that we are ready to protect what is ours,” Aguilar told reporters at Camp Aguinaldo in Quezon City.

Crossing the bow is considered a dangerous maneuver as it can result in a collision.

Aguilar said the Philippine Navy issued consecutive radio challenges to the Chinese ship, which responded by citing the “ten-dash line,” an internationally discredited policy that Beijing uses to claim nearly the entire South China Sea. In the end, the Chinese vessel changed its course, and BRP Benguet successfully delivered fresh provisions to the troops stationed at the Rizal Reef station.

Beijing on Monday said it had sovereignty over Pag-asa Island, which it calls Zhongye Island and defended its presence there.

It also accused the Philippines of violating China’s sovereignty.

“It is reasonable and lawful for Chinese warships to patrol the waters near Zhongye Island,” said Chinese Foreign Ministry spokesperson Mao Ning.

The House's website was defaced and became inaccessible on Sunday.

Its homepage showed a caricature of a laughing man with this message: “YOU’VE BEEN HACKED. YOU’VE BEEN HACKED. HAVE A NICE DAY.” Underneath, it said: "HAPPY APRIL FULLZ KAHIT OCTOBER PALANG! HACKED BY 3MUSKETEERZ 15-October-2023.”

Velasco said they had to take the website offline on Tuesday as a "precautionary measure to double-check and

reinforce the cybersecurity measures that were undertaken.

"Our primary concern is to guarantee the safety, integrity, and reliability of our digital platform for the citizens we serve," he said.

Velasco earlier said the House has considered tapping a third-party firm to improve its cybersecurity following the hacking incident.

Meanwhile, Senate Secretary Renato Bantug Jr. said the Senate reported a spike in cyberattacks on its system over the weekend.

He said their team went on alert and continuously monitored their system after they learned that the House website had been hacked.

“There is a perimeter and application firewall in the Senate, but our tech team also made adjustments. Per our IT, we recorded a spike in attacks last Sunday.”

Attempts to penetrate the website were made by “bots” or software applications programmed to do certain tasks, said Mario Antonio Sulit of the Senate’s Electronic Data Processing Management Information System.

He said the IP addresses of those who tried to enter the Senate website were from Germany, US, Vietnam, and the Philippines. (See full story online at manilastandard.net)

Fine okay in lieu of jail term in online libel—SC T HE Supreme Court (SC) has allowed the penalty of fine as an alternative to imprisonment in punishment for committing the crime of online libel.

In a full court decision, the SC through Associate Justice Antonio Kho resolved to deny the petition for review filed by the Office of the Solicitor General which sought the reversal of the lower court’s ruling against Jomerito Soliman.

In particular, the SC junked the petition filed by the OSG seeking t reversal of the October 30, 2020 decision and May 31, 2021 resolution issued by the Court

of Appeals which affirmed the ruling of the Regional Trial Court of Quezon City convicting Soliman for online libel and sentencing him to pay a fine of P50,000.

Court records showed that Soliman was charged in 2018 for online libel under Section 4(c)(4) of Republic Act No. (RA) 10175, or the Cybercrime Prevention Act, for a Facebook post against then Assistant Secretary of the Department of

Agriculture Waldo Carpio.

In the said post, Soliman claimed that Carpio took favors and unduly delayed the release of Soliman’s sanitary and phytosanitary import clearance.

The trial court found Soliman guilty beyond reasonable doubt of online libel and sentenced him to pay a fine of P50,000 In imposing the penalty of fine only, the RTC invoked Supreme Court Administrative Circular No. (AC) 08-2008, or the Guidelines in the Observance of a Rule of Preference in the Imposition of Penalties in Libel Cases, which permits the imposition of fine, rather than imprisonment in libel cases.

Soliman paid the fine and no longer appealed his conviction.

But the OSG filed a petition before the appellate court, arguing that the RTC committed grave abuse of discretion in imposing a penalty of fine only for Soliman’s violation of online libel.

But the CA denied the OSG’s petition and affirmed the trial court’s ruling, prompting the chief state lawyer to elevate the issue before the SC. In its petition, the OSG insistated that Section 6 of R.A. 10175 mandates the imposition of a penalty one degree higher than that provided in the Revised Penal Code (RPC), when committed with the use of information and communication technologies.

The OSG argued that the penalty of imprisonment must be imposed when the offense is committed with the use of such technologies.

The OSG also assailed the trial court’s basis for imposing the penalty of fine, which is AC 08-2008, arguing that the circular cannot apply to online libel as R.A. 10175 was enacted later.

BUREAU of Immigration (BI) personnel are not allowed to take a leave starting next week until the end of the Christmas Season to ensure smooth operations to cope with the expected influx of travelers until the holidays are over.

Additionally, the BI employees at the airports are banned from greeting “Merry Christmas” or “Happy New Year” to the plane passengers.

“Starting next week, immigration officers at the international airports are not allowed to file a leave to maximize our workforce because we are expecting a lot of travelers,” BI Commissioner Norman Tansingco said during a breakfast forum.

“At least 55 new Immigration officers who will be graduating from the Philippine Immigration Academy will be deployed immediately to augment our personnel at the Ninoy Aquino International Airport,” he said.

The no-leave policy aims to avert long

queues at the airports before and after the Christmas and New Year holidays when there is a traditional significant increase in the number of inbound and outbound passengers.

He said they are expecting at least four million passengers to arrive at the NAIA this year, from both balikbayans and foreigners who will celebrate the holiday season in the Philippines.

“This is the time of every year when the services of our I mmigration inspectors are most needed in the airports. Thus, in the exigency of the service, we have to make a sacrifice to serve the traveling public,” Tansingco added.

Police launches probe on criminology student’s death during hazing

By Rio N. Araja AUTHORITIES are digging deeper into a hazing incident that killed a fourth-year Philippine Criminology (PCCr) student in Quezon City on Monday night.

The victim was identified as Ahldryn Bravante, 25, of Imus, Cavite.

Four suspects are now in the custody of the Quezon City Police District

identified as Justine Artates, 20; Kyle Michael Cordeta, 21; Lexer Angelo Manarpies, 20, and Mark Leo Andales, 20, all members of Tau Gamma Phi Fraternity-PCCr chapter.

They allegedly performed the initiation rites on Bravante in a house along the corner of Sto. Domingo Ave. and Calamba St. in Quezon City at 2 p.m. Monday.

Two of the suspects took the victim to the Chinese General Hospital where he

was declard dead on arrival.

The victim bore bruises, severe contusions and cigarette burns.

The police conducted an inspection of the crime scene, but the site was already cleared of evidence.

Probers said the paddle that used to hit the victim was thrown at the Nagtahan Channel in Manila.

At least 16 other students were believed involved in the hazing activity.

Artates, along with Cordeta, told the police that the victim struggled to breathe and lost consciousness after the hazing rites.

Bravante, who has a six-year-old child, worked as a part-time family driver and delivery rider for Lalamove.

His mother, an overseas Filipino worker, came home from Oman when Bravante’s older brother died in a motorcycle accident last September.

AN IMMIGRATION detention cell in Taguig City is overcrowded because of lack of funds to deport those aliens already scheduled to be shipped back home.

The holding facility was designed to hold a maximum of 140 detainees, the facility but the jail currently holds 289 foreign nationals with another five are expected to come in soon from Palawan, Immigration chief Normal Tansingco said.

