across the country are now under a state of calamity, the National Disaster Risk Reduction and Management Council said Monday, as Cagayan, Pampanga and Bulacan joined the list of provinces declaring a calamity state to tap their emergency funds after the onslaught of typhoon “Egay” last week and the incessant rains due to the southwest monsoon or “habagat”

The three provinces joined Ilocos Norte, Ilocos Sur, Abra, Mountain Province, Bataan and Cavite in declaring a state of calamity along with various cities and municipalities, mostly in Luzon, the NDRRMC said in a briefing.

Egay unleashed strong winds and rains when it made landfall in Cagayan last week and pummeled other areas in Luzon, killing 25 at last count.

The state weather bureau said more rains are expected in parts of Luzon and the Visayas in the next few days due to the southwest monsoon, enhanced by another storm, “Falcon.”

In its latest report, the National Disaster Risk Reduction and Management Council (NDRRMC) said the death toll from Egay had reached 25, while 52 others were injured and 23 remained missing, including four Philippine Coast Guard personnel whose boat capsized in Abulug, Cagayan last week.

Some 2.3 million people or 654,837 families were affected by the storm across 13 regions in the Philippines, the NDRRMC said.

The total damage left by Egay was adjusted to P5.4 billion, with damage to infrastructure worth P3.5 billion and agricultural damage pegged at P1.9 billion. The government has so far given out assistance worth P146.6 million, most

Leptospirosis, dengue cases up amid rainy season—DOH

THE country has logged an increase in the number of leptospirosis and dengue cases amid the onset of the rainy season, the Department of Health said Monday.

The DOH said 182 new leptospirosis cases were recorded from June 18 to July 1, a 42-percent jump from the 128 cases reported two weeks prior.

Central Luzon, in particular, showed a continuous increase in leptospirosis cases in the past 6 weeks, the department said.

As of July 15, some 2,079 reported cases of leptospirosis were recorded nationwide since the start of the year, with 225 fatalities.

Moto riders face P1,000 fine for stopping under bridges

European Union, PH restart talks on fresh free-trade agreement

THE European Union and the Philippines will restart negotiations on a free-trade agreement as they seek to accelerate “a new era of cooperation,” European Commission President Ursula von der Leyen said Monday.

Talks began in 2015 under then-President Benigno Aquino but stalled two years later under his successor Rodrigo Duterte, whose deadly drug war strained diplomatic relations with the West and sparked an international probe. “I’m very glad that we have decided

to relaunch negotiations for (a) free-trade agreement (FTA),” von der Leyen told reporters at a joint news conference with President Ferdinand Marcos Jr. in Manila.

“Our teams will get to work right now on setting the right conditions so that we can get back to the negotiations,” she said, noting an FTA has “huge potential for both of us” in terms of jobs and growth.

The European Union is the Philippines’ fourth-largest trading partner and an FTA would be Manila’s second bilateral deal after Japan.

LTO chief: 5m driver’s license cards coming

THE Land Transportation Office on Monday said a total of five million plastic cards for driver’s licenses are set to arrive within the year with an initial one million up for delivery within two months to address the current shortage of cards.

LTO chief Vigor Mendoza II said the supplier for the plastic cards, Banner Plasticards Inc., would deliver weekly supplies of 500,000 each month.

“All in all we’re looking at around a million plastic cards in the next 60 days, so that would be sufficient to wipe out whatever backlog we have now,” he said in an interview on CNN’s The Source.

The twin deliveries of 500,000 plastic cards are sufficient to address the current backlog of 900,000 cards for the driver’s license, he said.

The agency expects five million cards within the year.

Last Thursday, Transportation Secretary Jaime Bautista received the initial delivery of 5,000 plastic cards from Banner Plasticard Inc.

The price adjustments effectively erased the net decrease for diesel, which now has a net increase of P3.10 per liter, and shaved the net decrease for kerosene to P0.10 per liter. Gasoline, on the other hand, has a net increase of P11 per liter.

Transport group Pasang Masda appealed to the government to extend aid to drivers in the form of fuel vouchers in lieu of a fare hike as well as to allow a P1 price surge during rush hours.

At least P5.198 billion of roads and bridges were destroyed by Typhoon Egay in Luzon province, the Department of Public Works and Highways said Monday.

In a statement, the DPWH said it has intensified numerous clearing operations of major roads in Luzon province, and is actively working on the immediate reopening of 17 roads rendered impassable due to combined effects of southwest monsoon and Egay.

The Bureau of Maintenance of the department said at least 43 roads have been cleared and reopened, despite incessant rainfall especially in parts of Central Luzon.

Reports from DA regional field offices (RFOs) in Cordillera Administrative Region, Ilocos region, Cagayan Valley, Central Luzon, CALABARZON, MIMAROPA, Western Visayas, and Caraga, said the storm damage affected the livelihood of 99,272 farmers and fishers.

Production loss due to the super typhoon totaled 66,075 metric tons from 110,086 hectares of affected agricultural areas.

Agricultural commodities that were damaged were rice, corn, high-value crops, livestock and poultry, and fisheries.

The damage is expected to go higher as more reports come in, officials said.

In Region 3 (Central Luzon), a total of 341,242 families or 1,195,866 people were affected by the continuous rains brought by Typhoon Egay and the enhanced southwest monsoon.

The Regional Disaster Risk Reduction and Management Council-3 (RDRRMC-3) on Monday said a total of 8,862 families or 32,404 individuals were still staying in various evacuation centers in the region.

Some 18 houses were destroyed while 334 were damaged.

The estimated damage in agricultural areas and fisheries and aquatic resources in the region was initially pegged at P454 million and P141.59 million, respectively, for a total of over P596 million.

Ten local government units (LGUs) in the region have so far declared a state of calamity due to the extent of damage caused by Typhoon Egay and the southwest monsoon.

These are the province of Bataan, five municipalities in Pampanga – San Simon, Macabebe, San Luis, Minalin and Sto. Tomas and the towns of Pulilan, Calumpit, Hagonoy and Paombong in the province of Bulacan.

A total of over P31 million worth of assistance was provided by the Department of Social Welfare and Development (DSWD) and LGUs to the affected individuals and families.

Due to massive floods caused by the southwest monsoon (habagat) rains, some LGUs in the region canceled work and classes on Monday.

Owing to the Rice Tariffication Law, the government itself through the National Food Authority can no longer import rice, leaving the privilege solely to private importers.

But after typhoon “Egay” flattened P1.54 billion worth of crops across thousands of hectares of farmland planted to mostly rice and corn, the DA must explore other means to bolster the country’s current rice buffer stock of just 1.54 days -- far below the required 9 days.

Several rice stakeholders are already predicting that the price of rice will increase by as much as P4 per kilo, as the grain’s price is also high at present in the world market.

As the government inventory is nearly depleted while the majority of farmlands are still submerged, Mr. Marcos called for a meeting today to discuss the prospects of importing rice.

The DOH said dengue cases may still increase due to late reports.

It describes dengue as the fastestspreading vector-borne disease in the world that is endemic in 100 countries.

The disease has no cure but can be managed if detected early.

The public is encouraged to beat dengue through the 4S strategy: search and destroy, seek early consultation; selfprotection measures; and say yes to fogging during outbreaks, the DOH said.

“Seeking cover from the rain may endanger the riders from being hit by other vehicles and also cause traffic congestion,” he said.

The MMDA made the decision following a recent meeting with representatives of motorcycle ride-hailing firms -- Grab, Angkas, Joyride, Toktok, Transportify, Maxim Riders Food Delivery, and Move It -- at the agency’s main office in Pasig City.

the firms to support projects and measures for riders to promote road safety, and appealed to them to discipline partner-riders who violate traffic rules and regulations on the road, particularly those blocking traffic during heavy rains.

“We urge motorcycle ride hailing firms to impose administrative sanctions on their partner motorcycle riders who violate traffic rules,” the MMDA chief said.

In response, representatives from Grab and Joyride said they will remind their drivers to strictly follow rules and regulations, the MMDA said.

“When we say no learning disruption, it does not mean that we will put our learners through online classes. DepEd Order No. 37 already says that when inperson classes are suspended, so are online classes,” Poa said in an interview.

“That [shifting to alternative methods, including online] is with the assumption that the learner feels well enough to go on with studying. But of course if they are in a situation in which they are incapable, then we will understand. They will

ACT chairperson Vladimer Quetua said DepEd’s statement that alternative learning, which may include modular and online classes, shall be implemented during typhoons and other calamities is “unjust and inhumane.”

“This is also insensitive to the actual situation of our general public during calamities,” Quetua said in a statement over the weekend.

Quetua also underscored the need to prioritize the welfare and safety of teachers and students during times of calamity.

