‘1.5 MILLION TONS OF PALAY COULD BE LOST TO EL NINO’

NIA: HUGE THREAT TO IRRIGATION SYSTEMS IN 7 REGIONS

ABOUT 1.5 million metric tons of palay (unhusked rice) could be lost due to El Niño’s threat to irrigation systems, a projection by the National Irrigation Administration (NIA) showed.

Josephine Salazar, NIA officerin-charge and Deputy Administrator for Engineering and Operations Sector, said at the Saturday News Forum in Quezon City that the agency has identified areas vulnerable to El Niño, totaling 257,600 hectares of rice lands.

Data provided by the NIA showed that if the estimated 5.83 metric tons (MT) yield per hectare is multiplied by around 260,000 hectares, the projected palay yield loss could be around 1.5 million MT.

Subtracting the estimated 6% palay-to-rice milling loss, the amount of rice output that could be lost due to the dry spell is around 1.46 million MT.

Salazar said the bulk of vulnerable farmlands were in Central Luzon, accounting for 85,000 hectares, followed by Region XII or Soccsksargen with 27,000 hectares, and Region I or Ilocos Region with 24,000 hectares that would be affected by the dry spell.

Other top El Niño-vulnerable regions are Mimaropa (17,000 hectares), Western Visayas (15,000 hectares), Central Visayas (14,000 hectares), and the Zamboanga Peninsula (13,000 hectares).

The Department of Agriculture, NIA’s mother agency currently headed by President Marcos, is proposing the planting of high-yielding crop varieties, which need less water to grow than rice, Salazar said.

The NIA is also implementing a solar-powered irrigation system, as well as an alternate wetting and drying technique, as a watersaving technology that can reduce irrigation water use in rice fields without decreasing yield.

MARCOS CREDITS PRICE CAP FOR CONTROLLING RICE INFLATION; AGRI EXEC SEES STABLE SUPPLY

PRESIDENT Ferdinand Marcos Jr. on Saturday said the mandated price ceiling for rice that was in place for about a month has helped stabilize the prices of the staple in the market.

In his YouTube vlog, Mr. Marcos cited the lifting of Executive Order (EO) No. 39, which imposed a P41 price ceiling on regular milled rice and a P45 price cap on well-milled rice as one of the main reasons for the recovery of the country’s supply.

President Marcos assured that necessary assistance to affected sectors will continue, including efforts to strengthen and enhance the country’s agricultural

sector. He also said the government is exhausting all legal remedies against rice smugglers and hoarders.

The President emphasized that he is more concerned about the movement of prices of basic goods in the market than the movement of his ratings in the recent Pulse Asia survey.

“That is the true measure of whether we are doing the right thing and we can see it in the result, the stabilization of prices due to the price cap and the removal of the price cap and next to that are our other strategies to help our farmers so that they do not lose money,” the President said.

He said the government is doing everything to ensure the continuous

stabilization and decrease of rice prices in the market.

Meanwhile, a Department of Agriculture official on Saturday said the agency sees no pending price movement as the Philippines has been able to secure enough rice supply.

Agriculture Assistant Secretary Arnel de Mesa said the stable supply of rice began in August and is expected to last until next month.

“Our harvest this wet season was high, or a bumper. From the end of August, this September until October, until November, we expect that really - we do not expect any price hike,” de Mesa said during the Saturday News Forum in Quezon City.

THE Armed Forces of the Philippines (AFP) has a plan to stop or reduce Chinese interference in its resupply missions to its outposts in the West Philippine Sea (WPS), its spokesman said Saturday, as he slammed China’s latest “indisputable sovereignty” claim over the Spratly Islands.

AFP spokesperson Col. Medel Aguilar said in a press briefing that the interference of Chinese vessels inside the country’s exclusive economic zone “should not become the norm” even as he was tight-lipped on how the Armed Forces would proceed with its plan.

“We don’t want to telegraph our plan because it is a matter of national security,”Aguilar said while guaranteeing that

“First, because of the completed supply missions. Second, because of the support they are hearing from almost all Filipinos, and for the international community for standing by the Philippines in its position on matters concerning the West Philippine Sea,” he said.

“The morale of our troops in the West Philippine Sea is high and they are determined to work harder to make sure the interest of the country is protected,” Aguilar said.

HANGZHOU—There is a reason why basketball in a multi-sports event like the Asian Games or Southeast Asian Games will always be the gold that matters most to Filipinos.

That’s because it’s worth a thousand golds, according to Philippine Olympic Committee (POC) president Abraham Tolentino.

That’s the weight and worth of Gilas Pilipinas’ achievement here, when the team won the Asian Games gold medal, its first in 61 years since the 1962 squad of bas-

ketball great Caloy Loyzaga was crowned kings of the region in the Jakarta games.

