22.7m students troop back to school

ON the eve of the school year's opening today, close to 22.7 million public school students have enrolled, still short of the initial target of the Department of Education's (DepEd's) target of 28.8 million.

The department, however, expects the number of enrollees to rise during the first week of classes.

"We are accepting late enrollees since it is usual that many students enroll on the first day of classes and the days that follow," said DepEd Undersecretary Michael Poa.

As students prepare for their second year of faceto-face classes after the COVID-19 pandemic, they are stepping into classrooms devoid of decorations and "clutter," as schools comply with an order issued by Vice President Sara Duterte, who concurrently

serves as DepEd secretary.

This academic year marks the final phase of the current "congested" curriculum for students from kindergarten to 10th grade.

The succeeding academic years will implement a phased introduction of the revamped "Matatag" curriculum, which streamlines the foundational subjects from seven to five.

An acute shortage of classrooms remains an urgent concern.

During a hearing of the Senate committee on basic education last week, the DepEd said the Philippines faces an alarming shortfall of 159,000 classrooms for the ongoing school year. This surpasses the previous year's shortage of 91,000 classrooms, and is a far cry from the DepEd's plan to cut the deficit to 40,000.

At the hearing, the DepEd presented data showing that about half of all 7,520 existing senior high school classrooms are congested, as are 41 percent of the 10,188 junior high school classrooms and 32 percent of primary school (K-6) classrooms.

Gatchalian, chairman of the Senate committee on basic education, said these certifications would make a huge difference in terms of helping TVL graduates get a job and address what he previously called a “dead end” for senior high school graduates.

He pointed to the low certification rate among senior high school graduates who took the TVL track.

Out of the 486, 278 senior high school graduates who took the TVL track for School Year (SY) 20192020, only 127,796 took the national certification and 124,970 passed. The passing rate among those who took the national certification was 97.8 percent.

But the certification rate among TVL graduates for that school year was only 25.7 percent.

QUEZON City Mayor Joy Belmonte has berated an alleged abusive motorist even as she ordered a thorough investigation on the incident which was caught on video that went viral showing the suspect brandishing a gun against a motorcycle rider.

THE Metropolitan Manila Development Authority (MMDA) has trained

100 traffic enforcers on the proper use of handheld ticketing devices for the implementation of the Single Ticketing System (STS).

“We want them to become familiar with the features of the device, such as ticket issuance, ticket reprint, tow truck request, number coding, traffic report, LTO verification, road clearing report, road accident report, and public concern,” said MMDA chairman Romando Artes.

“This is one of the innovations made by the agency to make the process of paying traffic-related violations easier and more convenient, which is the main benefit of STS,” he said.

The STS devices could print citation tickets, validate and authenticate driver’s licenses and vehicle registrations, check if the driver has incurred demerit points or if his or her license or vehicle registration is suspended, canceled, or has an existing alarm, and accept cashless payments of fines, among others.

Last week, the MMDA turned over to the Pateros municipal government the 30 handheld devices to be used for the STS implementation beginning next month. Pateros was the latest local government unit (LGU) to receive the devices from the agency.

The initial batch of 150 handheld STS devices had been delivered and customized for the use of five other LGUs, namely the cities of San Juan, Quezon, Valenzuela, Paranaque, and Caloocan.

The MMDA also turned over to the Pateros government the server, server rack, uninterruptible power supply (UPS), workstations, printers, software, and 60 SIM cards in addition to the 30 handheld devices.

3 Pinay traffic victims back from China

THREE Filipino women believed to be victims of a human trafficking syndicate were repatriated from China, the Bureau of Immigration disclosed.

Immigration protection and border enforcement section (I-PROBES) chief Ann Camille Mina said the three women, who arrived on board a China Southern Airlines flight from Guangzhou, China, were illegally recruited to work abroad.

The victims were all in their forties, and were recruited to work as waitresses and household helpers. They left as tourists, but were reportedly scammed after receiving false promises of work visas in China.

They reported being arrested by immigration police in China for overstaying and spending more than a month in jail.

Authorities from the Philippine Consulate in Guangzhou intervened and assisted the victims’ return to the Philippines.

“This is but one of the possibilities that our kababayans may face if they work illegally abroad. We urge aspiring overseas workers not to resort to illegal means to be able to work,” he added.

At the heart of this event was the 10th Grand Breastmilk Letting Activity which involved 300 lactating mothers and generous donors, ensuring a continuous supply of essential breastmilk for infants.

The collected milk will be carefully treated and stored in the Human Milk Bank of the Taguig Pateros District Hospital.

Chief of Clinics Dr. Cristina Emily Guerrero highlighted the city’s efforts to promote and support breastfeeding.

“In the City of Taguig, breastfeeding stations have been designated so that workers can continue the (breastfeeding) practice. The city is also encouraging

private companies to have breastfeeding stations and go through accreditation to ensure that the mandatory 40 minutes lactation period is implemented for to the workers,” she said.

Taguig stands out as one of the first local government units in the country to establish its own Milk Bank.

Since the milk donation program in the city started in 2010, it has benefited 2,200 babies and collected 3,780 liters of milk.

Booths were set up for Nutrition, Family Planning, and free HIV, Syphilis, and HEPA-B testing services for mothers.

PBBM: ‘Toots is irreplaceable’

PRESIDENT Ferdinand Marcos Jr. called the late migrant worker secretary Susan “Toots” Ople an “irreplaceable” champion of Filipinos abroad.

President Marcos delivered his speech during the necrological service for Ople in Malacañang’s Kalayaan Hall on Monday.

“We are told when you are an official that you cannot show emotion, that you must be stoic, and you must keep yourself to yourself. Please understand why I am emotional because we lost someone (Ople). It is a massive loss for everyone and for the Philippines,» Mr. Marcos said.

FORMER senator Richard Gordon on Monday said former President Rodrigo Duterte should be held liable in the Pharmally graft cases.