The Immigration admitted overcrowding is a main concern of the bureau in its detention center in Taguig because many of them cannot be immediately deported because of lack of money to buy plane tickets for their deportation, he said.

Tansingco explained that detained inmates were the ones that would shoulder their ticket back to their country of origin, saying “sometimes, their relatives or friends or even their respective embassies would shoulder their plane tickets,” “The bureau doesn’t have funds to purchase plane tickets for the detained foreigners and we are hoping that in the next year’s budget, congress would allow our request to include it,” he added.

Tansingco also lamented that many of the detained foreigners could not be deported immediately because of their pending cases in Philippine courts.

PhilHealth to transfer erring execs T

HE Commission on Elections (Comelec) has approved the transfer of seven “incompetent” officials of the Philippine Health Insurance Corporation (PhilHealth).

Comelec said it granted the request of Department of Health (DOH) Secretary Teodoro Herbosa to exempt PhilHealth from the ban on hiring and movement of employees, as he seeks to reassign the said officials due to “loss of confidence.”

In a statement, Comelec said Herbosa’s request complied with exemptions under the Omnibus Election

Code, which prohibits the transfer of government employees during an election period.

The poll regulator is set to conduct the Barangay and Sangguniang Kabataan Election (BSKE) this month.

“By virtue of the authority granted upon me under Resolution No. 10924, promulgated on 07 June 2023,

the recommendation of the Law Department is hereby Approved,” reads the memorandum signed by Comelec Chairman George Garcia.

Garcia gave the go-signal to their law department’s recommendation to grant exemption and approve “to transfer or detail any officer and employee of the PhilHealth.”

The DOH board expressed dismay over the “observed incompetence, gross negligence, and ineffective leadership” of at least seven committee members, which allegedly caused adverse effects on PhilHealth.

Based on the memorandum, the PhilHealth officials who would be transferred are Executive Vice

President and Chief Operating Officer Eli Dino Santos, Acting-Senior Vice President Nerissa Santiago, and Senior Vice Presidents Jovita Aragona, Renato Limsiaco, Jose Mari Tolentino, Deniss Mas, and Israel Francies Pargas.

Citing the assertions of Herbosa in his exemption request, Comelec said the PhilHealth officials were being transferred for “incompetence, gross negligence, and ineffective leadership.”

The Health secretary earlier called out the committee for the corporation’s delayed payouts to hospitals.

The BSKE’s election period is from Aug. 28, 2023 to Nov. 29, 2023.

Villar shocked over P10-billion budget for inorganic fertilizer

By Macon Ramos-Araneta SENATOR Cynthia Villar yesterday berated the Department of Agriculture (DA) over the agency’s plan to import P10 billion worth of inorganic fertilizer.

She also said she was “shocked and upset” on the budget request.

“I’m very upset on the P10-billion budget for import of inorganic fertilizer.

I cannot imagine that we will spend P10 billion for inorganic fertilizer which is bad for our soil,” Villar, chairperson of the Senate Committee on Agriculture and Food, said.

She noted that 38 percent of the country’s soil have already degraded due to inorganic fertilizer, adding that Organic fertilizer are safe for the soil.

The permanent solution to the need of fertilizer, she said, is for the country to produce its own.

Presiding over the Senate hearing on the proposed budget of the DA, Villar told agriculture officials to get rid of “importation mentality.”

She said farmers can make their own

organic fertilizer at a very low cost using composting facilities.

“We have many wastes, such as kitchen and garden wastes which compromise 50% of our wastes.

They’re just everywhere,” Villar said.

Villar said the agency should focus on buying composting machines. To date, the agency has 89 composting facilities which make 89 tons of fertilizer being distributed to farmers and gardeners.

The senator also scored the Bureau of Soil and Water Management (BSWM) for stopping its purchase of composting facilities.

Villar also disclosed the BSWM rejected her P2 billion offer to buy composting facilities.

Villar further said that the DA also wanted to import palay seeds although hybrid palay seeds are available in the country.

She expressed her dismay as the country’s agriculture sectors continues to lag behind its neighboring countries, such as Vietnam, Thailand, and Indonesia.

BI bars more than 130 sex offenders from entering country THE Bureau of Immigration (BI) has barred more than 130 registered sex offenders from entering the Philippines since the start of 2023.

Immigration Commissioner Norman Tansingco said the number of registered sex offenders (RSO) banned from visiting the country decreased to 130 from the 160 sex offenders reported in 2022.

He said most of the RSOs are convicted pedophiles and charged for molesting minors.

“We have established a working arrangement with the different foreign missions in Manila, who regularly provide us with the names of their nationals who have been convicted of sex crimes in their country,” the BI chief said in a forum.

The Bureau of Immigration (BI) reported that its officers at the Ninoy Aquino International Airport (NAIA) have intercepted another sex offender, this time a Briton, who was convicted of child pornography in his country.

Tansingco made the statement following the exclusion of a 42 year old Briton who was denied entry at the NAIA 1 terminal last Oct. 14 upon his arrival from Kuwait.

The identified the sex offender as Anthony Collins who was immediately booked on the first available flight to his port of origin and placed in the BI blacklist of undesirable aliens.

THE Armed Forces of the Philippines (AFP) Western Mindanao Command (WestMinCom) on Tuesday said that an improvised explosive device (IED) exploded in Barangay Lapasan, Clarin, Misamis Occidental and hit the vehicle of Governor Henry Oaminal.

The AFP-WestMinCom said that the IED supposedly targeted the fourvehicle convoy of the governor.

Oaminal was heading home to Ozamiz City when the IED blew up on the roadside on Sunday, according to the military.

“We strongly condemn this barba-

rous attack of cowards who executed unprovoked aggression targeting the good governor of Misamis Occidental,” the Westmincom said.

The area was cordoned off as the Philippine National Police (PNP) Explosive Ordnance Division conducted an investigation.

“Our troops are currently assessing the incident, together with the local authorities, to establish the circumstances and identify the perpetrator/s,” it added.

The Westmincom called on the people of the province to “stay calm but vigilant” as the military conducts combat and non-combat operations to ensure their safety and security.

REP. Brian Raymund Yamsuan of Bicol Saro party-list wants establishments accepting used smartphones as pawned goods to require proof of ownership or purchase.

The lawmaker said this is meant to prevent street crimes involving the theft of these items.

Yamsuan filed House Bill (HB) 7969 where pawnshops or other establishments buying second-hand telecommunications equipment such as mobile phones are also required to ask the seller to obtain the necessary clearance from the National Telecommunications Commission (NTC) to sell or pawn the article.

The establishment should also secure a clearance or permit from the station commander of the Philippine National Police (PNP) in the town or city where it is located before buying the item, the bill provides.

“These requirements may appear to be cumbersome, but they are necessary to prevent the rise in street crimes involving the stealing of smartphones, which not only lead to loss of property but, in some unfortunate cases, to loss of lives as well,” said Yamsuan, a former assistant secretary of the Department of the Interior and Local Government (DILG).

Gatchalian seeks Senate inquiry on Matatag plan SENATOR Sherwin Gatchalian said the Senate will conduct an inquiry on the Department of Education’s (DepEd) Matatag K to 10 curriculum.

Gatchalian said the inquiry is meant to assess the DepEd’s readiness for the program’s rollout.

The pilot run of the Matatag K to 10 curriculum started on September 25 in 35 schools across seven regions.

Gatchalian, chairperson of the Senate Committee on Basic Education, cited the need to ensure the effective implementation of the Matatag K to 10 curriculum.

