INFLATION hit a fourmonth high of 6.1 percent in September, up from 5.3 percent a month ago due to faster increases in the prices of food, especially rice, and non-alcoholic beverages, the Philippine Statistic Authority (PSA) said Thursday.
National Statistician and Civil Registrar General Dennis Mapa said this was still slower than the 6.9 percent inflation in September 2022, and brought average inflation for the first nine months to 6.6 percent, well
over the target range of 2 percent to 4 percent.
This comes a day after President Ferdinand Marcos Jr. said the 15 percentage-point drop in his approval rating in the recent Pulse Asia survey was “not surprising” given the gut issues, including high prices of basic commodities, that his administration is trying to address.
Pulse Asia said the drop in the approval scores of the country's top leaders might be traced to the continued rise in the prices of basic commodities, such as food and fuel.
The same survey showed elevated inflation remained the top concern of Filipinos, followed by the need to raise the wages of workers for them to cope with the rising prices of goods and services.

Coast Guard: Ship-ramming an accident

THE Philippine Coast Guard (PCG) on Thursday said the ramming of a boat that left three Filipino fishermen dead in the waters off Pangasinan was an accident.
In a briefing, PCG spokesperson for the West Philippine Sea (WPS) Commodore Jay Tarriela said the foreign oil tanker, believed to be the Marshall Island-flagged Pacific Anna, probably did not notice the FFB Dearyn because the area was dark, and the weather was bad.
“We can say that this was not deliberate,” Tarriela said in a mix of English and Filipino. “This was an accident.” Tarriela also said the location of the incident was about 180 nautical miles off Agno, Pangasinan, and not Scarborough Shoal in WPS as earlier reported. Oil, rice price shocks drove inflation—solon

ALBAY Rep. Joey Sarte Salceda on Thursday said the high September inflation of 6.1 percent as reported by the Philippine Statistics Authority (PSA) was due to “oil and rice price shocks during the month.”
Salceda, chair of the House committee on ways and means, said this “is expected to dissipate in the October figures” due to the sharp decline in global oil prices during the end of September.
“The PSA collects data on the first five days of the month, and on the 15-17th days, so it captured a lot of the speculative rise in global oil prices, but not the sharp declines that followed Sept. 27," Salceda said. “The weeks after data collected were entirely better, and we’ll catch that next month.” (See full story online at manilastandard.net)
Price price to drop to P36/kilo, says DA
RETAIL prices of local rice are seen to drop to at least P36 per kilogram before the end of October, an official of the Department of Agriculture (DA) said Thursday.
“In retail, the price will be PHP36 to PHP38 before the end of the month. It’s because it’s harvest season and we have many produce,” DA Senior Undersecretary Domingo Panganiban said in an interview on the sidelines of the opening of AgriLink, FoodLink & AquaLink 2023 at the World Trade Center in Pasay City.
Panganiban added the DA is still mulling over recommendations for a suggested retail price on rice, in relation to reports that the price of imported rice in the market is at P60 per kilo.

Jon Fosse wins Nobel literature prize
THE Swedish Academy on Thursday awarded the Nobel literature prize to Norwegian playwright Jon Fosse, whose plays are among the most widely staged of any contemporary playwright in Europe.
He was honored "for his innovative plays and prose which give voice to the unsayable," the Swedish Academy said.
His writing is defined more by form than content, where what is not said is often more revealing than what is.
Often compared to Samuel Beckett, Fosse's work is minimalistic,relying on simple language which delivers its message through rhythm, melody, and silence.

Agents nab Korean wanted for fraud
BUREAU of Immigration (BI) operatives arrested a South Korean national wanted for being a fugitive in his country where he was charged with engaging in telecommunications fraud.
The fugitive, identified as 35-year-old Kang Hee Woo, was arrested in Malabacat City, Pampanga by elements from the BI’s fugitive search unit (FSU).
Kang will be sent back to Seoul immediately as an order for his summary deportation was already issued by the BI board of commissioners in 2018 after South Korean authorities informed the bureau about his crimes.

THE Philippine Army (PA) 203rd Infantry Brigade on Wednesday debunked the claim of a militant group that the arrest of three New People’s Army (NPA) members in Oriental Mindoro on Sept. 23 was a case of an abduction or “enforced disappearance.”
In a statement, Brig. Gen. Randolph Cabangbang, 203rd Infantry Brigade commander, described as “fabricated” the posts of Karapatan Southern Tagalog on the incident.
He added that Job Abednego David, Peter del Monte, and Alia Encelo were identified by soldiers as members of the NPA’s Main Regional Guerilla Unit (MRGU), through a profile and gallery of the MRGU. “During the capture, they attempted to resist and reach for some object inside their bags but upon seeing that they had been surrounded, decided to heed the soldiers’ call not to move anymore.

PRESIDENT Ferdinand Marcos Jr. praised the urban farming program in Taguig City and urged other local government units (LGUs) to follow suit.
“I am impressed with the urban farming initiatives you are doing here in your city,” Mr. Marcos said in his speech during a rice distribution event in the city.
The President emphasized that urban farming is proof that Filipinos can cultivate farm produce even in the city and that it is supported by the government.
“This is proof that we can plant even if we are in the city. The administration has full support for programs like this,” he said.
Mr. Marcos visited Taguig City to lead the distribution of smuggled rice to beneficiaries of the Pantawid Pamilyang Pilipino Program (4Ps) and underlined the government’s efforts to provide sufficient food supply to every Filipino family.
He highlighted some of Taguig’s urban farming programs located in various parts of the city, such as the Bonifacio Global City Community Farm and the City Farm.

