‘Betty’ winds hit N. Luzon, storm to exit PH Friday

MORE than 4,000 people were moved to safer ground Monday as Typhoon Betty was raised to Tropical Cyclone Warning Signal No. 2, with Cagayan and Batanes provinces just beginning to feel the strong wind and rains that leveled some old structures in northern Luzon.

Packing maximum sustained winds of 155 kilometers per hour and 190 kph gusts, Betty was spotted 470 kilometers east of Aparri, Cagayan while moving west-northwestward at 10 kph, the Philippine Atmospheric, Geophysical and Astronomical Services Administration said.

The former super typhoon, with international name Mawar, is expected to leave the Philippine area of responsibility on Friday, the state weather bureau said.

DESPITE facing stiffer sanctions from the House of Representatives, murder suspect and Negros Oriental Rep. Arnolfo Teves Jr. on Monday said he has no plan to return to the country despite the recantations of the suspectwitnesses in the killing of Negros Oriental Gov. Roel Degamo.

In a virtual press briefing, Teves said the only thing that would convince him to come home is when he sees a “semblance of fairness” from those investigating Degamo’s death. He added that the serious threats to his life were reason enough not to return.

PH-US-Japan sea exercises set

THE first-ever trilateral maritime exercise between the coast guards of the United States, Japan, and the Philippines will kick off in the waters off Mariveles, Bataan this week.

The Philippine Coast Guard said the trilateral maritime exercise, which will run from June 1 to 7, would reinforce interoperability through communication exercises, maneuvering drills, maritime law enforcement training, search and rescue, and passing exercises.

Lanao residents fleeing from DI swell to 3,000

OVER 3,000 residents from Marogong, Lanao Del Sur have now fled from their homes after an alleged threat from a terror group surfaced, the Bangsamoro Ministry of Social Services and Development said on Monday.

A total of 3,154 individuals escaped from their communities since Daulah Islamiyah (DI) threatened the local government after four of their members were apprehended by the Armed Forces of the Philippines.

The displaced residents were moved to nearby towns and given relief goods in the meantime, and the regional MSSD said they are expecting more residents to follow suit as tensions rise.

Meanwhile, Philippine National Police Chief Gen. Benjamin Acorda said that police presence in the area has been strengthened. He said police are coordinating with the AFP to safeguard the area.

“We have ample security forces enough really to safeguard the town,” said Acorda.

“We beefed up the police force in the area. We deployed our mobile force battalion there, along with one company (of policemen),” he added. With the security forces in the area beefed up, the PNP assured the DI threat will be diffused.

THE country’s oil firms implemented a mixed price movement for domestic oil products effective 6 am Tuesday, with gasoline prices increasing by P1.10 per liter to reflect the movement of oil prices in the world market.

Diesel prices did not move, but the oil firms cut the price of kerosene by P0.35 per liter.

‘Santacruzan’ symbolizes Catholic devotion to the Virgin Mary

HAD it not been for the three-year hiatus caused by the COVID-19 pandemic, many Catholic towns in this predominantly Christian country of 114 million would be participating in what is called ‘Santacruzan’ on Wednesday.

This is the climax of the month-long festival called Flores de Mayo, with some religion observers describing it as sort of religio-historical beauty pageant.

It marks the discovery of the Holy Cross which, as believed, was made by Queen Helena and her son Constantine who became the first Christian Roman Emperor.

THE Philippine National Police-Firearms Explosive Office (PNP-FEO) revoked the gun licenses and permits for 15 firearms under the name of a former mayor Artemio Donato of Langiden, Abra, for misdeclaration and having different signatures affixed to all documents concerning his firearms.

The FEO revoked Donato’s license to own and possess firearms (LTOPF), firearms registration (FR), and permit to carry firearms outside residence (PTCFOR).

THE Office of the Ombudsman has ordered former Bureau of Fisheries and Aquatic Resources Director Eduardo Gongona and four others to respond to the graft complaint filed against them, in connection with the P2.09-billion contract awarded to a British company to supply technology and equipment for the Integrated Marine Environment Monitoring System (IMEMS) project of the BFAR.

In an order signed by Acting Director Ruth Laura A. Mella of the Preliminary Investigation and Administrative Adjudication Bureau-F, the Ombudsman required Gongona and his co-respondents to submit within 10 days from receipt of the order their counter-affidavits in response to the complaint filed by lawyer James Mier Victoriano.

House approves several vital bills

CONGRESS approved on Monday several significant measures including one declaring the maritime zones of the Philippines in order to establish the legal bases by which social, economic, commercial, and other activities may be conducted in those areas.

