FORMER President Gloria Macapagal-Arroyo doused speculations that there was more to her replacement as senior deputy speaker of the House of Representatives as she affirmed her commitment to support the legislative agenda of President Ferdinand Marcos Jr. and Speaker Martin Romualdez.
Mrs. Arroyo, who issued Wednesday evening a terse one-sentence statement that it was the prerogative of the House to replace her, explained in length Thursday her position.
“As I have learned during my three decades as a politician, such events are part and parcel of Philippine politics. Still, I do not want it to precipitate or intensify any tendencies towards early politicking. We are just barely a year into the administration of President Marcos, Jr., and it would be unfortunate if early politicking resulted in any dilution of the tremendous mandate that the UniTeam, led by our President, earned in the 2022 elections. THE Maritime Industry Authority has revoked the permit of the shipping company that owns and operates M/T Princess Empress, the sunken tanker that caused a massive oil spill in Oriental Mindoro and other nearby areas.
According to the Department of Transportation, Marina-NCR cancelled the Certificate of Public Convenience of RDC Reield Marine Services, Inc. (RDC) in a resolution dated May 11, 2023. THE Bureau of Internal Revenue warned on Thursday that sellers of tobacco products at prices below the minimum set by the government will face criminal charges. This after BIR Commissioner Romeo Lumagui Jr. released new tax updates regulating the floor price of cigarettes, heated tobacco, vaporized nicotine, and non-nicotine products through the issuance of revenue memorandum circular 49-2023 on May 5.
Pursuant to the existing laws, BIR is mandated to prescribe the floor price of cigarettes, heated tobacco, vaporized nicotine and non-nicotine products. The floor price or the minimum retail price of the said products shall be the sum of production cost or the total landed cost plus the total of excise tax and value-added tax of the tobacco product.
“We have a new minimum price for tobacco products. For cigarettes, P114.60 per pack and P1,146 per ream. For heated tobacco products, P120.40 per pack. For vapor products, a pod of nicotine salt has the minimum price of P200 [2ml] and P354.97 [4ml], while a bottle of conventional freebase has the minimum price of P179.20 [10ml] and P403.20 [30ml],” Lumagui said in a statement.

Bautista enters not guilty plea on P32-m
graft case
FORMER Quezon City Mayor Herbert Bautista and the ex-city administrator Aldrin Cuña on Thursday pleaded not guilty to graft charges initiated by the Ombudsman in connection with the alleged anomalous computerization project worth P32 million.
Bautista and Cuña entered their not guilty plea during their arraignment on the graft charges, accusing them of “partiality” in awarding the contract to Geodata Solutions for an Online Occupational Permitting and Tracking System despite the absence of a specific appropriation approved by the city council.
“Not guilty po tayo. [This is] politically motivated. The case was filed against me by the Quezon City government,” Bautista told reporters after the arraignment.
“I devoted myself to Quezon City for 34 years, and then because of politics, we have this [case],” Bautista lamented, referring to his rise from serving as the Sangguniang Kabataan councilor, vice mayor, and mayor until his term expired in 2019.
“I leave it up to you,” he said.
Cuña’s lawyer, Enrico Mira, Jr., tried to stay the arraignment by citing their filing of a motion to quash a day before.
The Sandiganbayan denied the motion, saying Cuña failed to serve the prosecution a copy of the pleading ahead of the arraignment date in violation of the rules.
“Section 13 of the Rules of Court is clear. The motion is denied outright,” Sandiganbayan Seventh Division chairperson and Associate Justice Theresa Gomez-Estoesta said.

9 human trafficking victims back

AT LEAST nine suspected human trafficking victims were repatriated after they were rescued from their abusive employers in Malaysia and Thailand, according to the Bureau of Immigration (BI).
The BI said the repatriated overseas Filipino workers (OFWs) arrived in two batches from Malaysia and Thailand at the Ninoy Aquino International. The group from Bangkok allegedly left the country as tourists sometime in the last quarter of 2022 and were promised customer service jobs with a pay ranging from P40,000 to P60,000.
“Like other cases of human trafficking in the Southeast Asian region, the victims were transported to Mae Sot City, Myanmar and forced to work in online love scams and crypto rackets while the others served as therapists in Malaysia” said BI Commissioner Norman Tansingco. The victims recounted how they had to endure physical torture for not meeting their quota. They were detained until they could pay ransom for their release.
“We always hear the stories of our repatriated kababayans - each story worse after the other. It is gut-wrenching hearing how they suffered. One of them shared how their parents had to sell their farm land to produce a largesum of money just to be given to those criminals.» the BI chief said.
China amenable to probe on NCGP
THE Chinese government on Thursday expressed cooperation with an impending investigation by the Philippine Senate on the issue of ownership of the National Grid Corporation of the Philippines (NGCP).
Wang Wenbin, spokesman of China’s Foreign Ministry, said they back the Chinese companies “in carrying out practical cooperation in the Philippines in accordance with laws and regulations and producing greater mutual benefits.”
“The Philippines is a friendly neighbor and important partner of China,” Wang said, in his regular press briefing on Wednesday night.