Gordon, quoted by reports said “the former president should be held liable because he appointed them,” referring to former Procurement Service-Department of Budget and Management (PS-DBM) officials Lloyd Christopher Lao and Warren Liong who gave the P4.1 billion COVID test kits contract to Pharmally Pharmaceutical Corporation.

Gordon, former chairman of the Senate Blue Ribbon Committee that investigated the issue, noted that Pharmally was financed by the former economic adviser of Duterte, Michael Yang.

Gordon said Yang should have been included in the resolution of the Office of the Ombudsman to file graft charges against PS-DBM officials and Pharmally executives.

HB: Free tuition for gov’t post-grads

REP. Brian Raymund Yamsuan of Bicol Saro has proposed a measure that aims to provide free tuition to government employees aspiring to complete their master’s degrees in state universities and colleges (SUCs).

In filing House Bill (HB) 8834 Yamsuan said the free tuition benefits career and non-career service government employees and covers a master’s program of a maximum of two years in any SUC where they have successfully sought admission.

Yamsuan said the measure will promote career advancement and a culture of lifelong learning in government, which will in turn, lead to a higher standard of service to the Filipino people. It will also encourage civil service personnel to continue honing their skills amid the dynamic challenges faced by the Philippine public sector in this age of innovation and disruptive technologies, Yamsuan said.

“Apart from improving the quality of public service, we owe it to our government employees to assure them that as they tirelessly and generously provide their services and expertise on the one hand, the government backs their goals for career growth and professional development on the other,” Yamsuan said. Comelec: COC filing ‘very peaceful’ so far

THE Commission on Elections (Comelec) reported that the filing of certificates of candidacy (COCs) for the 2023 Barangay and Sangguniang Kabataan Elections has been peaceful so far.

Comelec chair George Garcia described the filing as “very peaceful.”

“As early as 4 a.m., there were those who were lined up to file their certificates of candidacy. I am happy. This means, they trust our process and our system. This shows that democracy is alive in our country since there are so many vying to become barangay or SK officials,” Garcia, quoted by reports, said.

The poll chief also said that based on Comelec’s field reports the filing was “smooth” even in Mindanao. He also said the Comelec “did not anticipate the huge number of COC filers on the first day of the filing period.”

To fill up around 624,000 positions

for the 2023 BSKE, Garcia said they are anticipating around 2 million COC filers within the filing period.

Garcia said the Comelec expects an “intense election” in October 2023 as the outgoing barangay and SK officials have already served for a long time since the village and youth council polls have been postponed several times already.

Garcia also warned those who will present fake documents upon filing their COCs, citing that a candidate was discovered submitting a fake birth certificate.

The Comelec meanwhile said has finished printing more than 92 million ballots for the BSKE in 148 Cities and 1,468 Municipalities in the

country as the election period starts August 28, 2023.

Comelec Commissioner Rey Bulay, the Commissioner-in-Charge (CIC) for the October 30 BSKE also said printing of additional official ballots for the BSKE 2023 has reached 100% which is intended for the new voters who registered from December 2022 to January 2023.

“All in all, Comelec has finished printing 61,839,776 Barangay ballots and 23,254,313 SK ballots, and another additional for new voters for a total of 92,094,089 official ballots intended or the 42,027 Barangays in 148 Cities and 1,468 Municipalities in the country, which are set to be deployed in 37,259 Voting Centers,” he said.

Garcia said the Comelec is looking at the said dates after the completion of the Barangay and SK Elections which is set for October 30.

Garcia, quoted by GMA News, said “The Commission on Elections can handle this after we finish the barangay and SK elections on October 30,” and added that the Comelec “already received the resolution and letter coming from the House of Representatives indicating that the seat of expelled Negros Oriental Representative Arnolfo “Arnie” Teves had been declared vacant and that the House was calling for special election in the district.”

The poll chief also said the Comelec had started the computation of the total expenses that would be in the conduct of the special elections. The printing of ballots for the special polls is expected to be completed by the end of September, he added.

A relative of slain Negros Oriental Governor Roel Degamo may seek election as third district representative to replace Teves who was recently expelled from Congress.

In an earlier report, Pamplona Mayor Janice Degamo, the wife of the murdered governor, disclosed that “at least two cousins of the late governor have expressed interest in Teves’ vacated post.”

The mayor however said the family “is still looking for a way to only have one opposition candidate.”

“As the slain governor’s wife, I really hope we will be able to field even one candidate for our team. It saddens me when I see so many people interested because it reduces our chances of winning and giving the governor political justice as the votes will be divided,” Degamo, in an interview with ABS-CBN News, said.

The mayor said the potential candidates “are both the governor’s cousins.” “They may have different family names but they are both people that we love and helped us in so many ways. That’s why I told them it was going to be hard because we love them both,” she said.

Lawmakers express dismay over new rules for Filipinos traveling abroad

LAWMAKERS have expressed dismay over the new Inter-Agency Council Against Trafficking (IACAT) guidelines for international-bound Filipino passengers which will take effect on Sept. 3.

Senator Risa Hontiveros said the public’s concerns with the revised international travel guidelines should not be waved off as mere “miscommunication.”

THE country’s oil firms raised pump prices by as much as P0.80 per liter effective 6am Tuesday to reflect the movement of prices in the world oil market.

The oil firms raised the price of kerosene by P0.80 per liter, diesel by P0.70 per liter, and gasoline by P0.30 per liter.

This is the 8th consecutive week of increase for diesel and kerosene and the seventh consecutive week for gasoline.

“Phoenix Petroleum Philippines will increase the prices of gasoline by P0.30 per liter and diesel by P0.70 per liter effective 6am of August 29, 2023,” the company said in its advisory.

Sources said LPG prices may go up by P2 to P5 per kilo, which translates to

a P22 to P55 per kilo increase for every 11-kilo tank, used primarily by households.