The pertinent allegations of the Application are hereunder quoted as follows: NATURE OF THE CASE

1. This Application is for the approval of the Ancillary Services Procurement Agreement (“ASPA” or “Agreement”) dated 02 May 2023,1 entered into by the NGCP and UPSI, pursuant to Department of Energy (DOE) Department Circular No. DC 2021-10-0031 (the “AS-CSP Circular”) prescribing the conduct of Ancillary Services Competitive Selection Process (AS-CSP); in relation to the Ancillary Services - Cost Recovery Mechanism (AS-CRM) promulgated by the Energy Regulatory Commission in its Decision dated 3 October 2007 in ERC Case No. 2006-049RC. THE PARTIES

2. Applicant NGCP is a corporation created and existing under the laws of the Philippines, with office address at NGCP Building, Quezon Avenue corner BIR Road, Diliman, Quezon City. It holds a congressional franchise granted under Republic Act No. 9511,2 and is authorized to engage in the business of conveying or transmitting electricity through high-voltage back-bone systems of interconnected transmission lines, substations and related facilities, and for other purposes. The NGCP is authorized to conduct activities necessary to support the safe and reliable operation of the transmission system.

3. Applicant UPSI is a corporation duly organized and existing under and by virtue of the laws of the Republic of the Philippines, with principal place of business at 5th Floor, #100 Eulogio Rodriguez Jr. Avenue, C5 Road Bo. Ugong, Pasig City, 1604 Metro Manila, Philippines.

4. UPSI is the owner and operator of a power plant composed of a Battery Energy Storage System (BESS), with a rated capacity of 50 MW continuous output at 60Hz, including required ancillaries and spare parts, located in Concepcion, Tarlac (the “Generation Facility”), which was certified and accredited by the NGCP as capable of providing Contingency Reserve (CR).

5. NGCP and UPSI may be served with orders, notices, pleadings and other legal processes through their respective counsels at the addresses indicated below.

ANTECEDENT FACTS

6. Republic Act No. 9136, also known as the Electric Power Industry Reform Act (“EPIRA”), provides that it is the responsibility of NGCP to ensure and maintain the reliability, adequacy, security, stability and integrity of the nationwide electrical grid in accordance with the performance standards for its operations and maintenance, as set forth in the Philippine Grid Code (“PGC”),3 adopted and promulgated by the Honorable Commission, and to adequately serve generation companies, distribution utilities and suppliers requiring transmission service and/or ancillary services (“AS” or “Ancillary Services”)4 through the transmission system.5

7. Similarly, the PGC provides that NGCP is responsible for determining, acquiring, and dispatching the capacity needed to supply the required Grid AS and for developing and proposing Wheeling Charges and AS tariffs of the ERC.6

8. Ancillary Services is defined in Section 4 (b) of the EPIRA as referring “to those services that are necessary to support the transmission of capacity and energy from resources to loads while maintaining reliable operation of the transmission system in accordance with good utility practice and the Grid Code to be adopted in accordance with this Act.” These services are essential in ensuring reliability in the operation of the transmission system and consequently, in the reliability of the electricity supply in the Luzon, Visayas and Mindanao grids.

9. In order to implement and regulate the procurement of AS, the Honorable Commission approved the Ancillary Services Procurement Plan (“ASPP”) through its Order dated 9 March 2006 in ERC Case No. 2002-253 and the Ancillary Services-Cost Recovery Mechanism (“AS-CRM”) through its Decision dated 3 October 2007 in ERC Case No. 2006-049RC.

10. The NGCP certified that the units of the Generation Facility have met and complied with the Standard Ancillary Services Technical Requirements of the ASPP as capable of providing Contingency Reserve. A copy of NGCP Accreditation Certificate No. 2023-L011 in favor of UPSI, and valid from 20 March 2023 to 19 March 2025 is attached to this Application.7 Competitive Selection Process

11. On 04 October 2021, the DOE issued the AS-CSP Circular providing the policy for the conduct of the Competitive Selection Process (CSP) for the procurement of Ancillary Services by the System Operator (NGCP). Among the policies set by the AS-CSP Circular was the creation of an independent Third-Party Bids and Awards Committee (TPBAC) to spearhead and manage the CSP.

12. In its Letter dated 22 November 2022,8 the DOE approved the Terms of Reference (TOR)9 and Instruction to Bidders10, and instructed NGCP to proceed with the publication and posting of the same pursuant to Sec. 7.4 and 7.5 of the AS-CSP Circular.

13. On 26 January 2023, the TPBAC approved its Notice of Invitation to Bid11 informing the public of the pending AS-CSP for Regulating Reserve (RR), Contingency Reserve (CR), Dispatchable Reserve (DR), Reactive Power Support (RPS), and Black Start Service (BSS); and inviting all interested grid-connected merchant plants and Independent Power Producers to apply for eligibility and participate in the competitive bidding for the procurement of AS. The Notice of Invitation to Bid likewise provided any interested grid-connected merchant plants a copy of the DOE approved TOR and Instruction to Bidders.

14. Subsequently, the Notice of Invitation to Bid was published on 31 January 2023 with the Malaya Business Insight12 and the Philippine

16. Under Bid Bulletin 2023-02 issued by the TPBAC, eligible bidders may submit their bids on or before 13 March 2023.

Thereafter, pursuant to Bid Bulletin 2023-02, the TPBAC conducted the opening of bids timely submitted by all the eligible bidders whereby UPSI’s bid/offer16 for the provision of CR by its Generation Facility was considered for award after sufficiently complying with the post-qualification requirements.

18. On 12 April 2023, the TPBAC issued and submitted to the NGCP’s Board of Directors its Resolution and Evaluation Report on the conduct of the CSP17 indicating UPSI as one of the winning bidders. The TPBAC’s Evaluation Report was thereafter confirmed by the NGCP’s Board of Directors through a resolution dated 18 April 2023.18

19. On 18 April 2023, the TPBAC issued a Notice of Award in favor of UPSI19 informing the latter that it is to be awarded with a contract for the Provision of Ancillary Services in the Luzon Grid. The details of the award are as

30. The Computation of True Cost of Generation and the Summary of computed Consumer Price Index for Variable Operation and Maintenance (VOM) Cost, attached to this Application as Annex “X” and Annex “Y”, contain commercially valuable and sensitive information and data that reflect UPSI’s investments, business operations, calculations, and other trade secrets.

31. UPSI thus respectfully moves that these documents are not disclosed and treated as confidential documents in accordance with Section 1, Rule 4 of the Honorable Commission’s Rules of Practice and Procedure. Accordingly, UPSI submits one (1) copy of said documents in a sealed envelope, with the envelope and each page of the document stamped with the word “Confidential”.

ALLEGATIONS IN SUPPORT OF THE PRAYER FOR PROVISIONAL AUTHORITY

32. It is a declared policy of the State to ensure the quality, reliability, security and affordability of the supply of electric power.21 To this end, there is a need to comply with the system requirements for AS to ensure grid system security and reliability. As mentioned above, NGCP has the mandate to procure the required AS. However, the Honorable Commission must first approve the ASPA before the same can be implemented.

33. As the demand for power in Luzon increases, the requirements of the system likewise increases. Ensuring the integrity of the system is essential to protect the interests of the public. The absence of system reliability and stability will certainly discourage investments and growth.

34. Applicants respectfully submit that the immediate approval of the ASPA by this Honorable Commission is a necessity to maintain the present reliability and security of the Grid. In support of these allegations. NGCP submits a copy of the Judicial Affidavit of Ms. Lisaflor B. Kater,22 which is attached to this Application.

WHEREFORE, premises considered, Applicants respectfully pray that the Honorable Commission:

Senators seek inquiry on Laguna Lake boat tragedy

SENATOR Raffy Tulfo seeks the filing of charges against officials of the Philippine Coast Guard (PCG) and the Maritime Industry Authority (MARINA) for the death of 27 people who died in a motorboat accident at Laguna Lake last Thursday.

Tulfo filed Senate Resolution No. 705 seeking an inquiry into the Princess Aya accident to identify lapses in safety protocols or negligence of the PCG, the MARINA and other concerned individuals and agencies that may have led to the tragedy.

Sen. Grace Poe also filed a similar measure demanding an investigation into the sinking of the ferry boat Princess Aya at the Laguna Lake off Binangonan, Rizal.

Tulfo asserted that the PCG and MARINA officials should be held accountable for command responsibility and neglect of duty over the incident.

In most cases, Tulfo said crew members of a sunken vessel were punished and sent to jail.

Tulfo said that the July 27 tragedy would not have happened if the PCG and the MARINA, as government authorities responsible for overseeing and regulating maritime safety in the country, did their duties and responsibilities.

He pointed out that the illfated boat Princess Aya’s maximum capacity was only 30 passengers, but the PCG allowed it to sail with about 70 passengers on board without enough life vests on top of the bad weather conditions at the time.

