By Willie Casas and Rey E. Requejo THE COVID-19 positivity rate in five provinces was more than 20 percent while the National Capital Region's (NCR's) rate remained higher than 10 percent, the independent monitoring OCTA Research Group said on Sunday. OCTA Research fellow Dr. Guido David, in a tweet, said that Aklan’s posi-

CHINA on Sunday said it is negotiating with the Philippines over the funding of some infrastructure projects after a transport official said Beijing had pulled its funding commitment to three bigticket railway projects. The Chinese Embassy issued the clarification after Transport Undersec-
retary for Railways Cesar Chavez revealed that Beijing had failed to act on a government request for funding for the Philippine National Railways Bicol project, Subic-Clark Railway Project, and the first phase of the Mindanao Railway Project. Chavez earlier said President Ferdinand Marcos Jr. ordered the Department of Transportation to renegotiate the loans with Beijing or open negotiation with other countries.

More cops out Labor chief tells govt workers to fight crimes, rightsizing not outright cuts protect tourists By Rio N. Araja
GET THAT JAB. The government continues to ramp up its vaccination drive as COVID-19 cases continue to rise. Scientists have encouraged people to take a second booster shot when offered as the most contagious strain of Omicron is driving a new increase in cases globally. Norman Cruz
Two lawmakers, meanwhile, said renegotiations should include a lowering of interest rates on Chinese loans, which are higher than those offered by other countries. In its statement, the Chinese Embassy did not directly mention the funding withdrawal, but vowed to “tap its own advantage and support the Philippines to improve its infrastructure.” “Our two sides have been negotiating
THE leadership of the Philippine National Police has ordered police chiefs and station commanders to increase visibility and crime prevention measures, especially in tourist spots. The order was issued in compliance with the directive of President Ferdinand "Bongbong" Marcos Jr. to increase the deployment of policemen in tourism sites across the country to ensure local and foreign visitors were safe from criminals. "We understand the logic behind the order of our Commander-InChief, President Marcos, to ensure that all areas in the country, especially tourist spots, are safe because tourism plays a big part in the economic recovery plan of the new administration," PNP director for operations Maj. Gen. Valeriano de Leon said in a statement over the weekend.
THE Department of Labor and Employment (DOLE) on Sunday urged state workers not to be rattled by the government’s rightsizing plan for the bureaucracy, saying this did not necessarily mean cutbacks in the public labor force.
Labor Secretary Bienvenido Laguesma said rightsizing also connotes simplifying office procedures and can involve transferring personnel from one office to another to make the system more effective. In the private sector where he came from, Laguesma s a i d rightsizi n g means streamlining of processes

Militants spurn PNP's call to drop rally vs. SONA THE Philippine National Police (PNP) on Sunday called on those planning to hold protest rallies during the first State of the Nation Address (SONA) of President Ferdinand Marcos Jr. on July 25 to listen to his plans for the country and monitor his performance during his term instead. But the militant group Bagong
Alyansang Makabayan immediately rejected the appeal. In a radio interview, PNP Director for Operations Maj. Gen. Valeriano de Leon said the voice of the 31 million Filipinos who voted for Marcos during the elections should be respected. "It will be good for our people to listen to what President Ferdinand
Marcos Jr. has to say regarding the direction of our country in the next six years. So, I hope our countrymen will no longer rally and just monitor what he will do throughout his term," e Leon said. "If any of his plans will not push through, then there may be a Next page