LPG is currently sold at P718 to P935 per 11-kilo tank in Metro Manila.

Top British diplomat to visit PH, set to meet with DFA chief Manalo

“During this one-day visit to Manila, the British Foreign Secretary will also be calling on other high-level officials of the Philippine government,” the DFA said, in a statement.

“The visit is anticipated to reaffirm PH-UK ties and demonstrate mutually strong cooperation between the two governments, in line with the PHUK Enhanced Partnership which was launched in November 2021,” it added.

This came after their bilateral meeting on the sidelines of the Association of Southeast Asian Nations

(ASEAN) Ministerial Meeting in Jakarta last July.

Cleverly’s visit will be the first time since 2016 that a British Foreign Secretary has set foot in Manila.

If there are grafters and much corruption in government, it all boils down to greed, thinking that when officials and employees in government steal money, the temptation is there with so many opportunities to commit graft.

GRAFT and corruption remain the bane of every government administration as far as I can remember, having been a journalist for over seven decades. Why is this so, Santa Banana?

There are many factors that contribute to this phenomenon, for one thing, insofar as local politicians are concerned, it’s the people themselves who make this possible.

Because of poverty, people tend to elect politicians who they believe can help them in times of need, more than their qualifications and credentials.

A perfect example of this is what happened to a former colleague who ran for Congress and won. I would visit him in his house for a cup of coffee after he got elected, as we used to do when he was in the media.

Soon enough, I saw more and more visitors come to his house from the provinces, who I noticed just simply lingered around.

When I asked my friend who they were, he simply smiled and told me his problem was how he could feed them because they just lingered, waiting for something.

I suggested he could solve his problem by putting up a tent in his backyard and having tables under it, which he did.

My friend confided this was what happened to every politician in the provinces, to mayors and to governors and congressmen.

He told me they usually asked for money for their families back home, at times money for a burial, and for a lot of other things, like a birthday gift, money to buy uniforms for a basketball team, etc.

He even told me with a smile he even knew some of his constituents had sought burial expenses for a husband and a wife twice or three times.

But, that‘s how it is when you are a politician. I then asked him, “Where are you getting the money for all these?” He then smiled, and said, “You know where.”

We have some honest men in government, but, I am sorry to say all reformists in government almost do not last long

Well. Santa Banana, that’s how it goes when you are a politician and you want to get reelected.

There are so many opportunities for a politician to make all the money that his constituents ask for.

That’s also the reason why running for a political or public office is now especially for the rich and members of political dynasties.

More often than not, a politician has to become corrupt to have all the money to spend around.

And there are hundreds of ways of making money in government, from contracts, transactions, from public biddings, and many others, if a politician is corrupt.

Santa Banana, that’s how it is for the simple reason of permanent poverty.

In a county like the Philippines, a saint can win a public office.

But sooner or later, even somebody with good intentions may become corrupt if he intends to last in the world of politics.

With the kind of structure in government we have, people in government soon enough get corrupted.

Under this system, how can anybody in politics last unless he becomes corrupt?

It’s a cycle difficult to erase.

People tend to vote for somebody they believe they can get something from in return.

It’s a vicious cycle for corruption, especially these days with millions of people jobless and with so much poverty.

A perfect example is the Bureau of Customs where the opportunity is always there to connive with smugglers. In my younger days as a journalist, one of my beats as a Business Editor of the defunct Philippines Herald was Customs.

I knew that smugglers would not be brazen enough to smuggle anything without the connivance of corrupt Customs personnel.

I also learned that when smuggling through Customs got out of hand, Customs people usually resorted to a trick like raiding a Customs warehouse somewhere in Bulacan, Cavite or Batangas accompanied by the media to allegedly apprehend some smuggled goods, to win some “pogi points.”

If the Bureau of Customs earned the brand as “the most corrupt agency in government.” because it is.

I recall during the presidency of then President Magsaysay, Customs was so corrupt that the President tried to stop it by replacing the bureau with some 300 cadets from the Philippine Military Academy.

Soon, Santa Banana, the PMA cadets were themselves corrupted.

And the reason for it is that in the importation of goods, there is so much discretion on the part of Customs on how to value the imports.

I also recall when an IBM machine was installed at Customs, would you believe that some Customs people had a bag of salt thrown into the IBM machine, which destroyed it?

There was also that time when the government hired the well-known SGS (Societe Generale de Surveillance) to preinspect imports from source.

That worked for a while until some politicians and senators started to complain about the expense which amounted to hundreds of millions of pesos.

These were politicians who had some hidden interests. The SGS was soon stopped.

There are thousands of ways for corrupt people to make money at Customs.

I also recall that time when a wellintentioned finance secretary had to replace Customs desks to ones without drawers.

It may be funny, but some Customs people had desk drawers always open for some clients to put money in them.

This was true at offices belonging to freight handlers where they were all known to be corrupt.

Corruption is prevalent at procurement offices, like the Procurement Service at the Department of Budget and Management.

Of course, we know that case of the procurement of antiquated and overpriced laptops for the Department of Education, and the recent graft case involving Pharmally Pharmaceutical Corporation which supplied overpriced health supplies to the Philippine Health Insurance (PhilHealth) during the height of the COVID-19 pandemic.

The case involved plunder, but the Ombudsman called it graft.

These and a thousand other ways are endlessly being committed in government.

At times they get exposed in the media, but most of the time they are not. Recall the corruption at the Bureau of Corrections which resulted in killings and murder.

There are also cases of human trafficking by POGOs, like that POGO hub raided by the police in Pasay.

As I said, there are a thousand and one ways to enrich oneself in government.

Some get away with it, others don’t.

How can government reformists stop them?

I say, they cannot. It is all part of the system.

They can only be minimized, by starting at the top, by having honest and well-intentioned people in government setting the example.

But then, how many are they in government?

We have government regulators and departments to check graft and corruption.

