THE Philippine National Police has placed all its units in Luzon and the Visayas on high alert in time for the start of “Simbang Gabi”tomorrow— a nine-day novena ending on Dec. 24—aimed at addressing safety and security concerns during the Yuletide. PNP Officer-in-Charge Lt. Gen. Archie Francisco Gamboa issued PNP Command Memorandum Circular “Paskuhan” 2019 where 69,335 PNP personnel, reinforced by 157,264 Force Multipliers, will be mobilized for law enforcement and public safety operations to implement the PNP Enhanced Managing Police Operations (EMPO) Strategy. The PNP troop deployment plan for Paskuhan 2019 will cover community firecrackers and display zones, assistance hubs, places of worship, commercial centers, road safety points, sea ports, train stations, and airports. Other units will be deployed for anti-criminality operations, antimotorcycle-riding suspects, and reactionary standby support force. Gamboa ordered stepped-up police visibility and preventive patrol operations to ensure safety and security of church-goers attending the traditional Simbang-Gabi. He instructed all Police Regional Directors to strengthen night shift personnel and redirect mobile and foot patrol operations to maximize police visibility around churches where parishioners gather to attend the traditional dawn masses or Misa de Gallo. PARTY-LIST legislator has intimated President Rodrigo Duterte and Congress would join hands to destroy the duopoly of Maynilad and Manila Water in distributing water services in the metropolis following their threats to impose higher rates against consumers. House Deputy Majority Leader Bernadette Herrera of Ang Bagong Henerasyon Party-list group said in a statement Saturday their threats of higher rates and of other dire consequences as a result of the cancellation of the extension of their

agreements with the government would not work. “Incoming concessionaires can always pay off whatever claims of the old concessionaires may have as long as proper auditing procedures are done so that the consumers will

be protected,” Herrera said. AUTHORITIES condemned the ambush by New People’s Army terrorists on a group of civilians and lawmen in Borongan City, Eastern Samar Friday. The attack left an elderly woman and a policeman dead while 12 others including three minors and seven policemen were wounded. The latest act by the terrorists came as the government presented a gesture of returning to peace negotiations with the Communist Party of the Philippines in what is seen as a move to end insurgency in the country. The Palace also condemned the ambush, with PCOO Secretary Martin Andanar saying “The loss of life and the violence experienced by the victims are reprehensible.” Andanar said in a statement: “We vehemently condemn the NPA attack in Barangay Libuton, which left two dead and wounded several individuals, including three children and policemen. “We can only imagine the grief of their loved ones who would have spent the Christmas season with them in good health, had it not been for the senseless act of these terrorists.