“It’s God’s will, prayers answered,” said Tolentino, referring to the gold in basketball, easily the most popular sport in the Philippines.

“But that’s actually five gold medals won all in all, counting Eumir’s

[Felix Marcial] silver,” added Tolentino, who broke tradition by traveling to the luxurious Media Village inside the sprawling Asian Games Village to assemble a press conference.

Marcial settled for silver in his first foray in boxing’s light heavyweight division, a heavier category than the middleweight class where he clinched bronze in the Tokyo 2020 Olympics two years ago.

“And may Junna (Tsukii) pa tayo sa closing (Oct. 8),” added Tolentino, referring to the 50kg campaign by the two-time Karate 1 Premier League champion.

THE Department of Education (DepEd) has cautioned the public against a car loan scam called “Labas casa” or Assume Balance/ Loan Accommodation. In the advisory posted on its official Facebook page on Friday, the DepEd noted that it has discovered more cases of the scam, which targets public school teachers.

“In cooperation with law enforcement authorities, DepEd found out that there are 29 cases currently filed against the perpetrators of this fraudulent scheme that originated in Pampanga, according to a recent investigation,” the department said.

A few months ago, teachers sought help from the Presidential Anti-Organized Crime Commission after being victimized by the scheme, which lured them to apply for a car loan in exchange for a certain amount of cash, including the down payment for the unit, and a promise of passive income in a transport network vehicle service as incentives if the loan is approved.

However, the perpetrators, who appear to have connections to car dealers and bank employees to facilitate a pre-arranged loan approval, abandon the victims once the mortgaged cars were turned over to them, putting the victims in deep financial trouble.

The DepEd promised to continue working with the authorities to apprehend the individuals behind the scheme, and to conduct debriefing, counseling, and psychological first aid to the victims.

LUNETA GROUNDS CLOSED FOR J.I.L. ANNIVERSARY

The parade grounds of Quirino Grandstand in Luneta Park Manila will be closed to traffic from midnight on Oct. 13 until Oct. 14 for the 45th Anniversary of Jesus is Lord Church, the Metropolitan Manila Development Authority (MMDA) said.

The parade grounds will also be cleared from parked vehicles before midnight on Oct. 13. Road closures will be implemented along Roxas Boulevard from Katigbak to South Road/Kalaw on

Members of the Metro Parkways Clearing Group together with the Manila City Department of Services (DPS) will be in

charge of cleaning and clearing of clutters after the activity.

FIL-AM MEDICAL WORKERS JOIN 3-DAY STRIKE

FILIPINO-AMERICAN medical workers in the US have gone on strike, joining educators and Hollywood workers over the past year.

Some 75,000 workers of Kaiser Permanente across several states began the three-day strike which is said to be the largest for medical workers in US labor history, an ABS-CBN News report said.

Filipino-Americans who have worked at Kaiser’s Panorama City branch in California over the past 20 years were included in the strike, the report said.

The striking workers are represented by a union coalition, which is fighting for different support staff. The union is also calling for an increase in staffing.

“We’re being understaffed and overworked,” said Gaudensio Sena, a Kaiser file clerk. “It’s very stressful for us and for our patients.”

Kaiser, meanwhile, has said that its hospitals and its emergency departments will remain open, while some non-emergency and elective services will be rescheduled.

PSA: NATIONAL ID SYSTEM REGISTERS 81M PINOYS

THE Philippine Statistics Authority (PSA) reported that more than 81 million Filipinos have registered for the government’s Philippine Identification System (PhilSys).

The PSA said the milestone was achieved on October 3, 2023.

The agency said it was able to reach senior citizens, children, persons with disabilities (PWDs), and Filipinos living in geographically isolated and disadvantaged areas.

The PSA said it also used “PhilSys on Wheels,” where vehicles are equipped with registration kits to reach isolated areas.

In Ilocos Norte, PSA personnel mounted registration kits on a tricycle to bring PhilSys registration services to Pagudpud, the northernmost municipality of the province, the PSA said.

PH, AUSSIE MINISTERS DISCUSS STRATEGIC PACT

THE Philippines and Australia’s foreign and trade ministers will meet in Canberra next week, a month after the two countries established a new strategic partnership.

Australian Ambassador to the Philippines HK Yu said the 6th PhilippinesAustralia Ministerial Meeting (PAMM) will be held on Oct.10, with Foreign Affairs Secretary Enrique Manalo present as co-chair.

“The main purpose of this very important meeting will be to put our strategic partnership into action,” she said during a journalist reception at her Makati City residence on Friday.

“Our ministers will be coming to-

gether only just after a month of our leaders’ meeting to get to work and work out what it is that we can do more,” she added.

Yu did not disclose if bilateral agreements will be signed but said there will be “some announcements” to be made after the meeting.

PAMM is regularly convened every two years and was virtually held in August 2021 due to pandemic restrictions.

