Salceda urges PBBM to name

PEZA chief soon

ALBAY Rep. Joey Sarte Salceda on Saturday called on President Marcos to appoint a permanent director-general for the Philippine Economic Zone Authority (PEZA).

Salceda, chairman of the House Committee on Ways and Means, made the call following the recent confirmation of Trade Secretary Alfredo Pascual, thus vacating the seat if the PEZA board chairman.

“Many congratulations to Secretary Fred Pascual. Now I hope a permanent PEZA head is next,” Salceda said.

Salceda expressed confidence Pascual would recommend to the President the next PEZA director-general “without further delay.”

“The world is beginning to go back to pre-pandemic normalcy, as Secretary Pascual would know. So, some unique windows of opportunity to take advantage of COVID-19 worries of multinational firms are also closing. We need a PEZA DG who can shoot decisively in the hunt for big whales and big elephants of investors,” Salceda noted.

“Only security of tenure can give that certainty. I’ve recommended a few names, but I think Secretary Pascual can make that case to the President best,” he added.

“With PEZA now having a permanent Board chair, we need a permanent PEZA Director General, not an OIC. The PEZA DG can make longer-term commitments and make a stronger case for special incentives for special circumstances to the Fiscal Incentives Review Board. That’s crucial for attracting big whales,” Salceda said. Salceda said he hopes the country could begin preparing more long-term incentive packages for “big electronics companies such as TSMC, big defense manufacturers, and firms engaged in critically deficient areas, such as shipbuilding.”

“The services sector is straightforward, almost ministerial. But manufacturing, especially capital-intensive manufacturing, requires more tailor-fit incentives and various other forms of support.

Barzaga also noted that Gatchalian perfectly fits the role because he personally knows and has seen the problems of his poor constituents who were in need of medical assistance, livelihood, and other basic services.

“As a mayor, one of his programs was the Barangay-Based Feeding Program (BBFP), Valenzuela City’s free supply of nutritious ready-to-cook food for malnourished children,” Barzaga recalled. Deputy Speaker Ralph Recto also lauded Gatchalian’s appointment.

PCSO eyes 10% DST to hike funds for UHC

THE Philippine Charity Sweepstakes Office (PCSO) urged Congress to reduce its documentary stamp tax (DST) by one-half, or from the current 20 percent to 10 percent to be able to contribute more funds to the Universal Health Care (UHC).

THE Civil Aviation Authority of the Philippines (CAAP) pushes the improvement and expansion of airports in Mindanao.

CAAP spokesman Eric Apolonio said major airport development projects have either been undertaken or are currently being implemented in the South, notably the Butuan and Davao airports. Apolonio said the expansion of the passenger terminal in Butuan that started on December 6, 2021was completed last on December 16, 2022 at a total

PH COVID positivity rate dropped to 1.8%

The Philippines’ COVID-19 positivity rate has dropped to 1.8 percent on Friday, according to the independent monitoring group OCTA Research. OCTA Research fellow Dr. Guido David cited a report by the Department of Health (DOH) saying there were 156 new COVID cases on Friday, 14 deaths, 179 recoveries, and 9,626 active cases nationwide.

The NCR had the most number of new cases at 53. David said 100 to 150 new COVID cases nationwide were expected on Saturday. January’s nationwide COVID positivity rate was placed at 5.7 percent. As of Friday, the country’s COVID count was at 4,073,706, while the active infections increased to 9,626.

DENR-BARMM accord on climate, disaster forged

THE Department of Environment and Natural Resources (DENR) and its counterpart agency in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) have forged an agreement to boost Mindanao’s climate and disaster resilience and sustainable development goals.

DENR Secretary Antonia Loyzaga and BARMM’s-Minister of Environment and Natural Resources (MENRE) Akmad Brahim signed a memorandum of understanding (MOU) to support their respective programs and projects based on the objectives and strategies defined in the Mindanao Climate Resilience Framework Plan and the output of the DENR-led Multi-stakeholder Forum.

