COMELEC: BET SUSBTITUTION BEING 'GAMED,' CONGRESS NEEDS TO FIX RULES POLITICIANS are gaming the system for candidate substitution, but Congress can amend the law to fix this, the spokesman for the Commission on Elections (Comelec) said Thursday. GRADUATES of the University of the Philippines – Manila emerged as the topnotchers of the October 2021 Physician Licensure Examination, the Professional Regulation Commission said late Thursday evening.