The meeting comes after President

Ferdinand R. Marcos Jr. and Australian Prime Minister Anthony Albanese met in Manila in September and finally elevated the two states’ comprehensive partnership into a “strategic” one.

The Australian government said the strategic partnership is founded on the two nations’ shared interests in promoting a peaceful Indo-Pacific region and a common vision for the region where sovereignty is upheld.

Yu said the ministers will discuss wide-range issues as Australia seeks to step up its engagements with the country on defense, economic, combatting climate change, education, peace building, environment and people-to-people

relations.

In the same reception, she said Canberra will continue to closely monitor developments happening on the South China Sea while helping the country enhance its capabilities in maritime protection.

“I would say prevention is more important and that’s exactly what Australia is already doing in the Philippines when we engage in exercises, when we are helping strengthen your governance, when we are helping with even marine environment,” she said when asked if Australia will help the Philippines in the event tensions escalate in the contested sea.

PH RISES TO 56TH IN GLOBAL INDEX FOR INNOVATION

THE Department of Trade and Industry (DTI) reported that the Philippines rose three notches in the latest Global Innovation Index (GII) 2023 rankings, placing 56th overall.

Over the past five years, the country has been considered an outperformer, surpassing expectations on innovation relative to its level of economic development among other countries, the DTI said.

The Philippines has also been part of the Top 10 climbers of the decade (2013-2023).

In the latest rankings, the Philippines performed well in Business sophistication (38th), Knowledge and Technology outputs (46th), and Market Sophistication (55th). However, there need to be more interventions to advance our Human capital and Research (88th), Infrastructure (86th), and Institutions (79th), the DTI said.

“As the world accelerates innovation faster than we could have imagined, we must be consistent in our goal of driving innovation

across all industries. We must remain committed to our goal of shaping the future of this country to be a global innovation leader and a breeding ground for technological advancements. We need to change the mindsets of our people, recommend reforms of institutions, and lead a pathway towards global competitiveness,” DTI Secretary Fred Pascual said.

The DTI and the Department of Science and Technology (DOST) continue to work together in laying down the foundations for building platforms and innovation ecosystems through the establishment of Regional Inclusive Innovative Centers (RIICs).

Since 2019, there have already been 13 active RIICS across the Philippines and this number is continuously growing. Through these RIICs, various government agencies, the academe, and industry convene to drive the innovation, creativity, and entrepreneurship agenda across the country.

SOLON SLAMS PALPARAN ACQUITTAL IN TORTURE, KIDNAP CASE

ACT Teachers Rep. France Castro on Saturday expressed disappointment on the recent acquittal of retired Army Major General Jovito Palparan in the abduction and torture case of Raymond and Reynaldo Manalo.

Castro, a member of the Makabayan Bloc, said the decision casts doubt on the justice system’s commitment to hold human rights violators accountable.

“The acquittal of General Palparan is a grave injustice to the victims and their families. It sends a chilling message that those who commit heinous crimes against innocent civilians can evade punishment,” Castro said in a statement Saturday.

The Malolos City Regional Trial Court Branch 19 on Friday acquitted Palparan on charges of kidnapping and serious illegal detention with serious physical injuries.

Complainant Raymond Manalo is a surviving witness-victim in the kidnapping of University of the Philippines students Sherlyn Cadapan and Karen Empeño in 2006.

In 2018, Palparan was convicted of kidnapping and serious illegal detention for the disappearance of Cadapan and Empeño.

According to Castro, the acquittal of Palparan  “is also especially worrisome considering this acquittal occurs in an environment of red tagging and terrorist labeling, the NTF-ELCAC as well as the ballooning confidential and

intelligence funds.”

Julie De Lima, Interim chairperson of the NDFP Peace Negotiating Panel The National Democratic Front of the Philippines (NDFP) said he found the acquittal of Palparan incongruous with creating the necessary conditions for the resumption of the GRP-NDFP peace negotiations. De Lima said the dismissal of charges against Palparan runs counter to every principle of human rights and international humanitarian law.

Prospects to resume the peace talks become less clear as the GRP continues to demonstrate its flagrant disrespect for the basic principles of justice by allowing criminals like Palparan to run free with impunity.

In Davao del Norte, PSA personnel crossed the waters of Liboganon River and walked for 3 to 4 hours to register the indigenous peoples (IPs) of Sitio Mambago in the municipality of Kapalong.

Through the initiative, 171 IPs were able to register to PhilSys. Similar efforts are conducted in various parts of the country.

“The PhilSys journey is one of dedication and determination. Reaching 81 million registrants is a reflection of our commitment to inclusivity and accessibility for all Filipinos,” said PSA Undersecretary Claire Dennis S. Mapa, PhD, National Statistician and Civil Registrar General.

