F THE Delta variant of the coronavirus first detected in India does not spread locally, the National Capital Region (NCR) and eight other key economic hubs—known as NCR Plus 8—will achieve herd immunity against COVID-19 by Christmas, independent researchers tracking the pandemic said Sunday.
The country has reported 17 cases of the Delta variant, including one death, but so far there is no community transmission, said molecular biologist Nicanor Austriaco, a member of the OCTA Research Group. Next page

By Macon Ramos-Araneta and Rio N. Araja SENATOR Panfilo M. Lacson warned Sunday that issuing firearms to anticrime volunteers to help enforce the law as President Rodrigo Duterte has suggested may result in even more crime, especially if this is abused. Lacson, who was chief of the Philippine National Police (PNP) from 1999 to 2001, said he believes
that arming civilians to fight criminality could backfire, especially if they don't have the proper training and mindset. In the United States, there are many fatal shootings due to loose firearm laws, he said. Stricter gun control measures by the police, including more stringent requirements for or even suspension of Permits to Carry Firearms Outside Residences (PTCFORs) would be a better solution Next page
PNP to assess cops‘ mental health By Willie Casas PHILIPPINE National Police (PNP) chief Guillermo Eleazar on Sunday said regular assessments of the mental and emotional stability of policemen will prevent incidents such as the one Friday night, when a drunk cop ran amuck in the Manila Police Headquarters and killed one of his colleagues and injured another.
M/Sgt. Reynante Dipasupil, who began shooting at about 11:30 p.m., died about an hour later at the nearby Manila Doctors Hospital along UN Avenue due to gunshot wounds to different parts of the body. Eleazar said in a video message on Sunday that the PNP Health Service is finalizing recommendations for a psychiatric-psychological exam for policemen. Next page

THE Supreme Court has exonerated six persons previously convicted by both the trial courts and Court of Appeals of involvement in illegal drugs cases and ordered their release. In separate decisions, the SC absolved the six accused after rulingthat the law enforcement agents who conducted the buy-bust operationsfailed to strictly follow the procedures laid down by the Republic Act No. 9165, or the Comprehensive Dangerous Drugs Act, in the handling of the seized illegal drugs. The high court held that failure by the
authorities to follow strictly the chain of custody raised reasonable doubt on the integrity andidentity of the seized illegal drugs, thus, paving the way for the acquittal of those convicted. In a related case, the Philippine National Police said Sunday it has mechanisms in place for thorough review of dismissed cases related to its illegal drugs operations. PNP chief Gen. Guillermo Lorenzo Eleazar made the remark after local rapper Marlon "Loonie" Peroramas asked him to probe police officers involved in the drug operation that led to his arrest in 2019, claiming that the cops had planted evidence against him.
