As US solon bares ‘Pacific Deterrence Initiative’ amid WPS issues

FORMER President Rodrigo Duterte told Chinese President Xi Jinping “to look kindly on the Philippines” on the issue of the West Philippine Sea when they met last month, Senate President Juan Miguel Zubiri said Thursday, quoting President Ferdinand Marcos Jr.

President Marcos met with Duterte on Wednesday night to discuss his predecessor’s meeting with the Chinese leader, the Presidential Communications Office confirmed Thursday.

While the Palace said the two leaders talked about the meeting, it provided no details of what was said. Duterte did not say what Xi’s response was, as Mr. Marcos had a “casual dinner” with senators after meeting with his predecessor, Zubiri said.

Speaking to CNN Philippines, Zubiri said Mr. Marcos told them that Duterte had asked Xi “to look kindly on the Philippines”

Meanwhile, a visiting United States senator said the Philippines is expected to benefit from the $9 billion in initiatives that will be launched by the United States in response to China’s continued aggression in the region.

Unlike Duterte who spurned the Americans in favor of better relations with Beijing, Mr. Marcos has forged closer defense ties with the US—a stance that the former president has spoken out against.

THE Department of Budget and Management said on Thursday it has retained P3.5 billion in allocations for fuel subsidies for the public transport and agriculture sectors in next year’s national budget.

ABOUT 10.4% of Filipino families experienced involuntary hunger and not having anything to eat at least once in the past three months, according to the latest Social Weather Survey (SWS).

The figure represents around 12.5 million households who considered themselves poor during the second quarter of 2023, while 5.2 million families rated themselves as not poor.

The hunger rating was up from 9.8% obtained in a survey in March,

but down from 11.8% in December 2022, the survey showed.

The SWS said the latest hunger rate was the sum of 8.3% of respondents who said they experienced moderate hunger and 2.1% who experienced severe hunger. Moderate hunger refers to those who experienced hunger only once or a few times in the last three months, while severe hunger refers to those who experienced it often or always.

The SWS also said the hunger rate rose sharply among non-poor families

For August, the agency predicted a moderate to high probability that rainfall was to exceed 100 mm over the Ilocos Region, Central Luzon, NCR, Cavite, and Occidental Mindoro.

“There is a high probability that there will be above-normal rainfall for August for the northern Luzon Area,” Solis said.

There is a high to a very high probability for rainfall to exceed 25mm over the Ilocos Region, Central Luzon, CAR, NCR, Cavite, Laguna, and Occidental Mindoro, and a moderate to high chance over most parts of CAR, Batangas, Oriental Mindoro, Rizal, and Antique while low to moderate likelihood over the rest of the country for the first week of August, PAGASA said.

The water elevation at Angat Dam in Bulacan has risen to 198 meters due to the continuous rains.

National Water Resources Board executive director Sevillo David on Thursday said the dam was at its normal operating level or well beyond its minimum level of 180 meters but was still 12 meters short of its normal high level of 210 meters.

He said the water level’s rise was due to heavy rains brought about by the southwest monsoon and the effects of typhoons Egay and Falcon.

The increased water level was a “big help” in mitigating the impact of the El Niño phenomenon to be felt in the last quarter of the year.

The dam’s elevation level must reach 210 meters to 212 meters by the end of 2023 to be able to meet the water requirements in the National Capital Region, he said.

As of June 2023, the experience of hunger was highest in Metro Manila at 15.7%, followed by Balance Luzon (or Luzon outside Metro Manila) at 11.3%, the Visayas at 9.3%, and Mindanao at 6.3% of families.

The 0.6-point rise in Overall Hunger between March 2023 and June 2023 was due to increases in Metro Manila and Balance Luzon, combined with a steady percentage in the Visayas and a sharp decline in Mindanao.

Meanwhile, the latest SWS survey also found that 45% of Filipino families rating themselves as Mahirap or Poor, 33% rating themselves as Borderline, and 22% rate themselves as Hindi Mahirap or Not Poor.

BIR files cases against 214 execs for tax liability

THE Bureau of Internal Revenue (BIR) filed 127 criminal cases for P6.1 billion in tax liabilities against 214 corporate officers.

BIR Commissioner Romeo Lumagui Jr. led the filing with the Department of Justice (DOJ) on Thursday.

This represents the agency’s second nationwide filing under its “Run After Tax Evaders” program against businesses and corporations who were not paying proper taxes, the official said.

Corporations and its officers should follow all regulations of the BIR, Lumagui said. He earlier led the BIR in its first nationwide filing in February 2023 with 74 criminal cases amounting to P3.58 billion.

“This is a reminder to every corporation and corporate officer not to ignore the BIR. Do so and we will file criminal cases against you,” he said.

NBI nabs 3 for illegal recruitment in Naga

THE National Bureau of Investigation (NBI) Naga District Office apprehended three individuals from a Camarines Sur private learning institution for illegal recruitment.

Authorities identified the suspects as Carmelo Carcido, Demittri Carcido, and Marchan Villar who were charged with syndicated or large-scale illegal recruitment and estafa.

“The case originated from a request for investigation from Overseas Criminal Investigation, Regional Security Office of the United States Embassy (OCI, RSO-US Embassy) involving the alleged Illegal Recruitment activities by Brentwood College of Asia (Brentwood) located in Naga City, Camarines Sur,” the advisory on the NBI Facebook page reads. The bureau’s investigation found that Brentwood represented that it can deploy individuals to the United States for employment, internship, and student exchange programs via Tourist Visa. “The names of the 4Ps beneficiaries were already submitted to the distribution utility. They just need to accomplish the forms,” Baltazar said, adding that those not on the 4Ps list need to secure certification from the local social welfare office.

“The availment is subject to registration. If they cannot register in August, the billing they receive is the actual amount they have to pay. There will be no discount,” she said.

Two million lifeline subsidy beneficiaries also need to reapply under new rules based on Republic Act No. 11552.

counts on electricity bill if their consumption does not exceed 100kwh per month.

Meanwhile, Manila Electric Co. (Meralco) said it has ramped up the conduct of barangay caravans in different cities and provinces within its franchise area to encourage more beneficiaries to apply for the lifeline rate program.

Meralco said that starting September, only customers with approved applications will continue to enjoy the discount in accordance with the implementing rules and regulations of Republic Act No. 11552 or the law extending and enhancing the implementation of the lifeline rate.

THE owner of M/B Aya Express and several others face a syndicated estafa complaint after the boat capsized on July 27 which left 27 people dead.

Philippine Coast Guard (PCG) PCG spokesperson Rear Admiral Armand Balilo said the complaint was filed against the owner, boat captain, and members of the Talim Island Motorboat and Patrons Association. Balilo said the complaint was based on possible “fraud” and “misrepresentation,” GMA News reported.

The official added that the complaint has been filed with the Office of the Provincial Prosecutor in Taytay, Rizal on Wednesday. On July 27, the M/B Aya Express capsized in Laguna Lake near Binangonan, Rizal.

A survivor, John Christian Dorada, earlier said strong winds panicked the passengers who then moved to the left side of the vessel causing the vessel to tilt and capsize. The PCG said the death toll from the incident was

27, while 40 survived.

Earlier, the captain was reported to have maintained that he was not aware that the boat was overloaded.

Balilo, quoted by GMA News, said “the captain obviously admitted the mistake. He already submitted the manifest but after that more passengers got on the boat. He also admitted that they don’t provide life vests.”

An initial investigation showed the boat left the Port of Binangonan on July 27 and was en route to Talim Island when it was hit by strong winds 45 meters from land.

Earlier, M/B Aya Express boat captain Donald Añain issued an apology in an interview. He also added that it was a sudden tide that caused the boat to capsize.

The M/B Aya Express was allowed to sail since the storm signals due to Typhoon Egay had been lifted.

