WHO declares pandemic, hits out at 'inaction' THE new coronavirus (COVID-19) outbreak can now be described as a pandemic, the head of the World Health Organization announced Wednesday. WHO chief Tedros Adhanom Ghebreyesus said he was troubled by the spread and severity of the outbreak, along with a lack of action taken to combat it.

“WHO has been assessing this outbreak around the clock and we’re deeply concerned, both by the alarming levels of spread and severity, and by the alarming levels of inaction,” he told a news conference in Geneva. “We have therefore made the assessment that COVID-19 can be character-

RESIDENT Rodrigo Duterte on Thursday imposed a communitywide lockdown for the whole Metro Manila and suspended all land, domestic air and domestic sea travel to and from the metropolis starting March 15 as cases of the novel coronavirus soared to 52.

President Rodrigo Duterte, during a nationwide broadcast addressed to his countrymen at 9 p.m. Thursday night, among others, suspends work in certain national government agencies without prejudice to the formation of skeletal forces to maintain unimpeded public service, but underlined the Filipinos should not panic as the government is doing everything to stand up to the pandemic coronavirus.

In an address to the nation late Thursday evening, Duterte, who underwent testing for COVID-19, raised the public health alert to Code Red Sub-level 2 – the highest level prescribed by the World Health Organization. Under Code Red, Sub-Level 2, the strategy will shift from intensive contract tracing to community-level quarantine or lockdown, and suspension of work or school. The recommendations of the Inter-Agency Task Force for the Management of Emerging Infectious Disease, which Duterte approved and will formalize through an executive order, are as follows: • Land, domestic air, and domestic sea travel to and from Metro Manila shall be suspended starting March 15 and will end April 14; • The suspension of classes in all levels in Metro Manila is extended until April 12, provided that all students shall continue to fulfil their educational requirements during the said period. The Department of Interior and Local Government shall be responsible for implementing measures to ensure that students remain in their homes during the duration of the suspension. Next page

Court hearings on hold, says SC By Rey E. Requejo THE Supreme Court has ordered the suspension of court hearings in the first, second and collegiate courts from March 13 to 18 as a preventive measure against COVID-19. The Court issued the order after Chief Justice Diosdado Peralta released a circular to guide the lower courts on how to prevent the spread of the virus. During this period, justices and judges are directed to reset hearings and inform parties of the new schedule; disinfect court premises; write orders and decisions; and act on other matters pending before their respective courts.