Tulfo said the PCG officer or

inspector assigned to check boats at the dock site before sailing failed to flag these issues.

Tulfo added that the MARINA also failed to determine the seaworthiness of Princess Aya before granting it with “Passenger Ship Certificate (PSSC)” which has been now because of the accident.

Tulfo also found out that Princess Aya’s outriggers were not capable of supporting more than 30 passengers.

He underscored the need for MARINA to properly inspect, along with a marine engineer, all boats being rented or use for public water transportation before issuing any permit to operate.

“The results of the investigation should be utilized to improve safety standards for marine vessels, addressing issues such as overloading,vessel stability, adherence to passenger capacity limits, emergency preparedness, and crew training,” the resolution stated.

Under the measure, Tulfo also proposed a review and enhancement of existing legislation and regulations concerning maritime safety, with a specific focus on addressing issues related to overloading, vessel stability, passenger capacity limits, emergency preparedness, and crew training.

Holistic approaches eyed to bolster PH resilience against calamities

IT is imperative to foster collaboration among stakeholders, employ innovative approaches, and invest in robust disaster risk governance systems to bolster the Philippines’ resilience against future calamities.

Meanwhile, Sen. Christopher Go has been pushing two bills seeking the creation of a Department of Disaster Resilience (DDR) and the establishment of mandatory evacuation centers nationwide.

Experts forged this consensus during a recent webinar conducted by the Philippine Institute for Development Studies (PIDS) dubbed “Act Now or Pay Later: Enhancing Disaster Risk Governance for a Resilient Philippines”.

Organized by the Socioeconomic Research Portal for the Philippines (SERP-P) project of PIDS in support of National Disaster Resilience Month, the virtual event sought to promote awareness of disaster risk governance and explore strategies to strengthen the country’s resilience based on the findings and recommendations of studies by some of

Dr. Marie Ela Atienza of the University of the Philippines (UP)-Center for Integrative and Development Studies and UPDepartment of Political Science presented her study on “Enhancing Disaster Risk Governance and Resilience: Lessons from Supertyphoon Yolanda”, which highlighted the importance of multi-level governance structures for disaster risk reduction management (DRRM) based on the country’s experience during the said disaster.

(UPSI) filed their Application dated 16 May 2023, seeking the Commission’s approval of their Ancillary Services Procurement Agreement (ASP A) for the Battery Energy Storage System Power Plant in Limay, Bataan (Bataan BESS), with prayer for the issuance of provisional authority. The pertinent allegations in the said Application are hereunder quoted, as follows: NATURE OF THE CASE 1. This Application is for the approval of the Ancillary Services Procurement Agreement (“ASPA” or “Agreement”) dated 02 May 2023,’ entered into by the NGCP and UPSI, pursuant to Department of Energy (DOE) Department Circular No. DC 2021-10-0031 (the “AS-CSP Circular”) prescribing the conduct of Ancillary Services Competitive Selection Process (AS-CSP); in relation to the Ancillary Services - Cost Recovery Mechanism (AS-CRM) promulgated by the Energy Regulatory Commission in its Decision dated 3 October 2007 in ERC Case No. 2006-049RC. THE PARTIES 2. Applicant NGCP is a corporation created and existing under the laws of the Philippines, with office address at NGCP Building, Quezon Avenue corner BIR Road, Diliman, Quezon City. It holds a congressional franchise granted under Republic Act No. 9511,2 and is authorized to engage in the business of conveying or transmitting electricity through high-voltage back-bone systems of interconnected transmission lines, substations and related facilities, and for other purposes. The NGCP is authorized to conduct activities necessary to support the safe and reliable operation of the transmission system. 3. Applicant UPSI is a corporation duly organized and existing under and by virtue of the laws of the Republic of the Philippines, with principal place of business at 5th Floor, #100 Eulogio Rodriguez Jr. Avenue, C5 Road Bo. Ugong, Pasig City, 1604 Metro Manila, Philippines. 4. UPSI is the owner and operator of a power plant composed of a Battery Energy Storage System (BESS), with a rated capacity of 40 MW continuous output at 60Hz, including required ancillaries and spare parts, located in Limay, Bataan (the “Generation Facility”), which was certified and accredited by the NGCP as capable of providing Regulating Reserve (RR). 5. NGCP and UPSI may be served with orders, notices, pleadings and other legal processes through their respective counsels at the addresses indicated below. ANTECEDENT FACTS 6. Republic Act No. 9136, also known as the Electric Power Industry Reform Act (“EPIRA”), provides that it is the responsibility of NGCP to ensure and maintain the reliability, adequacy, security, stability and integrity of the nationwide electrical grid in accordance with the performance standards for its operations and maintenance, as set forth in the Philippine Grid Code (“PGC”),3 adopted and promulgated by the Honorable Commission, and to adequately serve generation companies, distribution utilities and suppliers requiring transmission service and/or ancillary services (“AS” or “Ancillary Services”)4 through the transmission system. 7. Similarly, the PGC provides that NGCP is responsible for determining, acquiring, and dispatching the capacity needed to supply the required Grid AS and for developing and proposing Wheeling Charges and AS tariffs of the ERC. 8. Ancillary Services is defined in Section 4 (b) ofthe EPIRA as referring “to those services that are necessary to support the transmission of capacity and energy from resources to loads while maintaining reliable operation of the transmission system in accordance with good utility practice and the Grid Code to be adopted in accordance with this Act.” These services are essential in ensuring reliability in the operation of the transmission system and consequently, in the reliability of the electricity supply in the Luzon, Visayas and Mindanao grids. 9. In order to implement and regulate the procurement of AS, the Honorable Commission approved the Ancillary Services Procurement Plan (“ASPP”) through its Order dated 9 March 2006 in ERC Case No. 2002-253 and the Ancillary Services-Cost Recovery Mechanism (“AS-CRM”) through its Decision dated 3 October 2007 in ERC Case No. 2006-049RC. 10. The NGCP certified that the units of the Generation Facility have met and complied with the Standard Ancillary Services Technical Requirements of the ASPP as capable of providing Regulating Reserve. A copy of NGCP Accreditation Certificate No. 2022L020 in favor of UPS I, and valid from 22 September 2022 to 21 September 2024 is attached to this Application. Competitive Selection Process 11. On 04 October 2021, the DOE issued the AS-CSP Circular providing the policy for the conduct of the Competitive Selection Process (CSP) for the procurement of Ancillary Services by the System Operator (NGCP). Among the policies set by the AS-CSP Circular was the creation of an independent Third-Party Bids and Awards Committee (TPBAC) to spearhead and manage the CSP. 12. In its Letter dated 22 November 2022,8 the DOE approved the Terms of Reference (TOR)9 and Instruction to Bidders10, and instructed NGCP to proceed with the publication and posting of the same pursuant to Sec. 7.4 and 7.5 of the AS-CSP Circular. 13. On 26 January 2023, the TPBAC approved its Notice of Invitation to Bid11 informing the public of the pending AS-CSP for Regulating Reserve (RR), Contingency Reserve (CR), Dispatchable Reserve (DR), Reactive Power Support (RPS), and Black Start Service (BSS); and inviting all interested grid-connected merchant plants and Independent Power Producers to apply for eligibility and participate in the competitive bidding for the procurement of AS. The Notice of Invitation to Bid likewise provided any interested grid-connected merchant plants a copy of the DOE approved TOR and Instruction to Bidders. 14. Subsequently, the Notice of Invitation to Bid was published on 31 January 2023 with the Malaya Business Insight12 and the Philippine Star 13 The same Notice was also published on 07 February 2023 with the Business Mirror14 and the Manila Bulletin 15 15. UPSI was declared by the TPBAC as eligible to participate in the AS-CSP and submit its bid for the provision of Regulating Reserve. 16. Under Bid Bulletin 2023-02 issued by the TPBAC, eligible bidders may submit their bids on or before 13 March 2023. 17. Thereafter, pursuant to Bid Bulletin 2023-02, the TPBAC conducted the opening of bids timely submitted by all the eligible bidders whereby UPSI’s bid/offer16 for the provision of RR by its Generation Facility was considered for award after sufficiently complying with the post -qualification requirements. 18. On 12 April 2023, the TPBAC issued and submitted to the NGCP’s Board of Directors its Resolution and Evaluation Report on the conduct of the CSP17 indicating UPSI as one of the winning bidders. The TPBAC’s Evaluation Report was thereafter confirmed by the NGCP’s Board of Directors through a resolution dated 18 April 2023.18 19. On 18 April 2023, the TPBAC issued a Notice of Award in favor of UPSI19 informing the latter that it is to be awarded with a contract for the Provision of Ancillary Services in the Luzon Grid. The details of the award are as follows: 20. On 02 May 2023, NGCP and UPSI executed an ASPA pursuant to the AS-CSP Circular. CONTRACTED CAPACITY RATES AND IMPACT SIMULATION 21. Section 3 of the ASPA states that UPS I shall provide the AS in accordance with Schedule 1 of the ASPA, as follows: Contracted Capacities: Regulating Reserve (“RR”): BATAAN BESS: ± 40 MW (80 MW) 22. Schedule 3 of the ASPA provides for the formula for the computation of the Ancillary Service Payment, and the applicable rates for Capacity Payment: A. Ancillary Service Payment 1. For RR, Ancillary Service Payment is the total of the Capacity Payment and the Incidental Energy Payment in Band C below. Ancillary Service Payment RR = Capacity Payment + Incidental Energy Payment B. Applicable Rates for Capacity Payment: Regulating Reserve Limay (Bataan) BESS: PhP 2.1500/kW /h Formula for Capacity Payment = Undispatched Scheduled Capacity x Capacity Payment Rate Where: • Undispatched Scheduled Capacity = Scheduled Capacity- G • Capacity Payment Rate = Applicable Rate per AS type C. Incidental Energy Payment The Cost of Incidental Energy (“IE”) is the cost of actual energy generated for the firm Scheduled Capacity which shall be paid and computed using the formula below: Payment of Cost of Incidental Energy (IE) computed as follows: Incidental Energy Payment = {G X (Capacity Payment Rate + Energy Fees)} - (WESM Revenue - WESM Payment) Where: • G = For Regulating Reserve, the dispatched energy which is the summation of the absolute value of the energy charged and discharged by the BESS, in kWh • Energy Fees, in PhP /kWh = Fuel Cost + Fixed and Variable O&M Cost, in PhP / kWh • Fuel Cost, in PhP /kWh = 0.0000 • Fixed O&M Cost, in PhP /kWh = 0.0000 • Variable O&M Cost, in PhP/kWh = 0.6501 • WESM Revenue = summation of WESM revenue based on market clearing price at the generator’s trading node, arising from G. • WESM Payment = summation of WESM purchases based on market clearing price at the generator’s trading node, for generator’s feedback power if applicable. 23. In compliance with the Honorable Commission’s document checklist, NGCP submits the following: 24. UPSI submits that the rates represent a reasonable recovery of its opportunity cost in making available generation capacity to provide the procured AS. A copy of the Rate Impact Simulation for UPSI is attached to this Application.20 25. Consistent with the AS-CRM, all the related and incidental expenses which NGCP will incur as a result of the procurement and operation of the ancillary services shall be recovered from all the load customers in the Luzon Grid. 26. As provided under Section 2.1 of the ASPA, the same shall become effective upon the approval by the ERC, either through a Provisional Authority (PA), or Interim Relief (IR), or final Decision, whichever comes first, unless if a different effective date is provided by the ERC in its Order or Decision, and shall remain effective for a period of five (5)