DSWD SUPPORTS GOV’T PLAN FOR SENIOR CITIZENS

The Department of Social Welfare and Development (DSWD) has expressed its full support for the launching of the Philippine Plan of Action for Senior Citizens 20232028 (PPASC 2023-2028).

The program seeks to address the evolving needs and challenges faced by the country’s elderly population, the DSWD said.

DSWD Assistant Secretary for Legislative Affairs Irene Dumlao represented Secretary Rex Gatchalian in the soft launching of the five-year development plan for older persons held early this week in Malacanang Palace.

“The lead social protection agency fully supports this initiative, which is very a significant milestone in pursuit of protecting and promoting the wellbeing of the senior citizens,” Dumlao said.

The five-year plan aims to create an inclusive and age-friendly society that serves and protects the rights and privileges including the health and well-being of senior citizens across the country.

SUSPECTS IN POLL BET SLAY DIE IN PRISON

GUAYAQUIL, Ecuador—Six

Colombian suspects in the August assassination of Ecuador presidential candidate and anti-corruption crusader Fernando Villavicencio were killed in prison on Friday, officials said, just a week to a key election run-off.

Right-wing President Guillermo Lasso, who is on a private trip to New York and was due in South Korea on Saturday for an official visit, called off his foreign trip to immediately return to Ecuador to handle the incident.

The SNAI prisons authority announced that “an event occurred” in the Guayas 1 prison in Guayaquil “resulting in six dead people.”

It later clarified the deceased were “of Colombian nationality and accused of the murder of former presidential candidate Fernando Villavicencio.” Villavicencio, a 59-year-old journalist, was gunned down on August 9 as he left a campaign rally in the capital Quito days ahead of the first round vote, 11 days to the first round of voting. ASHKELON, Israel—Palestinian militants had begun a “war” against Israel which they infiltrated by air, sea and land from the blockaded Gaza Strip on Saturday, Israeli officials said, a major escalation in the Israeli-Palestinian conflict.

Israeli medics reported 22 people killed.

Prime Minister Benjamin Netanyahu said “we are at war” and vowed severe retaliation after ordering an extensive mobilization of army reserves. “The enemy will pay an unprecedented price” for the surprise attack, he warned.

TURKEY LAUNCHES NEW WAVE OF STRIKES IN SYRIA

ISTANBUL—Turkey’s defense ministry said Friday it had a launched a new wave of air strikes against Kurdish targets in Syria in retaliation for a bombing attack in Ankara.

The announcement came just hours after Foreign Minister Hakan Fidan discussed the US downing of a Turkish combat drone involved in the Syria operation with Secretary of State Antony Blinken.

The Turkish defense ministry said it had hit 15 Kurdish targets in northern Syria on Friday evening “with the maximum amount” of ammunition.

The targets included “headquarters and shelters” used by Kurdish forces that the United States has relied on to fight the Islamic State group in Syria.

Fidan told Blinken that Ankara’s air strikes in Syria will continue “with determination” despite Thursday’s drone episode -- the first of its kind between the strategic NATO allies.

Turkey stepped up cross-border air raids against Kurdish targets in northeastern Syria and northern Iraq in retaliation for a bombing in Ankara that injured two policemen last Sunday. AFP

Iran-backed Hamas, which controls the Gaza Strip, released a video showing its fighters had captured three men dressed in civilian clothes and described as “enemy soldiers” in the video caption.

“We decided to put an end to all the crimes of the occupation (Israel). Their time for rampaging without being held accountable is over,” said the Ezzedine alQassam Brigades, the Hamas armed wing.

“We announce Operation Al-Aqsa Flood and we fired, in the first strike of 20 minutes, more than 5,000 rockets.”

Israel’s army said its forces were fighting Palestinian militants on the ground in several locations near the Strip. It dubbed its operation “Swords of Iron”.

Army spokesman Richard Hecht said the militants conducted a combined raid “which happened through paragliders, through the sea and through the ground”.

He would not be drawn on reports that Israelis had been captured.

Unverified videos on social media showed bodies of a number of people in military fatigues as well as dead motorists and passengers on a highway.

“Send help, please!” one woman sheltering with her two-year-old child pleaded as militants shot at her house and tried to break into their safe room, according to Israeli media.

Militant infiltration from Gaza, an impoverished enclave home to 2.3 million people, has been rare since Hamas took control in 2007, leading to Israel’s crippling blockade. Gaza is sealed off from Israel by a militarised border barrier.

The rocket barrage from Gaza -- which Hecht said numbered at least 2,200 -- left cars burning beneath residential buildings in the Israeli city of Ashkelon, about 10 kilometres (six miles) north of Gaza. AFP

AMAZON LAUNCHES TWO TEST SATELLITES

WASHINGTON—Amazon launched two satellites on Friday as part of its plan to deliver the internet from space and compete with Elon Musk’s Starlink service.

