Gov’t to roll out P1k ayuda

Diokno says cash aid to mitigate inflation impact on 9.3m poor families

THE government will soon roll out a P1,000 cash aid to 9.3 million poorest of the poor under the Targeted Cash Transfer (TCT) program to lessen the impact of the surging inflation.

Finance Secretary Benjamin Diokno said the total budget for the cash aid is P9.3 billion plus 5 percent administration cost.

The P1,000 ayuda, he said, will be distributed in two tranches for two months.

“Right now, we’re considering the two-month subsidy for consumers. We are just waiting for the announcement from the Palace,” Diokno said in an interview during the 2023 Annual

Reception for the Banking Community late Friday. He said the government is currently in the process of looking at possible sources for the cash aid.

Diokno said the cash aid would be an extension of the TCT program that was launched during the Duterte administration wherein beneficiaries received P500 a month for six months.

JUSTICE Secretary Crispin Remulla on Saturday asserted that they would look into former President Rodrigo Duterte’s bloody anti-drugs war that left thousands of alleged suspects dead.

Remulla made the statement on the heels of a European Parliament Subcommittee on Human Rights remark that the prosecution of perpetrators behind the killings in the war on drugs "will go on forever" with the current snail’s pace of the investigation.

Remulla earlier on assailed the ICC, asking why it was investigating the government’s war on drugs and not the drug cartels.

“If the ICC really wants to investigate, why don’t they investigate the drug cartels destroying our country? That’s why we had a drug war,” Remulla said.

Hannah Neumann, vice-chairperson of the European panel, said the International Criminal Court's (ICC) support would ensure that the estimated 6,000 extra judicial killings (EJKs) would be "investigated properly.”

Neumann said the ICC involvement would help give the victims' families and witnesses confidence that there would be no harassment and intimidation "by the very same people who killed their loved ones.”

The ICC authorized last month the reopening of an inquiry into the Duterte administration's war on drugs.

In 2018, Duterte pulled the Philippines out of the Hague-based tribunal's Rome Statute, with the withdrawal taking effect in 2019 after the ICC began a preliminary probe into the allegations of state-sanctioned killings in his war on drugs.

The Philippines earlier called on the ICC not to resume its investigation into Duterte's deadly drug war, insisting the tribunal had no jurisdiction.

Officially, 6,181 people were reported killed in Duterte's drug war, but human rights groups claim as many as 30,000 may have been summarily executed

Neumann said that allowing the ICC to proceed with its probe on the killings would be a step in the right direction.

“Our intel officers and agents are highly skilled and equipped at detecting the concealment methods for these smuggling activities,” he noted. The three consignees of the confiscated shipments would be asked to present the proper permits for the importation, the absence of which would lead to the filing

of smuggling charges against them.

“If the Bureau of Customs can find onions in an air passenger’s bag, then there is no reason why it can’t detect smuggled sugar-carrying ships as big as malls,” Recto said in a statement. But if it is still having a hard time curbing smuggling, the BOC should expand and maximize the use of tracking technology to follow monitored cargoes, he lamented.

“In this age of ‘AirTag’, it will be hard for cargoes to vanish in thin air,” he said, referring to the Apple-made tracking device that can locate shipments anywhere in the world.

Makati’s newest centenarian gets P100k

THE Makati City government has identified a new centenarian awardee, bringing to 106 the total number of 100-year-old citizens of the city since the program was implemented in 2012.

Biden says he does not ‘anticipate’ China providing weapons to Russia

US President Joe Biden said he does not “anticipate a major initiative” from China to provide weapons to Russia in its war against Ukraine.

His comments come days after Secretary of State Antony Blinken told CBS that China was “considering providing lethal support” to Moscow ranging “from ammunition to the weapons themselves” –which Beijing denied.

In a wide-ranging television interview with ABC News –covering his bid for re-election and the war in Ukraine – that aired Friday evening, Biden appeared to backtrack on Blinken’s comments.

“I don’t anticipate – we haven’t seen it yet – but I don’t anticipate a major initiative on the part of China providing weaponry to Russia,” he said.

Biden explained that in a conversation he had with Chinese PresidentXi Jinping last summer, he made clear what the consequences ofproviding weapons to Russia would be.

“Without any government prodding, 600 American corporations left Russia – from McDonald’s to Exxon – across the board,” he said he told Xi.