The House of Representatives in apparent rush of its legislative agenda, passed a number of bills as looking ahead to its adjournment sine die on May 31.

With an overwhelming 284 affirmative votes, the chamber ratified House Bill

(HB) 7819 or the proposed Philippine Maritime Zones Act, which according to Speaker Ferdinand Martin Romualdez “will provide flexibility in enacting laws pertinent to the rights and obligations that the Philippines can exercise over its maritime zone.”

“Aside from this, the bill also provides sovereign rights over these maritime zones, thus establishing the Philippines’ exclusive rights to explore and exploit living and nonliving resources found in these zones, in accordance with the United Nations Convention on the Law of the Sea (UNCLOS) and other existing laws and treaties,” Romualdez said.

Under HB 7819, the country’s maritime zones comprise the internal waters, archipelagic waters, territorial sea, contiguous zone, exclusive economic zone (EEZ), and continental shelf. These were defined in the measure which also requires all territories of the

Airports told: Buy power from plants AGRI party-list Rep. Wilbert Lee has proposed that the Ninoy Aquino International Airport (NAIA) and all other airports in the country establish direct connections to power plants to reduce operational costs instead of relying on a utility provider.

Lee stressed that directly connecting airports to power plants would be “a lot cheaper” for the government.

Lee cited the need to study his proposal as among the energy saving measures. “If we’re talking of 40 percent of P40 million per month electricity bill of NAIA Terminal 3, it’s about 16 million every month,” Lee said. The lawmaker from Bicol said the financial resources that can be saved by the government might be used for other public services that require urgent funding.

According to Lee, “government money is not unlimited, adding that it is a taxpayers’ money, and so we should be prudent about it.”

Bill bans illegal use of PNP, AFP uniforms

SENATOR Jinggoy Estrada wants a law against the unauthorized use,sale, and manufacture of police, military, and Coast Guard uniforms.

Estrada said violators should be fined P20,000 and serve 10 years in jail.

He also said persons who will be found to be engaged in the unauthorized manufacture and sale of these uniforms should be duly prosecuted.

PCG says it can siphon remaining fuel from sunken tanker by June

THE Philippine Coast Guard (PCG) on Monday expressed confidence it could finish siphoning the oil from a sunken tanker off Naujan town in Oriental Mindoro within the four-month timetable. Meanwhile, the Bureau of Fisheries and Aquatic Resources (BFAR) recommended keeping the fishing ban in three towns in Oriental Mindoro still affected by the oil slicks.

The DA-BFAR also said it is planning to provide more than P117.86 million worth of emergency and relief assistance, early recovery efforts, and mid-to-long-term recovery aid for the affected communities.

According to the PCG, it might take two or more weeks in June to accomplish their mission. “Tingin namin kakayanin itong

DTI friendly reminder: February SRP for basic goods still in effect

THE Department of Trade and Industry (DTI) reminds both retailers and consumers that prices of basic necessities and prime commodities (BNPCs) listed in the most recent Suggested Retail Price (SRP) bulletin published on February 2023 remain valid and in force until a new bulletin is published by the agency.

The DTI, as mandated by Republic Act No. 7581 or the Price Act, as amended, issues the SRP Bulletin of BNPCs under its jurisdiction for the information and guidance of manufacturers, distributors, and consumers.

“Following the request of some manufacturers for price increase citing various reasons, the DTI continues to study these requests for validation and comparison with international prices. And

of course, we need to balance the interest of different sectors, we must ensure that Filipino families will have access to affordable BNPCs,” Trade Secretary Alfredo Pascual said.

Meanwhile, DTI Consumer Protection Group (CPG) chief Undersecretary Ruth Castelo said they continue to assess the requests for price increases by the manufacturers.

“We carefully review the documents provided by the manufacturers as we have our own study and reliable references on the global prices of raw materials that allows us to determine the reasonableness of the requests,” Castelo said.

While there have been movements in prices based on the recent SRP Bulletin in February 2023, the DTI still gets requests for price increases for canned sardines, coffee, salt, instant noodles and canned meat.

This includes the production of the textile of the said uniforms, infraction of which is punishable by P5,000 to P10,000 fine and imprisonment of two to five years or both.

Estrada filed Senate Bill No. 2151 proposing amendments toRepublic Act 493, which he said would serve as a strong deterrentagainst “fake” policemen and military personnel, especially those illegally using the uniforms to commit crimes.

He cited mounting reports of extortion, kidnapping, holdup, and even ambush of government officials perpetrated by fake policemen and soldiers.