The vessel’s Passenger Ship Safety Certificate (PSSC) was cancelled also “effective immediately until further notice” after the incident.

CAAP: Search continues for missing Cessna, Apayao crash site confirmed

THE Metropolitan Manila Development Authority (MMDA) is expecting heavy traffic along Epifanio delos Santos Avenue due to a week-long repair works along the stretch of EDSA Bus Way from Gil Puyat Avenue, Makati City to Munoz Street in Quezon City beginning Friday night.

The emergency asphalt overlay and reblocking on both lanes of the EDSA Bus Carousel will be conducted by the Department of Public Works and Highways - National Capital Region Office starting 10 p.m. of Aug. 4 until 5 a.m. of Aug. 9.

Villar: Tobacco on list of agri products in proposed economic sabotage law

SEN. Cynthia Villar has reiterated that tobacco is included in the list of agricultural products covered by her proposed “Anti-Agricultural Economic Sabotage Act of 2023.”

She said this proposed law will amend the country’s “Anti-Agricultural Smuggling Act” to include hoarding of agricultural products, profiteering, and cartels as economic sabotage.

“Tobacco will be included in the agricultural products covered by this law,” Villar, who was the guest speaker at the International Tobacco Agricultural Summit held in Taguig City recently, said.

She however acknowledged that the tobacco industry continues to play a vital role in the economy of the Philippines, being one of the world’s largest tobacco producers.

The National Tobacco Administration said the tobacco industry significantly contributes to employment and revenue generation in the country, supporting around 2.2 million Filipinos directly or indirectly.

“According to the Oxford Business Group’s Economic Impact Report in June 2022, tobacco cultivation was present in 23 provinces across 12 regions in the Philippines, with the Ilocos Region being the top producer at 69%, followed by Cagayan Valley at 23%, and Northern Mindanao ranking third, as of April 2022,” Villar said.

She said the industry’s significance to rural economies is highlighted by a 47.8% increase in the area planted for tobacco between 2019 and 2022.

SPEAKER Ferdinand Martin Romualdez on Thursday said the House is on track to deliver on its commitment to pass the remaining nine out of the 44 urgent measures identified by the Legislative-Executive Advisory Council.

THE bicameral Commission on Appointments (CA) will start confirmation hearings next week on 38 officials recently appointed by President Ferdinand Marcos Jr. to various key positions, CA Assistant Minority Leader and Surigao del Sur Rep. Johnny Pimentel said on Thursday.

“The CA’s committee on foreign affairs chaired by Sen. Jinggoy Estrada will kick off the confirmation hearings on Wednesday, August 9, and immediately thereafter, we will have a plenary session,” Pimentel said.

The Estrada panel will screen the nominations of Philippe Lhuillier and Mersole Mellejor as Philippine ambassadors to Spain and Nigeria, respectively, along with the appointment of Raquel Solano as Chief of Mission Class II at the Department of Foreign Affairs (DFA). House panel seeks Pampanga mayor’s SALN, more witnesses

THE House Committee on Public Accounts is poised to tighten the noose on Mayor Teddy Tumang of Mexico, Pampanga by asking copies of his statements of assets, liabilities and net worth (SALNs) in connection with its inquiry into alleged anomalous transactions worth P149 million entered into by the mayor.

The committee also decided to summon four more officials who can shed light on the questionable deals made in 2018 and prior years under Tumang’s watch as town mayor.

During Wednesday’s second hearing on the issue, panel chairman Rep. Joseph Stephen Paduano of party-list group Abang Lingkod said he would write the Office of the Ombudsman to request for certified copies of Tumang’s SALNs.

Paduano made the statement after several committee members sought the documents to determine if the Mexico mayor was financially capable of reimbursing the town of P43 million out of the P89 million in transactions disallowed by the Commission on Audit (COA) in 2018.

The amount originally disallowed by the COA and ordered returned to the

town was P149 million. After appeals by Tumang and other town officials, the COA reduced it to P89 million.

The committee learned from the town’s treasurer that the mayor reimbursed his municipality of almost P43 million in cash in July, August and December 2018.

A certain Dr. Roberto Tugade, a supplier, returned more than P1 million.

The attendance of four more municipal officials in the next hearing was sought by Surigao del Sur 2nd district Rep. Johnny Pimentel.

Summoned by the committee were former accountant Perlita Lagman, and Dr. Tugade and fellow suppliers Rizalito Dizon and Eduardo Santiago.

Tugade, Diazon and Santiago have had transactions with Tumang in the past, according to the COA.

Pimentel said inviting these individuals would “enlighten the panel on the veracity of the report”.

Tumang attended the Wednesday hearing after failing to show up in last week.

“One of the findings of the audit investigation, item number six, 164 disbursement vouchers totaling

P26,719,162.53 were processed and paid without the necessary approval by the municipal accountant in violation of Section 4 of PD (Presidential Decree) 1445 and Section 344 of the Local Government Code,” Pimentel said.

“In spite of the fact of the non-signature of the municipal accountant, the municipality of Mexico proceeded with the issuance of a check. This is a clear violation of accounting rules and regulations,” he said.

Health workers set to protest non-payment of emergency allowance

SOME health worker unions are set to march to the Department of Health (DOH) in Manila to press their demand for the release of their Health Emergency Allowance (HEA) by both private and public hospitals.

Jao Clumia, spokesman of the Private Healthcare Worker’s Network said in a radio interview that they will march from

Tayuman Street in Sta. Cruz to the DOH compound in San Lazaro to raise their concerns to the agency despite heavy rains.

“We have not yet received our health emergency allowance for COVID even though our respective human resource units have already uploaded the requirements asked of us by the DOH,” Clumia said.

He also said the march would only be

the beginning of their crusade to express their concern for equal pay and treatment for health workers.

Clumia further called on healthcare professionals around the country to join their cause which he called a desperate plea for equality.

House seen to pass bill on anti-foreign currency smuggling, other measures

THE House of Representatives is set to pass on third and final reading next week House Bill (HB) 8200 that would penalize the smuggling of foreign currency and other monetary instruments in bulk into or out of the country.

Likely passage of the measure was seen after the House approved on second reading the proposed “Anti-Bulk Foreign Currency Smuggling Act” through a voice voting Tuesday.

The bill mandates that any person who intends to transport foreign currency equivalent to $10,000 or more would be required to declare it under oath using a prescribed form. The form would contain the following information:

1) personal information, including name, date of birth, citizenship, passport number, permanent address, and occupation; 2) details of travel; 3) legal capacity; 4) information on the owner or

sender of the foreign currency; 5) information on the recipient of the same; and 6) information on the foreign currency, such as its type, amount, and purpose of the transport.

Under the bill, bulk foreign currency smuggling is committed when the amount being transported exceeds $200,000, and when the currency declaration requirement is evaded. Similarly, the House passed on second reading HB 8320, which would standardize the retirement benefits of justices, judges, and judiciary officials conferred with judicial rank, salary, and privileges.

It proposes to provide the salary and the highest monthly aggregate of transportation, representation, and other allowances to any judiciary official conferred with the same rank as a justice or judge. Maricel V. Cruz

THE Department of the Interior and Local Government (DILG) on Thursday recognized the suspension order imposed by the Misamis Occidental provincial board against Bonifacio town Mayor Samson Dumanjug.

The DILG, citing Administrative Order 22, series of 2011, said the suspension order by the Sangguniang Panlalawigan (Provincial Board) was appealable before the Office of the President (OP) within 15 days from issuance of the directive.

“However, Mayor Dumanjug did not file an appeal. The 2023 suspension order against Mayor Dumanjug thus became final and executory. Further, there was no stay of execution issued by any proper office or court. In recognizing the Suspension Order, the DILG complied with and followed the law,” the agency said in a statement.

