PNP notes 149 crimes vs. female students during the last 2 months cites Singapore model for optional policy even in enclosed spaces

THE Philippine National Police said it has recorded 149 crimes against female students across the country in the last two months – majority of which involved rape, PNP chief Police General Rodolfo Azurin Jr. said in a statement. “Our intention is not to cause panic, but we advise students to be cautious of their surroundings at all times,” Azurin said.PNP data showed most of the crimes happened in the National Capital Region. Cases of acts of lasciviousness and violations of the Anti-Violence Against Women and Their Children Act of 2004 were also recorded. “When their parents tell them not to trust strangers, the children must take this seriously,” Azurin said. INBRIEFS FORMER Commission on Elections (Comelec) spokesman James Jimenez, is set to retire on Sept. 16. Jimenez served as the poll body’s mouth piece for 15 years. Comelec chair George Garcia in a statement on Saturday confirmed the retirement of Jimenez, who remained the head of the Education and Infor mation Department (EID). Garcia thanked Jimenez’s for his services, including as EID head, since 2004.The poll body will soon start the vetting process for Jimenez’s replace ment, even in an acting capacity. It could be raining diamonds on planets throughout the universe, scientists suggest ed Friday, after using common plastic to recreate the strange precipitation believed to form deep inside Uranus and Neptune. Scientists had previously theorised that extremely high pressure and temperatures turn hydrogen and carbon into solid dia monds thousands of kilometres below the surface of the ice giants. Now new research, published in Science Advances, inserted oxygen into the mix, finding that “diamond rain” could be more common than thought. Ice giants like Neptune and Uranus are thought to be the most common form of planet outside our Solar System, which means diamond rain could be occurring across the Dominikuniverse.Kraus,a physicist at Germany’s HZDR research lab and one of the study’s authors, said that diamond precipitation was quite different to rain on Earth. Under the surface of the planets is believed to be a “hot, dense liquid,” where the diamonds form and slowly sink down to the rocky, potentially Earth-size cores more than 10,000 kilometres (6,200 miles) below, he said. There fallen diamonds could form vast layers that span “hundreds of kilometers or even more”, Kraus told AFP. Michelle Mercado, who has been teaching at Rosario Elementary School in Pasig City for 20 years, said the school’s literacy and numeracy assess ments conducted before the end of the previous school year had revealed a wide learning gap among students. “There was an assessment conducted to identify the children who were not Grade 1-ready. Grade 1-ready means they should at least know the sounds, alphabets and words, but the results of the assessment showed there were children who fell behind in learning,” MercadoTeacherssaid.from Rosario Elementary School conducted home visits to assess students who were not able to attend limited face-to-face classes. “We were expecting that they would be able to answer the test well, but when the teacher read the questions, we found there’s really a gap. But the number of our honor pupils reached 600, based on the results of the per formance and written tests that were taken at home. While we did our part to make sure that the ones taking the tests were the children, it’s still different,” sheEdisasaid.Dublado, a 38-year old mother of two including a Kindergarten pupil and a Grade 3 student, said her eldest needed to improve his reading skills. * * * One interesting release from 2020 that’s gone under the radar is Rogelio Sicat’s translation into Filipino of Czech writer Karel Čapek’s 1920 science fiction play R.U.R., which stands for “Rossumovi Univerzální Roboti,” rendered by Sicat as Robot Unibersal ni Rossum  In her foreword to the book, Czech Ambassador to the Philippines Jana Šedivá called R.U.R. “one of the few Czech books that [is] world-renowned,” adding that she was “happy that Filipino readers can now read this extraordinary book in Filipino.” She also said their embassy in Manila promotes the “usage of mother tongue in the Philippines” and thus coordinates the translation of “masterpieces of Czech language” into local languages, a practice begun by her predecessor, former ambassador Jaroslav Olša, Jr. Čapek’s play introduced the word ‘robot’ to the world, a coinage from the Slavic ‘robota’ meaning the sort of forced