Raffy Tulfo the green light to look into the real situation of the country’s energy grid systems operator, particularly on the question of ownership to determine if the utility is controlled by Chinese. Tulfo, chairman the Senate Committee on Energy, filed Resolution No. 609 calling for an inquiry on the NGCP because of possible security concerns as it is 40-percent owned by the State Grid Corporation of China.
The President has also said the government might reclaim control of N Malacañang said earlier that the Philippine government might take back control of the NGCP if it was proven that there were national security concerns and if the company was ineffective in fulfilling its mandate.
The Palace issued the statement after Tulfo met with the President to express his intention to look into the NGCP.
“Firstly, Senator Tulfo expressed his desire to assess the performance of the NGCP, which has also raised concerns among several other senators. Secondly, Senator Tulfo aimed to examine the security aspect, particularly on who truly controls the corporation,” the Presiden-

“The President agreed with the senator’s proposal to conduct a comprehensive study or hold hearings to determine the actual situation. If necessary, the government will take back control of the entity,” it added.
Forty percent of NGCP is owned by the State Grid Corporation of China, while the remaining 60 percent is Filipino-owned. Tulfo said the Chinese ownership “poses a serious national security threat,” considering the conflict over the West Philippine Sea.
Sen. Joseph Victor Ejercito also expressed concerns over the State Grid Corp.’s stake in the NGCP.

‘Double registrants’ to face charges

THE Commission on Elections (Comelec) on Thursday warned that it will file election offenses against individuals who are found to commit double registration.
“While registration for new voters, transfer, change/corrections of entries in the registration records, reactivation of registration records, expired on January 31, 2023, the Comelec is now evaluating and reviewing all registered voters,” Comelec chief George Erwin Garcia said.
“We have the AFIS (Automated Fingerprint Identification System) that counterchecks registered voters. If we see a probable cause, those who cheat and you see in another registration, who changed names, changed appearance but have the same fingerprint, we will file a complaint of an election offense,”

NEA exec says 100% power for Mindoro

NATIONAL Electrification Administration (NEA) Administrator Anthony Almeda said Occidental Mindoro, which had been suffering daily power outages lasting up to 20 hours, is no longer experiencing brownouts.
Almeda, during a Senate hearing, said that since April 28, the province has been “a hundred percent energized.”
Almeda said he asked the Occidental Mindoro Power Corporation (OMPC), the lone power supplier of the Occidental Mindoro Electric Cooperative, to run its 20-megawatt Samarica power plant sans a provisional authority.
“I saw that the plant is there, but it’s not being fired up because of an absence of a provisional authority from the Energy Regulatory Commission (ERC),” he noted.
While OMPC owner Luis Manuel Banzon was initially “hesitant,” Almeda said Banzon later agreed after receiving the go-ahead from Department of Energy Secretary Raphael Lotilla.
The NEA official said only two power plants in the OMPC have provisional authority from the ERC, and both only supply a total of 12 megawatts.
Senator Raffy Tulfo, who heads the Senate Energy Committee, during the hearing asked if this is a mere bandaid solution to the power crisis in Occidental Mindoro.
The Filipinos who made this year’s list include Aaron Villegas, the chief executive of Lista, a finance tracker app that helps individuals and small businesses in the Philippines manage their finances.
Founded in 2021, Lista claims to have over 1.6 million downloads. It also raised $5.8 million from various venture capital companies.

Comelec spokesperson Rex Laudiangco said in an interview over DZBB. Individuals who are guilty of election offense may face six years imprisonment, a fine, perpetual disqualification from holding public office, and forfeiture of their right to suffrage and to run for public office, Laudianco said.
Earlier, the Comelec directed the constitution of Special Election Registration Boards (SERBs) to remove more than 400,000 double or multiple registrants which are identified through the Automated Fingerprint Identification System (AFIS).
The Comelec said it will soon file cases against those who were already caught having registered more than once. The process on which this action would be undertaken is currently being finalized at the En Banc level.
According to Comelec data, 91,912,429 voters are registered for the 2023 BSKE.
Meanwhile, Comelec said it has approved internet voting for overseas voters in the 2025 national and local elections (NLE).
“Internet voting is intended to achieve higher overseas voter turnout,” the poll body said.
House leaders want PBBM to remain DA chief

TWO leaders of the House of Representatives on Thursday said President Ferdinand Marcos Jr. should continue holding the portfolio as concurrent Department of Agriculture (DA) chief. Reps. Wilfrido Mark Enverga of Quezo and Stella Quimbo of Marikina City at a news conference said the President has effectively handled long-time problems of the agency.
“I would prefer still...the President, to stay as [DA] secretary,” Enverga said in response to the clamor for Mr. Marcos to appoint a full-time DA chief.
Enverga chairs the House Committee on Agriculture and Food which has been conducting a congressional inquiry in aid of legislation on the alleged anti-competitive practices and cartel in the onion industry.
In the course of their investigation, legislators believed there was an artificial shortage of the commodity that led to high prices during the Christmas Season 2022.
Enverga said the presence of the President at the DA being at the helm of the department is crucial.
“That’s an important factor because these problems aren’t new. These are old problems. It is only now that we’re uncovering them and seeing the weaknesses of the agency,” he noted.
If anything, he said that the DA needs “step up their game” in providing the President with the proper data.

