“It is something that we certainly are going to be studying upon my return to the Philippines,” President Ferdinand Marcos Jr. said in an interview with Kyodo News in Tokyo where he is on a five-day official visit.
Mr. Marcos cited “confusing” and “dangerous” situations such as tensions in the South China Sea as well as Russia’s invasion of Ukraine.
“It is part of an ongoing process that we are undertaking to make more solid partnerships and alliances that we are beginning to put together in our area,” the President said.

Remulla increases standards for filing of criminal charges
JUSTICE Secretary Jesus Crispin Remulla has issued a department circular raising the bar for the filing of criminal cases in court.
The circular issued on Friday directed state prosecutors to immediately withdraw the charges that have no “reasonable certainty of conviction,” in effect doing away with preliminary investigations meant to determine “probable cause” to pursue the case. The circular defined charges with a “reasonable certainty of conviction” as those supported by “prima facie evidence,” meaning the case could hold water or stand scrutiny at the court.
BI intercepts 7 suspected human trafficking victims

BUREAU of Immigration (BI) operatives at the Ninoy Aquino International Airport (NAIA) have intercepted seven suspected human trafficking victims who tried to leave for Iraq disguised as tourists.
Immigration Commissioner Norman Tansingco said the group was intercepted at the NAIA Terminal 1 before they could board a Scoot Airways flight to Singapore.
Tansingco said the passengers, all women, admitted during questioning that their final destination was Erbil, Iraq where they were supposed to work as janitress with a monthly pay of $1,000.
The government has banned the deployment of overseas Filipino workers (OFWs) to Iraq due to pervasive violence in that country.
Tansingco said the women were turned over to the Inter-Agency Council Against Trafficking (IACAT) for further investigation and filing of charges against their recruiters.
The women’s names were not divulged as the law prohibits public disclosure of human trafficking victims’ identities.
The investigators said the women disclosed that their travel to Iraq was arranged by a travel agency based in Makati.
Upon arrival in Singapore, the group was supposed to board connecting flights to Dubai or Qatar en route to Iraq.
The victims also revealed that at least 30 Filipinos were recruited by the syndicate to work in Iraq for the same employer.
Citing the Department of Justice’s (DOJ) policy direction to file only cases with reasonable certainty of conviction and the Justice Sector Coordinating Council’s (JSCC) efforts to resolve court backlogs, Remulla advised the prosecutors to “carefully assess all their cases and to determine if each has a reasonable certainty of conviction based on the evidence in hand, availability of witnesses, and continued interest of private complainants.”
The Rules of Court, under Rule 112

on preliminary investigations, currently requires only that there should be a “well-founded belief that a crime has been committed and the respondent is probably guilty thereof, and should be recommended for trial.
Remulla initially suggested raising the degree of proof for filing criminal cases in court from “probable cause” to “reasonable certainty of conviction” before a JSCC meeting in Baguio in January.
A press statement by the Supreme Court (SC) quoted Remulla as saying; “We all know that there is a need to narrow the great divide between the current degree of proof needed for the filing of a criminal information, probable cause, and that of
conviction, which is proof beyond reasonable doubt.”
The JSCC is jointly chaired by the Chief Justice and the secretaries of the Department of Justice and the Department of the Interior and Local Government.


DOJ spokesman Mico Clavano said the circular was based on the executive function of the Justice Secretary.
“His policy is to file only quality cases in court - cases that will yield convictions,” Clavano said.
He explained that as a result of the big difference between ‘probable cause’ and ‘proof beyond reasonable doubt,’ conviction rate suffers and the congestion in jails worsened with some inmates released only after they are acquitted.

Bill mandates specialty hospitals for the regions

DAVAO City Rep. Paolo Duterte on Saturday pressed the passage of a bill proposing the establishment of specialty hospitals in major regions in the country to bring quality healthcare closer to people living outside Metro Manila.
Duterte, co-author of House Bill (HB) 6857, cited the need to establish these specialty hospitals in Northern Luzon, Southern Luzon, Visayas, Northern . and Southern Mindanao. The type of specialty hospital would be determined by the Department of Health based on its assessment of the prevailing illnesses in the area.
Such specialty hospitals, Duterte said, include branches of the Philippine Heart Center, the National Kidney and Transplant Institute, the Lung Center of the Philippines, the Philippine Children’s Medical Center, and the projected Philippine Cancer Center.