The said curriculum, he said, will improve learners’ performance and reverse the country’s education crisis.

Experts pointed out that the previous congested curriculum prevented learners from mastering essential competencies, which led to the country’s poor performance in international large-scale assessments such as the 2018 Programme for International Student Assessment (PISA).

Earlier, Gatchalian called on the Teacher Education Council (TEC), which the Secretary of Education chairs, to ensure the alignment of teacher education and training to the Matatag K to 10 curriculum.

A breast cancer story OCTOBER is Breast Cancer Awareness Month, a time when individuals, communities, and organizations unite to raise awareness about breast cancer and work towards a future where this devastating disease no longer threatens lives.

In the Philippines, breast cancer remains a significant public health concern, and addressing it effectively requires both increased awareness and government support.

Breast cancer is the most prevalent cancer among women worldwide.

Philippine Cancer Society president Dr. Corazon Ngelangel reports that breast cancer is also the predominant cancer type in the Philippines, with 27,163 new cases and 9,926 deaths yearly.

The survival rate among Filipinos is 44.4 percent over five years, which Ngelangel said is not a good picture.

Survival rates for breast cancer depend on various factors, including the stage at which the cancer is detected. In the Philippines, early detection rates are lower compared to more developed countries. Ngelangel said more than half – 65 percent – of breast cancer cases in the Philippines are diagnosed in the late or advanced stages.

Late-stage diagnosis, combined with limited access to healthcare services, contributes to the overall lower survival rates. However, when breast cancer is diagnosed at an early stage, the survival rate is higher.

So, what can be done to improve one’s chances of surviving breast cancer in the Philippines? Education and awareness are key.

Many Filipinos lack sufficient knowledge about breast cancer, including risk factors, early warning signs, and the importance of regular screening.

Public campaigns and educational programs are essential to inform and empower individuals.

Self-breast examinations should be promoted to encourage early detection, as this simple practice can significantly improve outcomes.

I found out I had breast cancer after doing a self-examination.

It was in 2020, during the pandemic, and just two years after my treatment for stage 3 colon cancer. Stuck at home, I became more aware of my body and my health.

Running my fingers under my right armpit, I felt a hard knot stuck to the flesh under the skin. My blood ran cold, and time seemed to stop. That lump hadn’t been there the month before.

I immediately contacted my oncologist.

Many tests later (including COVID tests, because during that time one could not enter a hospital for procedures without a negative test), I was diagnosed with stage 1 breast cancer.

I asked my doctor to schedule surgery right away. I opted for the radical treatment – a double mastectomy.

This is the third venue for the exhibit, having started in the Baguio Convention and Cultural Center on September 3 for the commemoration of the surrender of the Japanese troops in 1945.

The exhibit was then transferred to the Philippine Military Academy on September 15-30 upon the invitation of PMA Superintendent Lt. Gen Rowen Tolentino.

This time, with the assistance of the City Government of Baguio and the partnership with a private company, SM Baguio, we are opening this exhibit so that more people will be able to see it, to rekindle and appreciate our rich Philippine history during World War II. Equally important, we should emulate the valiant virtues our forefathers taught us, such as bravery, patriotism, and love of

country, which all of us can show even now in our daily lives at this time of peace.

Role of Baguio during World War II There are many historical accounts about the role of Baguio during World War II. The war in the Philippines actually began in Baguio when Japanese planes bombed Camp John Hay, in the first overt attack on Luzon, soon after the bombing of Pearl Harbor in Hawaii that started the Pacific War. The war also ended in Baguio upon the surrender of Japanese forces, led

by General Tomoyuki Yamashita, on September 3, 1945.

Baguio, known as the country’s summer capital, had its own strategic military value.

The US Army had a small garrison in Camp John Hay and there were two Philippine Army camps in the city itself: Camp Henry T. Allen, which had been the site of the old Philippine Constabulary Academy in earlier years, and Teachers Camp, temporary home of the Philippine Military Academy.

There was also the Philippine Constabulary detachment at Camp Holmes (now Camp Dangwa).

History also tells us it was also in Baguio where Commonwealth President Manuel L. Quezon stayed when WW II started.

These were very expensive, and I was only able to afford them because of the generosity of donors. What about those patients who don’t have such options?

The government must prioritize the health of its citizens and one way to deliver true universal health care, like the previous administration was touting, is to spend national funds prudently and wisely.

Put taxpayer money toward health services, rather than the confidential funds of government officials.

The government can also play a pivotal role in enhancing support for Filipinos facing breast cancer through fully implementing the National Integrated Cancer Control Act. This is a crucial piece of legislation aimed at improving cancer prevention, treatment, and support services. It provides a framework for a comprehensive and coordinated approach to cancer control in the Philippines.

Under the NICCA, cancer warriors are recognized as persons with disabilities, thus entitling them to receive PWD benefits such as a 20 percent discount on medicines.

Through an assistance fund, cancer patients may avail of financial help for screening, diagnosis, treatment, rehabilitation, palliative care, support care, and medicines.

There are at least 31 hospitals that have been allotted funds for cancer control, among them the Lung Center of the Philippines, National Kidney and Transplant Institute, Lung Center of the Philippines, and East Avenue Medical Center (one of those considered an advanced comprehensive cancer center).

Instead of putting the people’s money in the confidential funds of government officials, put more money into cancer prevention and treatment programs.

ROM 9,025 kilometers away to the Gaza Strip, where 131 Filipinos have been accounted for by the Philippine government, we watch developments with bated breath, hoping our countrymen would be able to cross soon enough the Rafah crossing.

The crossing was a vital artery before the fighting and now a key route for desperately needed supplies into the Israeli-besieged Palestinian enclave.

While it had not been officially closed it was made inoperable due to Israeli air strikes on the Gaza side.

The crossing is the only border Gaza has which is not directly administered

by Israel and is vital to the survival of Gazans. Since 2007, Israel has imposed a blockade – over land, sea and air – and an embargo on the Gaza Strip.

Last week, the Israeli military ordered a blockade of Gaza and cut off the supply of water, food and fuel before launching a wave of air strikes in retaliation to Hamas’ deadly attack on Israel during which militants raided communities, kidnapped civilians and soldiers and killed more than 1,400 people.

Philippines, with some saying they will look for somewhere else to stay in Gaza.

De Vega added of the 131 Filipinos in Gaza, only around half are from the Philippines. The rest are their children with their Palestinian spouses.

There are 78 at the border with Egypt, another 30 in another part of southern Gaza, the 12 more also in Gaza.

We understand from Philippine officials there is not much danger in south Gaza as compared to the situation in the north.

But the Filipinos at the border are waiting for the international go-ahead to cross into Egypt where they will be met by Philippine government officials who will process their repatriation papers.

One snag is some Filipinos are hesitant to leave because there is no guarantee Israel or Egypt will allow their Palestinian spouses to cross the security border.

Figures at this point suggest some 388 of more than 30,000 Filipinos in Israel are seeking assistance from the government, Department of Migrant Workers officer-incharge Hans Leo Cacdac said Monday.

Where did Digong’s P19b in secret funds go?

THE answer to this question is: Nobody knows, except perhaps former President Rodrigo “Digong” Duterte himself.

Or maybe it could include members of his inner circle, including his daughter Sara, the mayor of Davao City during his term as Chief Executive.

And there’s the rub.

By their very nature, confidential and intelligence funds need not be declared to the state-run Commission on Audit (COA).

