Duterte calls on ‘qualified civilians’ to ‘arm selves’ By Joyce Pangco Pañares QUALIFIED civilian groups should be armed to help the police in fighting criminals, President Rodrigo Duterte said as he asked human rights advocates “what is wrong” if he orders the killing of suspects who resist arrest and fight back. In his speech during the launch of the Global Coalition of Lingkod Bayan Ad-

vocacy Support Groups and Force Multipliers in Camp Crame yesterday, the commander-in-chief said the essence of making an arrest is to “overcome the resistance” of the criminal. “The duty of the arresting officer be he a military, police, or an [ordinary person] making a civilian arrest, eh your duty is to overcome his resistance. So that if he chooses to fight you with a gun-for-gun or maybe a blunt instru-

ment, you have every right also to defend yourself for self-preservation – in law it’s called self-defense. You have to bring him under your control and drag him dead or alive to the station,” the President said. “If you have this coalition, you have a list of people who are there who can arm themselves. I will order the police if you are qualified, get a gun, and help Next page

In a decision promulgated on Friday, the Sandiganbayan convicted former Philippine National Police (PNP) chief Jesus Verzosa and five others of graft in connection to the purchase of P131.5 million worth of police rubber boats and outboard motors in 2009.

The anti-graft court’s Third Division sentenced Verzosa and retired PNP officers Benjamin Belarmino Jr., Jefferson Soriano, Luizo Ticman, Romeo Hilomen, and Villamor Bumanglag to imprisonment of from six to eight years. Next page

“It is going to be infecting people far easier and faster than what we saw during the April to May surge affecting the NCR if the Delta variant starts spreading in the community,” WHO country representative Dr. Rabindra Abeyashinghe said. On April 2, the country logged an alltime high of 15,310 new infections. The surge that began in March prompted the government to place Metro Manila and four surrounding provinces – Cavite, Laguna, Rizal and Bulacan – under hard lockdown or Enhanced Community Quarantine. The DOH on Friday called on local governments to enforce strict border

controls to prevent the spread of the dreaded Delta variant. “All of us are on heightened alert now,” said Health Undersecretary Maria Rosario Vergeire. Next page