VCMs to be deployed for Cavite special polls
THE Commission on Elections (Comelec) is set to send out vote counting machines (VCMs) and other election paraphernalia next weekend for the special polls in the 7th District of Cavite slated Feb. 25.

Gov’t agents seize P16.8-m kush from US
GOVERNMENT agents assigned at the Ninoy Aquino International Airport (NAIA) have seized a balikbayan box reportedly containing kush worth P16.8 million smuggled from the United States.
The operation conducted by a composite team from the Bureau of Customs, Philippine Drug Enforcement Agency (PDEA) and NAIA Inter-Agency Drug Interdiction Task Group also resulted in the arrest of the shipment’s consignee in Antipolo City.
Importation documents showed that the shipment, which arrived at the Peoples Air Cargo (Paircargo) Warehouse in Pasay
City, was declared as personal effects from California. However, examinations revealed that the package contained 12,000 grams of kush or high-grade dried marijuana leaves. Under Philippine laws, kush is considered a dangerous drug. The investigators declined to give the name of the consignee. But they said the suspect has been placed under PDEA custody and will be charged with violation of RA 9165 and RA 10863 also known as the Customs Modernization Act (CMTA).
The same team recently intercepted three parcels of smuggled cannabis, ecstasy and shabu worth more than P2.4 million.
The simultaneous operations were conducted at the Central Mail Exchange Center (CMEC), Paircargo, and DHL Warehouse, also in Pasay City.
Customs examiners made physical examination of the parcels and verified the presence of six plastic pouches of candies and one vape cartridge containing THC (tetrahydrocannabinol), 1.020 kilos of ecstasy, and 106.46 grams of shabu (methamphetamine hydrochloride).

Escudero cautions on forging RCEP
SENATOR Francis Escudero has cautioned the government on signing a free trade agreement on the Regional Comprehensive Economic Partnership (RCEP).
Escudero said the government must make sure that the country is resilient to internal or external shocks with or without the free trade agreement.
The RCEP is reputedly the world’s largest trade and investment agreement among the 10 countries of the Association of Southeast Asian Nations and five of its major trading partners -- Australia, China, Japan, South Korea and New Zealand.

Pope Francis faces ‘civil war’ at heart of Catholic Church
FROM his reforms to his foreign relations, criticism of Pope Francis has intensified since the death of his predecessor Benedict XVI, revealing a climate of “civil war” at a time when the Catholic Church is engaged in a global conversation about its future.
Benedict, a conservative German theologian who was pope for eight years before resigning in 2013, died on December 31 at the age of 95. Within days of his death, his closest aide, Georg Gaenswein, revealed Ben-
edict’s concerns at some of the changes made by his successor Pope Francis, notably his decision to restrict the use of the Latin mass.
The criticism was not new. Many in the conservative wing of the Roman Curia, which governs the Church, have long complained the Argentine pontiff is authoritarian and too focused on pastoral matters at the expense of theological rigor.
But it was followed by the death of Australian cardinal George Pell, and the subsequent revelation that he had authored an anonymous note published last year that directly attacked Francis. The note had described the current papacy as a “catastrophe,” and among others criticized “heavy failures” of Vatican diplomacy under his watch.
Pell, a former close adviser to Francis, was jailed for child sexual abuse before being acquitted in 2020.
US adds six China entities tied to balloon program to blacklist
THE US Commerce Department said Friday it has blacklisted six Chinese entities for supporting Beijing’s military modernization efforts, particularly relating to aerospace programs including airships and balloons.
The move came a day after US lawmakers unanimously denounced China’s use of a suspected spy balloon that flew over North America last week.
The balloon’s days-long flyover from Alaska to South Carolina captured the attention of regular Americans and officials, before the US military shot it down off the country’s east coast Saturday.