labor done by serfs. To mark the centennial of the play, the Embassy of the Czech Republic in Manila partnered with Ateneo de Naga University Press to produce the book, which was launched virtually in May 2021. The play recounts how a scientist creates robotic crea tures from organic materials (like the Replicants in Blade Runner). At first, they are willing to work for humans, but after some time they revolt and kill everyone except for one engineer, and take over the world. Sicat’s translation is spare and elegant: “Mahabag ing langit, dumarami pa sila,” says Dr. Gall, as the ro bots surround the hiding place of the few remaining humans. “Nakatayo silang parang pader na rehas ng garden. Bakit napakatahimik? Nakakatakot mapaligi ran ng katahimikan.” It would be wonderful to see this staged; I haven’t heard that it has been yet. * * * Another work that should be given more attention is Lapat: Antolohiya ng mga Kontemporaneong Kuwento edited by Luna Sicat-Cleto and associate editors Ro mulo P. Baquiran, Jr. and Francis Paolo Quina It’s a powerhouse collection of 17 short fiction from some of the country’s finest writers, among them Dean Francis Alfar (East of the Sun), Allan N. Derain (Hilaw at Luto sa Bang kete ni Kapitan Gimo), Charlson Ong (Widow), Chuckberry Pascual (Pusóng), Rolando B. Tolentino (WHO (FACE PALM)), and Eliza Victoria (Blessed are Those Who Suffer). Widow, in particular, is a spectacular addition to a genre I call, for lack of an existing term or any that I am aware of, “Marcospunk” – speculative fiction about the Marcoses or the Martial Law era. (I was also thinking of “dictatorpunk,” but that would be a general term encompassing Mussolini, Franco, and other fascists). This shift in the workforce is sweeping through offices globally and locally, with some saying this is part two of the “great resignation” that management professor Anthony Klotz coined in May 2021.  Meanwhile, several business owners disagree with the movement. A Facebook group named “Startup PH” has a thread asking its members, who most prob ably are startup business owners or are planning to be as the group name suggests, what their opinions are, and a few of them aren’t taking it well.  A netizen commented, “In a startup setting, unless you’re one of those heavily funded ones, you do need people to go above and beyond what they were hired to do.” However, some others agreed that it is for the best and nothing is wrong with setting boundaries, which is the entire premise of quiet quitting.  The gist of the quiet quitting movement is to resist the unjust practice of exploitative employers, a few be ing hiring one employee to do the job of two, mandato ry and unpaid overtime, a promotion without any salary increase, and low-balling applicants, especially fresh graduates. Employers should stop expecting employees to go above and beyond without proper compensation. An occasional pizza at work doesn’t count.  Moreover, employers tend to dangle a promotion in front of their employees to encourage them to work hard, but not every employee wants one, which employers tend to overlook. As a result, those doing their job just fine unjustly receive the label of under achievers for not going the extra mile.  A company should not create a work environment that only flourishes with insane pressure with a bunch of burnt-out employees but one that strikes a good balance between work and life.

Cristina A. Montes offers younger readers a pre-Hispanic adventure story blending fantasy and history in Amihan: A Novelette. The titular charac ter is a young girl who is given as a slave to Rajah Humabon’s wife Hara (Queen) Humanay. Around that time, white men in large ships visit their island of Sugbu. Their leader, Fernando Magayanes, is looking for spices, gold, and other valuable things. With him is a man dressed in a brown robe that looks heavy and hot – this is Father Valderrama, who teaches the Sugbuanons about his god “Dyos” and his son “Hesus.” Amihan and her uncle Layag are among those who accept the new faith.  After the preliminaries that set the stage, the rest of the story imagines how Christianity might have spread among the inhabitants of the island in 1521. The usual narrative, writes Montes in her afterword, is that “heavy-handed” tactics were used to impose the new religion. But what if the early Visayans “actually found something attractive in Christianity, such that they freely accepted it for its intrinsic worth?” Readers will be beguiled not only by the story, but also by the vibrant and energetic illustrations that adorn the pages of Amihan.

