RESIDENT Rodrigo Duterte on Tuesday certified as urgent a measure to increase taxes on alcohol, heated tobacco and vapor products to generate additional funds for the Universal Health Care Act.

In a letter addressed to Senate President Vicente Sotto III and House Speaker Alan Peter Cayetano, President Duterte asked lawmakers to immediately pass a law increasing excise taxes on “sin products” to further “protect the right to health of the people.” The proposal seeks to raise some P47.9 billion to cover a P59.1=billion funding gap for universal health care, data from the Department of Finance showed. Senator Pia Cayetano, chairperson of ways and means committee, sponsored Senate Bill 1074 on Sept. 25 which seeks to align the tax rate of heated tobacco products and vape with that of traditional cigarettes at P45 starting next year. THE Philippine National Police said Tuesday there may be no need for another extension of martial law in Mindanao after military rule lapses by the end of the year. PNP spokesman Brig. Gen. Bernard Banac said the crime rate in Mindanao is on a decline and security forces are able to control the proliferation of loose firearms in the area. “For now, we see that martial law in Mindanao can be lifted,” Banac said at a press briefing in Camp Crame on Tuesday. The PNP will submit its recommendation to the National Security Council in December, he said.
