Floirendo said the closure of CCP, a venue for performances and exhibi tions for various local and internation al productions will be closed starting January 1, 2023. She said the closure is recommended for repair and retrofitting of the CCP building. About P400 million will be needed for the renovation of CCP. The said amount, Floirendo said could even go higher depending on the need for renovating other parts of the“Thebuilding.CCP is closing its doors in January 2023 because we are now renovating the whole building and structurally retrofitting. A SMUGGLED shipment of ketamine worth more than P2.6 million was in tercepted at the Clark International Airport in CombinedPampanga.teamsfrom the Port of Clark, Customs Anti-Illegal Drug Task Force (CAIDTF), Enforcement and Security Service, Customs Intel ligence and Investigation Service, Xray Inspection Project, and the Phil ippine Drug Enforcement Agency, seized the shipment containing 535.6 grams of illegal drugs hidden under polycarbonate sheets. Bases on import documents, the shipment came from Hoofddorp, The Netherlands and was misde clared as clothing, a clear case of technical smuggling. It was subjected to x-ray scanning af ter “suspicious images were detected, resulting in the discovery of four piec es of polycarbonate sheets concealing white crystalline substances suspected to be illegal drugs.”

In a letter dated February 24, 2021 which the NTC received on March 1, 2021, I asked the NTC, through Cordoba, to investigate the sweetheart deal between Zoe TV and ABSCBN because that deal has the badges of il legality.Byway of a letter dated March 2, 2021, Cordoba’s assistant, a certain Atty. Andres Castelar Jr., informed me that the NTC will take “appropriate action” on the matter. Since then, Cordoba’s NTC never gave me any advisory on the “appropriate action” it promised.Imade several inquiries with the NTC but all I got was a run around. One and a half years have since passed and Cordoba’s NTC has not communicated with me. This inaction on the part of Cordoba is in excusable. He should resign his post at the NTC. I am considering filing anti-graft and administrative cases against Cordoba and his lazy minion, Atty. Castelar. That is not the end of Cordoba’s inaction. Just recently, ABS-CBN and MediaQuest Holdings, Inc., the owner of TV Channel 5, announced their merger, with ABS-CBN own ing a considerable percentage of TV 5. The merger agreement is illegal and anoma lous because ABS-CBN has proven itself un deserving of using the broadcast airwaves be cause of its questionable sweetheart deal with Zoe TV. To the disappointment of many, Cordoba’s NTC has not bothered to question the legality of the ABS-CBN and TV 5 merger. The NTC has the duty to protect the broad casting industry from corporate entities with no respect for the law. Under Cordoba, the NTC is a big disappointment. Public interest demands Cordoba’s resigna tion as NTC chief.

WHAT is the writ of habeas corpus? It is a writ that extends to all cases of illegal confinement or detention by which any person is deprived of his liberty or by which the right ful custody of a person is being withheld from the one entitled thereto (Rule 102, Section 1, Rules of Court). The purpose of the writ of habeas corpus is to determine whether or not a particular person is legally held. “[It] was devised … as a speedy and effec tual remedy to relieve persons from unlawful restraint” (In the matter of the Petition for Ha beas Corpus of Eufemia E. Rodriguez, filed by Edgardo E. Veluz, v. Luisa Villanueva, et al., G.R. No. 169482, January 29, 2008). The issuance of the writ contemplates two instances: (1) the deprivation of a person’s liberty either through illegal confinement or through detention; and (2) the withholding of the custody of any person from the one entitled to it (G.R. No. 169482, January 29, 2008). Like many other common law writs, its his tory can be traced back to when legal proce dure and administrative methods were indis tinguishable from each other. Thus, the writ of habeas corpus, together with the other prerogative writs of mandamus and certiorari, originated from a simple com mand handed down by the Crown to one of its officials (A Concise History of the Common Law, Theodore F.T. Plucknett). In the reign of Edward I of England there were several varieties of habeas corpus, each serving different purposes, examples of which were to secure the appearance of a defendant or of Gradually,jurymen.the courts acquired the habit of issuing the writ in order to bring before them persons who had been committed by inferior jurisdictions – particularly the courts of cities and local franchises (A Concise History of the Common Law). NATIONAL Telecommunications Commis sion (NTC) Commissioner Gamaliel Cordoba has been sleeping on the job. Since Cordoba does not seem committed to his duties, he should resign immediately. If he doesn’t, then President Ferdinand Marcos Jr. should take steps to get rid of this lazy oaf from the government. Last week, an online publishing group whose activities apparently do not sit well with anti-communist agencies of the national government asked the Regional Trial Court of Quezon City to cite Cordoba’s NTC in con tempt for the commission’s refusal to obey a directive of the trial court. The contempt motion emanated from an in junction case the group filed against the NTC. While I do not agree with the arguments of the online publishing group, Cordoba’s NTC has the legal obligation to comply with the or der of the trial court. Parties to a court litiga tion must comply with court directives or face the possibility of being held in contempt. If Cordoba’s NTC does not agree with the trial court’s directive, then the commission should take up the matter with the Court of Appeals, through its legal counsel, the Office of the Solicitor General. Unless the NTC takes that step, it must abide by the order of the trial court. Why the NTC, through Cordoba, refuses to heed the court order is unexplained, and smacks of dereliction of duty. As a lawyer, Cordoba ought to know that he can face ad ministrative charges both as a government of ficial, and as a member of the Philippine Bar. This incident is not the first time Cordoba has demonstrated his inaction on vital matters that have been brought to his attention. In May 2020, the legislative franchise of broadcasting giant ABS-CBN Corporation expired. The broadcast empire applied for a renewal of its franchise but Congress re jected it.