A thensix-year-old Anthony Sayo realized his passion for performance and storytelling, especially after watching American professional wrestler Hulk Hogan. Subconsciously, he wanted to become like the celebrity he saw on-screen, and so began his pursuit despite any roadblocks. His first challenge, however, came from within his home. Since he and his parents hail from the province, they limited themselves to the Asian mindset, where they encouraged their children to become doctors or lawyers. Sayo didn’t blame his parents for this perspective, but he admitted he was discouraged. During college, he became further inspired by Hollywood movies because, for him, they have deeper storylines and broader genres. So even though he graduated from the University of the Philippines Diliman with a bachelor’s degree in political science, he still sought to achieve his dream of being a Hollywood actor. “It seems like I am more creatively challenged with the stories that they make. Yung gusto ko na maging part of that movie business abroad,” he said during an interview.Eventually, Sayo found a school in Mactan, Cebu, the International Academy of Film and TV. While studying there, the then aspiring Hollywood actor met the international faculty. “My acting teacher was an American with experience in European and American showbiz. From him, I was able to get general information on how to start a journey. He told me, ‘Anthony, if you want to pursue a career in Hollywood, you have to fly to LA and enroll in an acting school,’” Sayo said. Now more knowledgeable about acting and the Hollywood entertainment industry, Sayo traveled to Los Angeles in 2019 to realize his dream of becoming an actor. He enrolled in the Los Angeles Performing Arts Conservatory in Santa Monica. He met new people with different backgrounds and perspectives, which added to his mindset as a film actor. While there, Sayo also realized that the key to becoming a good actor, especially a leading man, lies in how he works well with the director, cinematographer, and other production team members. He explained that without the right team, any actor, even if they’re skilled ones, won’t get the limelight they deserve.

She took him to a vet for treatment and then eventually found a home for him. But in 2021, Buddy got sick. Kat recounts, “They [adopters] told me that Buddy needed urgent medical assistance and they couldn’t afford to handle his case. They asked me to help Bud dy and take him with me again. I immediately sought assistance from Doc Joseph de Guzman of ANGKOP team. Buddy was given all the necessary medical treat ment and medication. However, it was determined that he’ll be permanently blind. Finding a home and family for a blind dog would be more difficult, but I couldn’t give up. That’s when I decided to reach out to Ma’am Bobbie who then gave Buddy the home he de serves. He was embraced with so much love and care. Buddy is finally happy. Despite being apart for several years, whenever we meet, it was always just like the first time we met. He’ll approach me and treat me as if I am his owner. We’ve been through a lot together. When Milky, our dog, had another infection just last week (and it was a lot worse than the first time because of the infected wounds caused by her constant scratching in just a day), it was so bad that we had to bring her to the vet again for treatment. Start by maintaining the cleanliness of your dog's ears. One of the simplest remedies to produce is a mixture of 3 per cent (%) hydrogen peroxide and wa ter, which can help eliminate wax buildup in the ears. Jen Yu, a full-time animal rescuer, has been rescu ing cats for decades now. Her whole family is also involved and they currently have 30 rescued cats. Jen says that almost all of their cats are neutered or spayed. “We have a lot of rescues through the years, and I can honestly say we do have favorites. Jen emphasizes the importance of neutering and spay ing and wants to remind everyone that a pet is a com mitment. “It irks me that a lot of people are still ignorant about animal birth control. I just hope that one day we will be given an opportunity to educate people about TNR and the benefits of neutering/spaying,” she says. “And yeah, a gentle reminder for people who want to get a pet. Eva Marie Salcedo, a window blinds and glass alumi num contractor, rescues stray animals because it’s her way of paying forward. She says that she’s been given so many blessings so she wants to share those blessings with others. Her most recent, and most memorable, rescue was a senior stray cat. Eva says, “I initially named him Crispy. He was at death’s door when I found him. I took him to the vet and, thankfully, he is recovering. And now that he seems to have a new lease on life, I renamed him Crispin.” Crispin will spend the rest of his senior life with Eva, his forever mommy. Chi Medalla is a passionate animal welfare advo cate. She was awakened to the plight of the strays in 2016. Chi says, “My most memorable rescue was during a visit to my vet. I saw him treating a stray dog who was a cross-breed mix. He mentioned that it was left there on purpose because its irresponsible owners knew he was kind to strays. The dog was fully covered in mange, skinny but friendly. I told him that I will help him look for an adopter. Several weeks passed and I was able to find a loving family for the dog. But when I came back to pick him up, my vet said that the dog was taken by the pound. However, since he is the friend of the city vet, he made sure that the dog was secured so he can be redeemed. I immediately arranged for the dog's pick up at the pound. My ex citement to see the dog came to a halt as I witnessed the sorry and pitiful condition of the dogs there. In my eagerness to save them all, I bravely posted it on Facebook. I pleaded for their condition and asked if anyone could adopt the poor dogs. I prayed hard and to my surprise, many stepped up. Two shelters came in and got all 55 dogs, including three cats.” Chi hopes that local government units (LGUs) will provide free spay/neuter, TNR, and anti-rabies shots so that the number of stray animals can be lessened.