Loyzaga stressed that the diversity in Mindanao requires a systemic, consultative and contextualized approach to environmental conservation and protection.

“The DENR is committed to ensuring that consultation with communities and different sectors are at the basis of the fundamentals and ground works that need to be done in order to become responsive to these various needs,” Loyzaga said. Under the MOU, the DENR will provide technical assistance to MENRE-BARMM for the exploration, development and utilization of natural resources under its territorial jurisdiction.

US says second Chinese ‘spy balloon’ over Latin America

ACHINESE spy balloon has been spotted over Latin America, the Pentagon said Friday (Saturday, Manila time), a day after a similar craft was seen in US skies, prompting the scrapping of a rare trip to Beijing by US Secretary of State Antony Blinken.

WESTERN allies pledged precision rockets and missile systems to Ukraine on Friday, after President Volodymyr Zelensky called for sophisticated weapons to help retain control of the embattled eastern city of Bakhmut.

The European Union agreed to introduce price caps on Russian petroleum products to try to further limit Russian President Vladimir Putin’s war chest by targeting his key exports.

The announcements came shortly after Zelensky told a summit with EU leaders in Kyiv: “No one will surrender Bakhmut. We will fight as long as we can.

“If weapon (deliveries) are accelerated –namely long-range weapons – we will not only not withdraw from Bakhmut, we will begin to de-occupy Donbas,” he said of the eastern region of Ukraine.

The United States on Friday announced a new $2.2-billion package of arms and munitions, which the Pentagon said included a new rocket-propelled precision bomb that could nearly double Kyiv’s strike range against Russian forces.

The ground-launched small-diameter bombs (GLSDB), which can fly up to 150 kilometers (93 miles), could threaten key Russian supply lines, arms depots and air bases far behind the front lines. AFP

Kishida hits aide’s homophobic talk

JAPANESE Prime Minister Fumio Kishida on Saturday called homophobic comments made by one of his secretaries “outrageous,” indicating he could consider dismissing the aide.

Pat Ryder said: “We are seeing reports of a balloon transiting Latin America.”

“We now assess it is another Chinese surveillance balloon,” he added, without specifying its exact location.

Moments before Blinken’s decision to cancel his trip – aimed at easing tensions between the two countries – China issued a rare statement of regret over the first balloon and blamed winds for pushing what it called a civilian airship into US airspace.

But President Joe Biden’s administration described it as a maneuverable “surveillance balloon.”

With the rival Republican Party already on the offensive, Blinken postponed a twoday visit that was to have started Sunday.

In a telephone call with senior Chinese official Wang Yi, Blinken saidhe “made clear that the presence of this surveillance balloon in US airspace is a clear violation of US sovereignty and international law, that it’s an irresponsible act.”

ASEAN ministers urge Myanmar to implement agreed peace plan

SOUTHEAST Asian ministers at the end of two-day talks in Indonesia on Saturday urged Myanmar’s junta to implement a five-point peace plan agreed two years ago to create a path towards ending the country’s political crisis.

Indonesia – Southeast Asia’s biggest economy – is the chair of the 10-member Association of Southeast Asian Nations (ASEAN) for 2023 and will host the bloc’s annual leaders’ meetings later this year.

But the ministerial meeting in Jakarta has been overshadowed by thesituation in Myanmar, which has been in turmoil since the army seized power in February 2021.

Indonesian Foreign Minister Retno Marsudi said Jakarta proposed an implementation plan to ASEAN members for the “five-point consensus” agreed with the junta in April 2021 that called for an end to violence and dialogue between the military and rebels.

Meanwhile, the Armed Forces of the Philippines expressed optimism on the agreement of the Philippines and the United States to designate four new sites in the country for the Enhanced Defense Cooperation Agreement (EDCA).