Robin: Death penalty for agri-smugglers

SEN. Robin Padilla is seeking the death penalty against Bureau of Customs personnel and other law enforcement agencies who will violate the Anti-Agricultural Smuggling Law.
Padilla bared his proposal, Senate Bill No. 2214, amending the Anti-Agricultural Smuggling Act of 2016, during an ongoing Senate hearing on the alleged unabated agricultural smuggling.
“We have to send a strong message that the largescale agricultural smuggling, hoarding, profiteering, and cartel of agricultural products perpetrated by the officers and employees of the Bureau of Customs, are heinous and a threat to the very foundation of our society. Hence, there is a compelling reason to impose death penalty,” Padilla said in his bill.
He added that “large-scale smuggling and other pernicious activities are threatening the lives of the people by pushing them further to the brink of poverty and putting our country in grave food insecurity. All these while our customs administration remains riddled by persistent corruption and perversity.”

Cross-examination on past criminal conviction
“THE right to examine witnesses is an essential element in the conduct of a trial… [T]he object of all examination of witnesses is to elicit facts to show the truth, and it is not only the province of the judge, but it is also his duty to see that facts within the knowledge of a witness are elicited… “(Francisco, Evidence citing 98 Corpus Juris Secundum 10).
The witness is not obliged to respond to irrelevant or extraneous matters in a litigation.
However, “[a] witness is bound to answer his previous final conviction for an offense. This simply means that a witness has a right to refuse to answer a question about his having been merely charged with an offense…” (Francisco, Evidence).
“Cross-examination of defendant as to the facts peculiarly within his knowledge, but which might be established by court record of his conviction in another cause or court, does not violate the rule which requires that the best obtainable evidence be produced” (Francisco, Evidence citing Territory v. Wright, 37 Hawaii 40).
The Rule requiring the witness to answer the fact of his or her previous conviction was present in the 1989 Revised Rules on Evidence which was patterned from the United States Federal Rules on Evidence.
The same Rule was retained in the 2019 amendments of the Rules on Evidence (see Section 3(5), Rule 132).
This Rule was reinforced in the 2019 amendments when it introduced a new provision that laid down the standards by which a witness may be impeached on a past conviction. It requires that “(a) the crime was punishable by a penalty in excess of one year; or (b) the crime involved moral turpitude, regardless of penalty” (see Section 12, Rule 132).
Judges must be cautious in appreciating prior convictions since cases must be tried without prejudice or bias and be based solely on the existence of the crime
It is interesting to note that “[t]he Rule has a long and eye-opening history.” A seventeenth century version of the current rule “barred all convicted felons from the witness stand.”
According to scholar Jeffrey Gilbert, “[W] here a Man is convicted of Falsehood and other Crimes against the common principles of Honesty and Humanity, his Oath is of no weight” (George Fisher, Evidence, Third Edition).
“Common-law judges believed the ban against testimony by convicted felons served to keep likely liars from the witness stand. No doubt those same judges thought the most likely liars of all were the criminal defendants, who had by far the strongest motivations to lie” (George Fisher, Evidence, Third Edition).
In England and most American jurisdictions, “the rule barring felons from the witness stand was abolished in the midnineteenth century. Legislators replaced it with a new rule permitting felons to testify but also permitting the opposing party to impeach such witnesses with evidence of their past crimes” (George Fisher, Evidence, Third Edition).
Observers soon saw that the new law permitting defendants to testify, “no doubt intended by the legislators to help assure fair trials, instead exposed defendants to damaging cross-examination about past wrongdoings.”
In 1867, Judge Seth Ames of the Massachusetts Superior Court “scoffed at the notion that the new law will aid criminal defendants” (George Fisher, Evidence, Third Edition).
Ames argued that the law left an accused with two unpleasant alternatives.
First, he could choose silence and face almost inevitable conviction. Second, “[t] hose defendants who had criminal records will be ‘torn to pieces by cross-examination – presumably because their past convictions could be offered to impeach them’” (George Fisher, Evidence, Third Edition).
Decades later, New York Prosecutor
Arthur Train took Judge Ames’s analysis further. Train first of all confirmed that “those defendants who ‘do not testify… will probably pay the usual penalty’ for their silence… On the other hand, those who testify do testify ‘are more likely to be convicted’ on the records” (George Fisher, Evidence, Third Edition).
“The upshot, in Train’s eyes, was that the law purported to grant defendants a new right to testify at trial instead deprived those defendants who had criminal records of the right to any meaningful trial. The law left them with little alternative but to seek the best plea bargain they could get” (George Fisher, Evidence, Third Edition).
In a legal article written by Theodore Eisenberg and Valerie P. Hans in 2009, they used data “from over 300 trials in four large counties (in the United States) to study the existence of a prior criminal record and defendants’ testifying at trial, between defendants’ testifying at trial and juries’ learning about criminal records and their decisions to convict or acquit…” (George Fisher, Evidence, Third Edition citing 94 Cornell L. Rev. 1353 [2009]).
The “[f]our sites [that] participated in the data collection [are]: The Central Division, Criminal, of the Los Angeles County Superior Court, California; the Maricopa County Superior Court (Phoenix), Arizona; the Bronx County Supreme Court, New York; and the Superior Court of the District of Columbia [Dates of data collection from 2000 and 2001] …”
Based on the analyses of the data collected, the authors concluded that “… [t]he criminal record effect could be even stronger than we have found in these analyses; the experimental work suggests that having a record for a similar offense creates the most bias, and we had information only about the offense of a defendant’s criminal record, not its type ….”
They further said that “[t]he enhanced conviction probability that prior record evidence supplies in close cases may well contribute to erroneous convictions …. [P] rosecutors making charging decisions and judges considering the prejudicial effect of prior records should… account [for] the dramatic effect that knowledge of criminal records can have in close cases.”