But these come from people’s taxes, or public funds, and therefore should be accounted for. After all, transparency and accountability are two hallmarks of good governance.

The diametrical opposite of good governance is bad governance.

Confidential and intelligence funds should be given only to those agencies with direct defense and security mandates—Armed Forces of the Philippines; Philippine National Police; National Bureau of Investigation , National Intelligence Coordinating Agency, among others.

Other civilian agencies not specifically mandated by law to conduct intelligence and surveillance activities should not be given confidential and intelligence funds at all.

The Office of the President is given confidential and intelligence funds by Congress as part of the highest elective official’s position as Chief Executive and Commander-in-Chief of the armed forces.

But this cannot be gargantuan in size compared to that of the key uniformed services or those of other civilian agencies.

COA, however, has reported it was only during the Duterte presidency that the confidential and intelligence expenses of the OP skyrocketed to billions of pesos.

COA’s annual financial reports posted on its website accessed by enterprising journalists showed in 2016 or during the shared term of Duterte (who assumed the presidency on June 30, 2016) and his predecessor, the late former president Benigno Aquino III, the OP only had P715.23 million in “confidential, intelligence and extraordinary expenses.”

In 2017, during Duterte’s first full year in office, the OP’s CIE expenses increased by 252.33 percent or to P2.52 billion.

The OP’s CIE expenses slightly decreased to P2.51 billion and P2.41 billion in 2018 and

2019, respectively, before going up again to P4.57 billion in 2020.

In 2020, the COA started separating in its annual financial reports the government offices’ confidential and intelligence fund expenses from their “extraordinary and miscellaneous expenses (EME).”

Thus, COA’s AFR for 2020 showed that of P4.57-billion expenses incurred by the OP that year, P2.32 billion was for confidential expenses and P2.25 billion for intelligence expenses.

The OP’s CIF expenses in 2020 were the highest during the entire term of Duterte, representing 51.41 percent of the P8.89billion total CIF expenses of the national government for that year.

My computation of Duterte’s secret funds from mid 2016 to mid2022 yielded a total of P19 billion The audit body’s breakdown showed the OP’s CIF expenses in 2020 were way higher than those incurred by the Department of National Defenseand the Department of the Interior and Local Government that year, amounting to P1.94 billion and P923.42 million, respectively.

In 2021, the last full year of Duterte in office, the OP incurred a total of P4.5 billion in CIF expenses, accounting for 49.55 percent of the P9.08-billion total CIF expenses of the NG. The OP’s CIF spending included P2.25 billion in confidential expenses and another P2.25 billion in intelligence expenses.

The OP’s CIF spending stayed the same in 2022, the shared term of Duterte and his successor President Ferdinand “Bongbong” Marcos Jr., who formally assumed office on June 30, 2022.

The OP’s P4.5 billion in CIF expenses for 2022 represented 48.17 percent of the P9.34billion total CIF expenses of the NG for that year.

Again, we ask: Where did all go?

Duterte’s spending of secret funds stands in marked contrast with that of his predecessor, which did not even reach the billion-peso mark.

In 2010, during the shared term of Aquino and Gloria Macapagal-Arroyo, the OP only incurred P69 million in confidential expenses plus P4.1 million in extraordinary expenses and P4 million in miscellaneous expenses.

During his first full year in office in 2011, for instance, Aquino did not incur any confidential or intelligence expenses but had a paltry P5.2 million in extraordinary expenses and P5.5 million in miscellaneous expenses.

The largest amount of confidential expenses that Aquino’s office incurred was in 2012 at P638 million.

The OP’s confidential expenses decreased to P150 million in 2013.

In 2014 and 2015, the OP incurred a total of P433.52 million and P453.59 million in confidential, intelligence and extraordinary expenses, respectively.

But there’s a clue offered by former Sen. Antonio Trillanes as to where part of the secret funds of then Davao City Mayor Rodrigo Duterte ended up.

He said Duterte admitted on national television he had used secret funds in the extra-judicial killing of drug suspects in Davao City.

Trillanes said his group had sent to the International Criminal Court the video clip of Duterte’s remarks aired on a TV program on Sonshine Media Network International.

“This is truly an open-and-shut case,” the former lawmaker pointed out. We agree.

Iran: No one can stop forces if Israel keeps bombing Gaza T EHRAN – Iran’s supreme leader Ayatollah Ali Khamenei said Tuesday “no one can stop resistance forces” if Israel keeps up its bombardment of Gaza in response to the shock October 7 attack by Hamas.

“If the crimes of the Zionist (Israeli) regime continue, Muslims and resistance forces will become impatient, and no one can stop them,” Khamenei said.

Iran has been in close contact with its regional allies, including Lebanese militant group Hezbollah and proTehran Iraqi militias, since Palestinian Islamist group Hamas attacked Israel, breaking through the heavily fortified border from Gaza and killing more than 1,400 people, most of them civilians.

Israel has responded with a devastating air and artillery bombardment of Hamas-controled Gaza that has killed at least 2,750 Palestinians, most of them civilians.

“No matter what the Zionist regime does, it cannot make up for the scandalous failure it suffered,” Khamenei said.

Israel has deployed tens of thousands of troops to its border with Gaza in preparation for a full-scale

ground offensive.

Israel has told some 1.1 million Gazans -- nearly half the territory’s population of 2.4 million -- to leave the north of the densely populated enclave, in anticipation of the operation.

Tehran has repeatedly warned that a ground invasion of Gaza will be met with a response on other fronts -- prompting fears of a wider conflict that could draw in other countries.

On Monday, Foreign Minister Hossein Amir-Abdollahian spoke of possible “pre-emptive action” against Israel by the “resistance front” while President Ebrahim Raisi said time was running out to reach a political solution.

Reservists thrust into unknown on frontlines of war with Hamas BEIT KAMA, Israel – An earring pokes out from under the helmet of Israeli army reservist Amir, a self-professed leftist who is pro-peace but finds himself looking through his rifle scope at buildings inside Gaza.

“It’s surreal to be here,” said Amir, one of more than 360,000 Israeli reservists called up for the war against Gazabased Hamas militants.

Civilians one day, men and women like Amir become soldiers the next.

Under camouflage only 1.5 kilometers from the Palestinian enclave, Amir who did not give his last name according to army orders -- finished his military service in 2014, just after an earlier Israeli war with militants in Gaza.

He said meekly that he still has “grief and trauma” from that conflict, and despite undergoing annual training exercises, he didn’t “realize” that -- nine years later -- he’d be called to fight again.

Israel is preparing for a ground invasion of Gaza but has for days been dropping thousands of munitions on targets in the coastal strip, leveling entire neighborhoods, where at least 2,750 people, most of them ordinary Palestinians, have been killed.

Israel’s reserves supplement the 169,500 military personnel under contract -- both mandatory service and career soldiers.

The French-Israeli, who works in a startup, found out that she had been called up for service while she was on a beach in Thailand.

Israel thwarts infiltration bid from Lebanon JERUSALEM – Israeli troops killed four militants attempting to infiltrate from Lebanon, the army said Tuesday, as tensions run high along the border between the two countries.

“Observation troops spotted a terrorist squad attempting to infiltrate the security fence with Lebanon and plant an explosive device,” the army said in a statement.

“Four terrorists were killed,” it added.

Earlier the military said it had targeted Lebanon’s Iran-backed Hezbollah group with overnight air strikes on southern Lebanon.