Blinken said, however, that he told Wang “the United States is committed to diplomatic engagement with China and that I plan to visit Beijing when conditions allow.”

According to Chinese state news agency Xinhua, Wang said the two discussed the incident “in a calm and professional manner.”

“China is a responsible country and has always strictly abided by international law,” Xinhua quoted Wang as telling Blinken.

“We do not accept any groundless speculation and hype,” he said, calling both sides to “avoid misjudgments and manage divergence.”

On Saturday, the Chinese foreign ministry released a statement addressing Blinken’s announcement that his trip would not go ahead.

“Some politicians and media in the

United States used the (balloon) incident as a pretext to attack and smear China,” it said.

The statement further added in regard to Blinken’s trip, which had been widely publicised in the United States: “As a matter of fact, neither China nor the United States has announced any visit.

“It is the United States’ own decision to release the relevant information and we respect that.”

Blinken would have been the first top US diplomat to visit China since October 2018, signaling a thaw following intense friction under former president Donald Trump.

Last month, Blinken said he would use the trip to help establish “guardrails” to prevent the relationship from escalating into all-out conflict.

6th Memphis police fired over Tyre’s

THE Memphis Police Department on Friday said it had fired a sixth officer involved in the arrest of Tyre Nichols, the 29-year-old African American whose fatal beating shocked the nation.

Preston Hemphill, who had been in the southern US city’s police force since 2018, “violated multiple departmental policies,” including on “personal conduct,” “truthfulness” and regulations on Taser gun use, the department said in a statement.

Five other officers had already been fired and charged with murder over Nichols’s death.

Hemphill, a white man, had been suspended since the beginning of the department’s investigation, but that was not made public until Monday.

Nichols was arrested by members of a special police unit called Scorpion on January 7 for what police said was a traffic violation.

The survey asked 1,200 respondents what language should be used as the primary mode of instruction for Grades 1 to 3 students.

Only 38 percent picked the dialect in their region, while Filipino was the most preferred (88 percent), followed by English (71 percent).

The K to 12 law mandates that the education, instruction, teaching materials, and assessment from kindergarten up to Grade 3 shall be in the regional or native language of the learners.

The Department of Education is tasked to formulate a mother language transition program from Grades 4 to 6 so that Filipino

and English shall be gradually introduced as languages of instruction.

At the secondary level, the two languages will become the primary languages of instruction.

Cebu-based micro-enterprise continues to innovate, diversify

Sandria’s Delicious Concept is rebooting systems to start anew projects stalled by the health crisis, building more connections and networks to reach out to markets beyond her hometown in Cebu to other parts of the country and eventually to markets overseas.

“Were doing good, even better now that the pandemic is over. There were challenges along the way. Everybody was bitten, a lot still hurting. But we pushed through and we even expanded in the past 3 years,” said Sandra Cadusale, owner of Sandria’s Delicious Concept, a budding micro, small and medium enterprise (MSME) rooted in Minglanilla, Cebu. Her business was more of a homebased enterprise years before she was able to afford her own production facility. Manufacturing “barquiron” was a hobby business that started with small orders from friends and officemates not too long before the pandemic disrupted small and big enterprises.

The disruption, though, offered new opportunities for Sandria’s as the business realized the need to pivot to survive the crisis which was what the enterprise did.

During the pandemic, families were scrimping on food due to weak finances and snacks including native delicacies have taken the backseat.

Cadusale temporarily halted the production of native delicacies following a string of cancelled purchase orders (POs). Clients from as far as

Albay and Masbate have cancelled their POs, but Cadusale did not see this as an occasion to lose faith. She donated the unserved orders to front liners, those manning the check point stations, to hospitals and medical volunteers.

“The least I can do for these people is support them. It just happened that some orders were not delivered. So instead of selling them online, I donated the undelivered goods to volunteers in the hospitals, to people stationed at the check-points and to the LGU. I truly hoped my products cheered them up. I hope many people have derived joy from eating my products,” she said, counting her blessings.