The Atlas V rocket carrying the satellites lifted off from Cape Canaveral in Florida at 2:06 pm local time (6:06 pm GMT).

The launch was carried out by the United Launch Alliance (ULA) industrial group, a joint venture between Boeing and Lockheed Martin.

Once up and running, the company founded by Jeff Bezos says its Project Kuiper will provide “fast, affordable broadband to unserved and underserved communities around the world,”with a constellation of more than 3,200 satellites in low Earth orbit (LEO).

“We’ve done extensive testing here in our lab and have a high degree of confidence in our satellite design, but there’s no substitute for on-orbit testing,” said Rajeev Badyal, Project Kuiper’s vice president of technology.

The company has said it would invest $10 billion in the project and has booked 77 heavy-lift launches with commercial providers Arianespace, ULA, and Bezos-owned Blue Origin. AFP

SYDNEY—A naked Australian adventurer was rescued by a cruise ship near the remote archipelago of Vanuatu after capsizing while attempting to row solo across the Pacific Ocean.

Tom Robinson clung to the hull of his heavily modified rowing boat for almost 13 hours before he was plucked out of the water on Friday morning, according to a statement posted on the expedition’s website.

The 24-year-old was seeking to become the youngest person to row across the Pacific Ocean—a journey of around 8,000 nautical miles (14,800 kilometers) starting in Peru and ending in Australia.

Robinson’s team said in the statement that the situation “was caused by an unexpectedly large wave that came through the main hatch and flooded the cabin”.

CANADA WON’T BACK DOWN ON ONLINE NEWS ACT

TORONTO -- Canada“will not back down” in the face of tech giants’ opposition to a new law requiring companies like Google and Meta to pay publishers for news content, Heritage Minister Pascale St-Onge said Friday.

She added that she was “optimistic” that Google would come around, while Meta continues to take a hard line against the bill.

But in a release late Friday, Google said it continues to have “serious concerns” with the act and called on Ottawa to consider redrafting it.

The Online News Act builds on similar legislation introduced in Australia and aims to support a struggling Canadian news sector that has seen a flight of advertising dollars and hundreds of publications closed in the last decade.

“We’ve seen two different types of

reactions,” St-Onge told press bosses gathered in Toronto for a media conference.

“Google has been participating and collaborating throughout the entire process and on the other hand, Meta chose to ban news in Canada even though the act is not even currently enforced.”

Meta has called Bill C-18 “fundamentally flawed” and, starting in August, blocked news access in Canada to news articles on its Facebook and Instagram platforms.

Google has voiced opposition to the Online News Act adopted in June, but deferred taking any action -- including stripping Canadian news from its online searches and other digital services -- until December when the bill comes into force.

The two companies control about 80 percent of all online advertising revenues in Canada, worth billions of dollars.

The government has estimated it could cost the pair a combined Can$230 million (US$170 million) by requiring them to make fair commercial deals with Canadian outlets for the news and information that is shared on their platforms, or face binding arbitration.

St-Onge acknowledged that Google “does not wish to end up in an arbitration process” for commercial agreements, while Facebook “doesn’t want to regulate content.”

“We are trying to strike the right balance,” she said, aware that other nations are watching and interested in how this will play out. AFP

Benoya’s journey took an inspiring turn when, during an outreach program organized by the church in her municipality, she came across the Mangyan tribe, her first exposure into a rich tribal heritage marked by their colorful apparels and accessories.

Inspired by their artistry, she began creating Mangyan-inspired beaded accessories, fusing tradition with innovation.

Her signature creations use beads, seashells, coconut shells, Ramit- a handwoven textile made by the Mangyans and other native materials, skillfully woven into wearable works of art. Her creations were a fusion of contemporary style and traditional Mangyan aesthetics—a unique blend that instantly caught the eye of those around her.

Alumni from Chiang Kai Shek College, the school where he attended grade school and high school, and generous businessmen came in with a pledge totaling P10 million to support his preparation for the quadrennial meet next year.

Obiena’s visit came days after he delivered the first gold medal for the Philippines in the 19th Asian Games at the Hangzhou Olympic Sports Centre Stadium in Hangzhou, China last Saturday.

“The warm welcome is enough for today, having given enough support to continue training and prepare for the Olympics,” said Obiena, who will leave for Formia, Italy on Oct. 15 to prepare for the Paris Games.

THE Lemmoda Aqua Gliders grabbed five individual top honors en route to an overwhelming title-clinching win in the overall team competition in the Mindanao leg of the FINIS National Long Course Swimming Championship over the weekend at the Digos Sports Complex in Digos City, Davao Del Sur.

Monique Saraosa led Lemmoda with 78 points as she was awarded Most Outstanding Swimmers (MOS) in the girls’ 9-10 class in the nal series of the three-leg competition organized by FINIS Philippines headed by Managing Director Vince Garcia.