The important question to be answered is whether “the owner had a right to detain the slave … [as he was] to be sold in Jamaica” and whether the cause stated in the return is suf ficient. The Return states that “the slave departed and refused to serve; whereupon he was kept, to be sold abroad” (98 English Reports 499). Lord Mansfield in ruling on the matter said “[T]he state of slavery is of such a na ture, that it is incapable of being introduced on any reasons, moral or political… it is odi ous, that nothing can be suffered to support it, but positive law … and therefore the black [Somerset] must be discharged” (98 English Reports 499). Habeas corpus was first introduced in the Philippines in 1901 through Act 136 that conferred jurisdiction over it on the Supreme Court and the Court of First Instance (the pre cursor of the present Regional Trial Court). When the court system was reorganized af ter World War II, jurisdiction over habeas cor pus was also conferred on the newly created Court of Appeals (Republic Act 296, June 17, 1948). The Judicial Reorganization Act of 1980 and its amendments (Republic Acts 7691 and 11576) retained the concurrent jurisdiction of the Regional Trial Court, Court of Appeals, and the Supreme Court over habeas corpus.

Under Philippine law, a broadcast facility cannot legally operate without a franchise is sued by Congress. That is the reason why it is called a legislative franchise. In October 2020, ABS-CBN entered into a sweetheart deal with Zoe TV, a corpora tion with a legislative franchise to operate TV Channel 11. Zoe TV is owned by the family of Senator Joel Villanueva, which controls a Christian re ligious organization. Villanueva’s Cibac par tylist group, which is a political front of their religious organization, operates in brazen vio lation of the constitutional and statutory ban against religious groups engaging in partisan politics. That deal, purportedly a “blocktime agree ment,” allows ABS-CBN to air its programs through Zoe TV’s Channel 11. It is hardly a “blocktime agreement” and is more of a lease to operate Channel 11 because almost the en WE’VE been following events in Myanmar since the military seized power in February 2021, alleging voting fraud in the November 2020 general election that was easily won by Nobel laureate Aung San Suu Kyi’s party. But the Tatmadaw, as the military is called, gave no proof whatsoever of poll irregularities. As in, basta. Instead, the junta promised to lift the state of emergency after one year. Some 18 months later, however, that prom ise has been conveniently shelved, and worse, the Myanmar junta chief has announced an other six months of emergency rule, with new elections pledged in August 2023 that critics do not believe would be free and fair. That says a lot about its credibility. Or, as worse, they were never interested in giving up power in the first place. The head of Myanmar’s junta, Min Aung Hlaing, said their national defense and secu rity council had given its approval of the ex tension. “In our country, we must continue to strengthen the ‘genuine and disciplined multiparty democratic system’ which is the desire of the people,” the newspaper Global New Light quoted Min Aung Hlaing as saying. That’s a total falsehood, as far as we can see. The reality is that the junta appears un able to contain civil war since the coup, with conflict spreading across the Southeast Asian country after the army crushed mostly peace ful protests in cities. Now there are ethnic groups that have banded together and taken up arms to fight the junta in hit-and-run operations against isolated military outposts in rugged terrain in the countryside. The Tatmadaw has responded to the con tinuing protests in the cities and threats from armed groups in the rural areas by executing four activist leaders allegedly for “aiding ter ror acts.” They defended the execution of the activists as “justice for the people,” brushing off a del uge of international condemnation including by its closest neighbors. The executions, however, have alarmed the 10-member Association of Southeast Asian Nations (ASEAN), of which Myanmar is a member.According to Cambodian Prime Minister Hun Sen, the current ASEAN chairman, the regional bloc would be forced to reconsider a peace plan agreed with Myanmar if the coun try’s military rulers conduct more executions of Theprisoners.10-nation bloc had been pushing for Myanmar to adhere to a five-point peace “con sensus” agreed upon by ASEAN leaders and Hlaing in Jakarta on April 24, 2021. First, there should be an immediate cessa tion of violence in Myanmar and all parties must exercise the utmost restraint. Second, constructive dialogue among all parties concerned must commence to seek a