Sandria’s officially started producing barquiron in commercial quantity in 2018, right after Cadusale joined the Kapatid Mentor Me (KMME) program, a coaching and mentoring program introduced by the Department of Trade and Industry (DTI) linking MSMES to big corporations for tips and information that will help small enterprises compete in the market.

Her signature barquiron has won recognitions several times over from local award giving groups and thrice for the Seal of Excellence Award.

While her native delicacy segment was at a stand still, Cadusale started a commissary project supplying packed meals to volunteer vaccinators on an P8 million contract with the local government, but only P5 million was consummated since the people’s interest to get booster shots have also waned as the pandemic eased.

Sandria’s have supplied packed meals to 2 Aboitiz power plants in Cebu during the course of pandemic until 2021. It has also catered to and continues to supply on-demand packed meals to several local government agencies during seminar and trainings.

From revenues earned, Cadusale was able to fend for her family and her workers needs. The bigger portion

of the revenues went to financing a small manufacturing plant for snacks and a new production building for her growing commissary business.

Before the pandemic broke, she has a consignment contract with Ministop stores in Cebu. The contract fizzled out as the lockdowns forced people to stay at home, and without consumer base, even convenience stores stopped operating for a while. Sandria’s was supplying the store’s demand for Shanghai rolls, sliced pork, sandwiches and salads.

In late 2022, Ministop sought to renew severed ties with Sandria’s after the former pitched new food ideas to add the stores’ meal line-up. Nothing has been finalized yet, but Cadusale is hopeful things will out with the convenience store chain.

She has taken in displaced workers from big time competitors, whose she has supported even while the snacks segment of her business has not yet restarted production. So when the snacks segment resumed operations, Sandria’s has 13 busy pair of hands ready to restart manufacturing. Today, the Sandria’s employs 34 workers for the snacks and commissary businesses.

Another opportunity for the commissary segment lost to pandemic was a contract to serve in-flight meals of Cebu Pacific. Talks has recently resumed and Sandria’s is in a frenzy to serve the airline’s food needs.

Indeed, things are looking up for Sandria’s as stalled affairs and new opportunities are happening fast and almost simultaneously during the turn of the year. The micro-enterprise is also signing a long-term supply contract with the famous Otap and Rosquillos maker Titay’s Liloan Rosquillos and Delicacies, Inc. Sandria’s will be supplying Titay’s with its signature classic barquiron.

“I’m glad that even the giants in this business have recognized my product. In fact, barquiron is our flagship product. Back in the early years of our production, it was a great surprise to us to have won several awards despite our crude packaging. with the help of OTOP (One Town, One Product), we have immensely improved our packaging not only

Nomad, a product aggregator with stores inside the Mactan International Airport, is one of Sandria’s loyal clients for its homemade tocino and chorizo products. Sandria’s I snow producing chorizo ins hundreds of kilos and delivers to clients all over Cebu but not yet to supermarkets.

Sandria’s is planning to register the homemade chorizo by securing a certificate of product registration (CPR) from the DTI so the product may find its way to select supermarkets and groceries. Chorizo de Cebu will be sold under the Sandria’s brand.

But the core at the WPO is the drive to educate more people about the effectiveness and correctness of packaging,” said WPO president Pierre Pienaar at the formal opening of ProPak Philippines Wednesday.

WPO is a non-profit, non-governmental, international federation of national packaging institutes and associations, regional packaging federations and corporations and trade associations to encourage the development of packaging technology, science, access and engineering; contribute to the development of international trade; and stimulate education and training in packaging.

Pienaar noted that the global packaging industry needs technical expertise or “we will have a void in our industry in the next 5 to 10 years”.

IT’S going to be a water festival like no other, featuring swimming competitions in various bodies of water in the Zamboanga Peninsula in Mindanao.

