EALTH workers who have yet to receive their overdue Special Risk Allowance (SRA) and other benefits in the fight against COVID-19 will kick off mass walkouts in at least 10 private hospitals today, a group representing them said Sunday. Alliance Health Workers (AHW) president Robert Mendoza said the massive walkouts will be staged following the protest actions, which include rallies and noise barrages held last week at the Jose Reyes Memorial Medical Center, Philippine General Hospital, Tondo Medical Center, and the National Center for Mental Health. An AHW spokesman said medical frontliners from the St. Luke’s hospitals in Quezon City and Taguig, the University of Santo Tomas Hospital and Chinese General Hospital both in Manila would lead the private-sector protest. Chinese General, in a statement, said Sunday it would distribute the SRA of its health workers "this week." The hospital received P21 million from the Department of Health last Friday, said its medical director Dr. Samuel Ang. "We would like to convey to the public that CGHMC management and its roster of health workers remain committed to its goals in maintaining quality service to its patients and a safe, healthy environment to its employees," Ang said in a statement. The Chinese General Hospital Union also said that it has no orders for its

DBM ‘buying arm’ sought to be stopped By Macon Ramos-Araneta and Rio N. Araja SENATOR Joel Villanueva on Sunday said government agencies should temporarily stop using the Procurement Service of the Department of Budget and Management (PS-DBM) as their buying arm for big-ticket projects until the agency h controversies. He said there should be a “moratorium on the practice of agencies transferring large amounts of funds to the PS-DBM so the latter can conduct the bidding for goods and projects on their behalf.” He said the goods will be bought promptly if agencies will do the bidding themselves because PS-DBM is another layer of red tape in the procurement process. “There is practically no need for agencies to pay a commission to the Next page

by overcapacity; PH logs record positivity rate
EMERGENCY rooms in some hospitals are operating at more than 100 percent capacity as the number of COVID-19 cases continues to soar, the Philippine College of Physicians (PCP) said Sunday. Speaking to Dobol B TV, Dr. Maricar Limpin, president of the group, said some hospitals were operating at 130 percent to 150 percent. She said they were not surprised by the number since hospital emergency rooms were already at full capacity. Some hospitals are also running out of medical supplies and mechanical ventilators, Limpin said. This developed as the Philippines logged 18,528 new cases of COVID-19 on Sunday, bringing the country’s total number of infections to 1,954,023, one day after marking a new record high. The country also logged its highest positivity rate of 27.9 percent out of 66,225 tests conducted on Aug. 27. This was way above the World Health Organization’s prescribed 5 percent positivity rate in which the outbreak is under control. Limpin said some hospitals in Cebu City had to choose which patients would go on ventilators since there weren't enough to go around. The basis for this decision, she said, was which patient was more likely to survive. Next page