Since the start of the war triggered by the unprecedented attack by Hezbollah’s Palestinian ally Hamas on Israel on October 7, clashes on the IsraelLebanon border have left more than 10 people dead on the Lebanese side.

Most of the dead have been combatants, but they also include a Reuters journalist and two civilians.

On the Israeli side, at least two people have been killed.

Lebanon’s state-owned National News Agency reported that areas along the western section of the border came under “continuous” bombardment overnight.

Homes in the village of Dhayra were hit, resulting in casualties, NNA reported, without elaborating on how many villagers had been wounded or whether any had been killed.

“The enemy (Israel) used phosphorus bombs and targeted civilians,” the news agency said. AFP

BEIJING – Russian President Vladimir Putin arrived in China on Tuesday to meet his “dear friend” Xi Jinping and bolster their relationship at a summit overshadowed by the Israel-Hamas war.

China this week welcomes representatives of 130 countries for a forum of President Xi’s vast trade and infrastructure Belt and Road Initiative.

At the top of the guest list is Putin, who is on his first trip to a major global power since the Ukraine invasion threw his regime into international isolation.

It also came as the White House said President Joe Biden would visit Israel on Wednesday, in a visit that is designed to balance support for a key ally with calls

Just four countries voted with Russia on its proposed text. Four others -- including the US -- voted against, while six abstained.

A second text proposed by Brazil with unequivocal language condeming the Islamist group appeared to have broader support, and was expected to come to the vote on Tuesday evening, diplomats said.

Russia’s UN ambassador, Vassily Nebenzia, said despite the failure, the resolution had spurred the council to action.

“It has contributed to launching a substantive discussion in the Security Council on this topic. Without our encouragement,

everything would probably have been limited to empty discussions,” he said.

The United Kingdom, which joined the US in voting down the Russian proposal, criticized Moscow’s lack of consultation, and accused Russia of not making a serious attempt to find consensus.

BEIJING – China condemned on Tuesday Canada’s “illegal” intrusion into its airspace after Ottawa accused Beijing’s fighter jets of a “reckless” intercept of a Canadian maritime patrol aircraft.

Chinese planes shadowed Ottawa’s Aurora aircraft -- on a mission to enforce United Nations sanctions against North Korea -- over several hours in international waters, according to a Canadian television crew on the flight.

One came within five metres (15 feet) of the Canadian plane, in a move Ottawa’s Defense Minister Bill Blair Monday called “unprofessional”.

But Beijing hit back on Tuesday, accusing the plane of having “illegally intruded into the airspace” of Chiwei island, which lies in

the Japan-administered Senkakus claimed by China.

“The Canadian military aircraft travelled thousands of miles to make trouble and provocation at China’s doorstep,” foreign ministry spokesperson Mao Ning said.

“The Chinese side dealt with it according to law and regulations,” she said.

India’s court nixes same-sex marriages NEW DELHI – India’s top court declined on Tuesday to legalize same-sex marriages but said the country had a duty to acknowledge LGBTQ relationships and to protect them from discrimination.

A five-judge constitutional bench -- set up to consider important questions of law -- began hearing submissions seeking the legalisation of same-sex marriages in April, with arguments completed in May. Advocates representing nearly two dozen petitioners said it was time for India to treat the country’s LGBTQ community as equal citizens under its constitution.

But their verdict said that the charter did not guarantee a fundamental right to marry that would extend to same-sex couples under existing law.

“It lies within the domain of parliament and state legislatures to determine the law on marriage,” Supreme Court Chief Justice D.Y. Chandrachud said during his verdict.

Chandrachud added that India still had a duty to acknowledge same-sex relationships and protect those in them from discrimination.

“Our ability to feel love and affection for one another makes us feel human,” he said from the bench.

Stock market rebounds on upbeat earnings

HILIPPINE stocks rebounded Tuesday as investor sentiment turned positive at the start of the third-quarter corporate earnings release.

The 30-company Philippine Stock Exchange index advanced by 82.07 points, or 1.32 percent, to close at 6,280.90, while the broader all-shares index climbed 31.48 points, or 0.94 percent, to settle at 3,91.38.

China Bank Capital Corp. managing director Juan Paolo Colet said the bellwether tracked most Asian markets as the US earnings season started on positive note and China injected liquidity into the financial system.

Colet said investors also welcomed the positive report on overseas Filipino cash remittances, which increased 2.7 percent in August to $2.80 billion from $2.72 billion a year ago.

Asian markets also mostly rose Tuesday and oil was subdued as Joe Biden prepared for a trip to the Middle East aimed at preventing the IsraelHamas conflict spilling over into a regional conflagration.

The US president’s trip comes as Israeli Prime Minister Benjamin Netanyahu lines up forces on the Gazan border ahead of an expected ground incursion as Tel Aviv retaliates after deadly October 7 attacks by Hamas militants.

Biden will meet Netanyahu on Wednesday, and will also see Jordanian King Abdullah II, Palestinian leader Mahmud Abbas and Egyptian President Abdel Fattah al-Sisi in hopes of finding a way to de-escalate a crisis that threatens the stability of the region.

His visit comes after his Secretary of State Antony Blinken returned for a

second time since the attacks, and announced that Israel had agreed to work on civilian aid for Gaza as calls mount to let in vital supplies to avert a humanitarian catastrophe.

The drive to avert a war that could draw in other regional players, including Iran and Lebanon-based Hezbollah, helped push Wall Street higher Monday, with all three main indexes up around one percent.

Most of Asia took up the baton Tuesday, with Tokyo, Hong Kong, Sydney, Seoul, Shanghai, Singapore, Bangkok, Mumbai, Jakarta and Manila all positive.

London, Paris and Frankfurt were all up in the morning.

Oil prices moved within a narrow

band after dropping more than one percent Monday, with the commodity also capped by reports that Washington was easing restrictions on Venezuelan crude.

However, the fluid situation kept investors wary that anything could develop in an instant.

“The price action doesn’t reflect an improvement in investors’ outlook for the Israeli conflict, rather the absence of a significant escalation,” Ian Lyngen, at BMO Capital Markets, said.

Stephen Innes at SPI Asset Management added: “The recent risk-off sentiment that had cast a shadow over the markets seems to be easing, partly due to extensive shuttle diplomacy by the White House and other regional actors.

“Nevertheless, this optimism comes before Israel launches its ground offensive in Gaza, and this development could swiftly sour sentiment once more.”

Traders are also keeping an ear on Federal Reserve officials’ comments on the bank’s plans for interest rates, with several lining up to say they are happy to pause as they assess the impact of more than a year of tightening on inflation.

ADB tapped as advisor for bidding of CBK hydropower plant complex

By Alena Mae S. Flores STATE-RUN Power Sector Assets and Liabilities Management Corp. (PSALM) awarded the Asian Development Bank the transaction advisor contract to monetize the Caliraya–Botocan–Kalayaan (CBK) hydroelectric power plant complex.

PSALM president Dennis Dela Serna said Tuesday that as technical advisor, ADB would review all existing studies, reports and designs on CBK to prepare for its privatization in June or July 2024.

He said ADB would also prepare and conduct market consultation and assist PSALM in the structuring of the privatization of CBK.

Dela Serna said PSALM would prepare the draft documents for qualification and bidding and asset sale agreements.

ADB will also prepare the financial valuation report, assist PSALM in the bidding, evaluation and execution of the bidding process and assist in the post bidding and awarding process.