LAST month, a group calling itself the Movement for Democratic Governance in UP, or MDG-UP, issued a statement titled “Accountability and transparency issues continue to hound UP Board of Regents.”
It is actually their position on the recent selection of the UP Diliman Chancellor by the governing body of the premier State University.
The group slammed the BOR for its selection on April 3 of Atty. Edgardo Carlo L. Vistan II as UP Diliman (UPD) Chancellor as the product of “transactional politics,” and urged “greater accountability and transparency” in its decisions.
Last April 17, Dean Ma. Antonia Tanchuling of the UP College of Engineering said the selection of the new Diliman chancellor compromised the university’s long-standing tradition of choosing university leaders on the basis of academic and administrative qualifications as well as the support of both the academic and non-academic community.
She lamented the credentials needed for an academic leader and the sentiments of the UP Diliman community were not given due consideration in the selection of chancellor, and called on UP President Angelo Jimenez and the other regents to disclose how they voted.
“University leadership positions are not simply managerial positions. The entire ethos of the university is based on the idea that intellectual and academic excellence, as well as a record of accomplishment, is necessary. Unlike corporations, universities rely substantially on processes of self-governance. Articles are peerreviewed, departments vote on the tenure and promotion of colleagues. For these decisions to have authority, academic standing and intellectual leadership matter deeply. The MDG-UP also raised concern over the growing centralization and secrecy of decisionmaking at the BOR in relation to appointments and infrastructure development. In 2019, sectoral members of the BOR had already observed the diminishing importance of the UP community’s inputs in the BOR selection of deans. The BOR regents representing the faculty, staff, and students cautioned: “In the past months, a spate of selections for Deanship seems to have been undertaken by the BOR with an apparent disregard for Search Committee reports and the recommendations of the Chancellor.”
Among these appointments was an outsider, a former Bureau of Internal Review (BIR) commissioner, as the dean of the Virata School of Business (VSB).
The new dean prevailed over nominees who had PhDs and other academic credentials, realworld business experiences, and VSB support.
The dispute between the VSB faculty and the BOR led national media to expose “political appointments” in the selection of UP officials.
But instead of making the selection process more transparent, the BOR opted for more secrecy, the group said.
In January 2020, the sectoral regents wrote the BOR an open letter, raising concerns over the increasingly arbitrary nature of the decisionmaking.

The letter pointed out it was during the Concepcion administration (2017-2023) that the BOR did away with “the practice of a written endorsement, with clear justifications, by the UP President of his or her recommended candidates.”
The three regents also noted the frequency of executive sessions (when staff is asked to leave the room, and no minutes are taken) and secret balloting. While there were executive sessions in the past, the regents said these were “invoked judiciously and selectively.”
Only under Concepcion was there a “blanket invocation” of executive sessions for “all deliberations on appointments of University officials such as Chancellors.”
Today, the MDG-UP said, there are clear indicators of the emergence of an all-powerful BOR. Not only does it have greater control over the appointments of the chancellors of the eight constituent universities and the deans of colleges in the UP System’s 17 campuses in the country.

FORMER Senator Leila de Lima, detained at a police camp for drug raps, must have been incarcerated for such a long time that she seems to be getting delirious enough to think people will believe the nonsense she peddles as gospel truth.
Perhaps, another reason for her behavior is her probable trauma from her failure to get reelected in the May 2022 polls.
Last month, de Lima made a public statement the warrant for the arrest of Russian President Vladimir Putin recently issued by the discredited International Criminal Court (ICC) should prompt the Philippines to rejoin the ICC.
To those in the know, the ICC was created by the Rome Statute, an international treaty that took effect in July 2002.
The Philippines became a signatory to the treaty in 2011, but it formally withdrew in 2018. Its withdrawal took effect a year later.

President Ferdinand Marcos Jr. fully supports Remulla’s position, and asserts the ICC has no business operating in the Philippines precisely because of its withdrawal from the Rome Statute.
De Lima said the arrest order against Putin ought to prompt the Philippine government to rejoin the Rome Statute because rejoining will be a “most profound step in joining once again the overall struggle for international criminal justice.”
She added the ICC issues arrest orders in the exercise of its “moral institutional power” to rally member states “to work together against tyrants and butchers who commit irreversible assaults against humanity.”
In an obvious reference to ex-President Rodrigo Roa Duterte, a staunch opponent of the detained senator, de Lima also warned that protecting “our own tyrant from accountability” will take the Philippines “nowhere but the widening path to impunity.”

First, the warrant of arrest issued by the ICC against Putin has no significance in international law because Russia has not ratified its inclusion in the Rome Statute.
How on earth then can an arrest order of the ICC be carried out against Putin?
Second, there is manifestly no connection between a legally unenforceable arrest order issued against Putin and the supposed need for the Philippines to rejoin the Rome Statute.
Third, de Lima suggests that ex-President Duterte is a tyrant, but she conveniently failed to state that Duterte was overwhelmingly elected to the presidency in 2016, and that he stepped down from office at the official end of his term in 2022.
Tyrants do not step down from power voluntarily.
During Duterte’s administration, press freedom was alive and kicking; the political opposition was free to operate; and the Supreme Court and the lower courts were open and functioning.
Those fundamental freedoms would not exist during the Duterte administration if Duterte was the tyrant de Lima imagines him to be.
For the record, President Duterte is not facing any criminal charges in Philippine courts.
In contrast, it’s de Lima who is currently behind bars and, as I mentioned earlier, her continued detention has been upheld by the Supreme Court. This fact already confirms that de Lima’s statement is pure rubbish.
As expected, only a few hopelessly diehard anti-Duterte personalities are echoing de Lima’s nonsense. One of them is party-list Representative France Castro of ACT Teachers, which observers consider as sympathetic to