DOH: More communicable diseases as rains continue
THE Department of Health (DOH) reported that is expecting an increase in communicable diseases such as colds and flu as the rainy season persists. The rainy season in the Philippines started in June this year and is expected to last until November and will be followed by the cool dry season from
December to February.
The DOH in a statement said a possible increase in contagious illnesses is due to the expected “proliferation of viruses” as the weather in the country transitions from increased heat to damp conditions. The DOH said from January 1 to
September 16, influenza-like illnesses spiked to 134,637, which was 8% higher compared to the previous two weeks.
In August 2023, the number of viral diseases was almost 50 percent higher compared to the same reporting period the year prior, the DOH said.

DOJ directs probe on pupil’s death

THE Department of Justice (DOJ) has ordered the Office of the City Prosecutor (OCP) of Antipolo City to coordinate with law enforcers in the investigation of the case of a 14-year-old boy who died days after he was allegedly slapped by his teacher.
The DOJ wanted a case build-up against the suspect to ensure that justice is served to the boy’s family.
“The autopsy to determine the cause of death of Francis Gumikib last Oct. 2 is ongoing and being conducted by the Philippine National Police (PNP) forensic laboratory,” the DOJ said in a statement.

SENATOR Raffy Tulfo on Thursday called for a Senate investigation into the reported multi-million-peso illegal recruitment of Filipinos seeking jobs in Italy.
Meanwhile, a party-list legislator called on concerned government agencies to file appropriate charges against the persons suspected of complicity in the scam.
Tulfo, chairperson of the Senate Committee on Migrant Workers, filed Senate Resolution (SR) No. 816 over reports that hundreds of prospective overseas Filipino workers (OFWs) were charged exorbitant placement and consultancy fees for non-existent jobs.
The immigration consultancy firm victimizing OFWs was identified as Alpha Assistenza SRL reportedly headed by Filipino Krizelle Respicio and Frederick Dutaro.
The victims were lured into believing that they land jobs in Italy after paying Alpha Assistenza at least 2500 euros (P120, 000) while some of admitted to paying 5780 euros (P347, 140.00).
Tulfo said Alpha Assistenza SRL had no legal personality to process the work visa applications of Filipinos seeking jobs in Italy.
Tulfo noted that Alpha’s scheme involved the use of bogus work permits (nulla osta) which the OFWs only discovered as fake when these were presented at the visa processing center.Sixty eight complainants had already filed formal complaints against Alpha with the Department of Justice in Manila.

The victim experienced severe headache, dizziness, earache, and vomiting after the slapping incident.

SIX dismissed police officers wanted for murder over the death of 17-year-old Jerhode Jemboy Baltazar in a case of alleged mistaken identity surrendered to authorities in Quezon province on Wednesday.
In a report on Thursday, Criminal Investigation and Detection Group (CIDG) director Maj. Gen. Romeo Caramat Jr. said Sgt. Roberto Dioso, Cpl. Edmard Blanco, Pat. Benedict Mangada, and SSgts. Gerry Maliban, Antonio Bugayong, Jr. and Nikko Esquillon, all formerly assigned to Navotas City police station, yielded to the CIDG Quezon provincial field unit at Camp Guillermo Nakar in Lucena City at around 5 p.m.
Caramat said the suspects underwent booking procedures and documentation.
The suspects would remain under the CIDG’s custody while awaiting a commitment order from the court on their detention.

PAYMENT means the delivery of money, or the performance of an obligation (see Article 1232, Civil Code of the Philippines).
A debt shall be considered paid when the thing or service consisting of the obligation has been completely delivered or rendered (see Article 1233, Civil Code of the Philippines).
“When used in pleading, in respect to cash, it means immediate satisfaction, but when applied to the delivery of the bill or note, or other collateral thing, it does not necessarily mean payment in immediate satisfaction and discharge of the debt, but may be taken in its popular sense, as delivery only, to be a discharge when converted into money” (A treatise on the Law of Evidence, Wigmore, Greenleaf, and Harriman).

Ordinarily the debtor must pay the creditor the debt or obligation. If a third party pays for the debtor, the former “may demand from the debtor what he has paid, except that if he paid without the knowledge or against the will of the debtor, he can recover only insofar as the payment has been beneficial to the debtor” (Article 1236, Civil Code of the Philippines).
“Payment made by a third person who does not intend to be reimbursed by the debtor is deemed to be a donation, which requires the debtor’s consent. But the payment is in any case valid as to the creditor who has accepted it” (Article 1238, Civil Code of the Philippines).

Aside from giving the Philippines access to its satellites, Canada has also dispatched another Halifax-class frigate to participate for the first time in the joint Philippines-US naval exercise “SamaSama” (All Together) from Oct. 2 to Oct. 13 in southern Luzon.
In addition, Canada will be sending an active-duty defense attaché to Manila starting this October as part of efforts to bolster its security partnership with the country.
We will benefit immensely from closer security cooperation with Canada since they now realize China is an “increasingly disruptive global power” and its aggressive behavior in the West Philippine Sea is “worrisome,” according to Hartman.