The rst two legs of the competition were held last July in Muntinlupa City (Luzon) and Iloilo City (Visayas).

The National Finals are set on Oct. 21and 22 at the New Clark City in Capas. Tarlac Saraosa’s teammates April Morgia topped the girls’ 13-14 class with 65 points; Rhenz Bucaneg ruled the boys’ 7-8 with 62 points; John Namoc won the boys’ 11-12 with 62 points; and Jhon Tapay secured the boys’

15-16 title with 63 points as Lemmoda catapulted to the overall team title with a total aggregate 551 points.

CELEBRATING 23 YEARS OF CITYHOOD

KORONADAL City in South Cotabato will celebrate its 23rd Charter Anniversary this October, with month-long festivities to cater to the municipality’s diverse communities.

The city gets its name from two B’laan words, “koron” or “kolon,” which means cogon grass, and “nadal” or “datal,” meaning plain. B’lann is one of the indigenous peoples of Southern Mindanao in the Philippines.

INVESTING IN THE FUTURE OF KORONADAL

EMBRACING digitization and sustainability are the two primary trends among societies that aim to progress constructively in the modern world.

Like its foreign counterparts, each city in the Philippines has visionary leaders who serve as beacons of hope for the future.

For Koronadal City in South Cotabato, the responsibility falls on the shoulders of Mayor Eliordo U. Ogena.

Ogena became the city’s executive in 2019 and has since implemented his plans for Koronadal.

As a native, he knew Koronadal by heart and established a rapport with its people. Before assuming the position of mayor, Ogena also served as Vice Mayor for three terms and as Vice Governor before ending his stint in 2010. He was also a former Provincial Board Member from 1995 to 2001.

As mayor, Ogena spearheaded a 10-point Development Agenda to develop and empower the people for a “Bagong Koronadal.”

His agenda includes environmental preservation and sustainability, championing the youth and education, and having a compassionate approach toward health-related services, among other points. Yet his plans for the city don’t end there.

During his second State of the City Address (SOCA) held at the South Cotabato Gymnasium and Cultural Center last August 15, the mayor emphasized Koronadal’s journey to becoming a modern, green city in the SOCCSKSARGEN region.

has focused on since day one is infrastructure projects, as he believes it’s a way of saying and demonstrating that the city is ready for big things and welcomes the public to share in its growth.

From 2022 to the 1st quarter of 2023, 594.6 million went to infrastructure projects, such as installing tra c lights, streetlights, and ood control projects, among other initiatives.

The Koronadal mayor also proudly reported progress in the local economy, with an additional 1,200 businesses registered from 2022 to 2023, where the city government colleßcted a total revenue of more than P333 million as of the second quarter of 2023.

“It is now evident that we are becoming one of the thriving business centers in the region. With the e orts of all functioning departments involved, I am proud to say that our city now ranks as the 3rd Most Resilient Component City during the 10th Cities & Municipalities Competitiveness Summit. We were also awarded 3rd Place as the Philippines’s Most Business-Friendly Local Government Unit

in the Component Cities Category by the Philippine Chamber of Commerce and Industry,” Ogena proudly announced.

Seeing as Koronadal is SOCCSKSARGEN’s regional center, Ogena also vowed to connect the city with the world, believing it has the opportunity to become a smart city and tech hub with the right components. Within the next few months, Phase 1 of the Koronadal Starlink Project will install Starlink across 27 barangays, including the public market, terminal, and Rizal Park, to empower every barangay and empower lives through faster and more e cient access to public services, online jobs, healthcare, education, information, and more.

He further revealed the local government of Koronadal allotted P500,000 for Phase I of the Starlink Project, providing free internet connectivity, especially to underserved and remote areas.

These are only some aspects that Ogena highlighted during his SOCA, but he promised more

efforts according to his 10-point agenda.

“Our acceleration to progress and development is unstoppable. Tuloytuloy tayo hanggang makamit natin ang lahat ng ito. I want my successors to proudly continue the legacy I will leave behind and carry on the vision of empowering this small city with big dreams; isang siyudad na kayang ipagmalaki ng bawat Koronadaleño,” Ogena said.

Koronadal residents witness how their mayor leads them toward a progressive and modern future, or a “Bagong Koronadal,” that embraces all its aspects without compromising the integrity and his passion for serving the public.

KORONADAL TO USE MICROCHIPS ON DOGS TO COMBAT RABIES

RABIES is a preventable viral disease most often transmitted through the bite of a rabid animal, mostly dogs or cats. The virus infects the central nervous system of mammals, ultimately causing disease in the brain or becoming fatal.

Over the years, the Philippines has implemented various measures to lessen the reported cases and ultimately eradicate rabies from all provinces.