Only a few misguided people listen to Castro and her kind anyway.
Even assuming that the Philippines did not withdraw from the Rome Statute, the ICC still cannot exercise jurisdiction over the Philippines because the ICC can only enter the Philippine legal scenario if the justice system in this country is a failure.
Regarding that matter, several members of the House of Representatives of Congress led by Pampanga solon Gloria Macapagal Arroyo recently filed a resolution declaring that the justice system in the country under President Marcos is functioning and independent.
This is evident from the fact that today, press freedom, free speech, freedom of assembly, freedom of worship, freedom of travel and other fundamental freedoms remain in force throughout the country, and the Supreme Court continues to operate independently. Undoubtedly, only Representative Castro believes de Lima’s nonsense.
WITH seven months to go before 2023 fades into memory, the Marcos Jr. administration appears dead-set on ending this year the 55-year-old armed rebellion waged by the Maoist New People’s Army (NPA).

STOCKS slightly declined Thursday ahead of the Bangko Sentral ng Pilipinas’ decision to pause its monetary tightening cycle as inflation rate continued to soften.
The PSE index, the 30-company bellwether of the Philippine Stock Exchange, lost 6 points, or 0.10 percent, to close at 6,628.64, as one of the six subsectors ended in the red.
The broader all-shares index barely moved to close at 3,534.64 on a value turnover of P3.96 billion. Gainers led losers, 90 to 81, while 61 issues were unchanged.
Five of the 10 most active stocks ended in the green, led by Megaworld Corp. which climbed 3.47 percent to P2.09 and PLDT Inc. which rose 2.41 percent to P1,275.00.
Meanwhile, the peso went up 0.21 percent to finish at 55.87 against the US dollar Thursday from 56.2 Wednesday.

WASHINGTON, USA—From satellites that can pinpoint the sources of industrial pollution, to others that track hurricane movements by the hour, space has emerged as a key front in the fight against climate change. New launches are -- literally and metaphorically -- skyrocketing, and giving rise to increased cooperation between space agencies and private companies. Among the most fruitful areas of collaboration: tracking greenhouse gas emissions. The potent planet-heating gas methane is regularly measured in the atmosphere by one of the satellites of the European Union Space Program’s Copernicus mission.
The spacecraft scans the entire globe, but its resolution is in the order of several kilometers, making it hard to zero in on the exact source.
That’s where private companies can step in. One of them, the Canadian GHGSat, currently has nine small satellites in orbit, each the size of a microwave.
Their mission: to fly over oil and gas sites, looking for methane leaks. By orbiting at a lower altitude, they can take a detailed look at each site.
“Think of it as the wide angle lens camera, versus the telephoto lens camera,” Stephane Germain, the company’s founder, told AFP. The Copernicus team is in constant touch with GHGSat, telling them where to point their cameras.
GHGSat then sells its information to oil companies, such as Total, Chevron, ExxonMobil, and Shell.
“More and more companies are interested in that because they’re realizing they have to better understand their own carbon footprints,” said Germain, especially since their customers are insisting on better accounting of emissions’ life cycles.
A common source of methane emissions are unlit flares, which are meant to burn of the gas.
GHGSat estimates it has prevented the equivalent of 10 megatons of carbon dioxide entering the atmosphere, equivalent to 1.3 million homes’ energy use for a year. Other companies plan to enter the sector, including France’s Absolut Sensing.
Another company, Kayrros, has no satellites of its own but is analyzing Copernicus data to track down the biggest leaks. Technological advances

has lifted an import ban on Australian timber, Beijing’s ambassador said Thursday, hailing warming ties between the two countries.
Timber was among a slew of Australian commodities hit with import bans and restrictions as diplomatic relations between Beijing and Canberra soured during the height of the pandemic.
Xiao Qian told reporters in Canberra that China would immediately resume imports of Australian timber, which were stopped in 2020.
“Yesterday, the Chinese Customs have formally notified the Australian Minister of Agriculture that starting from today, China will resume import of Australian timber,” Xiao said at a press conference.
The resumption of the timber trade, worth about Aus$600 million (US$400 million) a year according to government data, came as relations improved, he added.
“There are also other issues on the table that allow me to say that the momentum is positive.”
Last week, the two countries’ trade ministers met face-to-face for the first time since 2019, as the center-left Australian government aimed to repair a relationship that had grown tense under the previous administration.

