Ring of fire eclipse: Visual delight SKYWATCHERS from Saudi Arabia and Oman to India and `Singapore were treated to a rare “ring of fire” solar eclipse Thursday. Annular eclipses occur when the Moon is not close enough to the Earth to completely obscure the Sun, leaving

a thin ring of the solar disc visible. While these types of eclipses occur every year or two, they are only visible from a narrow band of Earth each time and it can be decades before the same pattern is repeated. Depending on weather conditions, this year’s astronomical phenomenon was set to be visible from the Middle East across southern India and Southeast Asia before ending over the northern Pacific. YPHOON “Ursula,” which swept across remote villages and popular tourist areas in the Visayas on Christmas Day, claimed at least 16 lives, authorities said Thursday.

With winds of 195 kilometers an hour, Ursula tore roofs off houses and toppled electric posts as it cut across the country on Wednesday. With the Internet and mobile phone networks still cut off in some badly damaged areas, a full assessment of Ursula’s damage was not immediately possible on Thursday morning. But at least 16 people had been confirmed killed in villages and towns in the Visayas, the central third of the Philippines, disaster agency officials said. Ursula also hit Boracay, Coron and other holiday destinations that are famed for their white-sand beaches and popular with foreign tourists. The airport at Kalibo, which services Boracay, was badly damaged, according to a Korean tourist who was stranded there. “Roads remain blocked, but some efforts have been made to clear away the

Palace sets P4-t budget signing Rody dares Joma: Come home for one-on-one talk on Jan. 6; lion’s share to Education By MJ Blancaflor

By MJ Blancaflor and Macon Ramos-Araneta PRESIDENT Rodrigo Duterte will sign the proposed P4.1-trillion budget in the first week of January next year, the Palace said Thursday. The President has extended the availability of this year’s government funds until the last day of 2020 under Republic Act 11464 since he has yet to ap-

prove the proposed national budget for next year. Lawmakers moved to extend the validity of the 2019 government funds following the months-long delay in the approval of the 2020 budget that was marred with allegations of pork insertions. Senator Panfilo Lacson earlier claimed that around P83.219 billion worth of budget items were included

PRESIDENT Rodrigo Duterte dared self-exiled communist leader Jose Maria Sison to return to the Philippines for a one-on-one talk to explain why rebels

violated the holiday ceasefire, the Palace said Thursday. This came after the New People’s Army launched separate attacks in Iloilo, just hours after President Duterte declared a 15day “unilateral and reciprocal” truce with

the Communist Party of the Philippines. In a press briefing, Presidential Spokesman Salvador Panelo condemned the attack, which killed a soldier and wounded eight others. Next page