QUEZON City Mayor Joy Belmonte on Monday told national government agencies to avoid wastage of funds and inconvenience to the public.

Romualdez has the necessary leadership for the House

and the people. If there’s something I must commend Speaker Martin for is his leadership.

Records show out of the 412 bills filed in the House, some of them including the priority measures of President Marcos Jr., 313 bills have been enacted into law.

AS A result of the “tempest in a teapot” at the House of Representatives over the “demotion” of former President Gloria Arroyo as Senior Deputy Speaker to mere Deputy Speaker, and the reported move of GMA to stage a coup against Martin Romualdez as Speaker, Santa Banana, there are now speculations that it will be a fight for the presidency in 2028 between Vice President Sara and Speaker Romualdez, especially so with Sara resigning as chairman of Lakas-CMD (Lakas- Christian Muslim Democrats), the dominant political party now.

Speculations like these are usually the result of some wranglings in Congress, my gulay, especially so with Sara calling the wrangling in Congress as a result of some “tambaloslos” (a mythical demon in the Visayan language) that many say was directed against Romualdez.

True or not, these speculations now abound among members of the House that the fight for the presidency in 2028 is between Romualdez and Sara.

The unfortunate aspect of these speculations is that legislators, following a prospective Romualdez-Sara fight in 2028, will divert the attention of not only the legislators but the people on so many threats and challenges that the country is now facing, like inflation, above all, and high prices, with more crises in food security, energy, water and the looming “El Nino.”

The House itself, with so many priorities in its legislative agenda, can well be distracted by these speculations in 2028.

President Marcos Jr. himself is facing challenges on how to deal with inflation and high prices now, with so many demands for higher wages.

While BBM seems to be succeeding with the help and assistance of his economic managers to deliver what he promised to the nation, that his dream of a better country coincides with the dream of most Filipinos, Santa Banana, I believe we should not be distracted with politics on who will run or not in 2028.

In fact, I believe within the incumbency of BBM, there will be committed attempts for charter change, not only with renewed efforts to amend the economic provisions of the 1987 Constitution to reform the structure of government into a parliamentary/federal system with a President to be elected and a Prime Minister to be elected not by the people but by Congress.

Now, I am also speculating. If this happens, Martin Romualdez will be Prime Minister to his cousin BBM. What will happen to VP Sara? That’s the big question.

More and more speculations are further fanned by the Lopez-owned ABS-CBN now in joint partnership with Speaker Romualdez’ joint venture with Martin’s subsidiary after ABS-CBN announced its well known TeleRadyo is ceasing operations by June 30, with Romualdez owning 51 percent while ABSCBN owning 49 percent.

I am not surprised since in this country, true or not, almost everything becomes subject to speculation.

This joint venture between Romualdez and ABS-CBN can challenge the dominant broadcast network at the moment, GMA-7.

The rivalry between ABS-CBN and GMA7 will start anew, all for the good of the public, since rivalries for dominance between broadcast networks is always good for the country

That’s leadership, a tribute to Speaker Martin. I would like to add as Speaker, Romualdez treats both the minority and majority fairly and equally without discrimination.

The clarification of Ecology Village

In my previous columns, I wrote about the “Ecology Village Anomaly,” wherein I said the vengeful Cory Aquino administration, after Martial Law, withdrew all the leases given by then Metro Manila Governor First Lady Imelda R. Marcos as Minister of Human Settlements and Urban Development not to legitimize the building of 142 units along the National Power Co. kilometers-long power line bordering the gated villages of San Lorenzo and Dasmarinas Village.

That was in 1980 when Martial Law was still in effect.

That kilometers-long Napocor power line is prime property, a few steps away from shopping malls and eating places.

I had stated the withdrawal of property leases given to residents of the 142 units that makeup the Ecology Village with the withdrawal of property in effect virtually turned the 142 owners of the 142 units technically squatters.

I was wrong and for this mistake I sincerely apologize. Mea culpa, mea culpa, mea maxima culpa, Santa Banana!

My mistake was that I failed to take into consideration that the Makati City Government had since paid the owners of those 142 units built on government land to charge us (I have an Ecology Village unit near the Don Bosco Church) property taxes.

Squatters do not pay taxes on the land they occupy, whether private or government lands.

What I am saying here is the real estate property taxes paid by unit owners of Ecology Village, bought from Imelda’s HSUD Ministry during Martial Law, can legitimize property owners according to law, aside from having in law what is known as “vested right.” having bought the units they are now occupying complete with certificate of Titles from MHSUD at that time, now the Department of Human Settlements and Urban Development, under Jose Acuzar Jr.