HE Monetary Board, the policy-making body of the Bangko Sentral ng Pilipinas, maintained on Thursday the benchmark interest rate at 6.25 percent, calling it a “prudent pause” that took into account the recent downward trajectory of inflation.
Inflation hit 8.7 percent in January before easing to 8.6 percent in February, 7.6 percent in March and 6.6 percent in April.
BSP Governor and MB chairman Felipe Medalla said in a briefing after the policy meeting that the interest rates on the overnight deposit and lending facilities were kept at 5.75 percent and 6.75 percent, respectively.
“Based on the sum of new information and its assessment of the impact of previous monetary policy actions, the Monetary Board decided that a pause in monetary policy tightening was appropriate. The BSP’s latest baseline projections continue to reflect a gradual return of inflation to the target band of 2 to 4 percent over the policy horizon,” Medalla said.
He said the average inflation for 2023 was projected to settle at 5.5 percent, lower than 6.0 percent previously, while the average inflation forecast for 2024 fell slightly to 2.8 percent. Meanwhile, inflation expectations for 2024 and 2025 are steady and within the target range.
“The Monetary Board also noted that while GDP growth has remained robust in the first quarter of 2023, demand indicators have also pointed to a potential moderation in the recent months, suggesting that previous policy rate increases by the BSP continue to work their way through the economy,” he said.
Medalla said the Monetary Board was encouraged by the recent mounting of whole-of-government actions to ease constraints on food supply.
He said even as headline inflation continued to decelerate with slower in-
creases in the prices of food and energyrelated items, core inflation only eased marginally.
The balance of risks to the inflation outlook remains largely tilted towards the upside owing to persistent constraints in the supply of key food items, the potential impact of El Niño on food prices and utility rates and the effects of possible additional adjustments in transportation fares and wages.
Meanwhile, the impact of a weakerthan-expected global economic recovery continues to be the primary downside risk to the outlook.
“Given these considerations, the Monetary Board deems it prudent for the BSP to take a pause in monetary policy tightening while remaining ready to respond to emerging threats to inflation. The Monetary Board also deems it necessary to keep the policy interest rate at its current level over the near term, as ongoing price pressures continue to warrant close monitoring,” Medalla said.
“A prudent pause also allows monetary authorities to further assess how macroeconomic and financial conditions will evolve in view of tighter global financial conditions,” he said.
He said moving forward, the BSP would continue to monitor developments affecting the outlook for inflation and growth.
He said the BSP remained ready to resume monetary tightening as necessitated by emerging data, consistent with its primary mandate to promote price and financial stability.
When asked if there would be another rate hike this year, Medalla said it would depend on the trajectory of inflation.

DOE releases guidelines on offshore wind development

THE Department of Energy on Thursday released the implementing guidelines on Executive Order No. 21 which establishes the policy and administrative framework for offshore wind development. Under the guidelines, permitting agencies are guided by the different stages of an OSW development project and the activities necessary for its successful and efficient implementation. The DOE said permitting agencies need to identify and submit the complete list of appropriate permits and clearances. These include all requirements, fees and procedures, including the detailed process flow diagram on or before June 18, 2023.
The DOE will then integrate into the Energy Virtual OneStop Shop system all the identified processes, which will be used by all permitting agencies, including the local government units, in processing the applications for permits from OSW developers.
These permitting agencies include the Department of Agrarian Reform, Department of Agriculture, Department of Environment and Natural Resources, Department of Justice , Department of Labor and Employment, Department of National Defense, Department of Public Works and Highways and Department of Trade and Industry.

Global growth, El Nino pose risks to economy
THE National Economic and Development Authority considers the sluggish global growth and the El Niño crisis as two of the major risks that could impact the further growth of the economy.
In its inaugural meeting this week, the newly created Economic Development Group, co-chaired by the Department of Finance and the NEDA secretaries, discussed potential solutions and ways forward for the country’s pressing economic issues.
Among these challenges are the potential impact of the impending El Niño crisis, slow global economic growth affecting the country’s trade performance, and the efficient implementation and consistent monitoring of high-priority government projects.
“The Economic Development Group remains committed to ensuring that the country stays on track to meet its mediumterm socioeconomic goals, despite domestic challenges and constraints and a weaker global growth outlook,” NEDA Secretary Arsenio Balisacan said in a statement.
The EDG also discussed updates on the monitoring system for the country’s infrastructure flagship projects under the government’s Build-Better-More program, the development of high-frequency monitoring systems for priority budget items, other government projects, and agriculture matters, and the proposed policy responses and contingency plans for addressing the impact of El Niño.
NEDA is developing a public dashboard for the infrastructure flagship projects to enhance transparency and accountability among implementing agencies. The dashboard will also help in identifying and addressing bottlenecks and constraints that may hinder the timely implementation of the projects.
The Department of Transportation tracks the progress of major transportation projects with respect to their right-ofway acquisition and construction, while the Department of Public Works and Highways monitors the progress of strategic projects related to traffic decongestion, seamless and inclusive connectivity, and sustainable and resilient communities. Fil-Swede players hope rise of oorball in future