The hydroelectric power plant complex consists of hree separate facilities with a contracted capacity of 796.64 megawatts and plays a central role in the Luzon power system.

It is run by independent power producer CBK Power Co. Ltd. under a 25-year build– rehabilitate–operate–transfer (BROT) contract which will expire in 2026.

ADB’s advisory services through its Office of Markets Development and Public–Private Partnerships will support the transfer of the facilities to the private sector at an optimal value for the government, while ensuring the government’s overall objectives of energy security and grid stability are met.

“Privatizing the Caliraya–Botocan– Kalayaan hydroelectric power plant complex will bring private sector funds, expertise, and efficiency to the important task of generating stable power to meet the growing needs of people and businesses,” said ADB office of markets and development and public–private partnerships head Cleo Kawawaki.

DOT studying tourism proposals of 15 local gov’t units

By Othel V. Campos THE Department of Tourism (DOT) on Tuesday identified the top tourism proposals from 15 local government units (LGUs) to form part of the agency’s Tourism Champions Challenge (TCC).

“The Tourism Champions Challenge is a flagship program of the Marcos administration with the DOT and TIEZA [Tourism Infrastructure and Enterprise Zone Authority] providing a mechanism for our dedicated and passionate local chief executives to access national government funding to address critical tourism issues, the resolution of which can serve the intention to transform the country into a tourism powerhouse in Asia,” said Tourism Secretary Christina Frasco.

LGUs that passed the meticulous selection process will participate in the capacity building activity which aims to augment the capability of the participants in project development and management and to enhance the technical content of the proposal through a series of lectures, discussions, workshops and presentations.

The selected LGUs, with five each coming from Luzon, Visayas and Mindanao, will be ranked according to

relevance and potential contribution to the tourism industry.

The DOT will award P20 million to the first placer, P15 million to the second placer, P10 million to the 3rd placer and P8 million and P7 million to the 4th and 5th placers, respectively.

The TCC witnessed an overwhelming response, with close to a hundred submissions pouring in from LGUs across Luzon, Visayas and Mindanao. The proposals underwent a rigorous evaluation process, ensuring fairness and impartiality, facilitated by the DOT regional offices and the TCC Committee.

Knowledge partner PricewaterhouseCoopers Philippines (PWC) provided expert insight and meticulous scrutiny to the selection process of LGU proposals that hold the promise of enriching local communities while contributing significantly to the national economy.

The TCC is a transformative tool dedicated to promoting nationwide tourism development while empowering local chief executives/mayors to draw from the wellspring of their local communities to contribute to the overall Philippine experience of every traveler.

“Sustainable energy is more important than ever on a warming planet.

Private sector-led innovation can enhance sustainable energy production at the CBK complex, creating significant benefits for business, consumers and the environment,” he said.

PSALM, established under the Electric Power Industry Reform Act of 2001, provides a framework for deregulating the power industry including the privatization of the assets transferred by the National Power Corp.(NPC) to PSALM. PSALM privatized almost 82 percent of its own generating plants, independent power producer contracts and decommissioned plants.

BPI kicks off offer period for P5b worth of fixed bonds

By Julito G. Rada BANK of the Philippine Islands started on Tuesday the offer period for its 1.5- year peso fixedrate bonds due 2025, with an aggregate principal amount of P5 billion with option to upsize.

BPI said in a disclosure to the stock exchange the bonds, representing the second tranche under its P100 billion bond program, will be issued at par value, bearing an interest rate of 6.425 percent per annum, and will be paid quarterly.

Applications to purchase the bonds require a minimum investment amount of P1 million and in additional increments of P100,000.

“BPI will use the net proceeds of the offer for general corporate purposes, and the offer will contribute to BPI’s funding source diversification,” it said.

The offer period will end on Nov. 3, 2023.

The bonds are expected to be issued and listed with the Philippine Dealing and Exchange Corp. on Nov. 13, 2023.

BPI Capital Corp. and ING Bank N.V., Manila Branch are the joint lead arrangers and selling agents of the offer.

BPI and the joint lead arrangers reserve the right to update the offer terms, the periods, and the dates prescribed, as deemed appropriate and with due notice.

BPI remains one of the biggest banks in terms of assets as of the first half of 2023. Its net profit for the period jumped 23 percent year-on-year to P25.1 billion, with an equity return of 15.5 percent.

BPI attributed the growth to average asset base expansion, margin growth and lower provisions.

Total revenue in the first half rose 13.8 percent to P65.6 billion, driven by a 27.4-percent increase in net interest income.

DOE asks Meralco to hold bidding for cancelled power supply contracts

By Alena Mae S. Flores THE Department of Energy (DOE) asked power retailer Manila Electric Co. (Meralco) to revise its power supply procurement plan to include competitive selection process (CSP) or bidding for terminated power supply agreement (PSA) contracts.

DOE Undersecretary Rowena Guevara said the agency received Meralco’s proposed terms of reference (TOR) for 1,800 megawatts (MW) of terminated PSA with San Miguel Corp. covering the 2024 to 2025 supply period.

“Yes, the DOE received the proposed TOR. However, the responsibility to re-

view the TOR rests with the ERC [Energy Regulatory Commission],” Guevara said.

She said the DOE advised Meralco to post the revised power supply procurement plan containing the planned CSPs. “Once posted, DOE will review the power supply procurement plan of Meralco if it already reflects the termination of the San Miguel contracts, as confirmed by the ERC,” Guevara said.

Meralco is pursuing a new CSP after the ERC approved the termination of its 1,800-MW PSA with SMC’s power subsidiaries.

Corp. (SMGP) subsidiaries Excellent Energy and Masinloc Power Partners Co. Ltd. issued notices of termination of their 20-year PSAs with Meralco for 1,200 MW and 600 MW, respectively, in March.

SMGP decided to terminate the PSAs with Meralco due to ERC’s non-issuance of the final approvals within the respective long stop dates in September 2021.

“We already granted their request for withdrawal of the application. It has been approved but since they have not completed, they haven’t done the CSP, they have to observe the new CSP guidelines. Because the binding rules would

be the set of rules at the time you filed.

Because there is a new one, they have to comply,” ERC chairperson Monalisa Dimalanta said.

Meralco first vice president and regulatory management head Jose Ronald Valles confirmed that the company received the ERC orders granting the termination of the 1800MW PSAs. “We highlight the urgency of conducting this CSP ASAP considering that we need to implement the resulting PSAs

by December 2024 for 1200MW and May 2025 for 600MW after ERC approval, based on the original scheduled COD [commercial operations date],” he said.

THE Bangko Sentral ng Pilipinas said Tuesday the coin deposit machines (CoDM) installed at selected shopping malls in the country were able to convert millions of idle coins into e-wallet credits and shopping vouchers since it was launched in June this year.

BSP Deputy Governor Bernadette Romulo-Puyat said the CoDMs received 42.4 million coins valued at P114.9 million in less than four months, or from its launching on June 20 to Oct. 6, 2023.

She said the CoDMs improved coin circulation in the country and encouraged people to convert the coins they saved into e-wallet credits like GCash and Maya and shopping vouchers.

Fit coins collected through the machines are issued to partner retailers who use them for their daily transactions.

“We would like to thank our participating retailers and coin savers, especially those who have been promoting the usage of CoDMs on social media, for being instrumental in the program’s continued popularity and success,” she said.