“In Commissioner of Internal Revenue v. Manila Mining Corporation, ‘sales or commercial invoice’ is defined as a written account of goods sold or services rendered indicating the prices charged therefor or a list by whatever name it is known which is used in the ordinary course of business evidencing sale and transfer or agreement to sell or transfer goods and services” (G.R. 158621, December 10, 2008).
“From the foregoing definitions, an invoice, in and by itself, and as opposed to a receipt, may not be considered evidence of payment. In addition, it does not mean that possession by a debtor of an invoice raises the presumption that it has already paid its obligation” (G.R. No. 158621, December 10, 2008).
“Furthermore, respondent’s defense of payment is made more untenable by its failure to present any supporting evidence, such as official receipts or the testimony of its employee who actually paid or the one who had direct knowledge of the payment allegedly made in petitioner’s favor, to prove that it had indeed paid its obligations to the latter” (G.R. 158621, December 10, 2008).
“If a receipt was given for the money, it is proper and expedient to produce it, but it is not necessary, parol (extraneous) evidence of the payment being admissible, notwithstanding the written receipt, and without accounting for its absence.
“And if produced, it is not conclusive against the plaintiff, but may be disproved and contradicted by parol (extraneous) evidence”
“The payment of debts in money shall be made in the currency stipulated, and if it is not possible to deliver such currency, then in the currency which is legal tender in the Philippines.
“The delivery of promissory notes payable to order, or bills of exchange or other mercantile documents shall produce the effect of payment only when they have been cashed, or when through the fault of the creditor they have been impaired” (Article 1249, Civil Code of the Philippines).
Payments through GCash, Pay Maya, bank transfers, or other electronic means are now recognized modes of payment of debts. Their proof of payment are their respective electronic receipts, but when presented in court the witness must submit an affidavit and testify on how these receipts were generated electronically pursuant to the Rules on Electronic Evidence (Rule 9, Section 1).
“The foreclosure of a mortgage, given to secure a debt, may also be shown as a payment made at the time of complete foreclosure; but if the property mortgaged is not, at that time, equal in value to the amount due, it is only payment pro tanto” (A treatise on the Law of Evidence, Wigmore, Greenleaf, and Harriman). The manner of recovering the deficiency will vary depending on whether it is a judicial or extrajudicial foreclosure.
“The debtor of a thing cannot compel the creditor to receive a different one, although the latter may be of the same value as, or more valuable than that which is due” (Article 1244, Civil Code of the Philippines).
When property is alienated to the creditor in satisfaction of a debt in money it shall be considered as dation in payment and shall be governed by the law of sales (Article 1245, Civil Code of the Philippines).
“Payment is… presumed from the lapse of time. The lapse of 20 years, without explanatory circumstances, affords a presumption of law that the debt is paid, even though it be due by specialty… It may also be inferred from the usual course of trade in general, or from the habit and course of dealing between the parties” (A treatise on the Law of Evidence, Wigmore, Greenleaf, and Harriman).
However, in the case of El Oro Engraver Corporation
v. Court of Appeals, “petitioner remained silent for four years from the time it received the Statements of Account until the filing of the case against it.” “Petitioner failed to rebut that it received the Statements of Accounts… [thus] respondent proved… that it delivered the goods, and that it had not received payment for [it]… (G.R. 125267, February 18, 2008).
Sara’s secret stash
IF THE second highest elective official in the land – and also the head of one of the biggest departments in the bureaucracy – accumulates hundreds of millions of pesos in public funds every year supposedly for confidential and intelligence operations but refuses to explain how such funds have been spent precisely because by their very nature they cannot be revealed, what does that say about transparency and accountability that’s indispensable components of good governance?
It is absolutely correct for opposition lawmakers such as House Deputy Minority Leader and ACT Teachers Rep. France Castro to take up the cudgels for taxpayers and raise questions about how Vice President and concurrent Education Secretary Sara Duterte has managed to spend enormous confidential and intelligence funds (CIFs) since she took office in July 2022 without having to submit any report to the Commission on Audit (COA), the state accounting firm, on how these were spent.
Rep. Castro, citing COA annual reports, revealed that Duterte, during her two terms as Davao mayor, spent confidential funds amounting to P114 million in 2016 that ballooned to P460 million by the time she stepped down to run for the second highest office in the land in 2022.
Thus, Duterte spent P2.697 billion in confidential expenses from 2016 to 2022, or an average of P1.235 million spent every day, for six years.
“This is way bigger than even the richest cities in the country like Makati City and Quezon City,” Castro pointed out. Makati allocated P240 million yearly in 2021 and 2022. Quezon City spent P100 million in 2021 and P75 million in 2022.
“The COA should thoroughly examine if this fund was indeed used for confidential purposes and in line with Joint Circular 2015-01. If it is proven otherwise, the money should be returned and legal action should be taken,” the lawmaker said. The circular Castro was referring to was jointly released by the Departments of Budget and Management, National Defense, Interior and Local Governments, COA and the
Governance Commission for GovernmentOwned and Controlled Corporations.
This circular prescribed the guidelines for the use and limitations of confidential and intelligence funds, as well as the mandatory reports on their utilization and liquidation to be submitted to the COA, the President and both chambers of Congress.
Duterte has come under severe criticism in Congress and in media for asking P500 million in confidential funds for the Office of the Vice President and P150 million for the Department of Education since both agencies have no direct defense and security mandates necessitating such expenses.
Why the insatiable demand for secret funds that are beyond the pale of scrutiny with a fine-toothed comb by the government’s Commission on Audit?
In comparison, the confidential fund of the Armed Forces of the Philippines amounted to P444 million yearly from 2020 to 2022; for the same respective years, the Philippine National Police got P868 million, P856 million and P806 million.
The Philippine Coast Guard, the guardian of the more than 7,100 islands of the archipelago, got a paltry P10 million yearly during the same period.
Castro believes Vice President Duterte “is so eager to have a confidential fund in her national office as she may have become accustomed to such a practice during her time as mayor of Davao City.”
By their very nature, confidential funds are for an agency’s surveillance-related activities while intelligence funds are for gathering information related to national security.