Euclid spacecraft to probe universe’s darkest mysteries

FOR now, Europe’s Euclid spacecraft sits quietly in a sterilised room in the south of France, its golden trim gleaming under the fluorescent light.

But in a few months the space telescope will blast off on history’s first mission to search for two of the universe’s greatest mysteries: dark matter and dark energy.

Though together they make up 95 percent of the universe, almost nothing is known about either – a glaring hole in scientific understanding that Euclid project manager Giuseppe Racca dubbed a “cosmic embarrassment.”

Aiming to shed light on these dark secrets, the European Space Agency’s mission will chart a 3D map of the universe encompassing two billion galaxies across more than a third of the sky.

The third dimension of this map will be time – because Euclid’s gaze will stretch out to 10 billion light years away, it will offer new insight into how the 13.8-billion-year-old universe evolved.

Peru recalls envoy to Mexico over row

PERUVIAN President Dina Boluarte announced Friday the “definitive recall” of her ambassador to Mexico, citing the continued support that the North American country has given to deposed president Pedro Castillo.

Peru’s leftist former president Castillo was impeached and arrested for attempting to dissolve parliament and rule by decree in December, and Boluarte has since seen weeks of anti-government protests across the Andean nation calling for her removal.

Castillo’s ouster was criticized by leftist Latin American allies, including Mexico, which has sparked a diplomatic row.

HONG KONG police have made three arrests for the murder and dismemberment of a 28-year-old model after a financial dispute with her ex-husband’s family, authorities said Saturday.

The Civil Aviation Authority of the Philippines earlier said it would include in its investigation the possibility that the Cessna may have deviated from its flight path.

CAAP spokesperson Eric Apolonio said the wreckage was found in a nofly zone given that Mayon Volcano is still on Alert Level 2.

“It crashed on the right side of the volcano. So that is one of thingsthat will be part of the investigation. We will look at all angles that led the pilot to that crash site,” Apolonio added. Handicraft maker showcases PH heritage arts

Crafts is a veteran in joining bazaars and trade fairs.

The business has been supplying and selling handicrafts for almost thirty years and continues to be a mainstay in bazaars organized by the Department of Trade and Industry (DTI), says Aida Adrias, owner of Angelique’s Crafts.

“I’ve been joining the DTI bazaars for 15 years already. And I have the same products that I occasionally improve by using different materials. I have learned to innovate based on my client’s demand. I also learned respond to requests for bulk by some buyer and do product development for them, as well,” she said.

The enterprise has participated in have participated numerous trade fairs such as the National Trade Fair and One Town, One Product (OTOP), both spearheaded by the DTI, as well fairs organized by American Women Society and renowned Alabang Bazaar.

Adrias used to work for Rustan’s Department Store as a buyer of Filipino products. She has travelled extensibly across the country in search of the best native and ethnic products, as Rustan’s can only accommodate nothing less.

With her 22 years background as a buyer of native products and handicrafts, Adrias ventured on her own.

Starting with P60,000 capital, she worked her way to become one of the most sought after suppliers of handicrafts in the Philippines.

Among her famed collections include photo frames, storage boxes, desk accessories and organizers, jewelry boxes, packaging, house ware items, and wedding tokens.

Angelique’s Crafts makes use of different raw materials such as hand-woven pandan mat, raffia, buntal, ikat, t’nalak, buri, jute and fabrics in creating

functional and high-quality products. Adrias sources her materials from as far as Bohol, Bukidnon, Baguio, South Cotabato, Quezon and even from the eclectic choices found in the country’s premier marketplace - Divisoria.

“Our products are all handmade. You can see the difference. They are of quality materials, of quality workmanship, but they can never be perfect the way we expect perfect to be since they are not machine made. While we lovingly craft the products, there are times we overlook the tiniest mistakes but we hope that the imperfections will only add to innate charm of our products,” she said.

Although, she single-handedly grew her small business, her working capital was a gift from her husband. She admitted that starting over as a proprietress,

visual designer and product developer was difficult at first, despite her vast experience as a buyer, but knowing she has this edge over other handicraft makers, boosted her will to succeed.

“The the fact that I know where to go to find the best materials is an edge over competitors. I have an eye for beauty and perfection that I developed over the years, thanks for working in one of the most fussiest and sophisticated establishments in the country,” she added.

KMC Savills sees sustained office market rebound

KMC Savills, the country’s leading real estate brokerage and consultancy firm, forecasts office market net absorption in Metro Manila to slightly increase in 2023, however the increase is expected to be isolated in the top submarkets.