I am now appealing not only to Secretary Acuzar to restore the lease conferred to the 142 unit owners to totally and completely legitimize the units, and to make them saleable.

I say this because numerous people have wanted to buy my unit, which at our age, my wife and I want to sell, but buyers complain we do not have a lease to justify our units built on government land.

Likewise, this is also an appeal to President Marcos Jr., since it was his mother back in the 1980s who sold us those units.

* * * Can ICC ever come to the PH

The submission of documents relating to the many abuses and extrajudicial killings in connection with the bloody and brutal drug war of the Duterte administration were accepted by the International Criminal Court.

So, my gulay, what happens next?

There had been so many documents also submitted by families and lawyers in connection with abuses and extrajudicial killings during Duterte’s bloody and brutal war on illegal drugs, but the question always boils down to this:

Will the Philippine government ever accede to the move of the ICC to come to the Philippines to validate these reported abuses and EJKs even with the government saying the country is no longer a member of the Rome Statute that created the ICC?

The government also claims with the entry of the ICC to investigate, it would mean the government would be giving up its sovereignty over to the ICC, since the government is also investigating abuses and EJKs during Duerte’s brutal and bloody war on illegal drugs.

From my point of view, so long as the Philippines is no longer a member of the Rome Statute, so long as there is a question of sovereignty, all these complaints of abuses and of EJKs will not prosper.

But, the bigger question is: Will the ICC ever give up on trying to investigate?

Barbers fumed: “Imagine, based on these fake accomplishments, the officers kept on being promoted until they are high up in the ladder and can control and influence the organization.

“They have become so accustomed with their illegal activities that they have become a big part of the whole drug syndicate.

Decolonizing Pinoy spirituality

IN Diwang Balaan Banal/Banal A Decolonial Discourse on Pinoy Spirituality, a book published by Institute of Spirituality in Asia, 2022 Karl Gaspar introduces us to a discourse on the liberating effects of decolonizing Filipino spirituality as a transformative journey of rediscovery.

He challenges us to embrace a new paradigm that values the diverse cultural heritage and spiritual traditions of the Filipino people in order to reclaim our genuine identity and reconnect with our indigenous wisdom, creating a more equitable, just, and sustainable future for everyone.

The author, a Redemptorist Brother who just won the 2021 National Book Award for spirituality and who has personally influenced me greatly in my spiritual thinking and understanding of the Lumad and Mindanawon worldview, attempts to better capture the importance of understanding the roots of indigenous Filipino religiosity.

He does this by situating Filipino indigenous spirituality within the last 500 years and tries to come up with an understanding of the rootedness in the indigenous belief system that has resulted in our identity as Filipinos practicing the Catholic faith.

He then investigates how far rooted contemporary Catholic practices remain rooted in these indigenous beliefs.

Having observed the prevalent influence of medieval European practices and Western colonial theology on modern Filipino spirituality, the author has developed a strong conviction that there is a crucial need to rediscover a spirituality that is rooted in a decolonized theological paradigm.

The book is divided into 15 chapters. For purposes of the first part of this two-part review, we shall limit the introduction to the first few chapters; after which we shall proceed on the remaining chapters in the second and final part of the review series.

In the section Embracing the discourse of indigenous spirituality, the author gives a contrast between selected indigenous rituals and practices and Catholic spiritual practices, and finally, concludes with the author’s observations on how the predominant Catholic authorities regard and relate to indigenous mysticism.

Despite these differences, many Filipino indigenous communities have incorporated Catholic practices into their own

spiritual traditions. This blending of beliefs is known as syncretism and can be seen in the adoption of Catholic saints and holidays into indigenous rituals.

Difficult times bring Russia and Cuba closer together

HAVANA, Cuba—For the first time since the breakup of the Soviet Union, Russia is taking an intense interest in Cuba as Moscow has become increasingly isolated over its invasion of Ukraine.

Top Russian officials have flocked to the island nation this year, starting in March with Nikolai Patrushev, Moscow’s secretary of the Security Council, alongside the executive director of state oil company Rosneft, Igor Sechin.

A representative of Russian business owners, Boris Titov, also visited.

The most high-profile visit was from Foreign Minister Sergey Lavrov in April on a week-long trip to Latin American allies, including Venezuela and Nicaragua, which like Cuba and Russia are the subject of Western sanctions.

“Russia needs trading partners and political allies, with Latin America offering the possibility of both,” Mervyn Bain, from Aberdeen University in Scotland, told AFP.

