SENATE Blue Ribbon committee chairman Senator Richard Gordon on Tuesday said he believed Bureau of Corrections chief Nicanor Faeldon was lying to Presidential Chief Legal Counsel Salvador Panelo, and created the mess involving the early release of prisoners convicted of heinous crimes. After two hearings, Gordon said Faeldon was not credible because his testimony was full of inconsistencies, and offered “weak” excuses in a bid to save himself.

Gordon said “it’s possible” that money was offered for the early release of Sanchez, which was scuttled by public outrage. It was likely that Faeldon had intended to release Sanchez but backtracked after news of it broke and sparked a public outcry. He said he believed that Faeldon could be charged with malfeasance for neglect of duty. At the same time, Gordon said the GCTA Law should be amended because

3 senators move to repeal GCTA amid uproar SENATE President Vicente Sotto III, and Senators Panfilo Lacson and Richard Gordon have filed a bill seeking to repeal Republic Act 10592 or the Good Conduct Time Allowance Law. The senators filed Senate Bill 993 on Monday proposing to scrap the law that shaves off jail time of prisoners due to good behavior amid the public outcry over the possible release of convicted rapist and murderer Antonio Sanchez due to the law’s implementation. A copy of the bill was made available Tuesday. Sanchez has been sentenced to suffer the maximum penalty of seven 40-year imprisonment terms or seven counts of reclusion perpetua for one of the most sensational crimes in the 1990s, the rape and murder of Eileen Sarmenta and the murder of her friend Allan Gomez—both students of the University of the Philippines Los Baños.
