THE tail-end of a cold front will affect southern Luzon and eastern Visayas while the northeast monsoon will be affecting the rest of Luzon, the weather bureau said Sunday. In its 4 a.m. forecast, the Philippine Atmospheric, Geophysical and Astronomical Services Administration said Bicol, Romblon and Marinduque will experience cloudy skies with scattered rains and isolated thunderstorms due to the cold front. The agency warned residents that possible flash floods or landslides in high risk areas might occur during severe

thunderstorms. Cagayan Valley, Apayao, Kalinga, Mountain Province, Ifugao, Aurora and Quezon will also experience cloudy skies with scattered light rain due to the northeast monsoon. Palawan and the rest of the Visayas and Mindanao will have partly cloudy skies to cloudy skies with isolated rain showers caused by thunderstorms. By Macon Ramos-Araneta QUARANTINE officials are on the lookout for any sign of a mysterious viral pneumonia that has affected 44 people in China, the Department of Health said Sunday. Health Secretary Francisco T. Duque III said the Bureau of Quarantine is closely watching seaports and airports in response to reports from China, and checking all incoming travelers, especially those showing signs of fever or respiratory infection. “I urge the public, especially those with history of travel from China, to seek immediate medical consult if experiencing any flu-like symptoms” Duque said. Hospital officials in Hong Kong raised their alert level to “serious” on Saturday as a mystery viral pneumonia outbreak in China continued to spread. The infection was first reported on Dec. 24 in Wuhan, a central Chinese city with a population of over 11 million— leading to online speculation about a resurgence of the flu-like SARS virus that killed hundreds of people in 2002-2003. The number of reported cases has now risen from 27 to 44, with 11 people listed in serious condition, according to China’s public health watchdog. The outbreak sparked fears in Hong Kong when a woman who travelled to Wuhan during the Christmas holiday was admitted to hospital on Thursday for treatment of respiratory infections. Next page

Ampatuan seen as flight risk if detained in hospital By Rio N. Araja MAGUINDANAO Rep. Esmael Mangudadatu fears that former Autonomous Region in Muslim Mindanao Gov. Zaldy Ampatuan might escape if he was allowed to stay in a hospital outside the New Bilibid Prison in Muntinlupa City. He called on Branch 221 Judge Jocelyn Reyes of the Quezon City Regional Trial Court not to allow Ampatuan to go out of the NBP to stay in a private hospital.

But he said he would not oppose Ampatuan’s plea to be transferred to the NBP infirmary for health reasons. ‘‘If he is as sick as he and his lawyers claim him to be, then we leave it up to the NBP doctors and experts to determine it,” Ampatuan said in a statement. “I am not against him seeking medical assistance as long as it is done within the confines of the NBP infirmary in Muntinlupa. “Not at the Makati Medical Center or

any other high-end and private hospital, where he is allowed to stay comfortably inside a hospital suite.” On Dec. 23 Ampatuan, through his legal counsel, filed an urgent motion seeking his transfer to the NBP infirmary. But Mangudadatu questioned why the motion was only made public on Jan. 2. “That alone raises suspicion.