For Albay Rep. Edcel Lagman, “it is difficult to implement the spending of P125 million…in a short period of time. ”
He noted the other government agencies had a “very low” utilization rate compared to the “very fast” rate of the OVP.
“What I can say is, there was an inordinate avarice to use the confidential funds,” the lawmaker said.
Rep. Castro has also urged state auditors to investigate the Davao City government’s confidential expenses during Sara Duterte’s term, and “ensure that public funds are used in accordance with the law.”
“The Filipino people deserve to know how their hard-earned money is being spent. We cannot tolerate any misuse or abuse of public funds, especially large amounts allocated for confidential purposes. We must hold our public officials accountable and ensure that transparency and integrity prevail in our governance.”
We agree wholeheartedly.

Hence, we ask as well: Where do the secret funds go? Do they end up somewhere dark and unreachable by prying eyes because they are intended as war chest for future political contests? We do not know because the OVP and DepEd invoke total secrecy in the use of their CIFs.
This is totally unacceptable, and should be resolutely opposed by all right-thinking citizens.

LAST September 20, an online news platform revealed the Office of Ombudsman, headed by the elderly Samuel Martires, claims there is no law mandating the submission by government officials of their annual statements of assets, liabilities and net worth (SALN).
Manila Representative Bienvenido Abante Jr. shares that view.
Martires and Abante are completely mistaken.
There are laws mandating public officers and employees to submit their annual SALN.
Section 17, Article XI of the Constitution, the fundamental law of the land, expressly mandates the submission of the annual SALN.
When Martires and Abante assumed their respective offices, they took an oath to defend the Constitution. Maybe they forgot what the Constitution states, or they didn’t read the Constitution at all.
There is also Section 7 of Republic Act 3019, or the Anti-Graft and Corrupt Practices Act, which likewise requires the submission of the annual SALN. This law took effect in 1960.
Finally, there is Section 8(a) of Republic Act 6713 or the Code of Conduct and Ethical Standards for Public Officers and Employees. This law, which took effect in 1989, also requires the submission of the annual SALN.
The historical record further indicates that Supreme Court Chief Justice Renato Corona and de facto Chief Justice Maria Lourdes Sereno were ousted from office for, among others, their failure to comply with the SALN submission requirement under the applicable laws. What then is the basis for Martires and Abante to say there is no law which requires the annual submission of the SALN of public officials and employees?
Ironically for Martires, Republic Acts 3019 and 6713 are officially posted on the website of the Office of the Ombudsman. The 74-year old Martires has been in government service since 1976, and remains in government service today. Therefore, Martires was and continues to be covered by the laws requiring the annual submission of SALNs to the government. Is Martires saying he did not submit any SALN during his entire stint in government?
If he did not, Martires has no legal or moral authority to stay in office as Ombudsman. He should step down from office immediately, before he gets impeached and ousted from office by Congress.
Martires can also be questioned for gross ignorance of the law for his grossly erroneous statements.
This is not the first controversy for Martires as Ombudsman. Upon his appointment as Ombudsman in August 2019, Martires announced he will make “religious education” and “values formation”
the essential focus of his office, instead of its mandated duty to investigate and prosecute government officials accused of crimes, particularly graft and corruption. The news media slammed Martires for that statement, which not only smacks of abandonment of his express duties as Ombudsman, but also hints at a violation of the Constitutionally mandated separation of Church and State.
As a retired justice of the Supreme Court (he served for a little more than one year), Martires should have been more circumspect in his public statements. Martires also issued Memorandum Circular 1 which prohibits the public and the press from accessing the SALN of a government official without the prior consent of the government official concerned, in the form of a notarized
In doing so, Martires seemed completely unaware the SALN is a public document designed by the Constitution and by the law to keep the finances of government officials transparent enough, and thus discourage them from amassing illegal wealth.
Besides, what corrupt government official in his right mind will issue a notarized authorization for the public scrutiny of his SALN?
Laws should not be construed to lead to an absurdity, and yet Martires’ construction of the law leads to the absurdity of protecting public officials from public scrutiny, in violation of the Constitutional policy of public accountability and full public disclosure and transparency in government.
Representative Abante is not a lawyer, but that fact does not excuse him for his patently false public statement on a matter involving intense public interest.
The 72-year old Abante has been a Manila politician since 1992 and he must have filed his SALN during that period.
If he didn’t, then Abante should be charged with violating Republic Acts 3019 and 6713.
Martires should either retire or take a refresher course in law school. Abante should take time to read and understand the Constitution before making erroneous statements about legal matters.
Filipinos do not deserve an Ombudsman and a member of Congress who do not read and understand the Constitution and the laws.

European security summit clouded by Azerbaijan snub, but hopes high
GRANADA, Spain—Europe’s quest to build a common geopolitical purpose brought four dozen of its leaders to Granada on Thursday, but its credibility suffered a blow when the Azerbaijani president stayed away.
Turkey’s President Recep Tayyip Erdogan was also expected to skip the European Political Community summit, a loose grouping of European states inside and outside the EU and NATO.
But hopes that it would serve as a platform to calm tensions in the Caucasus, where Azerbaijani forces have captured NagornoKarabakh from ethnic Armenian rebels, were quickly dashed.
EU officials had hoped to host Azerbaijan’s President Ilham Aliyev and Armenia’s Prime Minister Nikol Pashinyan at the event in what would have been the pair’s first faceto-face meeting since the offensive.
But Aliyev has been angered by what he sees as French and German bias towards the Armenian position, and has refused to travel to the meeting.
“Erdogan’s second absence in a row weakens the EPC as a way to deal with Ankara in a format other than the EU, to which Turkey’s candidacy is frozen,” said Sebastien Maillard of the Institute Jacques Delors.
“Without Turkey and Azerbaijan, the political community becomes more narrowly
European and seems more anti-Putin, give or take a few leaders,” he said.
“Without a Karabakh meeting, the agenda could flip to the migration crisis,” he said, predicting that Britain’s Prime Minister Rishi Sunak would seize the opportunity, having kickstarted the UK election campaign this week.
An Azerbaijani official said Aliyev would not attend because of “pro-Armenian statements by French officials” and because Paris has said it plans to deliver military equipment to Yerevan.
The official said Aliyev’s decision was also influenced by “accusations made yesterday by EU Council President Charles Michel”.
Michel, who has mediated several meetings between the foes in recent years, criticised Baku’s use of military force.
The official also cited an “anti-Azerbaijani atmosphere” and said Baku had wanted the meeting to take place in Turkey, its ally, which had welcomed the successful Karabakh offensive.
In Yerevan, Pashinyan told his parliament on Wednesday that he would still travel to Spain, and expressed regret he would not be meeting Aliyev.