THE United Nations rights chief called Friday for an immediate ceasefire in Syria to facilitate the delivery of aid to all victims of the region’s devastating earthquake.
“At this terrible time in Turkey and Syria, we call for urgent delivery of assistance to ALL in need,” the UN rights office said in a tweet.


“UN human rights chief Volker Turk calls for immediate ceasefire in Syria, and full respect for human rights and humanitarian law obligations so help can reach everyone,” it added.

The call came as rescue workers continued their search for survivors in the rubble of the 7.8 magnitude quake that hit Turkey and Syria on Monday, with the death toll approaching 24,000.

“We’re all in the same region and we’re all actually experiencing the same issues and concerns and the President always works multilaterally but that’s not without exception to having bilateral agreements, for instance, Philippines and Japan, or one that would somehow effect like a trilateral agreement.”
“When it comes to peace, stability, we all know these security arrangements are necessary because the stability in the region promotes prosperity, and that’s the bedrock of any strong economy,” Romualdez added.

the proposed Maharlika Investment Fund shown by the Japanese senior financial official is significant because he played a key role in setting up Indonesia’s own sovereign wealth fund known as INA or Indonesia Investment Authority.
Since its launch in February 2021 with an initial funding of $5 billion from the Indonesian government, INA has already raised more than $20 billion of coinvestments from other foreign parties by the end of 2022.
The Speaker said that according to the Japanese official, the growth prospect of the proposed Maharlika Investment Fund is “potentially higher” compared to INA.
“So that’s very good, that we’re getting support [for the Maharlika Investment Fund],” he said.



In December last year, the House approved the bill creating the Maharlika Investment Fund, with around 90 percent of the chamber’s members supporting the passage of the measure principally authored by Romualdez.
“Over 70 countries have it and the batting average is over 90 percent successful. It’s what they call international best practices to have one and that’s why we’re fortunate that we in Congress were able to pass it this fast,” the Speaker said. The Senate is currently deliberating on its own version of the Maharlika Investment Fund bill.

THE town of Argao in Cebu, famous for picturesque beaches and scenic spots, is also the home of a 75-year old enterprise that is now building an ecosystem to sustain lives, livelihood and the environment.
Edgar and Efren Lanutan took over the family-owned tableya manufacturing business in 2008 after their parents retired from running the then micro enterprise, initiating a rebranding strategy to market the product as a world-class native chocolate brand.
After nearly 75 years in operations, Guilang Tableya is turning a new leaf with a new approach to sustainability, from sourcing of materials to processing and packaging.
“We have started a program where we invite people to plant cacao. We give the seedlings for free and when the trees bear fruits we buy back the cacao beans,” said Edgar, the younger of the two Lanutan brothers.
The initiative has become sort of a trading practice in the municipality wherein farmers come to trade or swap the dried cacao beans for tableya products or get paid in cash.

She spent years enriching her skills in Nordic kitchens, farms and forests with stints at Noma and Relae in Copenhagen, and Fäviken in Sweden.
of raw materials sourcing, good corporate practices and the effects to environment - become a conundrum for the enterprise and its owners to ponder on. And that ’s when the enterprise decided to put sustainability at the core of its operations.
He said the enterprise is confident it will continue to get a good load of cacao beans from Davao, but as demand accelerates, the need to have a secure source of beans prompted the enterprise to collaborate with local farmers on how to start increasing Argao’s cacao production.
“We plan on reducing our dependence on Davao-sourced beans. In the next 8 years we hope to, at least, increase the share of Argao cacao to 12 percent from the current 3 percent.
Right now, we are still 97 percent dependent on Davao for our beans sourcing,” he said. Guilang moves as much as 16 metric tons (MT) of cacao beans monthly from Davao. This much beans can process about 12 MT of tableya which are marketed locally and are also exported abroad to the US, China, Taiwan and indirectly to Australia.
The brand is available in two states in the US where there are thriving Filipino communities. The Lanutans export tableya directly to Pacific Island Supermarket that has 34 stores spread across California and Nevada.
The product is also visible in commercial quantities in stores in Fukien and Fujian, China. However, importers from Taiwan has a different use for Guilang Tableya.
“Out of more than 100 tableya makers in the Philippines, we were chosen
to supply their chocolate requirement for pharmaceutical use. I believe they are producing skin care products using tableya,” Edgar said. This weekend, the father and son tandem, is bound to Singapore and Thailand on prospects of new partnership, optimistic to land a contract or two.
The enterprise is looking forward to increasing its output to 15.6 MT of processed tableya to serve the increasing demand for native chocolate.
“Back in 1948, we used to produce about 80 kilos daily or about 2 metric tons of tableya monthly. From that we have increased our capacity to 12 metric tons monthly. We have also mechanized our operations by buying machineries from China. Our machines are similar to the machines used by Hershey Philippines,” Edgar said.
Sustainability in packaging is a novel practice that the enterprise is religiously observing. From using plastic as packaging material, the enterprise transitioned to using thick cardboard-like paper as its main material for packing the products. With the help of the Department of Trade and Industry (DTI) who linked the business to packaging experts from the University of the Philippines, Guilang Tableya is now sustainably packed in round paper cylinders, a seal of quality and sustainability.