Sometimes they work, but not always, like the Commission on Audit.

Other grafters are convicted, others are not.

At times corrupt government people resort to killing.

This is the bane of all administrations as far as I can remember.

Yes, we have some honest men in government, but, I am sorry to say all reformists in government almost do not last long.

They, too, soon become part of the system.

The United States Department of State has expressed the recent instances of Philippine vessels being harassed by the Chinese Coast Guard pose a direct threat to peace and stability in the region.

Philippine senators have likewise criticized the actions of the Chinese Coast Guard, which targeted both the Philippine Coast Guard and a military supply ship headed for Ayungin Shoal.

Through individual declarations, senators expressed their discontent over the employment of water cannons by the China Coast Guard against Philippine Coast Guard vessels that were transporting provisions to the military personnel stationed on the BRP Sierra Madre at Ayungin Shoal.

Senator Risa Hontiveros, the proponent of Resolution 659, which calls for the Department of Foreign Affairs to present China’s intrusions to the UN General Assembly, asserted the China Coast Guard lacks the authority to obstruct or assault the nation’s supply shipments. This interference ultimately seeks to deprive the inhabitants of Ayungin Shoal of their essential necessities.

Previously, the Philippines lodged a protest against China’s hazardous maneuvers and deployment of a military-grade laser aimed at a vessel belonging to the Philippine Coast Guard. Under the leadership of President Marcos, the Philippine government has submitted a total 77 formal objections against China’s forceful actions in the West Philippine Sea, as revealed by the Department of Foreign Affairs yesterday. DFA spokesperson Ma. Teresita Daza conveyed in the year 2022 alone,

195 diplomatic protests were formally submitted to the Chinese government, and an additional10 diplomatic protests have already been lodged this year.

Daza stated, “The Philippines consistently voices its opposition to China’s continuous and illicit presence within Philippine waters, including areas in proximity to Ayungin Shoal.

“The Philippines has officially protested China’s infringements a total of 77 times during the era of the Marcos administration, with 10 of those protests being initiated this year.”

In Greece, blazes have destroyed tens of thousands of hectares of land in the northeast alone, in what the European Union-backed Copernicus Climate Change Service said was the largest recorded wildfire on European soil in years. There have also been hurricanes in the US mainland and a storm-induced wildfire in Maui’s Lahaina town, where many Filipinos live.

Earlier this month, a reservoir in Beijing’s Changping district logged 29.3 inches of precipitation, the most in the city in over 140 years.

At the same time, heavy downpours continued to soak South and North Korea as tropical storm Khanun swept over the peninsula after pounding Japan, putting Pyongyang on high alert for flood damage.

In some parts of South Korea, cumulative rainfall has topped 15.8 inches with maximum wind speeds last week of of 126 km per hour, flooding villages, schools and roads.

All this points to climate change –including increased heat, extended drought, and a thirsty atmosphere – as a key driver in increasing the risk and extent of wildfires in the western United States during the last two decades. Scientists have warned that storms are becoming more powerful as the world gets warmer due to climate change.

with the expansion of its military capabilities, might lead to a “military mishap, or even a military confrontation.”

China, being an economic and military superpower, cannot be expected to voluntarily desist from its “errant” ways and voluntarily rein in its aggressive behavior.

The neighboring claimant nations, including the Philippines, must explore effective methods to exert and intensify pressure on Beijing to adhere to the United Nations Convention on the Law of the Sea, exert international pressure to such an extent that it will become costly on their part, economically, diplomatically, and militarily, if they continue on its present course of action.

This involves confronting its aggressive behavior and unjustified maritime assertions.

I am happy that we have defense secretary —my UP Law classmate and friend Gilbert Teodoro -- who is able to do this.

A panel of arbitrators established according to the 1982 Law of the Sea Convention dismissed China’s extensive assertions in the South China Sea.

These included regions that the tribunal identified as belonging to the Philippines’ Exclusive Economic Zone, continental shelf, and resources.

Amid growing instances of Chinese intimidation and risky maneuvers in the South China Sea, the United States emphasized its strong dedication to its alliance commitments with the Philippines.

At this point, I don’t think we can expect China to respect The Hague Arbitral ruling which it does not recognize.

Neither can we expect China to refrain from doing hostile acts short of initiating armed confrontation against Philippine Navy, or stop the bully from harassing our fishermen within our maritime territory. Its relentless determination to pursue its goals, irrespective of others’ opinions, poses a significant threat to regional security.

China’s aggressive behavior, combined

What a relief compared to some of his predecessors.

Secretary Teodoro also has been strategic in his response to Chinese bullying.

For example, there is need for a collaborative maritime operations with nations whose territorial claims intersect with China’s nine-dash line.

This could involve coordinated patrols alongside countries like Malaysia, Vietnam, Brunei, and Indonesia.

There is also the need to enlist the cooperation of like-minded nations, like the United States, Australia, Korea and Japan; strengthen our alliances with these countries, including making appropriate arrangement to strengthen the country’s defense capability to protect our maritime territory while continuously pursuing diplomatic avenues, including negotiating a “Code of Conduct in the South China Sea.”

At some point, this bullying by China must stop. Any self-respecting and patriotic Filipino must take this to heart. I am glad that President Marcos and Defense Secretary Teodoro have drawn the line.

Spain worries over ‘lifeless land’ amid creeping desertification

ALMERIA, Spain—Ongoing droughts and an over-exploitation of land for both agriculture and industry have stoked fears in Spain over the creeping spread of “sterile soil” which could devastate Europe’s kitchen garden.

“There used to be a holm oak forest here.. but now the land is barren,” says Gabriel del Barrio, pointing to a hill where only stunted shrubs remain. Wearing dusty trainers and with a canvas hat on his head, this specialist in desertification has been worriedly monitoring the daily degradation of the landscape in Almeria, in the southern Andalusia region.