The BSP said that as of Oct. 10, CoDMs were fully operational in key locations within the Greater Manila Area such as two at SM Mall of Asia in Pasay City; and one each at SM City North EDSA, Quezon City; SM City Fairview, QC; SM City San Lazaro, Manila; SM City Bicutan, Parañaque; SM City Bacoor, Cavite; SM Megamall, Mandaluyong City; SM City Grand Central, Caloocan; SM City Marilao, Bulacan; SM City Taytay, Rizal.

SEC warns public against investing in Upsolution, Bonnie, Grind O’Clock

The SEC said in separate advisories posted on its website Upsolution Online Shop International, Bonnie Mall and Grind O’ Clock Corp. were offering securities without the necessary regulatory licenses.

It said these firms’ investment schemes or actions resemble a pyramid/ Ponzi scheme, where investors earn through recruitment fees instead of the sale of actual products/services, and investors are paid using the contribution of new members.

Based on the investigation, Upsolution entices the public to purchase “shares of stock” by investing a mini-

mum of P3,500 to P87,500 for a promise of ownership of one to 34 shares of stock and guaranteed earnings of P6,000 to P204,000, respectively, after 37 days.

It also requires the victims to re-invest their prior investment within three days or they will be blacklisted and banned from further investing.

The SEC said Bonnie Mall is also engaged in a scheme known as “tasking and recharging”, where the public is offered online jobs by accomplishing tasks for a promise of receiving monetary rewards or what they call “commissions.”

Once a certain task is completed, the victim will be given another task to perform, with the promise of receiving higher commissions, according to the SEC. The SEC said the company also uses fake incorporation papers to make it appear that it is legitimate.

Gritty brand of amateur hoops back BRINGING once again its gritty and purely amateur brand of basketball, the National Athletics Association of Schools, Colleges and Universities commences its 21st season on Oct. 23 at the Cuneta Astrodome.

NAASCU, which carved its own niche among school leagues, will fire off the season with the basketball competitions but will also feature volleyball, beach volleyball, track and field, table tennis, taekwondo, badminton, chess, billiards and cheering competitions.

“Our league is mandated to help sports development,” said NAASCU president Dr. Ernesto Jay Adalem during Tuesday’s Philippine Sportswriters Association Forum at the Rizal Memorial Sports Complex. “We promote amateurism and avoid commercialization among our young athletes.”

The league has a large platform to accomplish those goals as the 10 member teams have between a 170,000 to 200,000 student-population.

Adalem noted that in a previous opening rite before the pandemic, the league managed to gather more than 15,000 spectators which was the most number at any given time at the Astrodome.

Bach open to calls to stay on as IOC president MUMBAI—International Olympic Committee president Thomas Bach said Monday he would not “dismiss out of hand” recent calls for him to stay in the post past the end of his scheduled term in 2025.

The German was elected for a first eight-year term in 2013 and re-elected for a further four-year spell in 2021.

Allowing the 69-year-old former Olympic fencing champion to remain in the post beyond 2025 would require a change to the Olympic Charter that currently limits a president to two terms.

But several Committee members on Sunday urged Bach to stay on during an ongoing IOC session meeting in Mumbai.

Bach told a press conference on Monday: “I had heard some rumours before and some members wanted me to continue my mandate but I did not expect this would come to the session.

“There were mainly two motivations for them. A number of these colleagues think and feel an election campaign so early would disrupt preparations for the Paris 2024 Games which are so important to the Olympic movement.”

Bach, whose time in office has been marked by an attempt to make the process of bidding and staging an Olympic Games more streamlined and less expensive, added: “They also wanted to express their recognition for the work

accomplished by the IOC in the last 10 years and wanted to show their strong support.”

As IOC president Bach has had to confront several thorny problems, including the Russian doping scandal following the 2014 Winter Games in Sochi.

He also led the IOC’s response to the year-long delay of the 2020 Tokyo Olympics caused by the Covid-19 pandemic.

And he has lately found himself responding to the consequences for the Olympic movement of Russia’s invasion of Ukraine—an issue for many international sports federations.

Term limits for the head of the IOC were imposed in an attempt to avoid a repeat of lengthy spells at the summit such as that enjoyed by former president Juan Antonio Samaranch, with the Spaniard in charge for 21 years from 1980 to 2001.

“I believe this is human that I was really touched and appreciated this show of support and friendship for me,” said Bach.

“For these reasons it is a matter of mutual respect and personal relationships that you do not dismiss such a thing out of hand.”

Bach added his answer would not be given out “over the media”.

Boxing ‘on hold’ for 2028 LA Games MUMBAI—Boxing faces an uncertain long-term future as an Olympic sport after its place at the 2028 Los Angeles Games was confirmed as being “on hold” Monday by the International Olympic Committee.

Boxing has been part of every Olympics since 1920 and will feature at next year’s Paris Games.

But in June, the International Boxing Association was effectively expelled from the Olympic movement following a bitter dispute between Games chiefs and its Russian president, Umar Kremlev.

The withdrawal of recognition by the IOC’s executive board followed concerns over the credibility of IBA sanctioned tournaments as well as the boxing governing body’s finances and governance.

No other boxing governing body has been recognised by the IOC. Monday’s IOC session in Mumbai voted on the programme for the 2028 Games in Los Angeles.

But the IOC said that as it had not yet recognized another governing body for Olympic boxing, the executive board decided “any decision regarding the inclusion of boxing on the LA28 sports programme is put on hold”.

It added: “So there was no discussion of this by the IOC session.”

The IOC’s executive board last week accepted a proposal by LA organisers for cricket’s Twenty20 format, together with baseball/softball, flag football, squash and lacrosse, to be included.

But the final choice still had to be voted on Monday at the IOC session in Mumbai, one of the global centres for cricket, as India hosts the men’s 50over Cricket World Cup. Only two delegates at the session voted against the new sports.

Organizers have proposed a sixteam event, in both men’s and women’s Twenty20 cricket, the shortest form of the game.

Cricket last featured at the 1900 Paris Olympics, when a team from Britain beat a side representing France.

Adding cricket to the Olympic programme is an obvious move, financially speaking.

It would tap into the lucrative South

Asian market, attracting fans in countries such as India and Pakistan.

The Indian Premier League, featuring cricket’s global stars, has helped India become the unquestioned economic driving force of the sport, thanks to legions of fans and lucrative broadcasting deals in a nation where the game is almost a religion.

Mumbai is also home to the Mumbai Indians—an IPL team owned by India IOC board member Nita Ambani.

India won both men’s and women’s cricket gold medals at the recent multisport Asian Games in China.

Meanwhile, Major League Cricket, a professional Twenty20 League, launched in the United States in July, with the US a co-host of next year’s men’s T20 World Cup together with territories in the West Indies.

“It’s a win-win situation,” International Cricket Council chairman Greg

Barclay told reporters in Mumbai, of cricket’s inclusion in the LA 2028 programme.

“We’ve got a global sport, what I think is the fastest-growing global sport, but getting onto the biggest sporting stage in the world, the Olympics, is a massive shot in the arm for the game,” the New Zealander added.

Former India captain Mithali Raj, an all-time great in women’s cricket, said: “Players will get the chance to compete for an Olympic gold medal and be part of the games which will be so special.

“It’s also a chance for more fans around the world to enjoy our fantastic sport.”

‘2.5 billion rabid fans’ Explaining the push for cricket’s inclusion, Los Angeles 2028 chairman Casey Wasserman, said: “We think the opportunity to bring a sport that has 2.5 billion rabid fans to what we think is the greatest sport city in the world, it’s a really powerful combination.”