During its first market briefing held February 22, 2023, KMC Savills senior research manager Fredrick Rara announced that the 2023 outlook is a continuation of the rebound in 2022 that closed at a net absorption of 270,900 square meters (sqm).

In the industrial and logistics sector, the consultancy firm noted a supply shortage of high-quality facilities on the assumption that no additional completions will take place. Based on the firms’ research data, vacancy rate for industrial and logistics is forecasted to drop to 6.9 percent in 2023 from 7.8 percent in 2022.

THE two finals slots for each of the 37 events that the Philippines will join in the athletics meet of the 32nd Southeast Asian Games are about to be filled up.

EACH of the 36 teams—20 girls and 16 boys—has a story to tell in the ongoing Philippine National Volleyball Federation (PNVF) Under-18 Championships at the Rizal Memorial Coliseum.

Like Maryhill College (Lucena City) and De La Salle-Lipa (Batangas City) and several other provincial teams, the UVL Muñoz Hornets travel by land from their base at the Science City of Muñoz in Nueva Ecija for their matches and return home after.

The Hornets improvise—they hire vans or commute, which consists of three rides—by tricycle to the bus station in Muñoz city proper for the trip to Grace Park in Caloocan and again by public transport to the Manila venue.

On Saturday, the Hornets played shorthanded—they didn’t have a legitimate libero and middle blocker—but still gave Marikina Titans Volleyball Club a run for its money before yielding, 21-25, 25-20, 25-18.

“It’s been my advocacy, to help children with leukemia through the sport I love most,” said Fabro who played for the National College of Business and Arts and was an apprentice in the coaching staff of the late Nes Pamilas, one of the most respectable volleyball coaches in the country.

“I’m proud of my players … who I treat like my own daughters … for playing tough. We even converted one libero to be our setter, it’s very hard to play without a setter,” Fabro said.

“We were stunned but they played their best despite playing shorthanded,” Marikina Titans coach Alex Seda said. “I really admire their [UVL] willingness and bravery to win.”

Marikina improved to 1-2 wonlost in girls’ Pool C while UVL dropped to 0-2.

FAR Eastern University found a way to slip past Ateneo de Manila University 1-0 for a winning start in the UAAP Season 85 Women’s Football Tournament, Saturday at the UP Diliman Football Field.

Regine Rebosura scored the match’s only goal in the 64th minute. The Quezon City native pounced on the Blue Eagles’ miscue in defense to tap the ball home and secure all three points for the Lady Tamaraws, who experienced a wasteful afternoon to kickstart their campaign.

“Actually, I’m very disappointed with the result,” said FEU mentor Let Dimzon. “We had a lot of chances but again, siguro out of focus. So this is their first game again for the UAAP so I think kabado. But again pinaka main problem talaga is we know we can dominate the game but the quality of the play inside, yun naging problem. Why We Should Adopt and NOT Buy Pets

IT WAS in 2014 when I finally agreed to let my daughter pick a pet dog for herself. She was only 10 years old then. I thought that that age was old enough to be able to understand the responsibility of caring for another living being. Well, having myself for her mom, I suppose, it sufficed indeed.

I gave her three conditions for her to be allowed to have a pet. One, caring for the pet will be a 50-50 per cent (%) deal with me. She must do her 50 per cent (%)-part of caring for the animal. Whenever I am not able, she must learn how to feed her, clean her, make sure she has a comfortable and clean space, and give time to walk with and play with her in her free time. Also, she must be conscious to discipline her pet. Meaning, she will give time to train her, too.

Second, I told her, she must always remember that when her pet gets old or gets really sick and is not looking good anymore, she will not dispose of it as people dispose of worn-out toys or things. I told her that her pet is a living being and has feelings just like us, people. But most importantly, her pet is a member of our family---- we do not dispose of our family members when they are no longer looking pretty or when they are already very weak because of their old age.

Third, I told her, (after her pet bird, Kirby, when she was just 4 years old,) we will not buy an animal for a pet (again). She will have to acquire her pet dog (or cat) from a shelter or a rescue center. I told her, we need to do that so as we will no longer contribute to the worsening problem with homeless animals in the country. And that is how we got Milky from SAVE ALL animal shelter and rescue center.

If you are the type who browse social media sites on a daily basis, you will notice that pages of animal shelters and rescue centers are increasing in numbers lately.