peaceful solution in the interests of the people. Third, a special envoy of the ASEAN chair must be permitted to help mediate the dialogue process, with the assistance of the secretarygeneral of ASEAN. Fourth, ASEAN shall provide humanitarian assistance through the ASEAN Coordinating Center for Humanitarian Assistance. Fifth, the special envoy and delegation must be able to visit Myanmar and meet with all parties concerned. Hun Sen said ASEAN’s unity had been challenged by the political and security im plications of the crisis in Myanmar, which has spiraled into an economic and humanitarian crisis. “All ASEAN member-states are deeply dis appointed and disturbed by the execution of those opposition activists despite the appeals from me and others for the death sentence to be reconsidered for the sake of political dialogue, peace and reconciliation,” he said. ASEAN has since late last year barred the Myanmar junta from joining its meetings due to the latter’s failure to make progress in im plementing the peace plan. In effect, Myanmar has been suspended from the regional bloc for the time being. Some other members of ASEAN, which has a tradition of non-interference in each other’s internal affairs, have been increasingly strident in their criticism of the generals. Malaysian Foreign Minister Saifuddin Abdullah has described the executions as a crime against humanity and appearing to make “a mockery” of the ASEAN peace plan. ASEAN special envoy Prak Sokhonn, who is also Cambodia’s foreign minister and has made two trips to Myanmar since the coup, dampened expectations for major progress in the short term. “I am just a special envoy. I think that even Superman cannot solve the Myanmar prob lem,” he told media recently “Negotiation takes years, like the issue in Myanmar. After two visits of the special en voy, two visits only, some people start to lose patience and ask for results,” he added. That statement from an ASEAN official sums up the difficulty of finding an immediate but lasting solution to the Myanmar crisis. But we think our own foreign minister should also speak up and demand concrete action from the junta ahead of the scheduled ASEAN leaders’ summit in November. The convertible note would have allowed ABS-CBN to acquire additional primary common shares of TV5 after eight years to no more than 49.92 percent. Do you fight for your right to live? Or do you accept your fate to protect humanity? That’s what the film thoroughly highlights. For more than two hours, viewers are at the edge of their seats, wondering what’s the right thing to do in a similar environment. As a thriller film, Emergency Declaration combines various scenarios in a confined space, limiting the cast’s actions. It revolves around a bioterrorist attack unleashed by Jin-Seok (Im Siwan) on a Sky Korea flight K1501 from Incheon, South Korea, to Honolulu, Hawaii. Upon releasing an airborne virus within the aircraft, exposing passengers and leading to fatalities, chaos erupts on both land and air as authorities scramble to find a solution. With a highly contagious and lethal virus onboard, the captain and crew already have their hands tied to solve the matter. However, their problems become more severe as they face increasing fatalities, a steadily decreasing fuel supply, and international aid refusals. By this time, everyone’s fight or flight response is in motion. As expected, many cowered in fear while some rose to the occasion. Among those who lent a helping hand to the situation was Jae-hyeuk, played by Lee Byung-hun Jae-hyeuk seems like an ordinary passenger traveling with his daughter but has a relevant skill that will come in handy toward the film’s ending. Other flight personnel helping him establish peace and order within the aircraft include First Officer Hyun-soo (Kim Nam Gil) and Chief Stewardess Hee-jin (Kim So-jin). In the meantime, back on the ground, police detective In-ho (Song Kangho) works with the local government to learn more about the virus and bring the passengers home safely. He even goes beyond his duty and jurisdiction to prove that the human spirit can trump all adversities. Their combined efforts and decisionmaking are what ultimately resolve the problems on the flight. Yet their actions came at a great sacrifice, and it wasn’t easy to choose between self-preservation or protecting the greater good. Emergency Declaration is a fast-paced film with events happening throughout various settings that keep viewers alert for what’s next. Yet the action-themed movie also tugs at viewers’ heartstrings as it highlights the raw emotions of the people in the situation. After all, it could happen to anyone, but not everyone can make the right decision or provide the ultimate sacrifice.