On Tuesday, Misamis Occidental Gov. Henry Oaminal appeared before the Senate Committee on Public Order and Dangerous Drugs for the hearing into the matter called by its chairman, Sen. Ronald dela Rosa. Dela Rosa, in calling for the probe, cited the letter complaint of the Dumanjug couple that local police officers and local government executives subjected them to alleged inhumane and violent treatment when they were evicted from the municipal hall building last June 16. Oaminal said law enforcement agents were compelled to use force in enforcing the suspension order on Dumanjug and his wife, Vice Mayor Evelyn Dumajug, to resume the delivery of basic services to their constituents.

DOLE settles P173-m claims by 2,904 C. Visayas workers

THE Department of Labor and Employment (DOLE) has awarded more than P173 million to displaced and affected workers who were assisted by the agency under the Single Entry Approach (SEnA) program.

In a statement, the DOLE said the amount benefited 2,904 workers from Central Visayas, which covered various monetary claims that revolved around underpayment of wages; maternity claims; and non-payment of thirteenth month pay, holiday pay, night shift differential, service incentive leave, and overtime pay, among others. The largest amount of monetary awards were recorded in May with a total of P103.5 million given to 1,136 workers.

Meanwhile, the DOLE also facilitated the release of the following monetary awards: P43.7 million to 887 affected workers in March; P11.8 million to 405 workers in February; P8.1 million to 221 workers in January; P3.9 million to 159 workers in June; and P1.7 million to 96 workers in April.

Remulla discloses jail guards fraud at New Bilibid Prison

Remulla has charged that jail guards at the New Bilibid Prison (NBP) in Muntinlupa City take 10 to 20 percent cut from the financial support that the inmates get from their relatives outside the penitentiary.

Remulla made the statement during a public hearing conducted by the House Committee on Public Order and Safety in connection with the disappearance of NBP inmate Michael Cataroja.

Remulla admitted that each inmate was allotted only with meager daily food budget of P70.

“This is for three meals already: breakfast, lunch, dinner. P70 a day...I think we all know that is not enough,” Remulla told the lawmakers.

To cope with the shortage of their sustenance, the inmates resorted to asking for money from outside the national penitentiary, he said.

“But the problem is, when it comes to this financial support, the jail guards take a cut from it,” he disclosed.

“With the GCash system, the guards take a 10 to 20 percent commission before the sent money is given to the person,” Remulla said, referring to the popular, mobile phone-based e-wallet.

Rendering a summary judgment

“A SUMMARY judgment, or accelerated judgment, is a procedural technique to promptly dispose of cases where the facts appear undisputed and certain from the pleadings, depositions, admissions and affidavits on record, or for weeding out sham claims or defenses at an early stage of the litigation to avoid the expense and loss of time involved in a trial” (Philippine Business Bank v. Felipe Chua, G.R. 178899, November 15, 2010).

“[A] factual issue raised by a party is considered as sham when by its nature it is evident that it cannot be proven or it is such that the party tendering the same has neither any sincere intention nor adequate evidence to prove it.

“This usually happens in denials made by defendants merely for the sake of having an issue and thereby gaining delay, taking advantage of the fact that their answers are not under oath anyway” (Calubaquib, et al. v. Republic of the Philippines, G.R. 170658, June 22, 2011).

“When the pleadings on file show that there are no genuine issues of fact to be tried, the Rules allow a party to obtain immediate relief by way of summary judgment, that is, when the facts are not in dispute, the court is allowed to decide the case summarily by applying the law to the material facts” (G.R. 178899, November 15, 2010).

Under the Rules of Civil Procedure, the claimant or defending party may apply for summary judgment (Sections 1 and 2, Rule 35).

The court may also include in the pre-trial order that the case be submitted for summary judgment

The Supreme Court has declared that a partial summary judgment is an interlocutory order and not a final judgment

if there is no genuine issue as to a material fact (Section 10, Rule 18).

“In determining the genuineness of the issues… the court is obliged to carefully study and appraise, not the tenor or contents of the pleadings, but the facts alleged under oath by the parties and/or their witnesses in the affidavits…

“[T]hus,… even if the pleadings on their face appear to raise issues, a summary judgment is proper so long as ‘the affidavits, depositions, and admissions presented by the moving party show that such issues are not genuine’” (G.R. 170658, June 22, 2011).

If the claiming party seeks to recover a claim, counterclaim, or cross-claim, or to obtain a declaratory relief, he or she may move for summary judgment after an answer has been filed and served.

However, if it is the defendant or the party against whom a claim, counterclaim, or crossclaim is asserted or a declaratory relief is sought, the motion for summary judgment may be filed by them at any time (Sections 1 and 2, Rule 35).

The motion for summary judgment, being a litigious motion, is subject to the comment of the adverse party within five days from receipt of the motion (Section 3, Rule 35 in relation to Section 5, Rule 15).

Any action of the court on the motion for summary judgment (whether to grant or deny the same) is not subject to an appeal, certiorari, prohibition, or mandamus (Section 3, Rule 35).

If the motion for summary judgment is denied the case will have to go to trial as there are genuine issues to be resolved.

However, granting of the motion means that the parties will have to wait for the rendition of the summary judgment.

In either case, the parties are not prohibited from filing a motion for reconsideration (see Section 12, Rule 15).

When the court eventually renders a summary judgment, the losing party may file a motion for reconsideration or an appeal.

The errors of the trial court in rendering a summary judgment and the erroneous appreciation of facts, evidence, and law may be raised in the motion for reconsideration or appeal.

It is significant to note that the 2019 Amendments to the Rules of Civil Procedure now require every pleading stating a party’s claim or defense to (a) state the names of their respective witnesses; (b) provide a summary of the witnesses’ intended testimonies together with their judicial affidavits; and (c) attach the relevant documentary and object evidence (Section 6, Rule 7).

Considering that the testimonies of witnesses, as well as documentary and object evidence are part of the court records, the trial court can, if there is no genuine issue as to any material fact, motu proprio include in the pre-trial order that the case is submitted for summary judgment. The court may also consider the evidence premarked, identified, and compared during pre-trial.

Stronger drive vs corruption

The power of the trial court to render a summary judgment, on its own initiative, was first introduced in the 2019 Amendments to the Rules of Civil Procedure. This was done in order to give the trial court the power to render judgment without trial if it is apparent on the pleadings, documents and evidence available to the court that it is a waste of time for the court and the parties to proceed to trial.

In the case of Ley Construction and Development Corporation, et al. v. Union Bank of the Philippines, “[Petitioners] admitted their indebtedness . . . to [respondent]. The only defense interposed by [them] was that [they], in a series of conferences made in the office of [the respondent] Corporation, were granted extensions of time within which to pay and/or settle said accountabilities” (G.R. 133801, June 27, 2000).

“However, [petitioners] failed to indicate and specify in their Answer to the complaint who the officers were [through] whom [respondent] granted extensions, if at all they were granted. [Petitioners] did not even bother to submit any affidavits of [the] officers… to enable… the [trial court] to ascertain whether or not the defense of [petitioners] was, at least, plausible and not contrived or sham” (G.R. 133801, June 27, 2000).

“This is a proper subject of summary judgment.

The rendition by the court of a summary judgment does not always result in the full adjudication of all the issues raised in a case. The court may issue “an order specifying the facts that appear without substantial controversy, including the extent to which the amount of damages or other relief is not in controversy, and directing such further proceedings in the action as are just” (Section 4, Rule 35).

“This is what is referred to as a partial summary judgment… [it was] never intended to be considered a ‘final judgment,’ as it does not ‘[put] an end to an action… [T]he Rules provide for a partial summary judgment as a means to simplify the trial process by allowing the court to focus the trial only on the assailed facts… [or] those facts which are not in dispute’” (G.R. 178899, November 15, 2010).