As an animal welfare and rights advocate, that is good news for me on one hand. It would simply mean that more people are becoming conscious of helping homeless animals and animals in dire need. But on the other hand, it seems, it is not all good news because it could also mean that homeless animals are increasing at a fast pace.

We have heard the slogan, “Adopt, don’t shop!” from animal welfare advocates. We have seen many posters of this campaign in animal shelters and rescue

centers. And, sometimes, in vet clinics (that support animal welfare and rights advocate groups). But do we all fully understand the purpose of this campaign?

“Adopt, don’t shop!” What do we mean by this? We mean to say that everyone (and we mean ‘everyone’), if once they decide on acquiring a pet for their own, they must adopt an animal for a pet from animal shelters or rescue centers instead of buying from pet stores or pet mills. Whether it is a dog or a cat, a rodent or a reptile, a bird or a fish, as long as there is one found in a shelter or a rescue center, people should first and foremost opt for adopting than buying. Buying or shopping (for a pet) should be the least option for an individual or a family. Why adopt and not buy (shop)? What better things can one get out of it?

One obvious reason is, you get to save, at the least, two lives! How? With every animal adopted from a shelter, a rescue center or a pound, vacancy in that shelter, that rescue center, or that pound is created for another new rescue that badly needs accommodation. That animal that got adopted is spared from euthanasia (in cases where there is already an overpopulation problem with the said institutions) and would, finally, enjoy a life with a family and would feel loved and properly cared for. Two (2) lives saved at the same time.

Second, it costs less! Prior to adoption, many shelters and rescues provide extensive medical care, such as spaying or neutering, first vaccinations, and parasite prevention (for example, fleas/ticks/heartworm disease). You would have saved a lot if you got your pet from a shelter. You can focus on long-term preventative care with your veterinarian because so much medical care is provided ahead of time.

Third, adoption was once uncommon, but thanks to decades of advocacy by an increasing number of animal welfare and rights organizations such as Save Animals of Love and Light –Save ALL Inc., Cara Philippines, Philippine Animal Welfare Society (PAWS) and others alike,

Consequences of Dog Inbreeding

AFTER winning the approval of show judges, excellent breeds are always in high demand for stud services or offspring.

Dog breeds are distinguished by their distinct body shape, size, coat color, head type, and behaviors, all of which are shared by members of the same breed. Unfortunately, dog breeds differ in their susceptibility to disease. The majority of dog breeds are highly inbred, which contributes to a lifelong increase in disease and health care costs.

Inbreeding occurs when two related dogs mate in order to produce offspring, according to Dr. Rajesh Singh in his article, "Dog Inbreeding: Consequences & Risks Mitigation Strategies.” It is a useful method for breeders to fix traits in a breed—the pedigrees of some exhibition dogs show that many of their forefathers are closely related.

Is inbreeding the same as linebreeding?

The mating of “closely related” dogs, such as mother/ son, father/daughter, and sibling/sibling matings, is referred to as inbreeding. Linebreeding is a type of inbreeding in which dogs are distantly related but still breed. As Dr. Singh explains, this method alleviates some of the concerns about inbreeding, but it can also be complexly harmful.

Dr. Singh tells us that inbreeding and linebreeding in dogs is a two-edged sword: it is an efficient tool for producing consistently high-quality specimens, but is also a sure way to pass on deleterious alleles. Technology Networks

A dog may eventually be the ideal specimen for a particular breed, but it may also suffer from a number of serious medical conditions and have a shorter lifespan.

How does the genetics of inbreeding work?

If two of the same breed mates with desirable traits are paired together, they can produce excellent quality pups. Even if the two are related, exceptional genes can be passed down the lineage with each litter, says Dr. Singh.

There are, however, bad combinations where there are good combinations. Dr. Singh tells us. Genetic conditions can be "bred out" of a breed, only to be reintroduced by the presence of two copies of the same negative trait.

According to Dr Singh, there are three types of gene mutations: recessive, dominant, and additive. Dominant genes are the ones that are most common and they can be seen in large litters. These genetics are strong, and they show up in every litter.