DHAKA, Bangladesh—Nobel peace laureate Muhammad Yunus appeared before Bangladesh’s anti-graft watchdog Thursday over corruption charges that his lawyers said were part of a campaign of government harassment.

NEW YORK—New York Attorney General Letitia James hit back at Donald Trump on Wednesday over his virulent attacks on the $250 million civil fraud suit she brought against him, saying she will “not be bullied.”
“The Donald Trump show is over,” James told reporters after the 77-year-old former president left court at the midpoint of Wednesday’s proceedings.
Before leaving, Trump railed against James and complained that the “rigged” trial with a judge “run by the Democrats” was keeping him off the presidential campaign trail.
“I’d rather be in New Hampshire, South Carolina or Ohio or a lot of other places,” Trump said.
“But I’m stuck here because I have a corrupt attorney general.”
Responding to Trump, James said “I will not be bullied” and denounced his decision to attend the opening days of the trial as “a political stunt, a fund-raising stunt.”
James, who is African American, said Trump’s personal attacks on her this week were “offensive, they were baseless, they were void of any facts or of any evidence.
“What they were, were comments that unfortunately fomented violence, comments that I would describe as race-baiting, comments unfortunately that appeal to the bottom of our humanity.
“This case was brought simply because it was a case where individuals have engaged in a pattern and practice of fraud,” James said. “I will not sit idly by and allow anyone to subvert the law.”

The tycoon has long railed against the “legacy media” and claims X, formerly Twitter, is a better source of information.
However, he said the latest change was for “aesthetic” reasons—news and other links now appear only as pictures with no accompanying text.
Musk took over Twitter last year in a $44 billion deal and has since renamed it X, sacked thousands of staff and drawn criticism for allowing banned conspiracy theorists and extremists back on the platform, sending advertisers fleeing. TAIPEI—Taipei has said it will investigate if Taiwanese firms that helped Huawei build semiconductor factories violated US sanctions against the Chinese tech giant.

Google says new phones to run on powerful AI tools
NEW YORK—Google on Wednesday said its latest premium-priced Pixel phone would have powerful generative AI models running independently on the device, as the search engine giant seeks to lure buyers away from the latest iPhone.
The announcement by Google caps the autumn release season for big tech hardware that saw Apple unveil the iPhone 15 series and Meta officially launch its latest VR headset.
Running on a powerful chip, Google’s Pixel 8 Pro would carry out certain AI functions on the device itself instead of relying on transfers from cloud data centers that require heavy bandwidth.
At a launch event in New York, Rick Osterloh, SVP of devices and services at Google, said that the company’s AI teams had figured out how to “distill” AI models “into a version efficient enough to run on our flagship Pixel.”
This would greatly enhance existing AI tools on Pixel phones, such as removing blemishes or unwanted intrusions in photographs.

Globe to put up two more cable landing stations

GLOBE Telecom Inc. said Thursday it is building two more submarine cable landing stations on the eastern and western coasts of the Philippines to support hyperscalers.
The telecom unit of the Ayala Group said the two cable landing stations could accommodate submarine cables that provide various means of connectivity such as voice, data and Internet.
Globe earlier joined a consortium for the planned $300-million Asia Link Cable system (ALC)—an international subsea cable system, which is expected to boost connectivity capabilities as it shifts to a digital solutions platform.
PH stocks plunge on higher inflation rate in September

PHILIPPINE stocks sank by more than 100 points Thursday after the Philippine Statistics Authority (PSA) reported that inflation rate picked up to a four-month high in September.
The 30-company Philippine Stock Exchange index fell by 119.60 points, or 1.9 percent, to close at 6,178.60, while the broader all-shares index declined by 49.81
points, or 1.47 percent, to settle at 3,348.75.
“The unexpectedly high September inflation print poured cold water on investor sentiment and sank the index to its slowest in over a week,” China Banking Corp. managing director Juan Paolo Colet said.
Inflation climbed to 6.1 percent in September from 5.3 percent in August on faster increases in the prices of food and non-alcoholic beverages. The figure is also higher than the median analyst estimate of 5.4 percent and the high end of Bangko Sentral ng Pilipinas’ guidance of 5.3 percent to 6.1 percent.
“This negative surprise brought selling pressure throughout the trading session and was in stark contrast to the pos-
itive performance of most Asian stock markets,” Colet said.
Meanwhile, Asian and European markets posted modest gains Thursday, rebounding from previous losses after a strong lead from Wall Street.
US markets finished Wednesday higher, snapping a three-day losing streak, with the tech-rich Nasdaq closing up 1.4 percent.
The Dow Jones Industrial Average and the S&P 500 also closed higher, while European indices ended little changed.

The FSF said it is now on the third financial conglomerate subject to interagency cross-sectoral review following the signing of the memorandum of understanding on the Establishment of
Supervisory College for Financial Conglomerate Supervision on Jan. 25, 2022.
Its cross-sectoral review is aimed at enhancing risk surveillance and monitoring to promote stability and soundness of the financial system.
It also recently released for comments the local sustainable finance taxonomy, which covers climate change mitigation and adaptation objectives. The taxonomy will serve as a tool to assess whether an economic activity is environmentally or socially sustainable.
The document gave particular focus to micro small and medium enterprises in line with the thrust to promote inclusive green finance. The comment period will end on Oct. 6, 2023.

