PH to act on US request on Afghans by July 15

PHILIPPINE Ambassador the United States Jose Manuel Romualdez on Wednesday said Manila may respond by mid-July to Washington’s request for the country to temporarily accommodate Afghanistan refugees while their special immigration visas (SIV) were still being processed.

“I would think that before the middle of July, we should be able to make a decision. The memorandum for the President’s approval or disapproval, whichever the case may be, will be sent to Malacanang as probably as late as July 15… That is more or less what we are tracking right now from here, from Washington DC,” Romualdez said in an interview on ANC.

DFA to cede next month ATN duties for OFWs to DMW

THE Department of Foreign Affairs (DFA) will formally turn over next month its Assistance-to-Nationals (ATN) services for overseas Filipino workers (OFWs) to the Department of Migrant Workers (DMW).

The DFA said the turnover will happen on July 1, 2023 in compliance with provisions under Republic Act No. 11641 or the Department of Migrant Workers Act.

Under the law, all assistance cases involving the OFWs, such as legal or medical assistance, repatriation and shipment of remains, shall be handled by the DMW using its AKSYON (Agarang Kalinga at Saklolo para sa mga OFW na Nangangailangan) Fund.

But such policy will only apply in countries where there are DMW offices, namely, the Asia-Pacific states, Australia, Brunei, China, Hong Kong, Macau, Japan, South Korea, Malaysia, New Zealand, and Singapore.

In the Middle East and Northern Africa, they are Bahrain, Israel, Jordan, Saudi Arabia, Kuwait, Lebanon, Morocco, Oman, Qatar and United Arab Emirates,

In Europe, these countries are Czech Republic, Germany, Greece, Italy, Spain, Switzerland and the United Kingdom, as well as Canada, and the United States.

OFWs in these countries who may need assistance can contact the DMW through hotline numbers 87221144 or 87221155, or email addresses: repat@dmw.gov.ph, connect@dmw.gov. ph or cacdac@dmw.gov.ph.

In countries without DMW offices or for overseas Filipinos who are either students, tourists, dual citizens or permanent outside residents, ATN responsibilities will still be conducted by the DFA.

ance that in case the Philippine government declines the US request, it would not affect bilateral relations between the two countries.

“Not at all,” Romualdez said, when asked if PH-US relations would be affected if Manila turned down Washington’s request.

“There are many, many more things that we need to work with the United

States. Some of them we already said we cannot do it, for some reason or the other. We have been requested on many occasions by the United States to support a [resolution] at the United Nations, on many occasions, we also did not and it did not affect our relations with the United States,” Romualdez said.

“There’s a mutual respect between the United States and the Philippines, especially now, they know that the Philippines is a sovereign nation and that we have our own laws and we want to strengthen our positions in everything,” he added. Romualdez also said that it is “not fair for anyone to even think that the United States is out there to push us to do this and that.”

Last Friday, Romualdez told the Senate foreign relations committee that it is up to the Philippines to decide whether they grant or decline the US government’s request. Should the Philippine government re- fuse the request, Romualdez earlier said the US can go to another country for the processing of the Afghan nationals’ special immigration visas.

“That’s why they (US) are asking and following it up with us and it’s up to us what we wanna do with it and whatever concerns we have, whatever we want to tell them, they are prepared to listen and if it is something that is possible, then do it. If not, then they go to another country for this,” Romualdez earlier said.

The Senate foreign relations committee conducted a legislative inquiry into the matter after Senator Imee Marcos filed a resolution asking why the US opted to house the Afghans in another country and not in their own country even though these individuals were “supporters of the US and possibly, even former employees of the US government or US companies.”
