Rody clears men for vax delay Palace says PH at receiving end, points to drug firms for supply sked By Willie Casas

RESIDENT Rodrigo Duterte is not holding any of his Cabinet members accountable for the delay in the arrival of COVID-19 vaccines in the country, an official said on Tuesday.

Cabinet Secretary Karlo Nograles said the President "understands" that the Philippines “is at the receiving end of these vaccines." "As much as we want to and as practicable as possible, we are doing everything we need to do, based on the requirements being asked of us," he told reporters in a televised briefing a day after the Cabinet meeting. "At the end of the day, it's really the vaccine manufacturers' obligation, responsibility to ship it to us at a time that was promised... We are at the receiving end," Nograles said. The World Health Organization also on Tuesday noted the increasing number of COVID-19 cases in the Philippines, which an official said was evidence that “we still need to improve our response to COVID-19.” Despite earlier estimates that the Philippines could start vaccinating against COVID-19 by this month, the country has yet to receive any vaccine shipments. With more than 563,000 cases and 12,107 deaths, the Philippines has the second highest COVID-19 infections and casualties in Southeast Asia, next to Indonesia. Next page

THE World Health Organization (WHO) on Tuesday said it was still evaluating the COVID-19 vaccine developed by the Chinese company Sinovac and could not comment on its efficacy. “We are not privy to all the information being shared by the manufacturers with our

regulations team for the evaluation of the vaccine, and so we cannot comment at this point of time on reported efficacies which have been basically taken out of media articles,” said Dr. Rabindra Abeyasinghe during an online briefing. The Food and Drug Administration (FDA) on Monday approved the Sinovac vaccine for emergency use but said it is not recommended for health workers due to its lower efficacy rate of 50.4 percent in that group.

Duterte cautious on shift to MGCQ, won’t rush steps PRESIDENT Rodrigo Duterte is taking a “step-by-step” approach to the planned nationwide shift to the least restrictive modified general community quarantine (MGCQ), Cabinet Secretary Karlo Nograles said on Tuesday. This, after Duterte rejected the proposal to place the entire country under MGCQ until the government starts the rollout of COVID-19 vaccines. “For him (Duterte), it’s a step-by-step approach. We have to take this step first before we go to the next step,” Nograles said in a mix of English and Filipino. Nograles said it was difficult for Duterte to turn down the proposed shift to MGCQ. However, Duterte wants to make sure

Senate clears bill on indemnity fund, faster vaccine buy VOTING 22-0, the Senate approved on third and final reading a bill that seeks to expedite the procurement of COVID-19 vaccines and to establish a national indemnity fund. At the same time, the House of Representatives approved its own procurement act with similar objectives. Senator Juan Edgardo Angara, who sponsored the bill as chairman of the Senate finance committee, said the approval of the measure will remove the obstacles to the delivery of some of the first doses of COVID-19 vaccines to the country and hasten the inoculation of Filipinos across the country. The lack of an indemnification clause in the government’s deals with vaccine makers was cited as one of the reasons for the delay in delivering the lifesaving jabs. “The entire nation is eagerly awaiting the start of the vaccination program that carries with it the promise of