In Koronadal City, South Cotabato’s capital, City Veterinarian Dr. Charlemagne Calo from the City Veterinary O ce (CVO) revealed that the local government plans to implement a high-tech mechanism using microchip implants for dogs to store valuable data, enhance pet ownership approaches, and reduce the majority of stray dogs and the associated risk of rabies in the city.

The microchips, measuring roughly the size of a rice grain, will be injected subcutaneously into dogs, meaning the device will be placed under the skin. It will also serve as a tamper-proof identi cation data storage for pets in line with the city’s anti-rabies campaign.

Moreover, the microchips will use radio-frequency identi cation technology (RFID) to store essential information, including the pet’s name, owner’s details, vaccination records, and other necessary details to meet

the requirements of the Anti-Rabies Act of 2007, which mandates dog registration.

Under Section 5 of Republic Act 9842, pet owners must submit their dogs for mandatory registration, maintain control over their pets, and keep them from roaming the streets or any public place without a leash.

It will be implemented on October 7, coinciding with the city’s 23rd Charter Anniversary. Once enforced, Koronadal will pioneer such technology in the entire SOCCSKSARGEN region, as the microchip is a rst of its kind.

Calo noted that the LGU will gradually execute the initiative because of budget concerns and a lack of manpower, considering Koronadal has 27 barangays.

According to the CVO’s records, the area’s dog population is over 20,000, keeping the LGU from implementing the program immediately.

On the other hand, Calo also clari ed that the microchips are not GPS-tracking devices. It will, however, provide a way to contact pet owners to help decrease the number of stray dogs in the city.

In the past, the place was called Marbel, which comes from the B’laan word that means murky waters. The names described the city when natives inhabited the area.

Koronadal used to comprise the area extending from the bank of Buluan Lake to the north to Barangay Polonoling, Tupi to the south, and from the Quezon mountain range in the northeast to the municipality of T’boli in the southeast.

It became a city in 2000 under Republic Act No. 8803, converting the Municipality of Koronadal into a component city of South Cotabato. Former President Joseph Ejercito Estrada signed it into law.

Meanwhile, through Executive Order No. 304, President Gloria Macapagal Arroyo designated the City of Koronadal as the regional center and administrative seat of the SOCCSKSARGEN Region.

The program aims to protect young parents and their children against discrimination and abuse by providing them with monthly nancial assistance that they can use for their children. Attached to this are conditions they must follow to continue receiving aid–including keeping their children healthy and educating them.

BRINGING HOPE TO IMPOVERISHED STUDENTS

COINEX Charity, the corporate social responsibility arm of global crypto exchange CoinEx, has extended a lifeline of hope to some 100 underprivileged students at Bacolod  National High School in Cavite.

As a vital chapter in its noble initiative,  it donated school supplies. It  brought notebooks, school bags, daily necessity kits, crayons, colored papers, ballpoint pens, and pencils to address both the students’ basic needs, as well as encouraged them to actively engage in learning and exploration.

Such generosity equipped them with better tools for a more conducive school environment.

The donation was part of its program “Grant for Fulfilling Dreams” that offers grants and school supplies to disadvantaged students worldwide. The global program launched this year aims to help students overcome obstacles, pursue their dreams, and unleash their full potential.

According to the latest report from the Philippine Statistics Authority, over 22 million people in the Philippines are living below the poverty line, with approximately 35 percent of the percentage being children and teenagers. As many as 10 million students are grappling with poverty.

Established in 2003, Bacoor National High School is a public school that provides free education for disadvantaged students from diverse backgrounds and family situations.

The CoinEx Charity team purchased a batch of school supplies, paint,

and cement, and transported them to the said school on August 21. The BNHS faculty and students welcomed them to express their heartfelt gratitude, while the school principal emphasized the donation’s impact on the students’ motivation to study harder.

During the event, the CoinEx Charity team handed the students the school supplies, as they encouraged them to face future challenges with confidence. The charitable initiative certainly empowered some underprivileged students.

CoinEx Charity also donated paint and cement for school maintenance that will help provide a more comfortable learning environment. The event at BNHS definitely yielded a positive impact on the local community as it received good feedback.

Once chosen, Puregold CinePanalo Film Festival participants are required to submit their fully produced film on or before March 1, 2024. All final submissions in the short film category must have a minimum runtime of 20 minutes and a maximum runtime of 30 minutes. All feature film submissions must be at least 90 minutes long. Each entry will be screened during the Festival, which is set to take place from March 8 to 10, 2024 at the Gateway Cinemas in Cubao, Quezon City.

Short film entries will also be given the privilege of access to Puregold’s wide social media audience, with each entry being uploaded to Puregold Channel on YouTube.