Last week, Russian Deputy Prime Minister Dmitry Chernyshenko drew up a road map to accelerate cooperation with

Cuba, which is mired in its worst economic crisis in three decades, with chronic shortages of food, fuel and medicines. The two countries have signed around a dozen agreements to relaunch trade relations in construction, information technology, banking, sugar, transport and tourism.

Hong Kong treads line to regulating retail crypto trade

HONG KONG, China—Retail investors in Hong Kong may soon be able to buy popular cryptocurrencies like bitcoin at government-licensed exchanges, thanks to new rules meant to bolster the city’s standing as a digital asset hub.

Global crypto markets have yet to recover from a string of high-profile failures in recent months, including the spectacular downfall of trading platform FTX and crypto-friendly US banks Signature and Silvergate.

But the so-called “crypto winter” has not deterred Hong Kong authorities from embracing the sector, a pivot that began last October and culminated with new laws for crypto exchanges starting June 1.

Officials are also hoping the shift will be a boon for the city’s economy, which continues to struggle in the wake of the pandemic, social unrest, and the impact on business confidence from a Beijing-imposed national security law.

Crucially, observers say it will cement Hong Kong as a key route for mainland Chinese investors looking to trade crypto, which is outlawed in the country.

Regulators are hoping to woo firms with favorable business conditions but must balance that against the need for investor protections -- a well-developed area in traditional finance but less so in the virtual-asset space. “There is an explicit acknowledgment that these products are becoming more and more part of our economy,” Giuliano Castellano, a law professor at the University of Hong Kong, told AFP.

The city has had a voluntary licensing system for crypto trading platforms since 2019, but licensees could only service professional clients with portfolios of at least HK$8 million ($1 million).

Biden and McCarthy finalize US debt deal, confident it will pass

WASHINGTON, USA—President Joe Biden and Republican leader McCarthy said Sunday that a final bipartisan deal to raise the US debt ceiling—and avoid a cataclysmic default—now heads to Congress, which will need to pass the agreement before the government starts running out of money.

The compromise after weeks of intense talks offers a path back from the precipice, even as the clock is still ticking down to the June 5 “X-date” when the Treasury estimates there might not be enough cash to pay bills and debts.

“I think it’s a really important step forward,” Biden said in a brief appearance before media at the White House, urging “both chambers (of Congress) to pass that agreement.”

“It takes the threat of a catastrophic default of the table, protects our hardearned and historic economic recovery, and... represents a compromise

that means no one got everything they want,” Biden added.

The White House said Biden and McCarthy spoke earlier in the day as they struggled to avert a financial precipice which threatened to throw millions of people out of jobs and risk a global meltdown.

McCarthy, for his part, voiced optimism that the bipartisan deal could get through Congress despite skepticism from some lawmakers on both sides of the aisle.

In a statement later Sunday, the speaker and other Republican congressional leaders touted the agreement as a “historic series of wins.”

China’s locally made passenger jet makes maiden commercial flight

BEIJING—China’s first domestically produced passenger jet made its maiden commercial flight on Sunday, a milestone event in the nation’s decades-long effort to compete with Western rivals in the air.

Beijing hopes the C919 commercial jetliner will challenge foreign models like the Boeing 737 MAX and the Airbus A320, though many of its parts are sourced from abroad. Its first homegrown jetliner with mass commercial potential would also cut the country’s reliance on foreign technology as ties with the West deteriorate.

“In the future, most passengers will be able to choose to travel by large, domestically produced aircraft,” state broadcaster CCTV said.

Ukraine repels huge Russian air strikes

KYIV—Kyiv repelled another large volley of overnight air strikes, officials said Monday, as the Ukrainian capital was still picking up the pieces from the biggest drone attack to hit it since Russia’s invasion began.

Local air defenses managed to fend off more than 40 drones and cruise missiles, and there were no casualties, authorities said.

Kyiv had been mostly spared since the beginning of the year, but this month its residents have been forced to grapple with almost nightly air raid sirens and explosions.

The attack on the city overnight Saturday was the largest since the invasion in February last year, Ukraine said.

On Sunday night, Kyiv residents again faced threats from the sky.

“Only 18 hours have passed since the most massive UAV attack on Kyiv, and the enemy attacked the capital again,” the city’s military administration said.

“This is already the 15th air attack since the beginning of May!”

The administration said the attack used drones and cruise missiles.

It added that “more than 40 air targets were detected and destroyed by the forces and means of our air defense”.

Kyiv mayor Vitali Klitschko said it was “another difficult night for the capital”, but added there was no damage and no casualties reported.