They also saw how SBS kept the cameras running during production and had several of them capture everything.

“GIVE me 30 random numbers,” Erwin Balines, award-winning memory athlete and coach and founder of NeuronConnect Learning Hub, confidently asked a volunteer among his students. Blindfolded, he did an on-the-spot demonstration to kick off the memory enhancement workshop he conducted over a video call a month ago. What I witnessed next was mind-blowing.
To say the class was impressive is an understatement. I can say it was worth every peso I invested and is one of the best and most useful workshops I have ever attended. As Coach Erwin said, enhancing one’s memory brings about these benefits – academic excellence, productivity, professional growth, self-discipline, rapid skill development, improved focus, and stress reduction. “Memory sport is a tournament in which competitors attempt to memorize and recall the most information they can in a limited time,” Coach Erwin explained his field of expertise. “It has ten events where competitors will be required to memorize random cards, numbers, names, images, dates, and words.” Our first and only Filipino Asian Master of Memory takes pride in memorizing 25 decks of playing cards (1,300 cards) in an hour. I later discovered that on record, only a few people are skilled enough to memorize at least 20 decks in a competition. “It helped me to improve my performance at work,” Coach Erwin told Random Talk about how being a memory athlete helped him in his career. “I can easily remember names, presentations, procedures, processes, tasks, schedules, new skills, and others.” In 2019, from being a software engineer, he began coaching individuals interested in improving their memory. Coach Erwin earned a Bachelor of Science degree in Electronics and Communications Engineering from the Polytechnic University of the Philippines-Manila in 2009. For someone who describes himself as an average student back in school, our featured coach won several quiz contests in the metro and nationwide, graced numerous TV programs and broadsheets, and is a soughtafter keynote speaker later in life. Coach Erwin also brought pride to the country, as previously mentioned. After making history as the first and six-time Philippine memory champion, he has also won 92 medals in international memory competitions. Who would have thought Coach Erwin’s string of successes just snowballed when he saw an advertisement for the Philippine Memory Team’s training? He enrolled, and the rest is history. He shared, “I started in 2011 at age 23. My first international competition is the World Memory Championship 2011 in Guangzhou, China.” According to news reports, the Philippine Memory team scored second in the competition. For his contribution, Coach Erwin memorized a 1,340-digit number in an hour and memorized a deck of cards (52 playing cards) in one minute and 19 seconds. As he repeatedly emphasizes, it may not take a genius to do what Coach Erwin does, but it still takes some unique qualities to earn the distinctions. He advises aspiring memory athletes to “have the desire and determination to train hard, especially if you want to compete internationally, be able to push yourself to the limit, and have a winning mindset and belief in one’s abilities.” Anyone who aims to take care of their memory needs to avoid stress as much as possible, sleep well, and stay mentally active. “There is no such thing as a poor memory, only an untrained one,” says a line in Coach Erwin’s official website. He is proof that what has been given can be developed by putting in the work. And that one can reach the top, stay grounded, and never let success get in the head.

The competition is open to everyone 18 years old and above, residing in the Philippines, and with an active TikTok account. STAR applicants must create and upload their video on TikTok containing their names, an explanation of the science behind a DOST-PCIEERD technology, and a justification on why they should be the next Pinoy Science STAR with the hashtag #PinoyScienceSTARako.