“It was the idea of Mrs. Josephine Gotianun-Yap for Palms to be globally linked to a prestigious network such as the IAC. Even before the pandemic, she already had this vision,” Neukom said.

“It is important to benchmark ourselves – are we really at par with international standards? How else can we improve and what else can we offer to our members?” he added.

The application process was rigorous, but the accreditation made the grueling six months worth it, Neukom said.

The accreditation provides reciprocity to IAC’s global network of 200 lifestyle luxury membership private clubs across the US, Europe, Australia, Africa, and Southeast Asia.

The network includes some 40 golf courses, over 100 clubs with athletic or sports facilities, and some 2,500 villas in IAC’s Luxury Resort Collection.

WELCOMING a new litter of puppies is a gratifying experience, but it can also be demanding, and expensive due to the challenges and uncertainties associated with dog pregnancies.

To ensure the well-being of your pregnant dog and the puppies, it is important to understand your breed's standards, recommended health tests, and your responsibilities in raising healthy pups. Knowing the signs of dog pregnancy and how to care for your pregnant dog is crucial.

Dog Pregnancy Signs

“In the first few weeks, you may not notice any changes in your dog's behavior. Some pregnant dogs will seem more tired, some may vomit, and some may eat less. You may notice that your dog is gaining weight and her mammary glands are becoming more prominent,” said veterinarian Lauren Jones in “Dog Pregnancy, Birth, and Postpartum Care: The Complete Guide,” an article published in the PetMD website.

While diagnostic testing is the most precise method to confirm dog pregnancy, it is not the only way. You can also observe certain signs that indicate a dog may be pregnant.

· Increase in appetite

· Weight gain

· Increase in nipple size

· Swollen belly

· Tires more easily

Nesting behavior

· More affectionate

· Irritability

How do I know if my dog is pregnant?

According to Dr. Jones, here are a few methods of confirming pregnancy:

· A dog pregnancy ultrasound - Should be performed between days 25 and 28 of the pregnancy.

· Abdominal X-rays – On day 45.

· Blood tests for pregnancy are accessible, but they are not reliable or valid means of confirming pregnancy.

· A few veterinarians might attempt to detect pregnancy by palpating or feeling the dog's abdomen, but this method is potentially risky for the developing fetuses.

How long are dogs pregnant?

The gestation period for dogs lasts around 62-

64 days, which is roughly two months. During the first month, a vet can identify a fetal heartbeat, and the development of the embryos accelerates in the second month, leading to the formation of puppies. By the end of the second month and the beginning of the third, the puppies are prepared for birth.

Caring for a Pregnant Dog

Proper Nutrition

Ensuring your pregnant female dog receives appropriate nutrition is an important responsibility. If your dog is already on high-quality dog food and maintains a healthy weight, there's no need to alter her diet during the initial two-thirds of her pregnancy, unless advised otherwise by your veterinarian.

Visits to the Vet

Regular veterinary visits can help your dog stay healthy during pregnancy.

“When the veterinarian confirms your dog’s pregnancy, they will also examine the dog for any mechanical or anatomical concerns your dog may have that could prevent them from having a normal whelped litter,” said Jones.

This is a good time to discuss planning on whether a normal birth or cesarean may need to be considered and scheduled in advance. If the pregnancy was unintended, this is an opportune moment to consider and discuss preventive

measures for the future, like spaying so that the mama dog will not get pregnant again.

Preparing for Puppies

Many dogs naturally give birth, but certain breeds may require planned caesarian sections due to their inability to whelp naturally.

As your dog's pregnancy nears its end, it is essential to get ready for the whelping process, or the birth of the puppies. The most effective preparation is to create a whelping box. These boxes provide a secure, warm, and easily maintainable space for your dog to give birth to her puppies.

The whelping box should be designed to allow the mother easy access, but not the puppies. It is a good idea to place it in a quiet part of your home that you can easily reach and monitor.

“Collaboration with your veterinarian is crucial in such cases. Isolating the pregnant dog from other dogs three weeks before labor is also essential. Monitoring her temperature, especially rectally, is crucial as it typically drops below 100°F within 24 hours of labor,” Dr. Jones noted.

What Should You Do

After a Puppy Is Born?

Puppies are typically born with a protective fetal membrane that the mother usually removes shortly after birth. If she does not remove it, you will need to do so manually to stimulate the puppy to breathe.

“If the umbilical cord isn't naturally cut by the mother during birth, you may have to cut it yourself, breaking it about 1-2 inches from the puppy's body with gentle tearing using your first two fingers and thumb,” said Dr. Jones.

If you are uncertain about this process or have any concerns, it is advisable to contact your veterinarian right away.

It is a labeling phrase that identifies items that are organic according to the Philippine National Standards for Organic Agriculture. Organic agriculture encompasses all agricultural methods that encourage the environmentally sound, socially acceptable, economically viable, and technically possible production of products.