“Spain is not going to be a desert with dunes like in the Sahara, that’s morphologicaly impossible,” explains del Barrio, a researcher at EEZA, the experimental center for research into arid zones.

But desertification, which is characterized by a severe “degradation of the soil” causing it to lose its productive capacity, “is worrying”, he says.

In the dock are the usual suspects: global warming, which is driving rising temperatures leading to water evaporation that causes more

wildfires, but also human activity, which is the biggest culprit, notably due to intensive farming.

Despite its very dry climate, Almeria has transformed itself into Europe’s vegetable garden through its 40,000 hectares of greenhouses -its “Sea of Plastic”—which produce thousands of tonnes of tomatoes, peppers, courgettes and cucumbers all year round.

But these vast crop-producing areas are exacerbating the problem by using groundwater and “depleting the aquifers,” says del Barrio. ‘Complicated position’

Although the situation is extreme, it’s not only happening in Almeria.

According to the UN Convention to Combat Desertification, 75 percent of Spain’s land is battling climatic conditions that could lead to desertification, making it the European nation most threatened by the problem.

“This puts us in a complicated position in which the combination of extreme temperatures, droughts and other factors aggravate the risk of erosion and the loss of soil quality,” Spain’s Ecology Minister Teresa Ribera warned in June.

Environmental associations are pushing for new ways of farming, by reducing irrigated areas and using crops that consume less water

Council, to which EEZA reports, soil degradation has tripled over the last 10 years, creating a problem which is “irreversible on a human scale”.

And that means soils which are unable to retain water or organic matter, that cannot support crops or nourish livestock -- a matter of huge concern in a country where agriculture accounts for annual

“Soil erosion is now the main problem for most farmers in Spain,” said UPA, which represents small farmers and stockbreeders, warning the situation was “serious” and could have a significant “economic cost”.

Seven years for soil regeneration

In Andalusia, the situation has prompted some to roll up their sleeves and get down to work.

“We have to act on our own wherever possible... and not give in to fate,” says Juan Antonio Merlos, 40, who owns a 100-hectare almond farm in the hills above Velez-Blanco.

Together with a handful of farmers from an association called AlVelAl, Merlos has introduced new “regenerative” practices since taking over his parents’ farm three years ago, which has now been certified as organic, in a bid to “halt the soil erosion” in the region. These farmers now use manure instead of chemical fertilizers, don’t use pesticides “which kill insects,” limit use of ploughing “which damages the soil” and use plant matter to cover the soil in order to conserve moisture on the rare occasions when it rains.

“This is long-term work” using techniques that have been around for years, says Merlos as he examines a few barley stalks planted under his almond trees.

But that doesn’t stop him from being optimistic.

“In theory, you need seven years to see results from regenerative agriculture. But I have already started to notice the difference in the soil and the insects,” he told AFP.

As well as urging farmers to adopt new practices, environmental associations are pushing for new ways of farming, by reducing irrigated areas and using crops that consume less water.

“We need to adjust our needs in light of the available water resources to reduce the risk exposure of both people and our productive sectors in a period of scarcity,” said the World Wildlife Fund.

By and large, del Barrio agrees.

“We have to find a balance” to ensure food needs without endangering the soil, he said.

“We need to manage the soil in a way that makes it as sustainable as possible” to avoid the spectre of “lifeless” land. AFP

DARWIN, Australia—Eight US marines were in hospital on Monday—one of them in intensive care—following a military aircraft crash in northern Australia that killed three of their comrades, authorities said.

Twenty-three marines were on board the Boeing MV-22B Osprey tilt-rotor aircraft when it crashed on Melville Island, north of Darwin, on Sunday morning during a military exercise for locally based troops.

Northern Territory Chief Minister Natasha Fyles said eight marines were still receiving treatment and that she wanted to “assure their families that they are getting the best care possible and we’re working to ensure they’re supported”.

Authorities have launched an investigation into what caused the crash, and efforts are also underway to recover the remains of the three dead marines.

Northern Territory Police Commissioner Michael Murphy told reporters the recovery and investigation would be “prolonged, enduring and complex”, adding that officials were expecting to be at the crash site for “at least 10 days”.

“Absolutely everything” was being dedicated in terms of resources, he said.

He had earlier told local media that the aircraft hit the ground in “heavy bushland” but emergency responders were helped in their initial efforts by the location of a nearby airstrip.

Being able to land so close to the crash site had allowed casualties to be treated more quickly and “probably saved some lives”, he said.

During her trip, she will also travel to China’s economic powerhouse Shanghai, the US Commerce Department said. She will leave on Wednesday.

TOKYO—Japan’s space agency on Monday postponed for the third time the launch of its “Moon Sniper” lunar mission due to poor weather.

The H2-A rocket due to blast off from the southern island of Tanegashima was also carrying a research satellite developed with NASA and the European Space Agency.

The Japan Aerospace Exploration Agency (JAXA) gave no new date for the start of the mission, which comes after India successfully landed a probe on the Moon last week.

MHI Launch Services, the rocket co-developer, said on the social media platform X that the mission was called off “because it was confirmed that the

upper wind does not satisfy the constraints at launch.”

Last week India landed a craft near the Moon’s south pole, a historic triumph for the world’s most populous nation and its low-cost space program.

Previously, only the United States, Russia and China had managed to put a spacecraft on the lunar surface, and none on the south pole.

India’s success came days after a Russian probe crashed in the same region, and four years after a previous Indian attempt failed at the last moment.

Japan has also tried before, attempting last year to land a lunar probe named Omotenashi, carried on NA-

SA’s Artemis 1, but the mission went wrong and communications were lost.

In April, Japanese start-up ispace failed in an ambitious attempt to become the first private company to land on the Moon, losing communication after what the firm called a “hard landing.”

The “Moon Sniper” is so called because JAXA is aiming to land it within 100 meters of a specific target on the Moon, far less than the usual range of several kilometers.