Nokor tells Japan of ‘satellite launch’

TOKYO—North Korea has informed Japan that is preparing to launch a satellite as early as this week, Tokyo announced Monday but warned it may actually be a sanctions-defying ballistic missile test.

North Korea informed Japan that it will launch a rocket between May 31 and June 11, identifying waters near the Yellow Sea, the East China Sea and to the east of Luzon Island in the Philippines as warning areas, a Japanese coast guard spokesman told AFP.

Such zones are usually designated for falling debris or rocket stages.

Japanese Prime Minister Fumio Kishida told officials to gather intelligence “on North Korea’s notification about the launch of a ballistic missile that it describes as a satellite”, his office said in a tweet.

“Even if it’s described as a satellite, a launch using ballistic missile technology would be a violation of United Nations Security Council resolutions” and would threaten people’s safety, Kishida told reporters.

In 2012 and 2016, Pyongyang tested ballistic missiles that it called satellite launches. Both flew over Japan’s southern Okinawa region.

North Korean leader Kim Jong Un this month inspected the country’s first military spy satellite as it was prepared for launch, and gave the green light for its “future action plan”.

In 2021, Kim had identified the development of such satellites as a key defence project for the North Korean military.

Because long-range rockets and space launchers share the same technology, analysts say developing the ability to put a satellite in orbit would provide Pyongyang with cover for testing banned intercontinental ballistic missiles (ICBMs). AFP

Budget surplus of national gov’t climbed 13 times to P66.8b in April

THE national government posted a budget surplus of P66.8 billion in April, or more than 13 times the P4.9 billion registered a year ago as the faster revenue collection outpaced the growth in expenditures, the Bureau of the Treasury said Monday.

Data showed the April surplus brought down the budget deficit in the first four months to P204.1 billion.

This was 34.57 percent lower than the P311.9-billion shortfall in the same period last year.

Government revenue collections jumped 26.6 percent in April to P440.7 billion from P347.9 billion a year earlier, bringing the year-to-date collections to P1.3 trillion, or 11.22 percent higher than a year ago.

Taxes amounted to P1.1 trillion and made up 89.18 percent of total collections in the four-month period, while non-tax sources contributed 10.82 percent or P136.3 billion. Tax and non-tax revenues both posted year-on-year increases of 11.78 percent and 6.86 percent, respectively.

Collections by the Bureau of Internal Revenue climbed 40.24 percent or P96.4 billion in April to P336.0 billion from the level posted in the same month last year.

“Growth for the period was attributed to the implementation of Revenue Memorandum Circular No. 5-2023 in line with Section 37 of the TRAIN Law, which requires the filing of quarterly VAT returns within twenty-five days following the close of each taxable quarter wherein the transaction was recorded,” the Treasury said.

“The spending growth was tempered by the decline in transfers to local government units due to lower national tax allotment shares. Total expenditures for the four-month period reached P1.5 trillion, inching up by 1.33 percent or P19.2 billion on a year-to-date basis,” it said.

Inc. said Monday it is investing P15 billion to build another berth at the Manila International Container Terminal.

It said Berth 8, to be constructed in phases, would add to the MICT’s capability to service foreign ultra-container vessels of up to 18,000 TEUs (twentyfoot equivalent units), a trend that has been growing in the past years.

First Balfour to break ground on 6-km railway segment

FIRST Balfour Inc. and Hong Kong-based joint venture partner Leighton Contractors (Asia) Ltd. are set to break ground on a 6-kilometer segment of the North South Commuter Railway project.

First Philippine Holdings Corp. president Giles Puno said Monday during the company’s annual stockholders meeting the NSCR contract package with an estimated value of P24 billion would formally break ground in the first half of 2023.

The project involves civil engineering, tunnel construction and building a railway spanning over a little over 6 kilometers, including a 4.7-km. underground railway and 1.4-km atgrade railway.

The Department of Transportation awarded the contract to the joint venture partners in February. Puno said First Balfour was

able to showcase is expertise in infrastructure development through initial ventures such as the constriction of the 8.5-km. Cebu-Cordova Link Expressway and the 7.3-km. Novaliches-Balara aqueduct project using tunnel-boring machine technology.

POC wants Yulo in Asiad

OFFICIALS of the Philippine Olympic Committee are asking gymnastics’ officials to let top bet Carlos Yulo see action in the coming 19th Asian Games in Hangzhou, China.

The 23-year-old Yulo, who bagged two golds and two silver medals in the recent 32nd Southeast Asian Games, plans to skip the Asiad to compete in the world championships in Antwerp, Belgium in September. Yulo seeks to earn points and qualify early for the 2024 Paris Olympics with his presence in the Belgium meet.