Additive genes are those in which two or more genes contribute to the puppy's genetic make-up. As a result, they get along well. And if they don't, these issues are easier to identify. Recessive genes are more difficult to understand. Consider

Fourth, it is one method of combating puppy mills or unethical animal breeders. Individuals or groups of people involved in these types of businesses that prioritize profit over animal welfare are inhumane. If you purchase a dog from a pet store, online ‘seller’, or flea market, you are almost certainly purchasing a puppy mill dog. Puppy mill animals are housed in shockingly poor conditions with inadequate medical care, and as a result, they are frequently very sick and behaviorally troubled. These puppies' mothers are kept in cages for years, without human companionship and with little hope of ever joining a family. When breeding dogs are no longer profitable, they are simply discarded—either killed or abandoned.

These puppy mills and breeders are able to stay in

business by using deceptive tactics. Their customers are unsuspecting customers who shop in pet stores, on the Internet, or through classified ads. These inhumane breeders will continue to operate until people stop supporting them. Adopting a pet ensures that you are not wasting your money.

Fifth, when you adopt from a local shelter or rescue, you have a long-term resource if you run into challenges with your pet. They may provide primary medical needs like anti-rabies vaccination, deworming, and anti-tick and fleas medication before letting you adopt the animal. Some may provide free pet food if you’re facing challenging times and may even have a veterinary clinic to help keep your pet healthy the rest of their life. Others may offer free behavior support or training for the pet. Each organization is different so be sure to ask what resources may be available after you’ve adopted.

Sixth, adoption is preferable because you can be proud of yourself for helping an animal in need! It encourages and strengthens a person's empathy.

Pets benefit your health. Animals are not only unconditionally loving, but they have also been shown to be psychologically, emotionally, and physically beneficial to their companions. Caring for a pet can give you a sense of purpose and fulfillment, as well as help you feel less lonely.

Seventh, you may be meeting your local shelter for the first time when you adopt a pet. Learning about your local shelter can open your eyes to the vast array of programs available in your community and the various ways you can assist. Perhaps they're overwhelmed, and you learn that they don't receive any or very little local or state funding to care for animals, so you organize a fundraiser or collect pet food donations for their pantry. Perhaps you discover that your local shelter is more than just a place to adopt an animal and decide to volunteer at their low-cost spay/neuter clinic. Perhaps you learn that temporary foster programs are being developed to keep pets out of shelters, so you sign up to foster a pet from someone who needs to be hospitalized. Remember, kapag gusto, maraming paraan! (There are many ways for one who is truly determined!)

Finally, when pets are adopted faster than they arrive at a local shelter, your local organizations can focus on the underlying causes of pet intake. They can strengthen programs to reunite lost pets with their families or meet with elected officials to create more pet-friendly housing in your community when they have fewer animals in the building (or in foster homes). Only by working together can we create a more humane society for both animals and people.

The gene is dormant in the bloodline until the right combination occurs, claims Dr. Singh.

Recessive genes can cause serious inbreeding problems because they can produce two damaged copies of the same gene. An unwanted genetic condition may resurface, congenital disabilities may occur, and other issues may arise.

What is the ‘coefficient of inbreeding’ (COI)?

There is, actually, a way that may help avoid the negative probable outcome with inbreeding. You just need to do some math and they call this the ‘coefficient of inbreeding’ or the COI.

According to Dr. Singh, there are several methods for calculating the coefficient of inbreeding (COI). The COI involves pinning markers to determine the mathematical probability of inbreeding based on the genome.

Closely related family members are at a much higher risk of getting two bad copies of a gene. For example, when a mother gives birth, she passes on an even 50 per cent (%) of her genetics to each of her puppies. Dr. Singh claims that would mean each pup has a 50% chance of

inheriting a bad gene from the mother.

One of the males in the litter would be at risk of carrying a faulty copy. If a mother and son are bred, there is a 25 per cent ( %) chance that the litter will be born with copies of broken genetics.

The percentages decrease as you progress down the line, but all it takes is the correct combination of genes to cause health problems or unfavorable breed standards, says Dr. Singh.

According to Dr. Singh, the COI entails pinning markers to determine the math probability of inbreeding based on the genome.

So, as you now know, there isn't much veterinarians can do about it other than educate pet owners before getting a dog that may have health issues due to inbreeding. At this point, it is more about raising awareness about the problem, and the solutions are extremely difficult.

Sometimes, there is nothing wrong with the owner’s care for their pet dog. It is more of a genetic issue.

Author was so happy to see Milky who she adopted from Save ALL Inc. nine years ago. Winter was abandoned by his owner. His place was filthy and he was drinking rainwater that fell on his dirty water bowl. Author with Milky who is one of the babies of Diamond, a dog who was pregnant when rescued from the pound n 2014.