Japan has also had problems with launch rockets, with failures after liftoff of the next-generation H3 model in March and the normally reliable solid-fuel Epsilon the previous October. AFP

Tropical Storm Idalia forms near Mexico, heads to Florida with threatening surge

Idalia formed Sunday (Monday in Manila) in the Caribbean, buffeting southeastern Mexico with wind and rain, as forecasters predicted it will strengthen to a hurricane before reaching Florida later in the week.

The storm, which is not forecast to make landfall in Mexico, will travel across the Gulf of Mexico before reaching northwest Florida, the US National Hurricane Center said.

Idalia will create “increasing risk of life-threatening storm surge and hurricane-force winds along portions of the west coast of Florida and the Florida Panhandle beginning as early as Tuesday,” the NHC warned.

Japan summons China ambassador over Fukushima water release calls

TOKYO—Japan summoned China’s ambassador on Monday to protest against a flood of nuisance calls from China to local businesses following the release of water from the Fukushima nuclear power plant.

Deputy Foreign Minister Masataka Okano told ambassador Wu Jianghao that China should properly inform the public “rather than unnecessarily raising people’s concerns by providing information that is not based on scientific evidence,” the foreign ministry said in a statement.

Last week, China banned all seafood imports from its neighbor after Japan began releasing cooling water from the stricken Fukushima plant in an operation that Tokyo and the UN’s nuclear watchdog have said is safe. Since then, apparently randomly chosen Japanese businesses ranging from bakeries to aquariums have received reportedly thousands of sometimes abusive crank calls from Chinese numbers. Social media users in China have posted recordings and videos of these

calls, some of which have attracted tens of thousands of likes and a large number of comments.

“Since the start of the discharge... there have been numerous phone calls and other harassment regarding the discharge that are suspected of originating from China. The situation has not improved since then,” Okano told Wu.

“A number of similar incidents are also happening in China against Japan-related facilities. This is extremely regrettable and we are deeply concerned,” he said, according to the release.

Japan’s embassy over the weekend urged the tens of thousands of Japanese living in China to keep a low profile and not talk loudly in public.

On Monday, it said it had increased security measures outside Japanese schools and diplomatic missions in China.

Trump’s attorneys have countered with a proposed date of April 2026 -- well after the November 2024 election in which the real estate tycoon is seeking to return to the White House.

US District Court Judge Tanya Chutkan is to entertain the arguments of both sides at a 10:00 am hearing on Monday at a federal courthouse in the nation’s capital.

Chutkan’s trial date decision could have a pivotal impact on Trump’s hopes of capturing the 2024 Republican presidential nomination and the White House.

The 77-year-old Trump has been slapped with four criminal indictments this year—twice by Smith and once each by state prosecutors in New York and Georgia.

But the case before Chutkan may pose the greatest legal peril to Trump -- particularly if it ends up being the first on what is shaping up to be a busy legal calendar for the former president.

“Judge Chutkan will likely set the trial to begin closer to the January 2, 2024 date that Smith proposed than the spring 2026 date that Trump proposed,” said Carl Tobias, a law professor at the University of Richmond.

“She already warned Trump in open court that she would start the trial earlier if he did not stop making remarks that could intimidate or threaten jurors and witnesses,” Tobias told AFP.

Whit Ayres, a veteran political consultant, said the order of the trials is very important.

“If she sets the trial date for January 2, as she might, then I think it becomes a major, major event in the presidential race,” Ayres said in an online interview with Bill Kristol, a conservative Republican commentator turned staunch Trump critic. AFP

Asian markets rally on Fed comment, China gets boost

—Asian markets rose Monday after Federal Reserve chief Jerome Powell said officials would take a careful approach regarding interest rate hikes, while Chinese shares soared after the government cut the duty on trades.

In a much-anticipated speech Friday, the US central bank boss left the door open to more tightening but repeated his pledge that decision-making would be data-dependent as policymakers try to bring inflation to heel.

Powell’s comments suggested borrowing costs would be held at a 22-year

high of 5.25-5.5 percent next month, though investors remain concerned more could come before year’s end. While inflation is coming down, markets have been hit in recent weeks by a strong run of economic data— particularly on jobs—that has been seen as putting pressure on the Fed to keep hiking.

“If the data continues to show an ease in labor market tightness and price pressures, then the Fed is likely done with its tightening cycle,” said National Australia Bank’s Rodrigo Catril.

“If the data doesn’t play ball, then further tightening should be expected. Thus, upcoming key market data releases (inflation and labour market) are likely to set the tone for markets over coming months.”

The remarks sent US stocks lower initially before they bounced to end Friday on a positive note.

COLOGNE, Germany—From generating story lines to coding entire games to turning ideas into animation, artificial intelligence is front and centre at Gamescom, one of the video game industry’s biggest fairs.

But even the ultra-connected industry is eyeing the innovation warily, with fears growing that jobs could be made redundant and artistic creations usurped.

“AI is really a turning point,” according to Julien Millet, an AI engineer and founder of United Bits Game studio, who attended the industry fair this week. Responsive non-playable characters

or the automatic generation of images, code and game scenarios are among the possible uses for developers using AI.

AI is also capable of instantly producing illustrations from text, allowing producers to better “transmit their vision”, according to Millet.

But the images dreamed up by AI could threaten the work of concept artists, who visualize the video game world before it is created digitally.

“I am worried for those jobs,” Millet said.

LONDON, United Kingdom—Private equity firm M2 Capital has made an offer to take over British household goods company Wilko, according to media reports Sunday, days after administrators warned of “likely” redundancies and store closures.

London-based M2 Capital has made a bid of £90 million ($113 million, 105 million euros) to take over Wilko along with a promise to retain all employees for two years, The Guardian newspaper reported.

The British group, which has 400 stores and 12,500 employees, entered administration in early August, hit by the cost-of-living crisis and inflation.