But POC president and Tagaytay City Mayor Abraham Tolentino believes that it would be better for Yulo to be in the Asiad to contribute to the Philippines’ medal efforts and earn points for the Olympic qualifiers while in China.

“Marami pang qualifiers aside from Belgium. Makukuha niya iyung medal sa Asian Games, may incentives na at may points din naman na makukuha duon,” said Tolentino.

The Hangzhou Asiad is slated from Sept. 23 to Oct. 8, and will be held almost at the same time as the gymnastics meet in Belgium, which is calendared from Sept. 30 to Oct. 8.

Tolentino has forwarded his appeal to Gymnastics Association of the Philippines president Cynthia Carrion.

The Philippines recently won four golds, two silvers and two bronze medals in the SEA Games in Cambodia.

The GAP plans to send to the Asian Games Juan Miguel Besana for winning the individual vault gold and members of the all-around team for claiming the silver, with Besana.

SOPHIA Shekinah Catantan, the youngest sister of fencing star Samantha, lived up to her family’s reputation by taking one of two golds that Filipino fencers won in the 1st Hefeng National Junior Fencing Championships in Taiwan over the weekend.

The 13-year-old Sophia joined Canlas Fencing top bet Marcus Antonio Manuel in grabbing the top honors at stake in the 17-under women’s foil and the 15-under men’s foil action, respectively.

The young Catantan fought off Li Zhixian, 15-4, in the final round to claim the top honors.

Her feat comes three months after she took home the top honors in the girls’ division of the 85th University Athletic Association of the Philippines tournament while playing for University of the East.

Sustaining his superb brand of play, the third-ranked Baisa, 16, toppled top seed Frank Dilao, 6-0, 6-3, to rule his age-group category in the Group I tournament presented by Dunlop then lived up to his top billing in the premier class with a decisive 6-1, 6-1 victory over the No. 2 Dilao at the Zentro Recreational Events courts. “Sa ngayon ay tuloy-tuloy ang pagpapagamot ko. Every two weeks ako pumupunta doon para sa sessions ko. Matagal pang proseso ito pero positive ako dahil so far maganda ang mga feedback ng mga doktor at syempre patuloy ang pagdarasal natin sa Diyos na mas bumilis pa ang paggaling ko. Basta naman andyan ang suporta at dasal ng pamilya, mga kaibigan, Ginebra fans at San Miguel family ay laban tayo.”

“Talagang hinahanap ng katawan ko ang paglalaro. Noong umabot nga kami sa finals last time ay talagang gustong gusto kong makatulong sa team. INJURED fencing star Samantha Catantan will be out of action for the next seven months.

Philippine Fencing Association president Richard Gomez said this after Cantantan consulted with sports medicine specialist Dr. Raul Canlas on her condition.

Gomez said Catantan will be ready for action by January next year, in time for the Asia and Oceania zonal qualifers from April 15 to 30.

“Sidelined na siya. Nakausap na niya si Dr. Canlas. Wala na ang swelling,” said Gomez.

“January to March next year will be window (to prepare and qualify). Tingnan natin kung gaano kalakas ang spirit niya,” added Gomez.

Catantan suffered a knee injury, which was eventually diagnosed as an ACL tear Friday, while fighting to reach the finals in the 32nd Southeast Asian Games fencing tournament in Phnom Phen, Cambodia.

The team skipper of the Penn State University Nittany Lions playing in Division 1 of the US NCAA, never got to play a finals rematch with nemesis Maxine Wong of Singapore, who eventually won the gold medal.

The country’s top Filipina fencer conceded on the advice of her coach and medical personnel to not continue with her duel with Wong, after getting hurt during her clash with Kemei Chung of Singapore in the semifinals.

She settled for the silver.

More fireworks as Heat, Celtics clash in Game 7

MIAMI—After an astonishing game-six fi nish that left the Boston Celtics dumbstruck and the Miami Heat reeling, the two teams must now pick themselves up to do battle again in Monday’s NBA playoff series decider.

And neither expects anything less than another epic battle in Boston.

Facing elimination, the Celtics won 104103 in Miami on Saturday thanks to a heartstopping buzzer-beater tip-in from Derrick White and pulled level at 3-3 in the best-ofseven Eastern Conference finals.

The Heat were less than a second from booking a place in the NBA Finals against the Denver Nuggets but after leading the series 3-0, Miami will face the real prospect of being the first team in NBA his-

tory to lose after taking such a lead.

Momentum and form suggest the Celtics are on course to complete an unprecedented comeback but Heat coach Erik Spoelstra was quick to offer a reminder that his team has a habit of bouncing back from blows.