Imagine kids joining a clean-up drive after a fun swim in the open sea; contingents from the Philippine Coast Guard, Navy, and the Maritime Police vying for pride in swim fest; and the best open water swimmers like Pinoy Aquaman himself, Ingemar Macarine, taking on all comers for supremacy.

These are just some of the activities that will mark the Zamboanga Peninsula Open Swim Circuit kicking off in the picturesque seaport city of Zamboanga on Feb. 12, according to one of the organizers, Japy Silapan.

“It’s going to be a festive atmosphere along the coastal road as we watch open water swimmers vie for honors,” said Silapan, president of Zamboanga Open Water Swim Club.

Taking the lead is the Department of Tourism Region 9 which aims to promote eco-sports tourism in the region.

“Our aim is to raise the profile of the Zamboanga Peninsula once as a top foreign and local destination for tourism and sports once again in launching the Zamboanga Open Swim Circuit with the involvement of various local government units,” noted DOT Region 9 Director Dara Cataluña.

The four-leg open water swimming series, featuring the region’s top scenic attractions, was launched on Saturday at the Balesin Restaurant of the Makati City Club at the Alphaland condominium in Makati.

Also gracing the affair were DOT Region 9 senior tourism officer Charles Anthony Rotoni, Zamboanga City tourism chief Sarita Sebastian-Hernandez, Zamboanga Open Water Swim Club president Japy Silapan and Philippine Swimming Inc. president Lani Velasco.

“This project is in line with the thrust of Tourism Secretary Maria Garcia Frasco’s vision that no province or area should be left behind in local tourism.

My own governor, Mike Uy of Zamboanga del Sur, is also keen on promoting tourism in our province,” Cataluña revealed.

“Our aim is making the Zamboanga Peninsula a major eco sport tourism hub in the region and open water swimming is just the star of many sports-related activities we intend to launch, which will include golf as well as diving,” Rotoni said.

“We want to come up with a tourism package that will also educate our participating swimmers in habitat conservation and management while also highlighting community-based tourism activities in Region 9,” Rotoni added.

“This project appeals to our vision as a club to open up tourism in the region, especially sustainable development. We will also want our club to be a prime mover in developing the coastal communities,” said Silapan, whose club will organize and oversee the technical aspects of the circuit. For every leg of the activity, there will be two or three distances - ranging from 1.5 km to 5KM - that participants can register for.

Mondilla chases elusive TCC Invt’l crown

MOTIVATED by crushing setbacks, Clyde Mondilla never runs out of patience and hope in pursuit of a championship missing in his trophy collection, gearing up for another possible shot at The Country Club Invitational crown beginning Tuesday (Feb. 7) at the TCC course in Laguna.

“As much as possible, I practice daily – fairways in the morning then range in the afternoon,” said Mondilla, who had squandered two clear cracks at the title in the last two editions of the Philippine Golf Tour’s flagship tournament. He co-led with young Korean Tom Kim in the third round in 2019 but wavered with a 76 in the final round and ended up third behind the now PGA Tour star and Keanu Jahns. The 2010 national amateur champion also lost by one to Guido van Der Valk in 2020 before the event took a forced two-year break due to the pandemic.

But heading to the record P6 million championship, Mondilla admits he remains far from reaching top form, saying: “Even if I practice every day, I still have so much to improve on.”

With 12 titles under his belt, however, including the Philippine Open in 2019, also at TCC, Mondilla looms as one of the marked players from among the elite cast spearheaded by five former winners, including one of the event’s two three-time

TO COMMEMORATE the 6th Founding Anniversary and General Assembly of Big Dreams for Little People Philippines, Inc. (BDLPP), professional designers, educators, and promising student-artists have conceptualized and created stylish ensembles of Filipino little people (LP).

BDLPP is a non-profit organization that spreads awareness and advocates for equal rights and protection of the LPs.