Guilang Tableya is an iconic brand in Cebu from its origins in Argao and the influence of its pioneer owner, Manang Guilang, which was how Edgar’s mother, Nanay Miguela, was known in the community.

“Back in those days, there were many tableya makers in our town. So my mother and father started innovating by experimenting on the temperature and speed of the roasting process. If you’re wondering why our chocolate has a slight smokey texture, it is because of the selected wooden chips we use to roast the beans,” he explained.
“I guess you can call them the first innovators, being ahead of their peers at a time when the word innovation and innovator are still unheard of,” he added.
The concept to improve the taste by using wooden chips came 3 years after the business started. The marked improvement in taste and texture outpaced other tableya makers in town.
Rebranding the brand came as novel idea when Edgar joined a training course at the DTI in late 2008. By 2009 the product has assumed the Guilang tableya brand.
SUSTAINABLE PRODUCTS

Innovation is in the DNA of the owners of the business. This 2023, Guilang will be introducing a new product - a ready-to-drink (RTD) sikwate, the Cebuano term for chocolate drink - that will come in two flavors.

F ILIPINA tennis star Alex Eala remains in the national team roster that will be playing in the 32nd Southeast Asian Games to be held in Cambodia in May.
National team head coach Chris Cuarto said he is keen on having the 17-yearold Eala play in the biennial meet in Cambodia.
Cuarto said the qualifying matches of the 2023 French Open begins on May 28 at the Roland Garros Stadium in Paris and will not be in conflict with that of the SEA Games.
“Alex is not out yet. Kakausapin pa namin sila,” said Cuarto.
Eala, who now has a World Tennis Association ranking of no. 217, recently returned home to Manila for a short visit to be with her family.
Eala was earlier reported to be skipping the SEA Games as she plays tries to qualify in as many Grand Slam tournaments, including the French Open this year.
In the last SEA Games, Eala was part of the national women’s team with Marian Jade Capadocia, Khim Iglupa, and Jenaila Prulla.
The men’s team was composed of Treat Huey, Ruben Gonzales, Nino Alcantara, Jeson Patrombon, and Jed Olivarez.
The national tennis team is currently playing under the banner of the Philippine Olympic Committee, and with the POC tennis stabilization body under Ramon “Tatz” Suzara supervising its formation with Cuarto.
A stabilization body has been working in close coordination with officials of the Philippine Tennis Association since last year, following the suspension of the PHILTA of its membership with the International Tennis Federation due to ongoing leadership conflicts.
Eala said she is currently managing the number of competitions that she is joining even as the Women’s Tennis Association has allocated her 20 professional tournaments to join before she turns 18 on May 23.

PNVF U-18 volleyball tourney draws 36 teams
THE registry for the Philippine National Volleyball Federation (PNVF) Under-18 Championships closed on Friday with a total of 36 teams—20 girls and 16 boys— participating.
PNVF president Ramon “Tats” Suzara said the ideal turnout consists of 12 teams from Metro Manila, nine from Laguna, four from Batangas, three each from Cavite and Rizal, two from Pampanga and one each from Bataan and Nueva Ecija.
The PNVF is reviving the under-18 championships starting on February 17 at the Rizal Memorial Coliseum. Matches
will be played on Fridays, Saturdays, and Sundays after that with the finals for both genders set on March 12.

