IMMIGRATION officers at the Ninoy Aquino International Airport and other airports in the country are on heightened alert for this holiday season and for the mass departure of foreign athletes and delegates after the 30th Southeast Asian Games, which ends Dec. 11. The Bureau of Immigration said this follows reports that human trafficking syndicates were planning to take advantage of the situation to spirit victims in and out of the country. Immigration Commissioner Jaime Morente directed the bureau’s airport terminal heads and supervisors to immediately implement strict immigration assessments of all departing Filipino passengers until Jan. 30 next year. Morente also ordered all BI personnel in all airports to be vigilant against “passengers disguised as tourists who were illegally recruited to work overseas.” The BI chief said most of the victims recruited by syndicates are being booked separately on several flights to mislead immigration officers on the purpose of their trip. Morente warned prospective overseas Filipino jobseekers not to attempt to leave the country with spurious travel documents, while criminal charges would be filed against illegal recruiters. LANDSLIDES, FLOODS BASH NORTH LUZON LAOAG CITY—Torrential rains in the northern part of Ilocos Norte, Cagayan and Apayao have caused landslides and floods in low-lying areas, local officials reported Saturday. The Philippines’ north has been hit by some of its worst flooding in decades, with torrents of muddy runoff forcing 66,000 from their homes and prompting rescues of trapped locals, authorities also said Friday. Some of them had to be rescued by emergency crews in boats, as Typhoon “Tisoy” lashed the north and left at least 13 people dead. Mayors Rafael Ralph Benemerito of Pagudpud, Ilocos Norte and Esterlina Aguinaldo of Sta. Praxedes, Cagayan have advised motorists and commuters going to and from the Ilocos region to postpone their trips for their safety. “The roads are still not passable. Cagayan-bound vehicles are currently stopped at Barangay Baduang in Pagudpud,” said a road advisory posted on the official Facebook page of the Pagudpud government on Saturday. Luzon, the nation’s largest island, has been hit by a string of storms that have battered its northern tip while monsoon rains were intensified by the passage of “Tisoy” (international name KamTurn to A2 muri) this week.

PRESIDENT Rodrigo Duterte should rescind a Ramos-era executive order authorizing the privatization of water services if he is really sincere in his tirades against private water concessionaires Maynilad and Manila Water, a lawmaker said Saturday. Gabriela Rep. Arlene Brosas, who was first to file a House resolution seeking a critical review of the concession agreement in the 18th Congress, said revoking Executive Order 311 series of 1996 is a concrete step the President can do to reverse the privatization of water services. “Duterte should complement his order to review the concession agreement with a decisive move to junk EO 311, which provides the basis for the privatization of the MWSS. Otherwise, he may just be positioning his favored oligarch, the Villars, to take control and profit Turn to A2