The BBC said on Sunday that M2 Capital managing director Robert Mantse confirmed the offer had been accepted.

M2 Capital did not respond to AFP’s request for comment.

According to The Guardian, M2 Capital submitted its offer late Friday, which followed a competing offer by Doug Putman, the owner of music retailer HMV, who pledged to keep 350 Wilko stores open.

“Any bid that guarantees jobs has to be prioritized,” said Andy Prendergast of the GMB union.

“Since our appointment as administrators of Wilko we have worked relentlessly to secure a sale of the business, and talks are continuing with a number of parties,” a PwC spokesman told AFP on Sunday, declining to comment on any specific offers.

PwC on Wednesday indicated that no buyer had been found for the entire Wilko group, and warned that “significant” redundancies could be expected as early as next week.

August inflation seen faster on increased oil, rice prices

INFLATION in August likely rose to 5 percent from 4.7 percent in July on elevated global oil prices and the impact of recent typhoons on agricultural products, a bank economist said Monday.

Rizal Commercial Banking Corp. chief economist Michael Ricafort said world rice prices were among 15-year highs on warmer weather and reduced rainfall in some rice-exporting countries. He also noted the higher local and global fuel costs, “with global crude oil prices among four-month highs recently” which might have contributed to the uptick in inflation in August.

“The net increase in oil/fuel prices since July 2023 could lead to higher prices of other goods and services in the economy [passed on costs] that could lead to some pick up in overall inflation,” Ricafort said.

“The higher base/denominator effects on global crude oil prices could diminish and eventually normalize especially starting September 2023 that could lead

to some risk of re-inflation for the coming months especially by early 2024,” he said.

The Philippine Statistics Authority reported that inflation in July eased to a 16-month low of 4.7 percent from 5.4 percent in June, pulled down by slower year-on-year increase in housing, water, electricity, gas and other fuels at 4.5 percent from 5.6 percent.

This was the sixth consecutive month of deceleration in the headline inflation and the lowest since March 2022’s 4 percent.

The July 2023 inflation was also slower than 6.4 percent a year ago. This brought the average inflation in the first seven months to 6.8 percent, still higher than the target range of 2 percent to 4 percent for 2023.

Meralco eyes leadership in EV charging stations

MANILA Electric Co. plans to be at the forefront of the emerging electric vehicle industry as part of its sustainability agenda, a top executive said.

The PSA will release the official August inflation report in the first week of September.

Bangko Sentral ng Pilipinas Governor Eli Remolona earlier said there was still room for local monetary authorities to increase the prevailing interest rates, if needed, without contracting the economy.

Remolona said the third pause of the Monetary Board on Aug. 17, 2023 was a “prudent” move, but the BSP remained ready to hike if the upside risks materialized.

The BSP raised the policy rates by a total of 425 basis points to 6.25 percent between May 2022 and March 2023, before taking a prudent pause during the last three Monetary Board meetings amid the sustained easing of inflation.

“We have to stimulate the demand, and they have to be at the forefront of chargers. Because otherwise, we’re just waiting for each other to move. So, if you want to promote the e-vehicles, and if you’re serious about that sustainability, we should push that agenda. The sustainability agenda,” Meralco chairman and chief executive Manuel Pangilinan said.

Based on Department of Energy data, there were around 9,000 registered EVs, including 378 public utility vehicles. There were also 327 EV charging stations as of the end of 2021.

The DOE targets to roll out 2,454,200 electric vehicles, comprising of cars, tricycles, motorcycles and busses and install 65,000 EV charging stations nationwide over the short-term from 2023 to 2028.

Pangilinan said Meralco should be laying out the EV charging stations and not wait for demand to come in. “The problem is a chicken and egg situation. How can you lay the chargers if you have few e-vehicles.... And one of the principal pollutants are these vehicles, especially the two piston engines, the motorcycles. So we should be in that space. Create the demand and the charging stations will come in,” he said.

Filinvest Land expects higher income in 2023

PROPERTY developer Filinvest Land Inc. expressed optimism on achieving higher income in 2023 on the back of positive economic performance. The company reported a net income of P3.52 billion last year.

“The Philippines is growing, and we are optimistic that we will grow more, unless there is anything happening outside of the Philippines. Here within the country, our fundamentals seem to be good,” Filinvest Land director Michael Edward Gotianun said in an interview over the weekend.

“Yes, business is good. So let’s hope that it stays good for the next, say ten years,” he said.

“The economy is improving, and there seems to be a lot of interest.... Everybody is positive about the economy. But our concern will be the outside like China, with all their problems going on now. There might be, or you don’t know, there might be a spillover, we cannot control that. So, we just hope it does not spill over to us,” Gotianun said.

Filinvest Land posted first-half net income amounting to P1.39 billion, up 15 percent from a year ago, on better performance of residential and leasing businesses.

PH needs to build 18,000 MW of renewable power by 2030

THE Philippines needs to build about 18,000 megawatts of renewable energy capacity, or an average of 2,500 megawatts annually, to meet its target of 35 percent RE share in the power mix by 2030.

This is based on the internal computation of ACEN Corp., the power arm of the Ayala Group and one of the fastestgrowing RE players in the country.

ACEN president and chief executive Eric Francia said the company based its computation on estimated 5-percent to 6-percent

annual demand growth and higher utilization of solar and wind projects.

“We’re targeting 35-percent renewables share of output. We’re now at 22 percent. By our estimation, if we are to reach 35 percent by 2030, and 50 percent by 2040, on top of the 5 to 6 percent annual demand growth…our estimate is we would need to build around 18,000 MW or 18 GW of renewables between today and 2030,” Francia said.

ACEN is building 8,000 MW of RE capacity in the Philippines as part of its goal of reaching 20,000 MW in Southeast Asia by 2030. The company has

about 4,400 MW of attributable capacity in the Philippines, Australia, Vietnam, Indonesia and India.