PH needs a full-time President

WITH the country’s economy sound and improving as President Marcos Jr. said in his SONA , and I may say, stable and on the verge of recovery, BBM has now to face challenges and threats up ahead as I stated in my last column.

As agriculture secretary, BBM has laid the groundwork for an assurance of food security at affordable prices, Santa Banana, for food on the table for the poor.

In the same way, the President has laid the groundwork for producers and farmers to be assured of good and sustainable production, like the availability of fertilizers and much-needed irrigation.

In short, President Marcos has made the Department of Agriculture ensure food security and at affordable prices and producers to be able to continue producing more.

The assurance of affordable prices, which was difficult because of the continuous smuggling and manipulation of prices because of hoarding, was also targeted by BBM as he cracked down on cartels and syndicates.

The promise by BBM to build more roads from farm to table for the producers and farmers has come.

At this point, it may be asked: Isn’t it time for President Marcos Jr. to hand over the DA to a full time secretary?

Shouldn’t BBM have more time to meet all the challenges and threats yet to come during the rest of his six-year administration?

For sure, there are challenges and threats up like the need to ensure the country has sufficient energy.

He talked about the need for nuclear energy,

isn’t it time the country gets energized by nuclear power?

There is also the need to make all Filipinos avail themselves of healthcare, especially among the poor in remote areas.

This will need more healthcare centers where they are most needed.

Likewise, there is also a need to ensure everybody has water, especially here in the National Capital Region which suffers from water allocation and rationing when dams like Angat Dam are affected by El Nino.

In his SONA, the President ordered Congress to create the Department of Water Resources Management, and about time, too, my gulay!

Yes, we need a full-time secretary of agriculture, just as we also need a President who must and can attend to the country’s needs.

BBM spoke of our country being sound and improving.

To achieve his dream that all Filipinos also dream of, we need a President that can devote his time 24 hours a day in the fight against poverty.

Mr. President, I have been a journalist for over four decades, and indeed you promised to fulfill the dreams of all Filipinos until the end of your term, I believe you can. And with enough prayers, I also think you can do it.

A new face

The acceptance of the resignation of 18 ranking officials of the Philippine National Police, who include three generals and 15 colonels found to have links and issues with illegal drugs, should not end there.

They should be charged criminally and administratively.

And above all, the move to cleanse the police of scalawags should continue.

There are no less than 943 PNP officials called to resign for their links and ties with illegal drugs.

The President had promised a “new face” in the war on drugs, clearly to distance himself from Duterte’s “kill, kill, kill” campaign against illegal drugs that produced so many extrajudicial killings.

The “new face” BBM speaks of is communitybased prevention of the proliferation of illegal drugs, and rehabilitation.

But, when we speak of rehabilitation, I can think of nothing less than the building of community-based rehabilitation centers which are properly staffed with doctors and nurses that are capable of the rehabilitation of drug users and drug addicts.

We must take note the proliferation of illegal drugs which is now a menace can hit the poor and the rich alike.

And where there is a need for illegal drugs, syndicates and cartels are always there to meet the demand.

It is well to note a holistic approach to end illegal drugs is first, prevention, second, law enforcement, third, prosecution and fourth, rehabilitation, with rehabilitation as the best remedy to fight illegal drugs.

It is simply a matter of supply and demand.

When there is no demand for illegal drugs, syndicates and cartels won’t exist.

It’s the poor who are the easiest victims of illegal drugs. They need drugs to assuage their hunger and when they are addicted to illegal drugs like shabu, they become pushers to earn more money to continue their addiction.

Thus, when there is no supply, there’s no demand.

Two days after leaving the country, Typhoon Egay’s havoc left at least 25 people dead, 13 injured and 20 others missing, according to the National Disaster Risk Reduction and Management Council.

Egay destroyed rice, corn, highvalue crops, livestock, and poultry as well as agricultural facilities and fishing paraphernalia, according to officials.

Corn damage accounted for 47.5 percent of the total with P648.2 million, hitting 38,401 metric tons of produce in 58,497 hectares of land. Damage to agriculture has been estimated at P833,889,970.48, livestock at P23,762,020 and infrastructure at P1,191,137,926.36, the National Disaster Risk Reduction and Management Council said.

A total 76,093 farmers and fisherfolk and 91,651.56 hectares of crops were affected, the National Disaster Risk Reduction and Management Council also said.

The damage due to the combined effects of Egay and the southwest monsoon breached the P5-billion mark, the Office of the Civil Defense said.

Political prisoners in new Philippines

THIS past month, I have taken the time to write about this year’s SONA, the idea of a ‘new Philippines,’ and the things we need to do if we want good and impactful change in the Philippines.

One of the important issues I discussed was the release of all political prisoners. With red-tagging and trumped-up charges, the opposition are arrested despite fighting for freedom and justice. When people become political prisoners, they are further oppressed. Some are denied bail despite acquittal, some are denied their right to care for their newly-born baby, some suffer from worsening ailments and / or old age. Most detainees, not just political prisoners, suffer from the terrible conditions of the Philippine prison system.

They are overcrowded, and lack healthy meals as well as properly sanitized bathrooms. There are many political prisoners who have become sick, even sicker, or have passed away because of incarceration.

In fact, according to the CHR, these conditions are “short of meeting the United Nations Standard Minimum Rules for the Treatment of Prisoners as well as the [Bureau of Jail and Management Penology’s] Manual on Habitat, Water, Sanitation and Kitchen in Jails.”

Additionally, there have been reports of torture and abuse of detainees despite the AntiTorture Law. These conditions as well as the clear repression done through this practice of jailing activists has led Samahan ng mga Ex-Detainees Laban sa Detensyon at Aresto (SELDA) to launch their campaign “Breaking chains, Reclaiming freedom from Marcos Sr. to Marcos Jr.” However, despite the hopes the president will at least acknowledge the existence of political prisoners or the problems within the prisons, we got nothing from SONA 2023. Despite the 778 political prisoners as of June 2023, the president chose to ignore them. In anticipation of this continued ignorance and to protest both their conditions and the current state of the Philippines, political

prisoners from the Negros island did a 24-hour fast last July 24, 2023.

