N ESTIMATED 3 million COVID-19 cases could have gone unreported from April to June, an economics lecturer from the Ateneo de Manila University said Thursday, but the Department of Health (DOH) quickly disputed this figure. The estimate from the Ateneo emerged even as the DOH reported 4,339 new COVID-19 infections, bringing the country’s total to 178,022 cases, and marking the third straight day in which more than 4,000 new cases were reported. PhilHealth IT system can’t detect fraud claims, task force says

A GOVERNMENT task force investigating corruption in the Philippine Health Insurance Corp. (PhilHealth) said Thursday that the state-owned insurance agency’s information technol-
ogy systems are unable to detect fraudulent claims. Justice Undersecretary Markk Perete on Thursday said PhilHealth’s Senior Vice President Jovita Aragona admitted that parts of the agency’s validation processes are still done manually. Aragona also said the relevant offices failed to specify their required internal
control systems when the IT systems were being developed, Perete added. PhilHealth chief Ricardo Morales earlier testified before the Senate that an improved IT system would help address corruption in the state-owned corporation. He revealed that the insurer is investigating about 20,000 fraudulent claims. The Task Force PhilHealth, which
was formed to investigate allegations of corruption in the agency, held its second hearing on Tuesday. Deployment ban on health workers stays, Palace insists FILIPINO health workers are still prohibited from working abroad — except for those with employment contracts as of March 8, 2020 — Malacañang said Thursday in light of the calls from medical workers seeking jobs overseas. The inter-agency task force on the pandemic response has limited the deployment of health workers abroad to those with em-
ployment contracts as of March 8, presidential spokesman Harry Roque said. He said the health workers who are in the Philippines only for a vacation were also allowed to return to their jobs abroad. “Health professionals with OEC [overseas employment certificates] issued by POEA and have verified employment contracts as of March 8, 2020, can leave the country,”
Roque said. Roque on Thursday also appealed to the nurses’ sense of nationalism to stay while the country faced a public health emergency due to the COVID-19 pandemic.