‘Five Breakups and a Romance’ offers a story of deep love like no other film

UPON reading the title of the film, one would already guess that the story of the film revolves around five breakups and a romance. Well, close enough.

Five Breakups and a Romance is a romance-drama film about two opposite individuals who pursued a relationship after a summer fling in Singapore, only to find themselves in a series of break-ups.

The film is directed and written

by Irene Emma Villamor, the mind behind successful romance films Camp Sawi, Relaks, It’s just Pagibig, Meet Me in St. Gallen, Sid and Aya: Not A Love Story, Ulan, and

On Vodka, Beers, and Regrets.

Five Breakups and a Romance started as a challenge for the writerdirector to push herself to write a different kind of a love story, “It started from a challenge sa sarili ko, hindi ko na alam magsulat ng love o parang kulang na sasabihin ko sa love story. So gusto kong subukan kung saan ko pa siya kaya i-push – what if puro breakups lang yung kwento?” Irene shared.

The film is top-billed by GMA Network’s Alden Richards and Cornerstone Artist Julia Montes.

While Instant Daddy successfully tugs at the heartstrings and offers a compelling narrative, the film does have its moments of predictability and clichés. However, the strong performances and the overall emotional resonance of the story make these minor flaws easy to overlook.

In the end, “Instant Daddy” is a touching exploration of the bonds of family and the sacrifices we’re willing to make for those we love. Jerald Napoles shines in this family drama, and the film is sure to leave you with a bittersweet smile on your face as you exit the cinema.

KEBANA is a centuries-old Japanese art of arranging flowers. It uses well-curated blooms, flora, and other elements to convey the artist’s feelings or emotions, sometimes imbibing a painting or a sculpture.

Over the years, many ikebana enthusiasts learned to appreciate the school of art and made their own creations using natural elements. However, in 1927, Sofu Teshigahara recognized ikebana as a creating art even though many believed it meant following established forms. Eventually, she founded the Sogetsu School, which many practices today.

Last September 29, the Papel @ Sogetsu Ikebana Exhibit launched at Uptown Mall in Bonifacio Global City. It was a spectacle to behold as rows of artworks stood in all their majesty, with various colors, textures, and shapes that make each piece unique.

Transforming paper into timeless blooms

according to their design.

Many of the exhibitors are students of Marc Tomas, the former president of Ikebana International Manila Chapter 108, who is also a Sogetsu Potential Manila Chapter member. Tomas has been teaching ikebana since 2006.

He shared that he loves the lines and forms of ikebana and how it allows him and other practitioners to use everything around them, whether unconventional or otherwise.

In the meantime, his students appreciate his patience in teaching them the basics of ikebana and sogetsu. For them, the Japanese art of ikebana sogetsu is an ideal way to unwind, escape the hustle of everyday life, and express themselves freely.

Among the valuable lessons they learned under Tomas, who they call “sensei,” is that they can beauty in simplicity, even when using materials they find from their surroundings.

True to the event’s theme, the exhibitors utilized paper products to add their own spin to the material.

For instance, Evangeline Cheng used tissue paper in her piece because it’s an object she sees daily but not something many would consider turning into art. She also used leaves and flowers to augment her piece further.

Meanwhile, Yasmin Crisostomo, Gina Onda, and Aurora “Boots” Estrada played with different colors and textures in their art. Crisostomo opted for a monochromatic paper design that symbolizes the local artistry among weavers and added orange

flowers for a pop of color. Onda followed a similar approach but opted for other textures in her paper elements, using Japanese paper, among different kinds, to mimic elegance. Lastly, Estrada decided to add a dish of polvoron to her piece, with each treat wrapped in colorful paper as a tribute to her Filipino roots.

Yet some also found the vase or medium to be the focal point of their pieces. Like Celia G. Lazaro, who used paper artwork made by the late artist Tes Pasola as her piece’s medium. For Lazaro, implementing such an element made her composition more personal and a tribute to the visionary artist.

Meanwhile, Imelda Elido used a broken vase for her entry.

She positioned the broken vase in a way that continues to highlight the simple beauty of her artwork. After all, she wanted others to see that even damaged things can be beautiful.

Other exhibitors include Neny Regino, Jean Año, Margot Perez, Harold Anopol, and Nancy Uy, among many practitioners and enthusiasts.

Gracing the event was Director and First Secretary of the Embassy of Japan’s Japan Information and Culture Center Shigehiro Matsuda, who said that seeing many ikebana sogetsu enthusiasts is heartwarming because it helps spread the beauty of the art and Japanese culture.

The Papel @ Sogetsu Ikebana ran from September 29 to October 1, with a live demonstration of the Japanese art on September 30.

Premier philharmonic orchestra serenades Bacolodnons THE Philippine Philharmonic Orchestra (PPO) is serenading Bacolodnons live during the PPO Sa MASSKARA concert, taking place in Bacolod City, Negros Occidental today. The musical event coincides with Bacolod’s famed MassKara Festival, known for its vibrant masks and the city’s “City of Smiles” moniker.

The PPO Sa MASSKARA concert is part of the CCP’s outreach programs, dedicated to preserving and promoting Filipino arts and culture. Established in 1973, the PPO has become one of the country’s leading orchestras, performing alongside renowned conductors and acclaimed artists.

The PPO brings its brand of music through a live concert tonight at 7:00, at SM City Bacolod Atrium.

The PPO, which celebrates its 50th anniversary this year, will stage its other outreach concerts at Cavite City on November 24, Subic Bay Metropolitan Authority on November 26, Nueva Ecija on December 9, and Barasoain Church on December 18 as well.

Organized by the J. Amado Araneta Foundation (JAAF)’s Gateway Gallery to coincide with the celebration of Museums and Galleries Month, the four-day event aimed to be a platform for showcasing the talents of local artists, art groups, and communities.

The 2023 Gateway Art Fair featured a total of 14 art exhibitors, five participating schools, and five merchants offering their art and creative products. The event formally opened on October 5 with a ceremonial ribbon cutting attended by art exhibitors, art groups, art suppliers, art enthusiasts, the Quezon City tourism department, and executives from JAAF and Araneta City.

The ceremony was led by Jerry Yapo, Director at the University of the Philippines Los Banos Office for Initiatives in Culture and Arts; Ma. Teresa Tirona, Head of the Quezon City Tourism Department;

Miriam College Applied Art Society, Feati Notable exhibitors at the 2023 Gateway University, University of the Philippines Art Fair included Artists for Peace, – College of Fine Arts, University of DryBrush Gallery, Artipolo Santo Tomas, and the Philippine Women’s Art Group, Vice Versa of University.

Batangas, Benedict Abigan, The four-day art Pinta Pinay, Nanola Art fair was further Gallery, Lucban Arts Guild, enriched by daily art Hubog Sining, Jaspreet demonstrations from Kaur, Marie Claire some of the most exciting De Guzman, Filipino art groups and Thombayan Art artists. The 2023 Gateway Space, Art Show Art Fair was open to the Philippines, and public daily from Arthenticity.

10:00 a.m. until Art merchants 9:00 p.m. included the Gateway Gallery Museum Shop, Jess The art exhibit aims to be Navarro,, Law of the platform for showcasing Artraction, Rhea’s Bag, the talents of local artists, art groups, and communities and QC Artist Circle.