Of all the political prisoners in the country now, 139 or 20 percent of the total are in Negros island.

More than 100 political prisoners in Negros island participated.

Political prisoners from Cebu City and at the Metro Manila District Jail Annex 4, Camp Bagong Diwa also did a protest fast in solidarity with the political prisoners from Negros island. They called Marcos Jr. to stop the extrajudicial killings of activists by state forces in its counter-insurgency drive in Negros In a statement, the Negros island political prisoners said that the EJKs, especially in the rural areas of Negros, increased during the first year of the Marcos Jr.

Around 30 percent of 60 victims of massacres since July 2022 were Negrense farmers according to Karapatan data.

They also demanded for the release of nine sick and elderly political prisons– namely 66-year old Epifanio Romano, 65-year old Diosdado Caballero, 63-year olds Sidwin Gordoncillo and Azucena Garubat, 61-year old Corazon Javier, and 60-year olds Nilda Bertolano, Andres Pasyonela and Abraham Villanueva, as well as Lindy Perocho.

This shows the political prisoners’ dedication to their fight for freedom and justice. Despite mistreatment, they still find a way to stand in solidarity with the oppressed and marginalized.

Unfortunately, the mistreatment of political prisoners, together with common criminals, has been common even before Marcos Jr.’s administration. In the early days of COVID-19, there was a call for the release of all political prisoners because of the virus’ outbreaks in congested prisons. Given that the Philippine jails are overcrowded, according to ICHRP chairperson Peter Murphy, “609 political prisoners are already facing their death sentence.”

During the rare times that political prisoners are allowed to temporarily leave detention for health concerns, they are still dehumanized.

Frank Fernandez who suffered bouts of unconsciousness was brought to the hospital but was constantly handcuffed to his bed. Bernabe Ocasla also suffered multiple heart attacks and died handcuffed to the hospital bed. His daughter asked that they be removed but the guards refused.

In 2019, Leila De Lima also wrote a statement to condemn the visitation ban for political prisoners’ families during the Christmas season.

Apparently, loved ones of political prisoners at the time were barred from visiting.

One of them was the wife of Vic Ladlad, Fides Lim who protested because she was not allowed to bring her husband food and medicines.

All of these compounding dehumanizing circumstances experienced by the political prisoners and their loved ones prove that we are extremely far from a ‘new Philippines.’

The new Philippines will not have political prisoners at all because people who fight for freedom and justice will be honored instead of jailed. The leader of a new Philippines would have acknowledged the political prisoners in the SONA.

Singapore races to save ‘Garbage of Eden’

SINGAPORE—Visitors to the island hosting

Singapore’s only landfill might expect foul odors and swarms of flies, but instead they are greeted with stunning views of blue waters, lush greenery and wildlife. Welcome to Pulau Semakau, the landscarce city’s eco-friendly trash island, where ash from the incinerated garbage of its nearly six million people is dumped.

With just over a decade to go until the site is projected to be filled, the government is in a race against time to extend the lifespan of the island landfill, so serene it has earned the moniker “Garbage of Eden.”

“This is the only landfill in Singapore, and due to the small area and the competing land needs, it is difficult to find another location,”

Desmond Lee, the landfill manager at the National Environment Agency (NEA), which oversees the island, tells AFP.

“It is imperative that we continue to use the Semakau landfill for as long as possible, and if possible extend its life beyond 2035,” he says.

‘Massive waste’

Singapore generated 7.4 million tons of waste last year, of which about 4.2 million tonnes, or 57 percent, was recycled.

Plastics remain a sticking point for the island’s waste drive, with just 6 percent

recycled last year. Food waste, of which 18 percent was recycled, also poses a problem. Environmental group Greenpeace criticized the city-state for producing a “massive” amount of waste for its size.

In 2019, the government launched a “zerowaste” campaign seeking to boost the amount of recycled waste to 70 percent and slash the amount of trash dumped at Semakau by 30 percent before the end of the decade.

Roughly the size of New York City, Singapore has carefully managed its rapid growth in recent decades to avoid the problems faced by other fast-developing Asian metropolises, such as overcrowding and undisposed garbage.

The government built the offshore landfill after an inland waste depot began running out of space in the early 1990s.

Engineers merged Semakau—whose residents had earlier been resettled to the mainland—with the nearby island of Pulau Sakeng.

A seven-km perimeter bund was constructed to enclose part of the open sea between the two islands and create space for the landfill, which began operating in 1999.

Pollution risks

With Singapore’s population growing steadily, authorities were forced to roll out bold, space-saving solutions.

Mangrove forests have also been planted, making the island verdant and attracting wildlife

Incinerators were deployed to burn nonrecyclable waste, before authorities shipped the ash to Semakau on a covered barge.

But the practice of burning the rubbish has been criticized by environmental groups for its pollution.

“The process results in pollution in each of its phases -- from waste hauling to managing air emissions and residues,” Abigail Aguilar, Greenpeace’s anti-plastics campaigner for Southeast Asia, told AFP.

“While aesthetically it might be appealing, the landfill still contains waste that could potentially leak,” said Aguilar.

The NEA has said its incineration plants are fitted with treatment systems that clean the gas

before they are released into the atmosphere.

It added that the landfill had been lined with an impermeable membrane and marine clay to contain any potential pollution within the site, and the water is tested regularly for leakage. Eco island

There could still be more use for Singapore’s garbage island, with plans to build solar farms and also to turn ash from the landfill into road construction materials.

After the barge docks on Semakau, earthmovers scoop the ash and load them onto giant yellow tipper trucks for the trip to the landfill, which has been subdivided into sections.

As each pit is progressively filled up over the years, the area is covered with soil, allowing for the growth of natural vegetation. Mangrove forests have also been planted, making the island verdant and attracting wildlife.

During a recent visit by an AFP team, a couple of brahminy kites were seen swooping down on the water to catch fish, while a whitebellied sea eagle circled above.

Africa leaders give Niger junta week to cede power

ABUJA, Nigeria—African leaders have given the junta in Niger one week to cede power or face the possible use of force, and slapped financial sanctions on the putschists, after the latest coup in the jihadist-plagued Sahel region raised alarm on the continent and in the West.

In the third coup in as many years to fell a leader in the Sahel, Niger’s elected president and Western ally, Mohamed Bazoum, has been held by the military since Wednesday.

General Abdourahamane Tiani, the head of the powerful presidential guard, has declared himself leader and said the putsch was a response to “the degradation of the security situation” linked to jihadist bloodshed, as well as corruption and economic woes.

Meanwhile, Niger’s new junta accused former colonial ruler France of wanting to “intervene militarily” to reinstate deposed President Bazoum.

“In its search for ways and means to

intervene militarily in Niger, France with the complicity of some Nigeriens, held a meeting with the chief of staff of the Nigerien national guard to obtain the necessary political and military authorization needed,” said a statement read out on national television.

In another statement, the putschists accused the security services of an unnamed Western embassy of firing teargas Sunday on pro-coup demonstrators in the capital Niamey.

It said six people had been hospitalized after the incident.

French President Emmanuel Macron had Sunday vowed “immediate” action if French citizens or interests were attacked in Niger, after thousands of Nigeriens rallied outside the French embassy.

PORT-AU-PRINCE—Haiti has welcomed “with great interest” a Kenyan offer to lead a 1,000-strong multinational force to bolster security in the violence-torn Caribbean country.

“Haiti appreciates this expression of African solidarity,” a statement from Foreign Minister Jean Victor Geneus said Sunday, “and looks forward to welcoming Kenya’s proposed evaluation mission.”

Kenya announced Saturday that it was prepared to deploy 1,000 police agents to help train and support their Haitian counterparts in combating the violent gangs that have taken control of much of capital Port-au-Prince.

“Kenya has accepted to positively consider leading a Multi-National Force to Haiti,” said the Kenyan statement, posted by Foreign Minister Alfred Mutua.

A Kenyan-led deployment would still require a mandate from the United Nations Security Council, as well as formal agreement by local authorities.

The council has asked SecretaryGeneral Antonio Guterres to present by mid-August a report on possible options for Haiti, including a UN-led mission.

Marset Cabrera, who is in his early 30s, is believed to be in Santa Cruz, a sprawling energy-producing region of southeastern Bolivia abutting Brazil and Paraguay.

Del Castillo said Marset Cabrera is accompanied by his Peruvian wife and three children.

“In the coming hours, we will achieve the detention of Mr. Sebastian Enrique Marset Cabrera,” Del Castillo avowed.