“We appreciate the enthusiastic response from the schools and clubs for the revival of the under-18 championships,” Suzara said. “With these championships, we are assured of a feeder program for the national teams for men and women.”

Lessons from an OFW

IWAS excited to come home.
These were my first thoughts when I boarded the plane on my return flight to Manila. The thrill of traveling abroad after the height of the pandemic had worn off. My feet had blisters. My arms were sore. Dark circles formed under my eyes due to lack of sleep. Travel fatigue was creeping in. For the first time, I did not want to stay behind in a foreign land. I just wanted to fly back home and sleep on my own bed.
A Filipino female passenger was waiting for me as I walked toward my assigned seat. “Hello!” she said, flashing a wide smile. After a week of communicating with foreigners, I felt at ease to be seated with her.
“Sayang! I forgot to put the lotion in my checked-in baggage,” she said. She recounted how the security officers at the boarding gate collected bottles of lotion from her hand luggage. “I was supposed to give them to my sister,” she said.
My seatmate is a mother of two from Cavite. She is an Overseas Filipino Worker. She has been working in Singapore as a domestic helper for 10 years. Her female employer is Singaporean. Her employer’s husband is Malaysian. The grandmother also shares space with them.
According to the Philippine Statistics Authority, there are approximately 2 million OFWs deployed to different countries. More than half of the OFWs are women, and a significant number of them work as caregivers or domestic
helpers. In Servants of Globalization, Rhacel Salazar Parreñas’ esteemed study on female OFWs, she found out that her respondents felt estranged in their migrant community.
Recalling how some foreign employers treat Filipino migrant workers, I asked my seatmate how her employer is. “Oh, she is kind to me,” she raved. “She and her husband are considerate,” she said.

As its name suggests, YouTube Kids, is the kid-friendly version of the video-sharing platform. It uses a mix of automated filters built by YouTube’s engineering teams, human reviews,

With Christmas around the corner, I asked if she would spend the next two months in the Philippines. She shook her head. Her relatives expected that they would receive boxes of chocolates, perfumes, clothes, and other souvenirs. “They thought that the OFWs are living the good life,” she griped.
The last time she returned to the Philippines was in 2018. There were vacation plans in 2020, but the COVID-19 pandemic happened. “I miss home-cooked Filipino food, my friends, and my kids. Especially my kids,” she said.
The pilot instructed the cabin crew to prepare for landing. As the plane slowly descended into the capital, the radiant lights from the buildings ignited the city highways. Bodies of
water emerged in the view. She poignantly looked out the window. “The Philippines is so beautiful,” she said. She pulled out her mobile phone to show me a photo of her two children. Her 24-year-old daughter is beautiful and bright-eyed, while her 10-year-old son gave a cheeky smile. “I’m excited to see them,” she beamed with pride as she swiped the photos.
I saw her for the last time in the immigration area. Her face lit up, and she waved when she recognized me. Clearly, she was also excited to come home. But for her, home is not sleeping in the comfort of her own
bed. For her, home is where she belongs. After being away for years, she could finally return home to the arms of her children.

Saddle Thrombus: The Dreaded Illness of Every Cat Owner
By Mariana BurgosEVEN if you know how resilient cats can be, if you are a cat owner, you would not want any harm to come to your cat. It's terrifying to realize that there's a disease that affects cats that you can not fully prepare for in order to keep it from afflicting your pet.