The industry experts and homegrown talents from the Fashion Design and Merchandising (FDM) Program of the De La Salle-College of Saint Benilde (DLS-CSB) lined the Ayala Malls Manila Bay Activity Center with specially-curated chic looks for a fashion exhibit.

The bespoke garments, which were all later donated to BDLPP after the event, championed the importance of establishing a standard Filipino Sizing System. This will benefit individuals of short stature. as well as open opportunities for their future product development.

They likewise exemplified the unique ergonomic design for LPs and the incorporation of a wide range of trends and styles tailor-made for their sizes.

Fashion designer-educator Roxoanne Bagano-Dizon , a bespoke couturier for weddings, debuts, and formal events, presented an elegant bridal gown. Fellow fashion designereducator Ionica Abrahan Lim , who specializes in creating quintessential dressing gowns for brides and their entourage, together with Maxine Dela Cruz , a budding student-artist of Benilde FDM, personally styled a number of

casual everyday looks that will boost the confidence of LPs.

Paris Fashion Week 2023 show moved to July

FILIPINO designer Albert Andrada’s debut solo show in Paris Fashion Haute Couture 2023, originally set on January 25 and 26, at The Westin Paris – Vendôme, has been rescheduled to July 2023 in time for Parish Fashion Week Haute Couture on July 3 to 6.

The decision to postpone the show was made to ensure that all key elements of the show will reflect the production team’s vision to present the designer’s signature touch and artistic talent.

According to a statement sent to Manila Standard Lifestyle, “Mounting the show during the Paris Fashion Week Haute Couture in July will give the team ample time to present a show that Filipinos can be truly proud of.”  Andrada established a stellar career when he became a favorite designer of the Arab Royal members. He was appointed designer of the ruling family in Fujairah of the United Arab Emirates. One of his prominent clients and muse also include Pia Wurtzbach who wore an iconic blue Andrada creation when she was crowned Miss Universe 2015.

Paris Fashion Week, also known as Semaine de la mode de Paris, is held semi-annually in the French capital as a regular designer presentation featuring designs for spring/summer and autumn/winter. Dates are determined by the French Fashion Federation.

GARRETT BOLDEN reflects on experience in GUAM for ‘MISS SAIGON’

PERFORMING in any rendition of a criticallyacclaimed stage musical is a unique opportunity for any singer’s career. While performers like Lea Salonga proved time and time again that she belongs on the roster of Broadway musicals and similar productions, other newly-established artists gained a footing and are showing their talents in musicals.

Last year, the Kapuso Soul Balladeer Garrett Bolden embarked on a new and unique chapter of his career as he joined a production of Miss Saigon in Guam, USA, early on September 22 as an American GI named John Thomas.

For Garrett, the experience is one for the books.

“It’s something new na ginawa ko . It’s a production in which I’ve learned a lot of new wisdom when it comes to singing and performing. And it’s something that I would love to do someday again,” Garrett said during an online media conference.

Despite having his talent recognized and celebrating a career milestone, Garrett also admitted it was a challenging experience for him, which he enjoyed every minute.

“Not only was I able to unlock a new skill, but I also enjoyed working with other

theater actors.” the Kapuso Soul Balladeer shared.

He added that singing “Bui Doi” was the best part of his experience because of how he pulled it off. When Garrett first announced he was joining the cast of Miss Saigon, people who knew about the musical reminded him of the relevance of “Bui Doi.” It wasn’t until his last show for Miss Saigoin in Guam that he felt the message and power of the song.

“It took me a while because all the pressure was on me. But when I just listened—it’s possible pala to listen to yourself while singing, to listen to the story, and it’s magical,” Garrett said.

Now that he’s back in the Philippines, Garrett has new music to share with his adoring audience.

HBO drama The Last of Us has been renewed for a second season. The series is co-created by Craig Mazin (Emmy Award-winning creator of HBO’s Chernobyl) and Neil Druckmann (creator and writer of the award-winning The Last of Us franchise and Naughty Dog Co-President).