Authorities said they believed Marset Cabrera entered Bolivia last September, and maintained a relatively high profile, including acquiring a professional soccer club in the nation’s Second Division.

The news follows a string of upbeat

readings out of Washington that appear to show the central bank’s long-running campaign of rate hikes is bearing fruit, while the economy remains in rude health. On Wednesday, officials tightened again but said future decisions would be data-dependent, suggesting it may have come to the end of its cycle.

A key reading on job creation at the end of this week will be closely watched for a better idea about the bank’s plans, while rate decisions are also due by the Bank of England and Reserve Bank of Australia.

Amid this chaos, achieving balance and harmony is crucial.

He admitted to having his fair share of challenges in finding an equilibrium between his professional and private life. Further, as we mature, people, in general, tend to prioritize quality over quantity. We value more our quality of life.

Reflecting on my journey toward balance, my maturity and connection to my core values have played a significant role. Previously, extending work in long hours or sacrificing sleep was fine. That’s pretty normal for me, but now it’s different. I have learned to allocate my time wisely for work, pursue my MBA studies, spend quality moments with my family and friends, care for myself and nurture my spiritual connection with God. Through this sense of maturity and alignment with my core values, I have found the ability to create a balanced life.

LONDON, United Kingdom—The UK government said Monday it would issue “hundreds” of new oil and gas licenses in the North Sea to secure energy reserves while still aiming for net zero carbon emissions by 2050.

“Investment in the North Sea will continue to unlock new projects, protect jobs, reduce emissions and boost UK energy independence,” Prime Minister Rishi Sunak’s office said in a statement.

It added that “a more flexible application process” would be applied for the license requests, which would still be subject to a “climate compatibility” test for carbon reduction goals.

“The government is taking steps to slow the rapid decline in domestic production of oil and gas, which will secure our domestic energy supply and reduce reliance on hostile states,” it said.

Moscow’s ongoing invasion of Ukraine, launched in February 2022, saw a global surge in energy prices as Western nations imposed sanctions against Moscow, targeting in particular its massive oil and gas exports.

“We have all witnessed how Putin has manipulated and weaponized en-

ergy -- disrupting supply and stalling growth in countries around the world,” Sunak said in the statement, referring to Russian President Vladimir Putin.

“Now more than ever, it’s vital that we bolster our energy security and capitalize on that independence to deliver more affordable, clean energy.”

A study released Monday by the North Sea Transition Authority (NSTA) said the carbon footprint from domestic UK gas production was one-fourth the footprint from imported liquefied natural gas.

It also confirmed plans to build two more carbon-capture facilities along the North Sea coast, at Acorn in northeast Scotland and Viking near Humber, England, alongside two already under construction.

It said the four clusters could support up to 50,000 jobs by 2030.

Heineken sales dip as price hikes weigh down on demand

THE HAGUE, Netherlands—Dutch brewer Heineken said Monday that price increases it made to counter the impact of soaring inflation had battered beer sales and pushed down profits in the first half of the year.

Net profit slumped 8.6 percent to 589 million euros ($649 million), as beer volumes fell 5.6 percent from the same period last year.

The world’s second-largest brewer had warned the price hikes were needed to offset high commodity and energy costs, due in large part to Russia’s ongoing war against Ukraine.

Like other major Western companies, Heineken pledged last year to quit Russia, but drew criticism earlier this year after a Dutch investigative website reported that it was continuing its Russian sales.

BEIJING—China’s factory activity contracted for the fourth straight month in July, data showed Monday, as authorities released new measures aimed at boosting the world’s second-largest economy.

The official manufacturing purchasing managers’ index—a key measure of factory output—came in at 49.3, below the 50-point mark that separates expansion and contraction, according to the National Bureau of Statistics.

July’s reading was slightly higher than June’s 49.0 figure and was better than forecasts in a Bloomberg survey.

“The overall level of manufacturing prosperity continued to improve,” NBS statistician Zhao Qinghe said in a statement.

China is struggling to improve growth as its post-Covid recovery runs out of steam, due in large part to sluggish consumer spending.

The non-manufacturing PMI, which measures business sentiment in the services and construction sectors, fell to 51.5 in July from 53.2 in June, as activity in capital market services and real estate shrank.

A run of dismal economic data over recent months has ramped up calls for officials to unveil support measures.

RCBC completes sale of 15% stake to Sumitomo for P27b

RIZAL Commercial Banking Corp., the fifth-largest private bank in the country in terms of assets, said Monday it completed the sale of an additional 15-percent stake amounting to P27 billion to Sumitomo Mitsui Banking Corp., a subsidiary of Sumitomo Mitsui Financial Group and one of the largest banks in the world.

RCBC said in a disclosure to the stock exchange the P27-billion capital infusion would reinforce its growth trajectory, particularly in core businesses in corporate, small and medium enterprises and retail segments.

“Through this partnership, RCBC will once again set the bar higher,

adopting global best practices and customer-centric strategies, promoting disruptive banking solutions, and expediting our digital transformation,” RCBC president and chief executive Eugene Acevedo said in a statement.

The bank said in November 2022 the transaction would increase SMBC’s

shareholdings in RCBC from 4.999 percent of the total outstanding common stock of the local bank to 20 percent.

SMBC’s strategic investment would bring in P27.126 billion ($460.78 million) of new core equity tier 1 capital to RCBC. It is part of the local bank’s capital-raising plan to support long-term sustainable asset growth and investments in technology and cyber security and human resources.

SMBC is one of the largest banks in Japan and is the commercial banking arm of Sumitomo Mitsui Financial Group with 269.7 trillion yen in total assets and consolidated total capital ratio of 16.02 percent as of June 30, 2022. The investment in RCBC is in line with SMFG’s strategy to expand in select key Asian markets, including the Philippines, Indonesia, Vietnam and India.

UnionBank’s six-month profit grew 6% to P6.4b

UNION Bank of the Philippines, one of the country’s biggest banks led by the Aboitiz Group, said Monday net profit in the first six months climbed 6 percent year-on-year to P6.4 billion.

UnionBank president and chief executive Edwin Bautista said in a statement that with the way things were going, he remained confident that the bank would be the most profitable retail bank in three years.

RCBC has a P1.17-trillion balance sheet and a loan portfolio of P588 billion as of June 30, 2023. As the first local bank to put up a Japan desk back in 1974, RCBC’s dealings with Japanese companies are some of the most extensive among its peers.

It said the closer collaboration would open more business matching opportunities for local customer base and SMBC’s global network.

RCBC reported a net income of P12.1 billion in 2022, up by 71 percent from 2021 on double-digit increases across its core businesses.

It sustained the growth in first quarter of 2023, when profit climbed 70 percent year-on-year to P3.6 billion. Annualized return on equity improved to 13.3 percent, while annualized return on assets reached 1.3 percent.

Meralco expects 2023 core income to hit ‘north of P30b’

POWER retailer Manila Electric Co. expects core income to reach “north of P30 billion” this year, exceeding last year’s P27.1 billion, on the back of strong financial performance in the first half, a top executive said Monday.

Meralco’s consolidated reported net income also climbed 36 percent to P17.9 billion in the first six months from P13.1 billion in the same period last year.

The board approved interim cash dividends of P8.520 per share payable to all shareholders of record as of Aug. 30, 2023

following the release of the financial results. The dividend payout represented 50 percent of core earnings per share.

“Considering Meralco’s operational and financial performance in the first half of the year, it is reasonable for Meralco to show record sales and earnings for the full year 2023,” Meralco chairman and chief executive Manuel Pangilinan said.

He said the first-half results provided the basis for assuming that the full-year results would be another record high and “may be north of P30 billion.”

Consolidated core net income in the

first six months reached P19.2 billion, or 47 percent higher than P13.1 billion in the same period last year, led by the 186-percent increase in contribution of the power generation business. The power generation segment contributed P6.6 billion or 34 percent of the CCNI, buoyed by higher earnings of PacificLight Power Pte. Ltd. in Singapore and the turnaround of Global Business Power Corp.

Malaysian payments firm to launch loan facility in

GHL Systems Berhad, the leading payment service company in the ASEAN region, will launch a loan facility for small and medium enterprises this month in the Philippines.

The microfinance facility aims to provide small and medium enterprises with funds to support their cash flow and business growth.

GHL is offering SME customers the convenience of making loan payments through their existing settlement arrangement with the payment service company.

Since its launch in Malaysia in 2022, the GHL SME Loan facility attracted over 700 merchants and disbursed over 40 million Malaysian ringgit (about P285 million) in loans to date. Phil-Tower announces full operations of 250 sites

PHIL-TOWER Consortium Inc. announced Monday the full operations of 250 towers in the Visayas and Mindanao which it acquired from Globe Telecom Inc.