In 2021, I wrote an article titled, “Losing Whisky, Saving Punky” It was about our first rescue, Whisky, who got lost and about Punky, our elderly cat in the farm who seemed to have experienced the “saddle thrombus”. That was one emotional article I wrote back then.
Last year, in December, our cat Suki experienced the same ailment as Punly. We are glad it is far milder in Suki’s case but for almost three (3) weeks, she could not sit or perch and it was extremely difficult for her to lie down on her side.
From the waist down, she was very sensitive to touch, as if the slightest graze is really painful. She was wriggly and she frequently licks her behind. It was a good thing, though, that she never lost her appetite. But in spite of it, she still lost a lot of weight. And, it was always a painful ordeal for her to do her toilet routine.
We immediately suspected that it might have been the saddle thrombus that Suki experienced. Suki had all the symptoms. Yes, we could have brought her to the vet but, unfortunately, we cannot afford it. So, what we did was use our knowledge with the natural herbs that we know we can use to treat symptoms of the suspected illness. Glad to say, Suki is now okay. Her wriggling had stopped. Her sensitivity with her lower back is gone. She can sit well and ‘loaf-perch’ (as gen Zs call it. Loaf-perch is when a cat rests on all her four knuckles.) now. But she still has not yet gained a healthy weight.
What is a saddle thrombus?

Veterinarian Wendy Brooks, in "Feline Aortic Thromboembolism (FATE or Saddle Thrombus)," says a saddle thrombus is a blood clot that forms from a larger clot in the heart, travels down the aorta, and becomes lodged at the saddle. Not only is the blood supply to one or both of the back legs severed, but a metabolic cascade

occurs, resulting in the release of various inflammatory mediators (especially serotonin). The muscles in the back legs harden, the foot pads turn bluish, and the condition is excruciatingly painful. Inflammatory mediators have a high propensity to cause circulatory shock. The largest artery in the body is the aorta. It begins at the heart and runs down the length of the back, eventually splitting into the arteries that supply blood to the back legs. The saddle refers to the point at which the aorta divides into the left and right iliac arteries.
Why would there be a large blood clot in a cat’s heart?
The turbulent blood flow caused by heart disease promotes the formation of clots. According to Brooks, not every cat with heart disease will form an abnormal clot, and in fact, the majority will not; however, there is currently no clear way to predict which cats will and will not form these clots. Having said that, there are some intriguing echo findings that point to an increased risk. Brooks says the problem is that in order to begin preventive therapy, there must have been a reason to see a cardiologist in the first place. The majority of cats with aortic thromboembolism do not have any of these symptoms, and the saddle thrombus is the first sign of a problem.
What are the symptoms of a saddle thrombus?
The website PDSA published an article "Saddle thrombus (aortic thromboembolism) in cats," by The Vet Charity for Pets in Need which says the symptoms appear suddenly and include:



- Excruciating pain (crying, fast breathing, hiding),



- Inability to stand or dragging one or both back legs (occasionally a front leg),


- Chewing or licking the affected leg (s),
- Tighten the muscles in the affected leg (s),
- The affected leg(s) is/are cold to the touch, and
- Pale footpads in the affected leg or legs (can be difficult to tell if they are black).
The moment you observe these symptoms in your cat, please bring her to the vet immediately if you do not know any first aid treatment for the symptoms because saddle thrombus is a very serious condition from which most cats do not recover.
What is the treatment for this?
PDSA tells us that vets will usually do the following:
1. Pain alleviation. Your veterinarian will give your cat pain medication.
2. The blood clot is being dissolved. To dissolve the clot, your vet will use 'clot-busting' medications.


3. Surgery. If the clot does not dissolve, some
specialist veterinarians can perform surgery to remove it, but this surgery is extremely dangerous. The vessel that the blood clot sits inside is likely to be very small and difficult to access, and if the clot is successfully removed, the sudden release of blood into the leg can cause a condition called “reperfusion injury.” This is a very serious problem that causes severe swelling in the leg, toxins to be released, and frequently results in death.
4. Physiotherapy. If it is not too painful for them, your cat may benefit from physiotherapy.

5. Taking care of the root cause. Your veterinarian will investigate the cause of your cat's saddle thrombus and treat it accordingly, such as heart disease, hyperthyroidism, or cancer.
How do we prevent this from happening to our pet cat?
The best way to avoid a saddle thrombus is to have your cat checked by a veterinarian on a regular basis. Proper nutrition and lifestyle check is also always on the 'must do' list.