THE sport of floorball is expected to pick up in the Philippines in the coming years.
This is the hopes and wish of many Fil-Swede players, who made up the Philippine national team that took home the silver medal after competing against Thailand in the men’s floorball finals of the 32nd Southeast Asian Games.
“I have been playing floorball my whole life, since I was five,” said 20-year-old Melvin Mendoza, one of the main scorers of the squad.
Mendoza is the son of the team’s coach Noel, who has been coaching in Sweden for the last 30 years.
The young Mendoza has made appearances in two World Game events and one qualifier.
Kyrgios out of French tilt after hurting foot in robbery
SYDNEY—Nick Kyrgios’s withdrawal from the French Open was because of a cut foot sustained when a man allegedly stole his car at gunpoint, his agent says, rather than knee surgery.
The French Tennis Federation said this week the Australian would miss Roland Garros due to surgery in January to repair a torn left meniscus.
But his agent told The Canberra Times the knee was “fine” and a nasty cut to the foot was why he would not be in Paris next week.
“The knee surgery went as well as it possibly could and his rehabilitation was fantastic and we were at the point where we were doing on-court loading and management,” Daniel Horsfall told the newspaper.
“We needed to be at a point that he could comfortably play five sets. Right when we were getting stuck into the loading period, the (alleged) armed robbery happened at his house.
“During the ordeal he cut his foot quite badly. It’s not healing correctly and he can’t put in the work on court, so he’s been off court for almost two weeks now.”
Court documents cited by national broadcaster ABC earlier this month alleged that a man pointed a gun at Kyrgios’s mother before stealing his limegreen Tesla near his home in Canberra.
The 28-year-old Kyrgios, who was nearby, called police and using an app on his phone helped them track his car’s location. It is not clear how he cut his foot.
During the finals, the Philippines had a chance to win the gold medal, but a late goal from Simon Johansson struck home in the 39 minute mark in the third period, allowed the Thais to escape with their third straight time, with a 3-2 win.
It was the Philippines’ best finish after placing fourth in 2015 and 2019, before settling for bronze medal last year.
“It was a tight game. We made a few
mistakes. That made the difference today,” said coach Noel Mendoza.
The Filipinos took the lead early, drawing strength on Kim Franz’s attack in the 20:58 mark in the second period.
The Thais then equalized in the third period, behind Johansson, who scored in the 30:46 mark for a 1-all tie.
Then, Franz assisted Melvin Mendoza for the Philippines’ second goal in the
32:07 mark, for a 2-1 score.
Thakit Kavairit then broke through at 36:07 to keep the Thais close with a 2-all deadlock, before Johansson came through with the deciding point.
The Filipinos earlier upset Thailand, 6-4 in the Group Stage.
“Lumaban ang men’s team. ‘Yung goal natin gold. Nakita natin na kaya. And we almost got it. Pero mabilis ang scoring, and the momentum changed quickly,” said Philippine Floorball Association president Ralph Ramos.
Earlier, the Philippine women’s team settled for the bronze medal with their 4-2 victory over Malaysia.
Floorball is a variation of hockey with five players and a goalkeeper in each team. It is played indoors with 96–115.5 cm-long sticks and a 70–72 mm-diameter (2.76–2.83 in) plastic ball with holes.
Matches are played in three 15-minute periods.
Filipinos based in the Icelandic countries like Sweden and Finland were among the first to introduce the sport in the country.

Gilas Pilipinas reclaimed the basketball crown at the SEA Games held in Phnom Penh, Cambodia against an evidently strong team with a score of 80-69. The Philippines lost the crown to Indonesia in 2022.
“But the perseverance of the Gilas Pilipinas team earned us back the championship trophy, even after suffering a loss to Cambodia in the early stages of the SEA Games. It is the hallmark of the Filipino fighting spirit and resilience that we can all learn from,” Romualdez said.
“Again, my congratulations to Gilas Pilipinas. May this be the start of yet another streak that will last for decades to come,” he added.

Reyes wants developmental team to represent PH in SEAG
PHNOM PENH—If he can have his way, Gilas Pilipinas coach Chot Reyes wants a developmental team to represent the country in the next Southeast Asian Games following their gold-medal conquest here last Tuesday.
Reyes said putting together a pool of young players that will prepare exclusively for the SEA Games will be beneficial to the overall Gilas program while also enhancing the country’s chances of winning another gold medal in the biennial meet.
“I think this is for the good of
Philippine basketball. I think we should bring younger players to the Southeast Asian Games,” said Reyes.
The past two SEA Games saw PBA players reinforcing the squad.
Gilas settled for the silver in Hanoi last year, but redeemed itself with an 80-69 win over Cambodia anchored on the excellent performance of naturalized player Justin Brownlee, who had 23 points, seven rebounds, and four assists.
Reyes also suggested a longer preparation time for the developmental team for the
SEA Games.
“Hopefully, we can get together earlier, put a team to compete in the next one in Thailand (in 2025),” said Reyes.
Reyes, however, said the final decision rests with the Samahang Basketbol ng Pilipinas.
“It’s the SBP that’s going to make that determination. That’s just my opinion,” Reyes said.
Reyes also reiterated he stepping away from coaching Gilas Pilipinas in the SEA Games. “I promise I’ll never coach here in the SEA Games. At least, I was able to go out with a gold medal,” he said.

CA dismisses case vs e-sports businessman
THE Court of Appeals, in a 27-page decision, dismissed a case against e-sports businessman and enthusiast Bernard Lu Chong, recalling a warrant of arrest issued last April 13, 2023.
The appellate court annulled the smuggling and drug importation charges against Chong for lack of merit.
Chong was implicated in an illegal shipment of 276.34 kilograms of methamphetamine hydrochloride with an estimated value of about P1.6B.
The supposed drugs were concealed in sacks of plastic resin and was seized by the Philippine Drug Enforcement Agency , at the Manila International Container last March 22, 2019.
Chong is known in e-Sports circles as president and CEO of Esports Arena (MeSA), Bren Esports, BrenProTV and Next Talents, BrenPro, Inc. He is also top honcho at local sports footwear brand World Balance. He led Bren Esports to become Mobile Legends world champion in 2021.