The mechanics for the Pinoy Science STAR (Science and Technology Advocates for Research) Camp 2022, in partnership with the social media platform, TikTok, were announced live on DOST’s Facebook page on August 22. According to DOSTPCIEERD Executive Director Dr. Enrico Paringit, the winners will get $2,000 worth of TikTok promotional coupons and exclusive merchandise from Pinoy Science and TikTok. “We saw this as an opportunity to expand our audience to the grassroots level. From then on, we have developed a series of campaigns to promote sci-com (science communication), and this year, we are launching the Pinoy Science Star, Science and Technology advocates for research or the STAR Camp,” Paringit said. He added that besides the reward, participants get the privilege of exposure to their network of science communication experts. This opportunity will hone their knowledge and skills in science and technology fields that can be very useful for the present and future agendas.

Mark Ivan Robles, a supervising research analyst, said that TikTok as their platform helped them tap influencers and content creators and helped their researchers embrace their crafts. According to Robles, TikTok helped them in promoting the said competition. In addition, it was beneficial in sufficing prices for their winners. Last year, they conducted training on their science competition, exposing more influencers and content creators to their platform “We hope that through this partnership, we would be able to share the different projects, programs, and technologies that we have on Science Technology and Education,” Robles said. Besides partnership, one of its primary goals is to expand its reach in different areas of the country. Robles stated that there are approximately 36 million TikTok users all over the country, which represents 1 percent of the Philippine population. “Pinagyayabong natin ang partnership natin in such a way, tinitignan din natin how else we can engage yoong ating mga citizens on the platform,” Robles said. “We also see challenge of translating this research, something that is more accessible to these citizens kaya gumagamit tayo ng ganitong platform. Another piece of advice from Romualdez to creators is “Be consistent. Because a sustainable release schedule goes a long way in building a presence on the platform. Viewers and fans are constantly tuned in and will appreciate constant releases and will also notice when new content is sporadic,” she adds. Make the most of available equipment or device One of the challenges a creator may face in the journey is believing that one does not have the best equipment to shoot for specific content. However, with the advent of accessible and affordable devices that can shoot in relatively high definition, it’s now easier than ever to use what you’ve got. Maximize the features available in your device and chances are it can truly deliver. “The best equipment you can use is the one you already have,” said Lyqa Maravilla of the YouTube channel, Team Lyqa, “You have the ability to create quality content because you are able to consume content right now. We all have a smartphone, and what that means is you have in your hands the power to be a content creator.” Maravilla stressed that it is far more important to learn creative production techniques using the tools one already has, instead of seeking out top-of-theline equipment and setups that may not make up for a lack of experience and production skill. It’s easy to learn how to shoot and edit properly with free resources on the internet. It’s not about the moment, it’s the movement. Another major setback a creator may face is setting the pace. Once a creator starts a channel and sets up their first few videos, it may be hard to keep going and figure out what else they want to show the world. Experienced creator Team Tarah’s advice is to stick to the philosophy of not only planning possible content to make but also of documenting everything that happens. They quote from the musical Hamilton: “This is not a moment, it’s a movement,” referring to how they don’t wait for any “shootable” moments to come around–instead, they simply record and let it all resonate. “Sometimes it’s like, I don’t feel like making a video right now. Sarah will feel lazy. But no, it’s the movement–so record,” says Tanch. “There is nothing to edit if you don’t have any material, and it’s difficult to edit if you don’t have enough videos.” This mindset is a way of making sure there is content for them to upload while still retaining the authenticity and genuineness that their fans love about them. “What we really do is just document ourselves – us just being real. We came out, we shared our story, and we were brave to show the world who we really are. That’s when viewers started relating to us. Eventually, we grew a family and community on YouTube. Here’s a thing about content creating–first you do you, then you listen to your community,” she shared. Authenticity creates opportunities. Being a content creator means that your content must be authentic, as this can be pivotal in creating and finding opportunities for monetization, which is a big goal for many YouTube creators. When you’re being yourself and you’re listening to your audience and community, the brands will come naturally. The two also stressed that when a creator does get a partnership with a brand, it’s a good practice to try the product or service first to form an honest opinion about it. Audiences will know if a creator promotes something they haven’t tried and doing that will go against the idea of being authentic and genuine. Harness the power of self-promotion.
