Black market of virus drugs in PH feared

ENATE President Vicente Sotto III said a hearing on the government’s COVID-19 vaccination program will push through next week, despite a warning from President Rodrigo Duterte to Congress not “to tinker” with the unauthorized inoculation of his bodyguards with an unregistered vaccine.

Sotto said the topic for next week’s hearing was the roadmap for the government’s COVID-19 vaccination program, not the controversy over the early vaccination of members of the Presidential Security Group (PSG). Sotto bristled when asked if the commander of the PSG would be called to the hearing, as suggested by Senate Minority Leader Franklin Drilon. “No, I am the chairman!” he said. Sotto said there was no change in the original intent of the scheduled Senate hearing and said the President was misinformed if he thought they would summon the PSG officers. "I’m the chairman of the Committee of the Whole as Senate President. The topic of my hearing is the roadmap for the P72.5 billion for vaccines. Who in heaven’s name told him I’m calling for the PSG? I think the President is being misled," Sotto said. Asked if there would be a separate inquiry into the PSG controversy, Sotto shot back: “Who will? What committee? Health? Ask Bong. Defense? Ask Ping,” referring to Senators Next page

FEARS of widespread black-marketing of vaccines against COVID-19 have emerged after a Filipino-Chinese civic leader said almost 100,000 Chinese expatriate workers in the country have received the jab to protect against the coronavirus as early as November last year. Sen. Risa Hontiveros on Tuesday urged health authorities to investigate the unauthorized COVID-19 vaccination of Philippine Offshore Gaming Operator (POGO) workers in the country, most of them Chinese. Speaking to ANC, Hontiveros also prodded the Food and Drug Administration (FDA), Department of Health (DOH) and Health Technology Assessment Council (HTAC) to ensure protocols for vaccine approval were followed. The senator likewise urged the DOH and the Department of Foreign Affairs (DFA) to recommend the inclusion of China in the list of countries banned from entering the country to prevent the transmission of the new COVID-19 variant first found in the United Kingdom.

FDA ’compassionate permit’ allows unregistered vax By Willie Casas and Macon Ramos-Araneta FOOD and Drug Administration (FDA) Director General Eric Domingo said the agency can issue a "compassionate special permits" to allow the vaccination of small groups of people involved in critical missions such as President Rodrigo Duterte's bodyguards, even without a registered vaccine. Domingo, also an undersecretary at the Department of Health (DOH)y, issued

the statement when President Rodrigo Duterte asked him Monday night if the FDA can issue an authority for the use of the vaccines for emergency purposes. “If it’s going to be a smaller group, like the Presidential Security Group (PSG) and of course, it’s their priority to protect you, then we can give a compassionate special permit, and a hospital can take care of it and a doctor can administer it safely,” Domingo said in a mix of English and Filipino. Domingo said the emergency use authorization (EUA) is an "authorization is-

sued for unregistered drugs and vaccines to be used in a public health emergency.” The evaluation process of the product may be facilitated by reliance and recognition principles, but stricter conditions on the use and monitoring following authorization will be imposed, he said. Public outrage grew last week over the early use of unauthorized vaccines against COVID-19 to vaccinate members of the PSG, ahead of the stated priorities of health care workers and the elderly.