“This is yet another big milestone for us of full operational handover of towers from Globe. PhilTower believes in its organizational pillars such as people, process, technology readiness and a faster way of asset management to achieve takeover in a short span of time,” said Phil-Tower chief executive Devid Gubiani.

Electric Distribution Corp. increased 3 percent and 7 percent, respectively.

“Beyond the core distribution business, we have always considered the expansion of our power and non-power subsidiaries as important growth pillars for Meralco. BDO’s net income climbed by 47%

to P35.2 billion in first six months

BDO Unibank Inc., the banking arm of the SM Group, said Monday net income jumped 47 percent in the first half of 2023 to P35.2 billion from P23.9 billion in the same period last year, on sustained strength of business segments.

“With improving macro-economic trends exemplified by decelerating inflation, sustained GDP growth and stable foreign exchange and interest rates, the bank remains poised to capitalize on emerging growth opportunities given its solid balance sheet, strong business franchise and diversified earnings streams,” BDO said in a disclosure to the stock exchange.

It said the first-half bottom line translated into a return on common equity of 15.1 percent, higher than 11.3 percent in the same period last year.

Net interest income increased to P89.5 billion as gross customer loans expanded 8 percent year-on-year to P2.7 trillion, while deposits rose 12 percent to P3.3 trillion. Non-interest income also grew 11

percent to P38.2 billion, led by robust growth in various fee-based and treasury/foreign exchange businesses.

Pre-provision operating profit reached P52.4 billion, with revenues continuing to grow faster than operating expenses.

Non-performing loan ratio declined quarter-on-quarter to 1.95 percent from 1.98 percent, while NPL coverage improved to 174 percent, with prudent credit and provisioning policies.

Shareholders’ equity increased to P487.5 billion, given the profitable operations. Capital adequacy ratio and common equity tier 1 ratio strengthened to 15 percent and 13.9 percent, respectively, and remained above regulatory minimum levels. Book value per share increased 13 percent to P91.42.

8990 Holdings forecasts P155b in revenues over 8 years on housing sector recovery

HOUSING developer 8990 Holdings Inc. expects to generate P155 billion in revenues over the next seven to eight years, a top executive said Monday.

Anthony Vincent Sotto, president and chief executive of 8990 Holdings, said in a virtual press briefing the company was in the process of unlocking the value of several properties nationwide as it continued to expand its landbank for future

developments. The company’s landholdings reached nearly 710 hectares, with the addition of properties acquired in Cebu and Leyte, as of end-March 2023.

Sotto said the Luzon landbank would account for the bulk of future revenues, with Luzon sales estimated to reach P98 billion, while Visayas and Mindanao were expected to contribute P67 billion and P6 billion, respectively.

Sotto said that in the coming years,

He said with 2023 expected to be a good year despite the high inflation and high interest rate environment, 8990 Holdings could achieve another revenue milestone at the end of the year.

“With strong financials, a robust portfolio and a talented team, we are prepared to seize the opportunities that await us in 2023 and beyond,” Sotto said.

“We have ensured smooth transition through detailed planning, performing drone audits, setting up regional offices and resources and onboarding existing Globe O&M and security partners. We look forward to extending further operational savings to Globe from the establishment of the 24/7 operational capability and distributed field operations teams in the challenging territories of Visayas and Mindanao,” he said. PhilTower and Globe in September last year signed a sale and leaseback deal for the acquisition of 1,350 Globe sites, with the first batch of 578 towers turned over in February 2023.

BSP: July inflation settled below 5% on lower power rates

THE Bangko Sentral ng Pilipinas said Monday inflation in July 2023 likely eased to as low as 4.1 percent from 5.4 percent in June, pulled down by lower power rates, stronger peso and the decline in prices of some food items.

The BSP said in a statement the July inflation would likely settle within a range of 4.1 percent to 4.9 percent. The Philippine Statistics Authority would release the official figures later this week.

“Lower electricity rates, declines in the prices of meat, fruits, and fish items, the rollback in LPG prices and the peso appreciation could contribute to downward price pressures during the month,” it said.

Higher prices of rice and vegetables as well as increased domestic oil prices are the primary sources of upward price pressures in July.

“Going forward, the BSP will continue to monitor developments affecting the outlook for inflation and growth in line with its data-dependent approach to monetary policy formulation,” it said.

Bangko Sentral Governor Eli Remolona Jr. said monetary authorities should remain vigilant despite the fivemonth deceleration in inflation from a peak of 8.7 percent in January 2023.

Remolona noted the still elevated core inflation in a speech during the BSP’s 30th anniversary reception for the banking community Friday night.

Core inflation, the change in the costs of goods and services, excludes the volatile prices of food and energy.

“It’s too soon to declare [a] victory. Core inflation remains high. There are still upside risks to inflation – for example, risks in the form of El Niño and further supply shocks. We will wait and see,” Remolona said.

THE Philippine National Women’s Football Team’s campaign in the FIFA Women’s World Cup 2023 in New Zealand and Australia has ended with a lopsided 6-0 loss against Norway.

The defeat, however, doesn’t take away from the many positive impacts the Filipinas have accomplished during their initial, but historic appearance in the biggest soccer event this year, and hopefully in future World Cups.

More importantly, these takeaways will sustain the momentum the Filipinas have generated in inspiring many future footballers in aspiring to play for flag and country in upcoming tournaments.

That said and done, the harder part comes.

PHILIPPINE Olympic Committee president Rep. Abraham “Bambol” Tolentino expressed optimism that the Filipinas can deliver a strong performance in the Hangzhou 19th Asian Games in September.

Tolentino, at the same time, described the Filipinas’ campaign in the FIFA Women’s World Cup in New Zealand as a “job well done.”

“Good job!” Tolentino told the Filipinas from Tagaytay City where he watched the live coverage of the Philippines-Norway match on Sunday afternoon.

The Filipinas, ranked No. 46 in the world, bowed to the world No. 12 Norwegians, 6-0, at the close of their Group A campaign at Eden Park in Auckland.

“Qualifying in the World Cup is historic and an accomplishment itself,” Tolentino said. “Scoring a goal and beating the co-host [New Zealand, 1-0] made the campaign even more historic and worth remembering.”

“The Filipinas showed that they can compete on the world stage and in turn, the world took notice of how strong Filipinos could become in football,” he said. “And the campaign proves we can still catch up in the Asian Games with an intact lineup.”

The Asian Games are set September 23 to October 8.

Filipinas, especially head coach Alen Stajcic and his staff, nor the management side of Jeff Cheng and for sure, the Philippine Football Federation will see to it the leaps and bounds gained in the campaign will not go to waste.

Blueprint is set

From being unknown, the Filipinas made it possible to the World Cup and in just 18 months, a competitive team was assembled by Stajcic. Thanks to a solid scouting strategy, an even better program and support by management, the path to future World Cups is clearer by now.

It can be done again and the Filipinas being regular fixtures in the tournament is now a possibility. But to accomplish this is another story.

Deep pool of talents

With the amount of publicity and feelgood stories that the Filipinas generated during their campaign in New Zealand, there should be no longer a problem when it comes to introducing the national team to soccer players abroad.

And unlike the predecessors of the team, who really have to bear the brunt of getting little support, if none at all, from both corporate and fans, future Filipinas will continue to reap the rewards helped set into motion by those who played for the national team before them.

Time is also on our side, because we have four full years to assemble the team that will contend for the next world cup. Plus, the PFF’s grassroots programs are in full swing especially with an upcoming women’s league in the next few weeks.

Filipinas did us proud

Aside from playing their hearts out and putting everything on the pitch, the Filipinas actually have exceeded expectations in more ways than one.

One good basis, however, is that the Philippines has earned the full three points in three games.

As it stands right now, the Republic of Ireland, Costa Rica, Zambia, Haiti, Panama, South Africa, Argentina and South Korea have yet to taste victory in the tournament.

Vietnam, the only other team from Southeast Asia in the tournament, is also winless in two games.

Experience at hand

One of the key reasons why the Philippines lost its games against Switzerland and to Norway is experience. Heart and soul alone are not enough against seasoned and pedigreed teams that are used to to big matches and who have players seeing action in big leagues in Europe and in other parts of the world.

Giethyl Lubguban and 17-year-old Sean Harry Narag claimed the first two gold medals at the start of the 2023 Palarong Pambansa at the Philsports track stadium on a rainy Monday morning in Pasig City.

Lubguban battled taller rivals to claim the meet’s first gold medal in the elementary girls’ high jump with a leap of 1.4 meters.

“Hindi ko expected na mananalo ako. Kasi, matatangkad ang mga kalaban ko,” said Lubguban, a sixth grader at the Upper Panikian Elementary School in Zamboanga del Sur. Her rival, Briana Cacho from Tarlac, settled for the silver with her final clearance of 1.37 meters, while Ilonggo bet Shanelle Jane Felomino of Carles, Iloilo claimed the bronze medal (1.34 meters). Narag, an incoming 12th grader at the University of Santo Tomas, made his coach, national team mentor Emerson Obiena proud and happy with a 3.90-meter leap in the secondary boys’ pole vault.