Miami lost a first play-in game to Atlanta before beating Chicago and entering the playoffs as the eighth seed.

The Heat then defeated the top-seeded Milwaukee Bucks before taking out the

New York Knicks and grabbing a surprise three-game lead over Boston.

“When we say we did it the hard way, there were some bone-crushing losses where we did the right things, and then last-second shots, just for the wins against us,” said Spoelstra, who has won two NBA championships with the Heat.

“The competitive spirit of this group, we are never to be denied. Even after games like that, we would always come back the next game and find a way to get a win. That’s what we have to do right now.”

But that will require more than competitive spirit and the right mindset—the Heat need star Jimmy Butler to rediscover his form from earlier in the series.

Over the first three games of the Eastern Conference finals, he was shooting at 46.0% from the field but in the last three, that number has dropped to 36.5% and on Saturday he made only 5-of-21 attempts from the floor.

Adding to the misfire, Bam Adebayo made just 4-of-16 attempts but Spoelstra said such numbers were of no interest to him.

“I don’t give a damn what they shot. We were up one. We may win this thing as ugly as it has ever been done. I don’t care what guys shoot,” he said.

“It’s the competitive will that I’m talking about, and those guys are going to bring fashion. We’re proud of the way we played, proud of the way we figured it out.

“But the job is far from finished. (Miami) is a great team, really well-

coached team, and we’ve got to be ready on Monday. It’s not over. Both teams want this extremely—like to the highest degree. They want it. We want it. The guys are competing on both

A TOP-OF-THE-LINE facil-

ity will be available to basketball fans and enthusiasts in Mandaluyong City in the coming days.

This became possible last Saturday after NBA Philippines opened its first-ever Community Court at the Reyes Gym in Mandaluyong City.

Sports officials said they hope to help build local basketball communities and provide opportunities for fans and aspiring players to play the game for free at a premier sports facility in Metro Manila.

“We are proud to introduce the first-ever NBA Community Court in the Philippines, which reflects the NBA’s mission to inspire and connect people everywhere through the power of basketball,” said Mae Dichupa, Senior Director of the Global Marketing Partnerships of NBA Philippines.

Scheduled for the coming months are the Jr. NBA Elite Development Camp, a series of invitation-only Jr. NBA clinics, and “Her Time To Play” activities, the league’s initiative to inspire girls ages 7-17 to learn and play basketball in a positive and healthy way.

ALICIA, Isabela—National Chess Federation of the Philippines Region II Director Mayor Joel Amos Alejandro officially opened the 2023 Philippine National Children, Juniors and Senior Chess Championships at the Community Center here on Thursday.

Mayor Alejandro, a chess aficionado himself, said it was the Alicia’s fist time to host a National Chess Championship.

“It is an opportunity for individuals, who have interest and potential in chess to muster greatness and competitiveness in this historic event through a mental sport,” Alejandro said. “I am confident that Alicia will soon become Isabela’s Chess Capital.”

“In addition to chess sport, we will ensure to roll out programs and activities like table tennis, lawn tennis, sepak takraw, among other sports, that are inclusive and accessible to every Aliciano,” the added Alejandro, who was named Honorary National Master during the opening program.

The tournament has 148 registered players, 82 from the Junior Division and 48 in the Children category. Also at stake are national master and woman national master titles in the U-20 and U-12 age divisions.

The International Chess Federation (FIDE)-sanctioned tournament will be played in a Swiss-system format over nine rounds, with a standard time control of 90 minutes and 30-second increments.

An energizing blend of herbs and fruit, Feels like 40° makes for a refreshing farewell to the dog days. Its primary ingredient is cucumber, which is known to have up to 96 percent water content.

“When combined with soda water, it is a perfect mocktail to drink amid the sweltering 34-degree weather – that feels like 40,” he added.

Pineberry Sour, on the other hand, is a tropical treat with a dash of egg white. Mixed with strawberry and pineapple plus lemon juice, this mocktail makes for a sweet after-dinner drink.

“Egg whites, so long as pasteurized and handled well, is safe for consumption even in its raw form,” Yap explained.

“Having egg white with this mocktail will create a very nice creamy foam on top akin to drinking the froth of a latte. Otherwise, this mocktail can also be enjoyed without the egg white.”

In his most recent competition, he secured the 2nd place position at the 2022 Patron Tequila Philippine National Finals. Yap’s dedication and expertise have earned him the EXSA Star Awardee title bestowed by the Singapore Hotel Association and the Diamond Service Ambassador recognition from the Park Hotel Group.