FIFA World Cup teams to be based in ‘clusters’
LOS ANGELES—Teams at the expanded 2026 World Cup in the United States, Canada and Mexico will be based in regional clusters during the early rounds to ease travel, FIFA president Gianni Infantino said on Wednesday.
Speaking in Los Angeles to unveil the official logo and branding for the tournament, Infantino said the move was prompted by the scale of the 2026 finals.

WHILE Filipinos may say the words “I love you” every day, they are still very expressive in the ways that they show their concern and care for their loved ones.
Celebrity dads Gary Valenciano and Chito Miranda partnered with AIA Philippines (formerly AIA Philam Life) and BPI AIA (formerly BPI Philam Life) to launch a campaign about expressing love in a more meaningful way by making sure that loved ones are protected from life’s uncertainties.
The centerpiece of the campaign was the song “It’s Real Love,” sung by Gary and Chito, written by Jonathan Manalo in collaboration with the two singer-songwriters.
For the video launch of “It’s Real Love,” Gary and Chito held a special serenade for AIA Philippines and BPI AIA customers, whose personal stories inspired the lyrics.
“The song is about love, in all forms. We wanted to come up with something that talks about love, not just the romantic kind, but love for your mom, your brother or sister, or your children, and how unselfish it is and how it makes you care about someone else, more than yourself,” says Chito.

GMA Network recently promoted Joy C. Marcelo as the Vice President of Sparkle GMA Artist Center.
Prior to joining Sparkle, Marcelo was the program manager for various GMA Public Affairs programs, namely, Imbestigador Wish Ko Lang, and AHA! The latter of which she conceptualized herself. She served as the program manager for these shows from the years 2006 to 2014.

If CHICAGO has Lollapalooza and California has Coachella, the Philippines has a massive fun and entertainment experience of its own –Summer Blast 2023.
Featuring a solid concert line-up, summer-themed attractions, amusement rides, and booths, the excitement truly leveled up at the Philippine Arena Complex, Ciudad De Victoria in Bocaue, Bulacan.
More than 120,000 people arrived at the venue to take part in various summer activities. According to reports, there were no major traffic issues because of the new systems implemented in traffic flow management.
Fans flocked inside the Philippine Sports Stadium to sing along with household names in OPM such as Sponge Cola, Silent Sanctuary, Rocksteddy, and Gloc-9
The event also featured performances from Soapdish, Bandang Lapis, Sunkissed Lola, Dilaw, Jumanji, Calista, Lunar Lights, Eclipse, Goodwill, and Noah Alejandre
The band Dilaw impressed many with its catchy tunes and the perfect timing of its song “Uhaw.”

I’VE always been headover-heels for flowers, whether they are fresh or faux. To me, they are like little emotion superheroes, ready to zap with all sorts of emotions.
There are enchanting ones that whisk me away with a romantic and dreamy vibe, and then there are those that simply burst with vitality. Flowers are the ultimate mood influencers (and that explains the floral wallpaper on my mobile
phone).
Last Friday, May 12, at Our Home in SM Megamall, I had fun taking part in the In Full Bloom floral styling workshop held in time for Mother’s Day. It was facilitated by Philippine School of Interior Design (PSID) Pambid who prepared a concise but information-filled presentation. What was expected to be a simple flower arrangement tutorial turned i crash course on flowers.
Before the hands-on activity, participants were given a fun pop quiz which kept us thinking about and acquainted with the different kinds of flowers. We immediately turned into botanical detectives trying to name the blooms as they popped up on screen. We shared a lot of laughter over the fact that we were stumped by almost half of the common flowers shown. We ended up racking our brains, trying to figure out what the familiar-looking ones are called.

MOTHER’S Day is a cherished occasion to honor and celebrate the courage, triumphs, and unconditional love of mothers. For countless moms, nothing brings greater joy than witnessing their children’s smiles and envisioning a bright future for them.
Nevertheless, for certain mothers, attaining this joy is not without challenges, as their children battle with cleft lip and palate, a congenital condition that impacts their appearance, speech, nutrition, and self-esteem. In the face of these obstacles, their steadfast love serves as the catalyst for a journey of transformation and unwavering hope.
Take the case of Lina, a mother of four from Negros Oriental, who faced this difficult reality when her youngest daughter, Mary Joy, was born with a cleft lip and palate. She was saddened when she saw her daughter’s condition and blamed herself, wondering what she did wrong during her pregnancy. Upon learning of her daughter’s diagnosis, Lina’s heart was filled with both love and concern, and wanted to give her the best
her goodbye temporarily. She waited nervously outside the operating room for an hour. When the door opened, she saw Mary Joy being wheeled out on a stretcher. She was still asleep, but Lina could see her new smile. She burst into tears of joy and gratitude.
Lina thanked Watsons and Operation Smile for giving her daughter a new chance at life. She said that this was the best gift she could ever ask for and looked forward to seeing Mary Joy grow up healthy and happy. Mary Joy is now 9 years old and thriving. She attends school, plays with her friends, and speaks confidently. She loves to sing and dreams of becoming a musician. Lina is proud of her daughter and her achievements, saying that Mary Joy is her inspiration and motivation to keep working hard and overcome any challenges.
After the quick orientation, we were introduced to the different types and styles of floral styling and later on, the moods that each arrangement brings. I learned that while there are certain flowers typically found in events like weddings and funerals, there are no hard and fast rules when it comes to mixing and matching blooms. There is so much freedom in exercising one’s creativity and that makes floral styling such an enjoyable activity.