“After this sifting process, the court is instructed to issue an order, the partial summary judgment, which specifies the disputed facts that have to be settled in the course of trial. In this way, the partial summary judgment is more akin to a record of pre-trial, an interlocutory order, rather than a final judgment” (G.R. 178899, November 15, 2010).

“[A] partial summary judgment… does not put an end to the action at law by declaring that the plaintiff either has or has not entitled himself to recover the remedy he sues for [and] cannot be considered a final judgment.

“It remains to be an interlocutory judgment or order, instead of a final judgment, and is not to be dealt with and resolved separately from the other aspects of the case” (G.R. 205698, July 31, 2018).

In the case of Philippine Business Bank v. Felipe Chua, “the partial summary judgment in question resolved only the cross-claim made by PBB against its co-defendant, respondent Chua, based on the latter’s admission that he signed promissory notes as a co-maker in favor of PBB” (G.R. 178899, November 15, 2010).

“Clearly, this partial summary judgment did not dispose of the case as the main issues raised in plaintiff Tomas Tan’s complaint, i.e., the validity of the secretary’s certificate which authorized John Dennis Chua to take out loans, and execute promissory notes and mortgages [using CST’s properties as collateral]…, as well as [its] validity… [which] remained unresolved” (G.R. 178899, November 15, 2010).

“[T]he partial summary judgment is an interlocutory order which could not become a final and executory judgment, notwithstanding respondent Chua’s failure to file a certiorari petition to challenge the judgment.

“Accordingly, the RTC grievously erred when it issued the writ of execution against respondent Chua” (G.R. 178899, November 15, 2010).

In the case of Home Development Fund v. Sagun, plaintiffs Globe Asiatique and Delfin Lee’s motion for summary judgment was granted by the Regional Trial Court of Makati.

The latter declared the plaintiffs were entitled to specific performance but the exact amount of damages will have to be determined during the trial proper (G.R. 205698, July 31, 2018).

The Supreme Court in the same case declared that a partial summary judgment is an interlocutory order and not a final judgment.

Hence, the remedy available to HDF is a Petition for Certiorari and not an appeal, for only a final judgment or order could be appealed (G.R. 205698, July 31, 2018).

The latest Pulse Asia survey found 84 percent of 1,200 respondents agreed with this statement: “Pursuant to the Philippines’ concurrence with international agreements, the power of national agencies, laws, and mechanisms to fight corruption should be strengthened.”

A total 36 percent said they “strongly agree” while 48 percent said they “somewhat agree” with the statement. What’s interesting is that most of those who agreed the government should do more to curb corruption come from Mindanao (92 percent) and Visayas (89 percent), where poverty levels are higher as compared to NCR (82 percent) and Balance Luzon (80 percent).

The result of the survey, from June 19 to 23 and commissioned by Stratbase ADR Institute, indicates nearly all Filipinos consider corruption as an enormous challenge that should compel government to take firm steps to solve.

According to Pulse Asia President Dr. Ronald Holmes, “virtually no one” disagrees with the strengthening of the agencies, laws, and mechanisms to fight corruption. He observed the usual proposal in the past was for the government to establish a single, well-resourced anti-corruption agency which has fiscal autonomy and is insulated from partisanship and political interference.

What’s starkly clear is past administrations simply ignored the recommendation, leading to what the World Bank claimed has been the loss of about one-fourth of the total annual national budget to inveterate crooks in government.

The survey also yielded various answers to what the respondents felt were the negative effects of corruption in Philippine society.

Respondents said corruption erodes trust in government services and public officials; creates a normalized attitude towards corrupt practices; results in inefficient delivery of basic social services as health and education; leads to less public funds devoted to fighting poverty; and produces substandard infrastructure.

Given this range of the negative consequences of corruption in our public life, the question that needs to be answered now is whether this government is willing to take the road less traveled and embark on an honest-to-goodness anti-corruption drive that will spare no one, from the big fish to the small fry.

It has five more years to prove that it really listens to what Filipinos are saying.

Transparent and clean polls

IS IT too early to talk about the upcoming midterm elections in 2025?

For the National Movement for Free Elections (Namfrel), no, it isn’t.

For the fierce advocate of free and fair elections in this country, there’s not much time to lose in making the fully automated 2025 midterm polls a political exercise that truly upholds democratic principles.

The poll watchdog wants the Commission on Elections (Comelec) to observe “the standards of transparency, cost-effectiveness, accessibility and inclusivity, reliability, security, safety, and fairness” in the 2025 elections.

For the Comelec to show it really upholds transparency, Namfrel said, it should publicize every step of the upcoming election process.

The public must be able to see and understand every step of the election process and the Automated Election System (AES), and it must be clear who is responsible for each step, what they have to do, and how they will be held accountable. For Namfrel, “transparency means the auditability of the AES and the entire election process from beginning to end.”

It means that an independent verification and examination by entities outside the Comelec would ensure the accuracy and integrity of the electoral process.

The poll watchdog also emphasized that “all steps must be traceable” from the ballot filled up by voters up to the Voter Verified Paper Audit Trail (VVPAT), the canvassing and consolidation.

This would require “the maintenance of an audit trail and comprehensive documentation, including all logs, throughout the electoral process.”

This also requires that all important actions, transactions, and decisions connected to the automated system should be documented and made available to the public on the Comelec website.

The poll watchdog emphasized this point apparently because a group of former government officials filed a petition to disqualify Smartmatic last month from joining Comelec’s future bidding processes, citing “material discrepancies” in the electoral returns counted between the precincts and the Comelec Transparency Server. Namfrel also suggests prudent spending of public funds for the upcoming elections. It wants the government to put in place several procurement law reforms to encourage more suppliers and contractors to join the biddings of the Comelec and “level the playing field” of the procurement process.

That’s because since 2010, only controversial technology provider Smartmatic Philippines has won all biddings conducted by the Comelec.

Namfrel also wants the upcoming budget deliberations in Congress to decide on the budget allocation for the Comelec for the 2025 polls. This would determine how much Comelec can spend on the procurement of equipment for the planned 2025 Automated Election System.

The poll watchdog said that all AES software should “not be proprietary” and should use a General Public License or Election Technology Public License to ensure that it can be reviewed by everyone. There should also be greater competition in the procurement process to ensure that the supplier with the greatest capability can deliver what’s needed “at a low, but not the lowest price.”

With the procurement for the automated elections scheduled in 2024, Namfrel suggested two procurement reforms that it said would open the bidding process to more service providers.

One, Congress should eliminate the provision demanding prior use of the system in other countries, which hinders Filipino service providers from being considered.

And two, the Government Procurement Policy Board should exempt the AES from the Single Largest Completed Contract requirement, which currently disqualifies potential bidders with contracts below a certain percentage of the approved budget.

“Removal of these requirements will open the playing field for local Filipino bidders and further the standard of cost-effectiveness and showcasing the Filipino IT expertise that we so proudly export and/or being used by so many multinational BPO companies operating in the Philippines,” the group said.

JUSTICE Secretary Jesus Crispin Remulla continues to be one of the most hard-working members of the Cabinet of President Ferdinand Marcos Jr.

Since he became Justice Secretary, Remulla had always been a hands-on manager of the Department of Justice.

Early on, Remulla directed the national prosecution service to expedite the resolution of pending cases.

Through the diligent efforts of DOJ Undersecretaries Jesse Andres, Nicholas Ty, Raul Vasquez, Deo Marco, Geronimo Sy and Brigido Dulay, the number of pending cases had dwindled. Remulla also ordered the prosecution only of those criminal cases where the chances of securing a conviction are better than average.

For Remulla, prosecuting a criminal case on the basis of weak evidence is unjust, and wastes government resources and the valuable time of the prosecutors. Under the administration of President Noynoy Aquino, the national penitentiary got notorious due to news reports about the special treatment then Justice Secretary Leila de Lima allowed for drug lords detained there, supposedly in exchange for large sums of money.