“The DOE thankfully is aligned with that and therefore bid out 11 gigawatts in the last GEAP [Green Energy Auction Program],” Francia said.

He said the results of the GEAP 2 provided a wake-up call to the industry where only about a third of the total capacity on offer was taken by investors.

“It was undersubscribed but to me, it’s really a wake-up call for the industry to step up to the plate and fill that gap. The good news is out of the 18 GW, around

5 GW has already been awarded through the first two rounds of the Green Energy Auction. So we only need to build 13 GW,” Francia said.

ACEN, like other RE developers, expects the next GEAP to include solarstorage hybrids, a technology that combines solar power and energy storage.

“Solar-storage hybrid should ideally be included in the next GEAP as this will help address grid constraints, as well as encourage distribution utilities to procure GEAP capacity because it enhances the reliability of GEAP as a source of supply,” Francia said.

Globe to introduce ‘leveled-up’ eSIM for prepaid subscribers in September

UK chamber supports extension of EO reducing import tariff on key commodities

THE British Chamber of Commerce in the Philippines supports the extension of Executive Order 10 which has reduced the most favored nation tariff rates for key commodities such as pork, corn, rice and coal.

BCCP executive director Chris Nelson said the group is confident the Philippine government would issue measures to help

the country cope with food issues and inflation.

“We’re hopeful, and we obviously recommend that it [EO 10] is extended throughout and continuing to 2024,” Nelson said Monday.

EO is an extension of EO 171 which also reduced import tariffs on select imported goods.

EO 10, signed by President Ferdinand Marcos Jr. on December 31, 2022, is ef-

fective for one year or until Dec. 31, 2023, except for coal which effectively extends beyond 2023, subject to semestral review. The decision to extend the validity of the reduced MFN tariff rates aims to protect consumers by keeping prices affordable to ensure food security, augmenting the local supply of basic agricultural commodities, reducing the cost of electricity and diversifying the country’s market sources.

It is one of the measures being undertaken by the government to help curb high inflation and protect the purchasing power of consumers. The primary strategies of the government are to help improve production and productivity of the agriculture sector and ensure an adequate power supply.

The EU is a strong trade partner of the Philippines and a reliable source of frozen pork and beef.

DMCI Holdings Inc. aims to become one of the leading nickel producers in the country, as it seeks to mine five new sites in the country, an executive said.

DMCI senior vice-president for communications and investor relations Cherubim Mojica said in a recent investors forum the group was in the process of getting permits for five new areas in Zambales and Palawan provinces.

She said of the five, two are in Zambales which would start operating by December this year and the other by the middle of 2024.

Mojica said that in Palawan, a new mining area would open by the third quarter of 2024, while the two other nickel facilities were still in the exploration stage.

DMCI Mining Corp. now operates two mines under subsidiaries Zambales Diversified Metals Corp. and Berong Nickel Corp.

DMCI Mining plans to ship 1.5 million wet metric tons of nickel ore this year, as the Zambales mine is expected to produce up to 2 million wet metric tons following the approval of its environmental compliance certificate in January 2023.

Net income contribution of DMCI Mining fell 51 percent in the first half of 2023 from P510 million to P250 million on lower selling prices and foreign exchange gain, coupled with higher costs.

Revenues fell 11 percent to P1.08 billion from P1.22 billion as total production more than doubled to 523,000 WMT from 248,000 WMT, but the average selling price decreased 22 percent to $49/WMT from $63/WMT.

Elvis isn’t considered a great vocalist, but he made up for it with his charm, the way he moved that pelvis on stage and well, his pretty face. DEBRECEN—Marijus Uzupis scored the Maurice Lacroix Buzzer-Beating two to hand Raudondvaris Hoptrans a 20-21 victory against Tel-Aviv (ISR) in the final of the FIBA 3x3 World Tour Debrecen Masters on August 27.

After having an incredibly tough run of fixtures on the road to the final where they beat the likes of Miami, Paris, and recent Lausanne Masters winners Antwerp TOPdesk, The Aureljus Pukelisled Raudondvaris picked up their first Masters win of the season.

Tel-Aviv had upset numerous teams on their own path to the final through exceptional shooting from beyond the arc. The lethal scorer Tomer Assayag had been on fire on all offensive fronts. The Lithuanian side seemed to focus their defensive energy on stopping him from gaining momentum.

Joaquin Szuchman was the first to find a bucket as he opened the scoring.

The ball quickly made its way to Pukelis who found Uzupis for the bucket. It set the tone for what both teams will be looking for. Assayag found space for a two to hand his team the advantage before Gill Noyovitch drained another two. Soon after it was Szuchman who scored from behind the arc to take their advantage to 4, the highest it would be in this closely fought contest.

Pukelis would go to work in the paint, using his sheer size disparity to his advantage, allowing for easy makes at the rim while also allowing space for his teammates to catch fire from two. His defensive impact was just as ferocious, which Noyovitch felt strongly as his shot was swatted away early in the proceedings

With just over six minutes to go and scores level at 8 apiece, both teams went to their key scorers more regularly. The defenders from Raudondvaris would close in on Assayag which would allow Szuchman to slip in for easy buckets countless times. At the same time, TelAviv just had no answer for Pukelis.

THE way Ernest John “EJ” Obiena has been performing this season makes him a cinch for an Olympic medal next year in Paris, according to Philippine Olympic Committee president Rep. Abraham “Bambol” Tolentino.

Khang captures 1st LPGA title at CPKC Women’s Open

Khang captured her first LPGA title after 190 starts, defeating former world number one Ko Jin-young in a playoff on Sunday to win the CPKC Women’s Canadian Open.

Khang’s long-sought breakthrough victory came with a par on the first extra hole, the 25-year-old from suburban Boston saying the eight-year wait made the triumph all the sweeter.

“It’s tough to win out here,” she said. “Eight years is a long time. It’s great to get the first.”