DOE seeks US aid for offshore wind, floating solar sites

THE Department of Energy (DOE) said it plans to identify competitive RE zones (CREZ) for new technologies such as floating solar, offshore wind and tidal projects in partnership with the US Agency for International Development (USAID).
A CREZ is a geographic area with high concentrations of cost-effective RE and strong developer interest.
DOE assistant undersecretary Mylene Capongcol said the first phase of CREZ did not include renewable energy (RE) projects in bodies of water.
“In CREZ 2, hopefully USAID will support the grant, because we do not have the budget for that. It will include bodies of water like floating solar, offshore wind and possibly tidal,” Capongcol said.
She said DOE sent its official request to the USAID for an initial meeting on scope of work and timeline.
The DOE established the CREZ 1 in partnership with the USAID and the National Renewable Energy Laboratory (NREL).
DOE undersecretary Rowena Guevara said CREZ 1 identified 25 strategic areas in the country with the highest concentration of wind and solar resources.
“Initial results have indicated that the Philippines has a total potential capacity of 58,110 megawatts (MW) solar PV and 93,987 MW wind energy,” she said.
Guevara said that by establishing CREZ, the DOE identified locations where transmission operator National Grid Corp. of the Philippines (NGCP) should develop transmission capacity and where RE developers should locate their projects.

ADB approves $300-m loan to widen Filipinos’ access to financial services

THE Asian Development Bank (ADB) said Thursday it approved a $300 million (around P16.8 billion) policy-based loan to widen Filipinos’ access to financial services and promote economic growth.
It said in a statement the Inclusive Finance Development Program, Subprogram 3 would support reforms to expand financial inclusion in the country by improving the financial infrastructure, including widening the digital financing ecosystem.
It also supports efforts to increase the capacity of financial service providers, including rural banks and nonbank financial institutions, to offer quality products and services accessible through various delivery channels.

Lotilla: PH transition to clean energy likely to take longer

Raphael Lotilla said Thursday he expects the Philippines’ energy transition to clean energy to entail costs and a longer period to implement.
Lotilla said ASEAN countries including the Philippines were working to address the climate transition from the energy sector.
“We are all committed to do that, but they remain common concerns. One of them, of course, is that any transition is going to entail costs. And this means therefore additional cost not only for the developed countries, but even for developing countries like the Philippines,” he said.
Metro Pacific Health acquires 94.2% stake in Antipolo hospital
METRO Pacific Health (MPH), the largest group of private hospitals in the Philippines, announced Thursday the acquisition of 94.2-percent share in Antipolo Doctors Inc., the owner and operator of Antipolo Doctors Hospital (ADH). ADH, situated along Manuel L. Quezon Extension in Antipolo City, Rizal province, is a level 2-ready facility with 77 beds. Since it was established in 1992 by an enterprising group of 11 doctor-founders, ADH maintained a record of medical proficiency.
Primarily serving the healthcare needs of Antipolo City, the hospital’s reach also spans various areas in Rizal province such as Taytay, Teresa and Angono, driven by a pool of over 200 physicians.

The energy chief said the additional costs were also a concern for other ASEAN countries. He urged the developed countries to help finance developing countries’ transition to low-carbon technologies.
He said most of the ASEAN countries were not the ones responsible for the climate emergency.
“If there are to be additional costs, there should be no transfer of burden, and I have emphasized this in the past.
I am glad that this is a concern common to ASEAN,” he said.
He said Indonesia and Vietnam signed energy transition partnerships worth $20 billion and $15.5 billion, respectively.
“Unfortunately, even with these two countries who have been ahead of coming up with agreements, the progress has been slow, and there remain changes and that’s why the realization that the transition is going to be slower than expected,” Lotilla said.
He said Indonesia was only able to establish a secretariat after one year of negotiations.
Lotilla earlier said a green transition for a developing country like the Philippines should be a just transition.
“It must be a fair transition, and therefore we must avoid the burden of transferring climate transition to an already overburdened Philippine population,” Lotilla said.
“We have to take advantage of all sources of energy that are currently in place and to use that in a wise manner but at the same time be able to transition to a cleaner environment,” he said.
He said additional power generation capacities should come from renewable and cleaner sources of energy, but coal would still be needed.
“What does this mean for coal? Definitely, no way of denying we need them still but replace them in a trajectory that is clear, that over time they are going to be replaced,” Lotilla said.
“The growth in demand will be replaced by renewable energy and more efficient power plants and cleaner sources of energy,” he said.

SEC issues new sustainability report guidelines

THE Securities and Exchange Commission (SEC) said Thursday it will issue revised Sustainability Reporting (SR) guidelines for publiclylisted companies to reflect the latest developments in the global frameworks.
“In keeping with the commitment to be at the forefront of promoting good corporate governance and aligned with international best practices, the SEC considers it imperative to keep SR regulations responsive to latest global developments,” SEC chairperson Emilio Aquino said.
Under the revised guidelines, publicly listed firms will be mandated to submit sustainability reports in two formats: the SR Narrative and Sustainability Report (SuRe) Form.
The SR Narrative report will be submitted together with the annual report of listed firms.
Listed firms will also be required to submit the duly-answered SuRe Form through the SEC Electronic Filing and Submission Tool (eFAST). Its template comprises three major sections, including Sustainability and Climate-related Opportunities and Risks Exposures (SCORe); CrossIndustry Standard Metrics (CISM); and Industry-Specific Metrics (ISM).
The SuRe Form aims to elevate the quality of sustainability reporting and ensure the consistency of non-financial information submitted by public firms.
“The further development of the SR framework in the country contributes to the creation of a green and blue economy, as well as the establishment of sustainable communities,” said Aquino.
The revised guidelines adopted the latest global advancements in sustainability reporting frameworks, notably the IFRS S1 (General Requirements for Disclosure of Sustainability-related Financial Information) and IFRS S2 (Climate-related Disclosures) — both of which are fully aligned with the recommendations of the Task Force on Climate-related Financial Disclosures (TCFD).