This gave the National Capital Region its first gold medal, while Narag’s schoolmate Mejen Sumbongan bagged the silver with his 3.80-meter jump.

Sixteen-year-old Eumar Mamogay from the Western Visayas Region took third place with 3.6 meters.

Narag, who wants to follow the footsteps of Emerson’s son Ernest John “EJ” Obiena, said he has improved after almost a year of training.

Many months ago, the elder Obiena took interest developing the skills of both Narag and Sumbongan, who were both in hurdles.

“Nakinig lang po ako kay coach. Inintindi ko lang po ang mga sinabi niya,” said Narag.

Actions shifts to the Marikina Sports Center today, with 17 gold medals at stake in athletics, while 18 will be up for grabs in swimming.

There will be events outside of Marikina on Tuesday, with billiards to be held at the Sta. Lucia East Grand Mall in Cainta, Rizal, football at the Ateneo field, softball at the Rizal High School in Pasig City and artistic gymnastics at the Rizal Memorial Sports Complex. Rhythmic gymnastics will commence at the San Andres Complex in Manila, and tennis will be held at the Fin Asia Homes in Cainta, Rizal.

Kurashiki Ablaze seek PVL Invitational encore

LOCAL fans didn’t know any of the players when Kurashiki arrived for its maiden Premier Volleyball League stint. They probably all recognize most of the Japanese now.

Certainly, hard-hitting Asaka Tamaru is tops on the list with playmaker Kyoka Ohshima next, or Akane Hiraoka, Yukino Yano, Miho Kawamura, Saki Tanabe, Saya Taniguchi or Sayaka Tanida or libero Kaoru Takahashi.

Whatever their rankings are, this band, which campaigns in the third division of the V.League back home, showed its brand of play is skilled and competent enough to producing positive results.

Creamline’s top hitter Tots Carlos put it all in context when she said: “They’re organized, very good, kahit ano pang division galing yan. Masipag, matiyaga and we knew we have to find ways to stop them.”

They failed, just like the four other squads in the sixteam semifinals of the PVL Invitational Conference.

Hodges wins 1st US PGA Tour title at 3M Open tilt

LOS ANGELES—Lee Hodges fired two eagles in a four-under-par 67 on Sunday to claim his first US PGA Tour title with a wire-to-wire, sevenstroke triumph in the 3M Open in Blaine, Minnesota.

Hodges finished with a 24-under par total of 260 at TPC Twin Cities, where he’d pushed his lead to as many as seven and seen it shrink to three over playing partner J.T. Poston before Poston’s disastrous triple-bogey at the final hole.

That left Poston, who carded a twounder 69, tied for second with Kevin Streelman and Scotland’s Martin Laird. Streelman carded a 66 while Laird produced a seven-under-par 64 that featured five birdies and a 20-foot eagle at 18.

None of them ever really looked like catching Hodges, who started the day with a five-shot lead.

He pushed that to seven after a birdie at the second and an eagle at the sixth, where his 255-yard approach with a three-wood left him an 11-foot putt.

After a bogey at the ninth he eagled the par-five 12th in spectacular style, again using a three-wood and landing his 257-yard second shot within three feet.

“Those were two of the greatest shots I ever hit,” said Hodges, who has secured his berth in the FedEx Cup playoffs as well as an invitation to next year’s Masters.

“Anytime you win, you really set yourself up for some special stuff,” he said. “My caddie was telling me on 18, I honestly didn’t even think about it, we get to play Augusta next year. That’s something else. That was probably the coolest thing I heard all day.” AFP

The race began under grey skies, but in dry conditions as Leclerc led from pole into La Source hairpin where, after a decent start, McLaren’s Oscar Piastri was squeezed into the wall by Sainz and after limping slowly on the Australian rookie pulled up to retire at the exit of Fagnes chicane.

By then, Perez had blasted past Leclerc on Kemmel Straight, a show of power to take the lead.

Behind him, Verstappen was swiftly up to fourth from sixth, his starting slot after taking a five-place penalty for a new gearbox.

After a flurry of pit stops Verstappen chose to attack on his new medium tyres and on lap 17 swept past Perez on Kemmel Straight and promptly clocked a fastest lap before rain began to fall.

“It is raining quite a lot,” said Verstappen, who survived a big wobble at the bottom of Eau Rouge.

The anticipated 10-minute shower eased after only five, enabling Verstappen to pull clear by 5.3 seconds while Leclerc held a 3.5-second buffer on Hamilton.

In fact, Bumina-ang accomplished a double gold medal finish at the recentlyconcluded 2023 Pan-Asian Gi & No Gi Jiu Jitsu International Open hosted by the Brazilian Jiu Jitsu Federation of the Philippines.

“The Bull” topped the 73-kilogram No Gi category and then went on to capture gold in the No Gi absolute division.

“Fighter na fighter si Carlo,” said Team Lakay founder and coach Mark Sangiao of Bumina-ang. “Gusto niya talaga war, toe-to-toe. Kaya ako na ang nagpangalan sa kanya na ‘The Bull’ kasi nakita ko sa performance niya na walang tigil and he will really work na ma-finish yung laro.”

Standing in the way of Buminaang to go 2-0 is Saedi, who will also be making his maiden appearance in ONE Championship. With a kickboxing and wrestling pedigree, Saedi had his first assignment in the professional ranks under a local

PH makes Vietnam toil for 5-set win in SEA V.League

THE Philippines extended Vietnam to a thrilling five-setter before yielding to the visitors as Indonesia scraped past Thailand to rule the second leg of the Southeast Asia Volleyball League (V.League) before a big and appreciative crowd at the City of Santa Rosa Multi-Purpose Complex in Laguna on Sunday night.

tion 3 (c) of Presidential Decree No. 1986, which governs the proper classification and review of television content.

The hearing to address these concerns is set to take place today, July 31, at the MTRCB Office located in Timog Avenue, Quezon City. Representatives from the show are expected to attend the hearing to provide their testimonies and address the allegations raised against the show's content.

The MTRCB's decision to summon It's Showtime for testimony comes as part of its commitment to ensure that television content adheres to established guidelines and respects community stan dards.

Looking back to when they filmed the show, The Rising’s lead cast recalls filming in the freezing water and how the show’s setting made an impact on them as actors.

Lead actress Clara who plays Neve Kelly and who spent the most time submerged in the lake recounts her experience and said, “Ooh, bit nippy. I mean it was fun. It’s fun to complain in the moment because it was freezing and my lips were blue but you come away with such amazing experiences. I would never have done that had

Cebu Pacific signs partnership with Ramon Aboitiz Foundation Inc. to support a mangrove tree planting program

Cebu Pacific, Ramon Aboitiz Foundation rehabilitate mangroves in Cebu

CEBU Pacific (CEB) has partnered with the Ramon Aboitiz Foundation Inc. One to Tree program (RAFI OTT) to support the conservation and restoration of mangroves in Cebu.

CEB and RAFI signed a memorandum of agreement to jointly enhance a mangrove plantation in Barangay Tapon, Dumanjug, Cebu. The project aims to plant 10,000 mangrove seedlings across an estimated 10 hectares of mangrove area.

Recently, volunteers from both parties jumpstarted the project by planting seedlings in Bgy. Tapon, Dumanjug Cebu.

“We believe that nature-based solutions such as this mangrove plantation project have a critical role to play in removing carbon from the atmosphere. This initiative allows us to achieve three objectives – mitigating the impacts of carbon emissions to the environment, improving disaster resilience of coastal communities, and providing livelihood support to the Dumanjug community,” said Alex Reyes, Cebu Pacific’s Chief Sustainability Officer.

CEB and RAFI will work closely with the Tapon Fisherfolks Association and offer extensive

training in the areas of mangrove plantation design, nursery management, and mangrove seedling production, site preparation and plantation establishment, and plantation maintenance and monitoring.

Income augmentation to participating members of the fisherfolk association will also be given through the labor provided for the planting site preparation and establishment and plantation maintenance, and purchase of seedlings.

“We are excited to launch this mangrove rehabilitation partnership with Cebu Pacific. Through our shared values towards biodiversity conservation, we will be able to enhance the mangrove forest in the municipality of Dumanjug and build a more sustainable and disaster-resilient community.

It truly takes everyone’s help now to build a sustainable tomorrow,” said Antony Dignadice, RAFI OTT Program Director. The partnership will run for three years. It includes the identification, establishment, planting, maintenance, and monitoring of the mangrove plantation in the Municipality of Dumanjug. More than 20 community partners from the fisherfolk association will be involved in the project.