Charges were filed against de Lima under Aquino’s successor, President Rodrigo Duterte.

By that time, de Lima was already a senator, but she spent her term detained at Camp Crame. Her continuing detention has been sustained by the Supreme Court. Last year, de Lima ran for a second term in the Senate but she lost miserably.

Another controversy involving the national penitentiary took place in 2019 when then Justice Secretary, now Solicitor General Menardo Guevarra, and then BuCor chief Nicanor Faeldon announced that convicted ex-Calauan, Laguna Mayor Antonio Sanchez will be released from prison on account of his good behavior. Sanchez was sentenced to multiple prison terms for the 1993 rape and murder of Eileen Sarmenta and the murder of Allan Gomez, both students of the University of the Philippines in Los Baños. Harriet Demetriou, the trial court judge who

sentenced Sanchez, described the crimes as the product of “a plot seemingly hatched in hell.”

As expected, intense public outrage greeted the announcement of Sanchez’ release.

This prompted Guevarra and Faeldon to reconsider the ex-mayor’s anticipated release.

In the end, Sanchez was never released, and he died in prison in March 2021 at the age of 74.

Immediately after Remulla assumed office, he appointed retired Armed Forces of the Philippines Chief of Staff Gregorio Catapang Jr. as the new BuCor chief.

Remulla instructed Catapang to clean up the bureau and to institute badly overdue reforms.

As instructed, Catapang fixed up the bureau, got rid of the patronage system corrupting it, and introduced changes, including the overdue overhaul of the food cooking and storage facilities at the national penitentiary.

Past administrations had always overlooked this problem of food facilities.

Remulla also began earnest efforts to declog the national penitentiary by starting plans to construct more prison facilities elsewhere.

Just recently, Remulla declared that newlyconvicted persons sentenced to light prison terms will no longer be detained at the national penitentiary, and will be confined instead at regional or provincial jails.

Remulla pointed out the new convicts have to be kept away from the “violent culture” that has been cultivated in the national penitentiary these past decades.

That way, Remulla said, the new convicts have a better chance at mending their ways while imprisoned, and may still rejoin Philippine society as reformed persons. Likewise, Remulla streamlined the bureaucracy in the Land Registration Authority.

After appointing lawyer Gerardo Sirios as the new LRA administrator, Remulla instructed the latter to improve the system of tracking land titles and deeds.

Today, transacting business with the LRA is no longer as cumbersome as before.

About two months ago, the pressure of daily work as Justice Secretary forced Remulla to take a medical leave for preventive heart surgery.

Fortunately, the surgery was successful and, within weeks, Remulla was back at work.

Unfortunately, when Remulla was on medical leave, the National Bureau of Investigation, an agency under the DOJ, found itself in the news.

It was reported that last June 30, the NBI held a conference at the Manila Diamond Hotel, where the entertainment consisted of a dance number performed by several nearly naked women.

Although NBI Director Medardo De Lemos has publicly apologized for the incident and promised an investigation, many citizens are demanding his immediate resignation.

De Lemos was supposed to have retired months ago, but his stay as NBI chief was extended.

Because the incident involving the controversial dance number has seriously tarnished the image of the NBI and, by extension, the DOJ, Remulla has reason to be upset about the matter.

Many insist that De Lemos should spare Remulla unnecessary embarrassment and resign his post.

Cambodia’s Hun Sen hits out at international election critics

outgoing Prime Minister Hun Sen lashed out Thursday at international criticism of elections his party won against no meaningful opposition, and defended his decision to hand power to his son as necessary to avoid bloodshed.

The 70-year-old has ruled Cambodia with an iron fist for nearly four decades but announced last week he was stepping down for his son Hun Manet to take over as PM this month.

The move came after his Cambodian People’s Party won a landslide victory in an election last month condemned by the United States, United Nations and the European Union as not free or fair.

Election authorities disqualified the only serious opposition party on a technicality, paving the way for the CPP to win 82 percent of the vote and claim all but five seats in the 125-member

lower house.

“I can declare that democracy in Cambodia has won,” Hun Sen said on Thursday in his first speech since the polls, insisting that the critics did not represent the whole international community.

He also defended his handover to Hun Manet—a dynastic succession compared by some critics to North Korea—maintaining it was needed to ensure peace in the country should he die in office.

“It could lead to bloodshed in order to grab power,” Hun Sen said, while denying there was a dispute among his senior party members over Hun Manet’s succession.

He added he would ask the king to appoint Hun Manet, 45, as prime minister on Monday so he could form a new government for a confidence vote in parliament on August 22. AFP

(Manila time) to answer charges of conspiring to overturn the 2020 election, a case that will cast a dark and volatile cloud over the 2024 White House race for which he remains the presumptive Republican nominee.

The arrest and arraignment of the former president will take place in a federal courthouse within sight of the US Capitol that was stormed by his supporters on January 6, 2021, in what prosecutors say was the culmination of the alleged plot.

The 77-year-old Trump is expected to enter a plea of not guilty at a hearing set to begin at 4:00 pm (4 am in Manila) before magistrate judge Moxila Upadhyaya.

The accusations that Trump and six unnamed coconspirators plotted to upend the 2020 election is the former president’s third criminal indictment since March, and the most serious of the cases threatening to derail his 2024 White House bid.

Special counsel Jack Smith unveiled a 45-page indictment of Trump on Tuesday charging him with conspiracy to defraud the United States and attempting to disenfranchise American voters with his false claims that he won the November 2020 election.

“The purpose of the conspiracy was to overturn the legitimate results of the 2020 presidential election by using knowingly false claims of election fraud,” the indictment said.

Smith, a former war crimes prosecutor at the Hague, linked Trump’s actions following his loss to Democrat Joe Biden directly to the attack on the Capitol, which he called an “unprecedented assault on the seat of American democracy.”

“It was fueled by lies,” Smith said.

“Lies by the defendant targeted at obstructing a

bedrock function of the US government -- the nation’s process of collecting, counting and certifying the results of the presidential election.”

Trump is already scheduled to go on trial in Florida in May of next year on charges that he took top secret government documents to his Mar-A-Lago estate in Florida and refused to return them.

The twice-impeached former president also faces criminal charges in New York for allegedly paying election-eve hush money to a porn star.

Trump, who spent Wednesday playing golf at his Bedminster, New Jersey club, has pleaded not guilty in the documents and hush money cases and accused prosecutors of seeking to thwart his presidential bid with “fake” indictments.

Pope says ‘anguished cry’ of victims must be heard

LISBON, Portugal—Pope Francis has said the “anguished cry” of victims of clerical sexual abuse must be heard as he began a visit to Portugal, where a recent report found thousands of cases spanning decades

Addressing the clergy at Lisbon’s vast Jeronimos Monastery on Wednesday, the pontiff said some people viewed the Church “with disappointment and anger” due to “the scandals that have marred her face.”

These scandals “call us to a humble and ongoing purification, starting with the anguished cry of the victims, who must always be accepted and listened to,” he added.

A report released in February by an independent commission concluded that at least 4,815 children had been abused by clergy members, mostly priests, in Portugal since 1950.

The inquiry—similar to audits elsewhere in Europe and the Americas—concluded that the Church hierarchy had “systematically” tried to conceal the abuse.

Before those findings, top Portuguese church officials maintained there had been only a few such cases.

The results of the inquiry have tainted the institution in the Catholicmajority country and led the Portuguese Roman Catholic Church to apologize to the victims.

A July poll by Lisbon’s Catholic University of Portugal found 68 percent of all Portuguese felt the Church’s image had deteriorated.

According to the Portuguese Bishops’ Conference and a local organizing committee, Francis will meet abuse victims privately, though it has not yet been included in the official program.