SAN Miguel Corporation’s top boss, Ramon Ang, on Thursday, congratulated the Gilas Pilipinas squad, a day after its miraculous come-from-behind win over mighty China in their men’s basketball semifinal match in the Hangzhou Asian Games.
“Let me join millions of Filipino basketball fans in congratulating Gilas Pilipinas—from its coaches to the players and team management —on our country’s historic return to the Asian Games Finals after 33 years,” said Ang in a statement.
There was not much expectation when Ang’s San Miguel management team was entrusted by the Samahang Basketbol ng Pilipinas to form and manage the men’s basketball team to the Hangzhou Asiad—from the formation of the team coaches and players up to the competition proper.
But Tim Cone’s Gilas has more than lived up to expectations, especially after the exhilarating 77-76 win over China on Wednesday night to send the Philippines to the finals of Asiad basketball for the first time after 33 years. Ang, though, was quick to give back the credit to someone, who is both a business rival and basketball ally.
“Our sincere appreciation goes to Mr. Manny Pangilinan, Chairman Emeritus of the Samahang Basketbol ng Pilipinas, whose vision and dedication have been instrumental in shaping the Gilas Pilipinas we cheer for today,” said Ang.
“He conceived, nurtured, and invested in the program, and it is his unwavering support and guidance all these years that molded--and continues to drive--the team.”
The win over China put the Philippines in the finals against Jordan. The last time the Philippines battled for gold in the Asiad was in 1990 when an all-pro team coached by Robert Jaworski fought and lost to China, 90-76, to settle for the silver medal.

HOPING to inspire his students to aspire to great heights, a public school teacher in Cabanatuan City has named his Grade 8 class after the Asian Games’ pole vault gold medalist EJ Obiena.
“I am from DepEd Cabanatuan City and my section’s name is named after you because we are under the sports curriculum, and I know that you will serve as (an) inspiration to my student-athletes. Congrats. Para sa Bayan,”said Kirby Musni in a social media post. This elicited an immediate response from Obiana, who shared the teacher’s post and his own inspirational words, reminding how sports can be a tool in building a great nation.
“I have long believed that there is more to pole vaulting than the sport itself. There is more to basketball than the game itself. Sport transcends sport and can be a nation-building tool,” said the 27-year-old Obiena who captured the gold in the Hangzhou Asian Games with his record leap of 5.75 meters, which he further smashed at 5.9.
Obiena said this is how Brazil, because of the success of its national football team, and China, which successfully hosted the Beijing 2008 Olympics, continue to gain economic progress.

HANGZHOU—Fighting hurt, but with God as her motivation, Margarita “Meggie” Ochoa delivered the Philippines’ second gold in the 19th Asian Games by defeating a familiar foe in United Arab Emirates’ Balqees Abdulla in the 48kg ju-jitsu
finals at the XSL Gymnasium JJI Mat 1 here on Thursday.
“Ang mga nakakalaban ko, nire-research ko talaga sila. Ito, familiar ako, kasi naka training ko siya, magkasama kami sa training camp,” said Ochoa of her opponent.
Ochoa said the finale could have gone either way, but it was she who did just enough to get the nod of the judges.
“Alam ko kaya ko siyang talunin, pero kaya din niya ako talunin kasi nagte-training kami together,” said Ochoa, who won the world title twice in the Women’s Ne-Waza System, last year in UAE (48kgs), and then five years ago in Sweden (49kgs).
Ochoa opened her campaign in the Asiad with a 50-0 submission win over Mongolia’s Odgerel Batbayar, before pulling off the same emphatic victory over Kazakhstan’s Nazgul Rakhayeva.
It was in the semifinals, though, where she got hurt in a scrambling 4-2 triumph over Thailand’s

“Sobrang dami ko pinagdaanan leading to this day. Nagka-trangkaso ako at may injury na ako iniinda noon pa. Sa semis, na-injure pa ako ulet. I was not 100 percent the entire time (in the finals), pero nakagamot naman, kaya kinaya naman,” said Ochoa, complaining of pain in her hip.
But she plodded on in the finals and dominated her foe with her aggression to win by advantage.
“Palagi naman may pressure, pero hindi ko iniisip ang pressure kapag lumalaban ako. Ang iniisip ko lang, I want to give glory to the Lord,” said Ochoa. “’Yan ‘yung nag-iisang thing on my mind at inuulit-ulit ko sa sarili ko before each match.”
The gold raised the Philippines’ gold-silverbronze tally to 2-1-9 at 22nd place overall and will net Ochoa a P2million windfall based on the National Athletes and Coaches Benefits and Incentives Act.