A support group for victims has put up three large billboards in Lisbon close to places that will host events attended by the pope to denounce clerical sexual abuse.

The billboards read: “4,800+ children abused by the Catholic Church in Portugal.”

The pope, who was elected by his peers in 2013, has told bishops around the world they must adhere to a policy of “zero tolerance” for clergy who sexually abuse children. AFP

OTTAWA, Canada—Canadian Prime Minister Justin Trudeau has announced he and his wife of 18 years, Sophie GregoireTrudeau, are separating.

In a post on Instagram, the prime minister said “that after many meaningful and difficult conversations, we have made the decision to separate.”

A statement from his office added the couple have signed “a legal separation agreement.”

It said the public can expect to continue seeing them and their three children together as “they remain a close family” and both parents will be a “constant presence in their children’s lives.”

But they asked for privacy ahead of a family vacation scheduled for next week.

Trudeau and his wife, a former entertainment reporter, were childhood friends and reconnected in 2003 while cohosting a charity ball.

They soon started dating and married in 2005 in Montreal.

They have three children together: Xavier, 15, Ella Grace, 14, and nine-yearold Hadrien.

The separation is the first for a Canadian prime minister since Trudeau’s late father Pierre Trudeau, who split from Margaret Trudeau in the late 1970s and eventually divorced in 1984 during his final months in office.

Local stocks bounce back, brush aside US ratings downgrade

STOCKS bounced back Thursday after Wednesday’s sell-off as bargain hunters cautiously picked up shares with promising earnings.

The PSE index, the 30-company barometer of the Philippine Stock Exchange, climbed 93.48 points, or 1.44 percent, to close at 6,576.76, while the broader all-shares index advanced 35.63 points to 3,499.49.

“The market brushed aside worries about the US credit rating downgrade and rallied back on the back of corporate earnings from key names and expectations that Philippine July CIP print will show sustained inflation deceleration,” China Bank Capital managing director Juan Paolo Colet said.

Colet said investors also took advantage of the recent sell-off to buy shares that reported or were expected to report positive first-half results.

Meanwhile, Asian markets fluctuated Thursday following a plunge on Wall Street as a forecast-beating US jobs report revived worries about the Federal Reserve’s interest rate-hiking campaign.

While the fallout from Fitch’s US debt rating downgrade settled, profittaking and rising Treasury yields kept pressure on investors heading into what is considered a less appealing time of year for equities.

The ratings agency’s decision to lower Washington’s gold-plated AAA classification rattled markets, fueling a race out of riskier assets, though analysts said there was unlikely to be much long-term impact from the move.

Still, traders were struggling to get back in the saddle -- having enjoyed a strong run-up in recent weeks -- as they reassess what some consider to be toohigh valuations and the outlook for the US economy.

The news sent 10-year US Treasury yields to their highest point since November, which was also blamed on the Treasury selling more bonds than expected in an auction.

Wall Street’s three main indexes all tanked, with the Nasdaq shedding more than two percent because tech firms are more susceptible to higher rates.

And the selling seeped into Asia, though some markets swung through the morning.

Tokyo gave up more than one percent, while Shanghai, Sydney, Singapore, Seoul, Mumbai, Bangkok and Wellington were also off. However, there were gains in Hong Kong, Shanghai, Manila and Jakarta.

London fell at the open, with Paris and Frankfurt also both down.

Stephen Innes of SPI Asset Management said the next few weeks would be uncertain on trading floors as investors weigh their options after the recent healthy gains.

“As we approach the typically calmer summer season for markets, investors are discussing whether it’s better to expect a renewed surge in risky investments in the next few weeks or to prepare for a potentially significant decline if the data disappoints,” he wrote. With AFP

ISTANBUL—Turkey’s annual inflation climbed in July to 47.83 percent, up sharply from 38.2 percent, official data showed on Thursday, a week after the central bank more than doubled its year-end forecast.

The new figure, in line with expectations, comes as Turkey radically shifts its policies since the May election that includes an end to more than a two-year era of ultra-low interest rates.

Last week, the central bank revised its year-end inflation forecast to 58 percent from 22.3 percent after years of doubts from independent economists about the official rate.

The official rate had been steadily dropping since reaching a more than two-decade high of 85 percent in October last year. The central bank and economists have forecast an upward trend from July.

The consumer prices skyrocketed by almost 9.5 percent on a month-on-month basis, according to the TUIK state statics agency. A separate study released by independent economists from the ENAG group who question the official data put the July figure at 122.88 percent.

At her debut press conference last week, new central bank governor Hafize Gaye Erkan said inflation would increase “temporarily” due to the rising exchange rate of the lira as well as fiscal measures.

Under the former Goldman Sachs and First Republic Bank executive, the central bank twice hiked its interest rates from 8.5 percent to 17.5 percent even though that was not found ambitious enough by markets.

‘New policy’

“It’s clear that interest rate hikes are just one part of the new policy shift under way in Turkey at the moment and that monetary tightening further ahead will be gradual,” Liam Peach, senior emerging markets economist at London-based Capital Economics, said in a policy note.

“We think a rise in the policy rate to 27.50 percent or so by year-end is needed to sustain investor confidence,” he suggested.

Sophisticated ‘budol’ in the stock market

A YOUNG entrepreneur, riding on the renewable energy boom, continues to play around with corporate ethics and rules to apparently enrich himself.

The entrepreneur, whose direct relative occupies an influential post in the government, appears to be having his way in the stock market through a scheme that is likened to “budol-budol,” or deception.

Budol-budol is a low-life criminal scheme perpetrated mainly by street thugs preying on gullible victims. It is a coined Hiligaynon word that refers to the swindling hurly-burly of a gang that convinces the target that inside the bulging bag there are bundles of peso bills (bank notes). It has become a local term but the crime is perpetrated world wide. The perpetrator or offender is simply a swindler who gets the money or anything from someone by fraud or trickery.

The ruse is as old as civilization. But for the entrepreneur to pull off the scam in the country’s bourse is

something else. It speaks volumes about two things—the young entrepreneur’s brazenness and the shield of untouchability that he could be basking, courtesy of his influential relative.

His latest caper was to sell his shares, currently priced below P1.50 in the market, for only P0.10. It is a huge windfall as one can imagine. It turns out he was buying the bargain shares to shore up control in his renewable company that had received billions in cash from, well, gullible investors.

The young entrepreneur, without cash to build his RE empire, succeeded in hoodwinking investors with deep pockets to buy into his company. But at the same time, this young entrepreneur wanted control despite not having the financial means to keep his RE company in his reins.

It smacks of insider trading or stock manipulation, but the prospect of being criminally charged

did not deter the favored son from transferring 24 billion shares of the RE company by selling them cheap to himself.

In the end, the young entrepreneur earned at least P33 billion in profits. Not bad for someone who didn’t have his own money to build a company in the first place. Another tycoon and his utility company reportedly have expressed keen interest in further pouring money into the young entrepreneur’s RE company with the objective of gaining control. The new victim may fall into this “budol-budol” scheme.

X, formerly Twitter, lets users hide once-prized blue check

SAN FRANCISCO, United States—Users on the social media platform X, formerly known as Twitter, will now be allowed to hide their once-prized blue check marks, the company says.

A coveted status symbol at Twitter before Elon Musk bought the company, the blue checks have been mocked by some as a sign that the user is willing to pay for special treatment.

“As a subscriber, you can choose to hide your check mark on your account,” an X help page said on Wednesday.

“The check mark will be hidden on your profile and posts.”

Blue ticks, long free at Twitter, were intended to signal the identity of certain users—such as journalists, celebrities and politicians—had been verified in an effort to build trust in the platform.

But Musk decried that as a “lords & peasants system,” and opened up access to the check marks to anyone who paid for a Blue subscription—an $8 per month program which gives users access to other special features as well.

He quickly put the program on a temporary hold after problems with people buying tick marks and impersonating high-profile personalities, including the tycoon himself.

In April, the eccentric billionaire then followed through with a long-promised move to strip free blue ticks from Twitter users.

Some praised the move as egalitarian while others decried it as being shaken down for money to safeguard their status on the platform.

Wordsmith Stephen King, who had previously vowed he would never cough up, even telling Musk that Twitter should instead be paying him to post, appeared horrified to discover that he still had his blue check.

Musk said in response to a news article about the check marks at the time that he was “paying for a few personally,” and replied to King’s message with “You’re welcome namaste.”

Word that X Blue subscribers can try to hide that fact prompted one user to fire off a post contending that Musk “destroyed a decade old symbol of trust and turned it into a mark of shame.” AFP

PLDT’s first-half profit rose 10% to P18.45b

PLDT Inc. said Thursday net income climbed 10 percent in the first half of 2023 from a year ago on the back of gains from tower sales and higher revenues from home broadband and enterprise businesses.

The company said net income amounted to P18.45 billion from January to June, up from P16.78 billion it earned in the same period last year.

PLDT said core income, which excludes the impact of asset sales and Voyager Innovations, reached P17.6 billion, up 3 percent from P17.11 billion in the same period last year. PLDT’s share in losses from Voyager was lower at P1.2 billion, compared to P1.6 billion

in the previous year. PLDT expects core income to reach P33.5 billion to P34 billion this year.

Connector set to start Aug. 8

METRO Pacific Tollways Corp. said Thursday it secured the green light from the Toll Regulatory Board to start collecting toll for the Caloocan City to España Blvd. segment of the NLEXSLEX Connector on Aug. 8, 2023.

The company said starting Tuesday, motorists passing through the NLEXSLEX Connector would start paying P86 for Class 1 (cars and SUVs), P215 for Class 2 (minivans and buses) and P302 for Class 3 (large trucks and trailers).

The NLEX-SLEX Connector Section 1 (Caloocan to España) has provided toll-free passage to more than 14,000 motorists daily since it was opened to the public in March this year.

NLEX Corp., the operator of North Luzon Expressway, Subic Clark-Tarlac Expressway and the NLEX-SLEX Connector, expects to complete section 2 or the España to Sta. Mesa stretch by fourth quarter of 2023.

DBP raises P3.87b from bond issuance

STATE-RUN Development Bank of the Philippines raised P3.875 billion in fresh funds from its latest local bond issuance to fund various developmental projects and initiatives for key priority sectors, its top executive said Thursday.

DBP president and chief executive Michael de Jesus said the bank’s 1.5-year fixed rate series 4 bond issuance reached more than 3.6 times the announced minimum issue size of P2 billion, which culminates its four-year P55 billion sustainable bond program.

“Notwithstanding the volatile market backdrop, we are buoyed by the strong support from institutional investors, which allowed us to price at our tightest ever spread of 10 basis points over the relevant benchmark,” de Jesus said. He said the overwhelming reception of DBP’s issuance resulted in closing the offering period earlier than expected.

NOW, CEZA to deploy broadband in Cagayan

NOW Group teamed up with Cagayan Economic Zone Authority to deploy broadband and other information and communication technology services in Cagayan province, a top executive said Thursday.

“Our partnership with CEZA is a demonstration of our commitment to support the current administration’s Digital Philippines. As we advance in this era of digital transformation, we prioritize reducing the digital divide region by region,” said NOW Group chairman Mel Velarde in a statement.

“Our strategic intent is to leverage the power of technology and telecom, presenting a growth potential that can captivate international investors and locators,” he said.

Under the memorandum of agreement, NOW Corp. and NOW Telecom would deploy fixed wired, fixed wireless, terrestrial, satellite and other delivery systems to CEZA ensuring reliable and quality broadband and other ICT services to locators.

Aboitiz to invest in Vena’s 102-MW wind power project

ABOITIZ Renewables Inc., a subsidiary of Aboitiz Power Corp., said Thursday it signed a joint venture agreement with Singapore-based Vena Energy to invest in the latter’s 102-megawatt wind power project in Rizal and Laguna.

The wind power project is expected to reach financial close and commercial operations in 2024 and 2025, respectively.

Aboitiz Power president and chief executive Emmanuel Rubio said in a disclosure to the Philippine Stock Exchange the joint venture would build on the company’s foothold in wind energy.

“This underscores our aspiration to be a significant contributor to a well-managed and just energy transition that will fuel the economic progress of the country. Home’s fiber-only service revenues increased 11 percent to P25.7 billion. Fiber-only revenues accounted for 85 percent of total Home revenues of P30.1 billion, which were 3 percent higher than last year’s.

PLDT’s fiber subscribers reached 3.1 million as of end-June, with 123,000 fiber net additions in the first half.

The B2B arm of the PLDT Group increased revenues by 2 percent to P23.2 billion in the first half, driven by the

13-percent growth in ICT business, consisting of data center and Cloud business.

PLDT spent P40.8 billion in the first half out of its total 2023 capital expenditures of P80 billion to P85 billion.

PAGCOR asks POGOs to reapply for license by Sept. 17

STATE-RUN Philippine Amusement and Gaming Corp. said

Thursday it put in place a new regulatory framework as part of the government’s intensified campaign to check illegal activities being linked to offshore gaming operations in the country.

Under the new framework which has been in effect since July 2023, all licensees and service providers were declared under probationary status and were directed to re-apply until Sept. 17, 2023.

“In the present framework, all service providers who are accepting bets are required to apply for a license. We will also evaluate the beneficial owners of these companies so that they will be held liable in case they are found to be involved in any illegal activity,” PAGCOR assistant vice president for offshore gaming licensing Atty. Jessa Fernandez said in a Senate hearing on Aug. 2, 2023.

She said entities with findings of activities outside their granted license or accreditation would not be granted a license under the new framework.

She warned that “licensees or service providers who shall not re-apply or were granted license within the given period shall be endorsed for cancellation.”

Fernandez said that aside from implementing a new regulatory framework for offshore gaming, PAGCOR was working closely with other government and law enforcement agencies for the setting up of offices inside an accredited hub.

PAGCOR instituted reforms that would impose stricter sanctions on all erring licensed offshore gaming operators and accredited service providers, she said.

Among other reforms that are now in effect are the intensified inspection and verification of compliance of offshore gaming licensees and service providers; submission of reports to enforcement agencies for investigation and verification of findings; enhanced coordination with relevant government agencies; and stricter implementation of regulations and imposition of heavy penalties to licensees and services providers who violated existing regulations.

ACEN’s net income surged 94% to P4.2b in 6 months on higher renewables output

ness said Thursday net income in the first half of 2023 was steady at P18.8 billion compared to the same period last year amid the challenging environment, marked by rising cost of raw materials, an increase in excise taxes and elevated logistics costs.

SMFB’s food business managed to maintain sales revenues at P85.1 billion in the first half despite headwinds from higher raw material costs. Revenues from beer’s domestic operations jumped 13 percent to P66 billion,

boosted by 9-percent increase in volumes.

SMFB said the increase in sales volume was due to the recovery of on-premise channels, resumption of tourism activities, relevant brand campaigns, intensified off-take generating programs and other initiatives.

Revenue from international operations rose 16 percent as a result of strong demand from exports and sales in Hong Kong and Thailand.

TV host and event organizer Marc Logan thinks so, as he paid the Games and Amusement Board office a visit to ask for guidance in his proposed Philippine Women’s Basketball League.

Under chairman Richard Clarin, the GAB expressed support to Logan, who heads the Logan’s Run Production, “in line with the GAB’s advocacy to promote, professionalize and protect professional sports.”