MARLON TAPALES is going to be the Japanese Monster Naoya Inoue’s biggest living nightmare at his own hometown in Tokyo, Japan coming this December, when they fight for the undisputed world super bantamweight belts.
Tapales, the reigning World Boxing Association (WBA) and International Boxing Federation (IBF) champion, is still undefeated in four bouts when fighting in the Land of the Rising Sun, ready to make Inoue his fifth victim in Japan.
“I will be the Japanese Monster’s biggest nightmare this coming December at his own hometown,” the 31-year-old fighter from Lanao del Norte said after finishing a few rounds of mitts with head trainer Ernel Fontanilla at the Knucklehead boxing gym in Las Vegas, Nevada.
“So glad my everyday training always goes smoothly. My condition looks good, as well as my stamina, durability, punching power and quickness. So by December during the fight night, I will be better than ever. I will be ready to be Inoue’s worst nightmare,” Tapales added.
Known for being a road warrior during his early years, Tapales has already made a remarkable name for himself in Japan for the first time when he beat Indonesian Ruben Manakane via fourth-round technical knockout victory in Kanazawa in May 2013.

THE Philippines ended 33 years of a finals’ drought in the men’s basketball of the Asian Games last Wednesday night. The gritty Pinoy squad clawed back from a 20-point hole behind the heroics of Justin Brownlee, to stun host China 77-76 at the 19th Asian Games in Hangzhou.
The last time the country managed to reach the basketball semifinals was in the 2002 Busan Asian Games. In 1990, Robert “The Big J” Jaworski led the Philippines to a silver-medal finish in the quadrennial games, but the last time the country won the gold was in 1962.
The Philippines will face Jordan for all the marbles tonight at 8 p.m. Tim Cone and his boys have secured the silver medal, but why stop there? We have a chance to win the gold medal against Jordan and at the same time exact revenge for the beatdown we suffered earlier in the tournament.
But more than ending years and even decades of frustrations in the biggest continental tournament this side of the globe, the win against China is a reminder that the ball and the world is round.
For a country that has been suffering so much disrespect, abuse and bullying in the West Philippine Sea and in Scarborough Shoal with the unending intrusions of Chinese vessels – military and otherwise – day in and day out, Brownlee’s three pointer in the last 23 seconds of the ballgame was a major middle finger to China. That it happened in their own backyard made it even better.
The victory in the basketball court will never make up for all the abuses that our fishermen have suffered against Chinese vessels in the territories we rightfully own. It will never bring back the three Filipinos, who lost their lives after their boat was rammed by an unidentified foreign commercial vessel off the coast of Agno, Pangasinan the other day and the other unfortunate souls before them.
The win might just be the spark that we need in reviving our national pride.
If we can be just as passionate when it comes to basketball in defending what is ours in the Spratlys and in the Scarborough Shoal, then probably we have a chance in finally standing up against China. If our politicians can make a fool of themselves watching a game against China, then they can be better off in pushing for a legislative agenda or, better yet, a concrete manifestation of defiance against Chinese intrusions other than wearing those “Atin ang West Philippine Sea” shirts. But knowing our politicians, then again, it is up

Azkals’ Head Coach Michael Weiss said some players can’t come because of injuries and other reasons.
“We contacted them early and then they said yes but then later it’s a no. It is really unpredictable but this is the environment that a national coach has to deal with. But we are positive that with
this group, we can continue our preparations for November. If one player is missing, then another gets a chance,” Weiss explained. He is aso happy that Grommen and Tabinas are coming back, which is a positive in boosting the central defender positions in the team. The Azkals will face Bahrain on October 17, then they will play Kyrgyzstan too on the 15th, but “unofficially.” Weiss, however, reiterated that the game will be competitive.
“For the Kyrgyzstan match, I will play two groups of 10 so I will switch the Azkals at halftime so that everybody can play. It is also an opportunity for the younger players and newcomers to show themselves,” Weiss said.
The German mentor also revealed that the team was definitely inspired by the big win of the Philippine Men’s National Basketball Team against China the other night, which despite having a short time of preparations and battling through several issues outside the basketball court, will now play for the gold medal in the Hangzhou Asian Games.

ONE Championship has had a year to remember, but the last few weeks have been exceptional.
Fans got to see ONE Friday Fights 34 on September 22, a night highlighted by the long-awaited clash between ONE Flyweight Muay Thai World Champion Rodtang “The Iron Man” Jitmuangnon and kickboxing king Superlek “The Kicking Machine” Kiatmoo9.

Kim Chiu takes on bold, unconventional role
ACTRESS and TV host Kim Chiu is portraying a distinctly unconventional and bold character in the suspense thriller Linlang, which began streaming on Prime Video last night.
Speaking to Manila Standard Entertainment during the series’ press preview, the 33-year-old star admitted that it took almost two months for her to commit to the project.
“It’s a new Kim that you’re going to see in this series. I was nervous because it’s something unique, so I thought about it for almost two months before finally accepting the role,” she said, adding that the decision carried the weight of expectation due to its global availability in 240 territories.
“Kahit kayo nga nagulat at nainis sa kanya di ba?,” she said alluding to her role in the series that also stars Paulo Avelino and JM de Guzman.

INFORMA Markets Thailand brought together more than 1,000 entrepreneurs in the food ingredient and dietary supplement industries from over 40 countries for the “Fi Asia 2023” and “Vitafoods Asia 2023” events held at the Queen Sirikit National Convention Center from September 20 to 22.
The back-to-back trade show is a crucial event for the food industry, offering networking, market insights, product showcases, education, and international reach. It fosters collaboration, business development, and regulatory compliance, making it a valuable platform for professionals, suppliers, and stakeholders in the food ingredient sector.

Blesila Lantayona confirmed that the Philippines had intended to send 16 delegates but only six were able to attend. She also highlighted Thailand’s significant advancements in science, technology, and innovation in her remarks.
In an interview with Manila Standard Life, Lantayona underscored Thailand’s prominence in the fields of food science, technology, and innovation. The official said that the Philippines was exploring Thailand’s advanced technology in food development and how it could benefit the Philippines’ food industry.
“Thailand possesses technology and equipment for converting raw materials, especially in the food industry, into valueadded materials or finished products,” Lantayona stated.