“The initiative promises to be a transformative journey, leaving a lasting legacy for Filipino women engaged in professional sports.”

There were no further details yet on the proposed league, but was described as “exciting times ahead” for women’s basketball.

PH ripe for women’s basketball pro league

Under lawyer Clarin as chairman, the GAB has been busy engaging with other sports like billiards, chess, karate, esports, to name a few, in the hopes of expanding the professional sports scene in the country.

There were attempts before to organize a professional sports league for women, but none have taken off.

The Philippine Basketball Association also planned a pro league for women but put it on the back-burner and in its place came the PBA-D League.

With the growing talent base in women’s basketball locally and abroad, the Philippines may become a hotbed for women’s pro basketball at least in Southeast Asia.

QUENDY Fernandez did it again as she pushed herself to her limits and shattered a four-year-old record in swimming on Day 4 of the 2023 Palarong Pambansa in Marikina City.

The 18-year-old Fernandez erased the 50-meter mark in the secondary girls’ backstroke, finishing with 30.67 seconds for her second gold medal in a three-medal haul in the weeklong meet organized by the Department of Education.

“I just went all out in the last stretches. It’s all about presence of mind and prayers,” said Fernandez, an incoming engineering freshman at the University of Philippines-Diliman.

Fernandez, who erased the 2019 record of Samantha Coronel (31.34 seconds), also took a silver medal in the 200-meter backstroke when she ended in second place (2:24.97), with Mishka Sy taking the gold in 2:24.68.

PVL back to All-Filipino format in 3rd conference

BARELY the euphoria and the sheer thrill of an epic Invitational finale had died down, the Premier Volleyball League is already prepping up for the season-ending conference to be held back to the All-Filipino format with the organizing Sports Vision looking at a record 12-team cast.

“We’ll be back to All-Filipino for the third conference,” said PVL and organizing Sports Vision president Ricky Palou, three days after the highly-successful mid-season conference that saw the Kurashiki Ablaze of Japan dethrone the Creamline Cool Smashers in a classic one-game final, which drew more than 8,000 fans at the Philsports Arena.

“The FIVB had blocked our request for ITCs (International Transfer Certificates), so there’ll be no Reinforced Conference. But we’ll proceed with the All-Filipino with 12 teams to see action,” he stressed.

PVL club teams need to secure the ITCs from the FIVB, the governing body of the sport, to be able their respective foreign guest players to play in the country’s premier league.

Petro Gazz swept Cignal in the bestof-three finals to capture the Reinforced Conference title last year.

The return to the All-Filipino format could be a mixed blessing for the league, which is riding the crest of a blockbuster Invitational Conference staging that featured 13 teams, made up of 11 local squads, including newcomers Foton, Gerflor and Farm Fresh, and the Kurashiki Ablaze and Kinh Bac-Bac Ninh of Vietnam.

“We’re very happy with the results of the first two conferences. They exceeded our expectations, especially the Invitational Conference,” said Palou.

“Sure, the fans were happy. Everybody enjoyed the game even if Creamline had lost. And that’s what we want to give the fans—enjoyment,” said Palou.

For one, Kurashiki had signified its intention to defend the crown with Palou virtually assuring the Japanese return, saying: “Of course, we will invite them again.”

“They really enjoyed their stay here. They never experienced playing before such huge crowds in Japan,” he added.

Palou said the third conference will start on Oct. 16 and will run through December. Format will be a single round elims with the top four advancing to the semis, a best-of-three series. Winners will dispute the crown in another best-of-three setto.

“We’d like to get playing dates at the Araneta Coliseum and the SM Mall of Asia but this will be subject to (these venues’) availability. Otherwise, most games will be played at the Philsports Arena,” said Palou.

“We’re looking at 12 teams. We have received feelers asking if they could join. But one of the league’s conditions is whether it will be for long-term since we want those coming in to commit to stay with the league for the long-term,” added Palou.

Stajcic would have probably even received feelers and proposals weeks or even months before for what he had accomplished: molding a team of virtual unknowns (outside perhaps the football community) and coming from different parts of the world into a world-class team that has been one of the awe-inspiring and amazing storylines in the World Cup. Heck, he could have been on the radar of some teams, clubs or even national sides, after turning the Filipinas, from a third world country which loves basketball and volleyball more, into winners.

From the laughing stock in Southeast Asia, the Filipinas have become famous

worldwide for their gritty, disciplined and inspiring brand of football.

It is also a perfect fit for Stajcic and Perth Glory FC, knowing how the team badly needs someone like him. Just like a similar, familiar storyline that we have followed close to almost two years now. Hoping, too, that this new updated plot will also end in the best possible way.

Stajcic made miracles and reality happen during his 21-month spell in the national team, he led the Filipinas to their first-ever AFF Championship, a bronze medal in the SEA Games after more than three decades of futility, a first-ever appearance and a win in the World Cup and many more accomplishments that are not shown in scorelines.

But more importantly, Stajcic took a gamble on the Filipinas when practically everyone else was looking elsewhere. He casted his lot with the Philippines when no one else dared to touch the team from a mile away and won.

He is now reaping the dividends and good karma of that leap of faith.

Presented by Okada Manila, Motorsport Carnivale 2023 is a five-day sporting event topped off by a Philippine Rallycross Series that is expected to gather over 50 racers en route to Tarlac and back.

Spearheaded by Paranaque City Councilor Yllana, a long-time racing enthusiast, who hopes to bring back the glory days of motorsports in the country, in reference to the time when the Philippine Grand Prix was being held in Manila from 1973 to 1976. That series of events came to be known for its

prestige and grandeur.

Okada Manila vice president for sales and marketing Cielo Reboredo, Okada director for property, marketing and branding Victor Cesar Galzote and head of Automobile Association of the Philippines (AAP) Rikki DyLiacco are working with Yllana on the project.

“Part of the thrust of Okada Manila is we do collaborations. We did a lot of beauty pageants in the past – Miss World Philippines, Miss Earth, Miss Universe Philippines. We try to expand the collaborations because we have to target and touch different market segments in the industry. One other potential market segment that caters to our business interest is actually the sporting industry that is aligned with our strategy,” Galzote said.

Yllana, on the other hand, wanted to encourage Filipinos to embrace the rich history of Philippine motorsports by rallying all racing enthusiasts and fanatics into one community.

“We want to encourage audiences, families, to come and watch this event as a fun family festival that they can look forward to every year,” he stated.

Motorsport Carnivale is Yllana’s way of giving back post-pandemic. It aims to support motorcar racing and acknowledges that everyone is starting from scratch now. Yllana believes in equality and wants to contribute while he still can.

“It’s time to give back. Above all, we are doing charity work for the sport we love. This is our support for motorcar racing, while our bodies are still capable. Now is the perfect time.”

No stranger to the sport, YIlana has won and placed in several local races and is the first Filipino podium finisher at the Yeongam International Circuit in South Korea in 2014. He is also the principal driver of pro racing team, Yllana Racing.

Cachuela thanked their Most Beautiful publisher Mega Magazine, the contributors who wrote the feature articles, and the staff of Avignon Clinic who worked tirelessly to make the book and event possible.

He also mentioned the alluring people, who opened up part of their personal lives with the hope of inspiring others who undertake their own journey.

Not only was the gala night star-studded, it was also graced by notable businessmen and leaders like Sheila Romero with her daughters Mandy and Milka, Capt. Stanley Ng, Robert Yupangco, Juancho Robles, and Pinky Tobiano, designers Puey Quiñones and Michael Leyva

Also in attendance were Joy Marcelo, VP of Sparkle, GMA Artist Center and Erickson Raymundo, president of Cornerstone Entertainment.

Large photographs of the personalities featured in the Most Beautiful coffee table book were unveiled before the guests, who had the first chance to look at the large photographs of the 60 personalities featured in the book.
