RODY VOWS TO AVOID WATER CRISIS AMID SERVICE ROTATION By MJ Blancaflor and Rio N. Araja PRESIDENT Rodrigo Duterte will take the necessary measures to keep his promise to stave off a water crisis, the Palace said Sunday. “We will do something on the matter so the crisis will not worsen. If there’s a problem, there’s a solution,” said presidential spokesman Salvador Panelo as the two private water concessionaires serving Metro Manila announced the beginning of service interruptions due to the low water levels in the Angat and Ipo dams. “The President will study it and he will do what is needed to avoid a water crisis,” Panelo told a radio interview. Maynilad said service interruptions were necessary due to the lower water allocation given them—40 cubic meters per second (CMS) compared to the normal 48 CMS. Manila Water also previously warned of possible service interruptions if Angat Dam’s levels continue to decrease and said this is necessary to ensure that the water supply will last even beyond the summer of 2020. THE National Food Authority (NFA) has increased its rice purchasing target to 1.14 million metric tons (MT) from 389,000 MT of palay (unhusked rice) to maintain a 15-day buffer stock. In a press statement on Saturday, the state-run grains agency said the higher procurement goal was approved during the recent meeting of the NFA Council led by Agriculture Secretary William Dar. The NFA has stepped up its procurement of unhusked rice following the signing of Republic Act 11203 or the Rice Tariffication Law in February. Under RA 11203, the NFA is mandated to maintain the equivalent of 15 to 30 days of the country’s rice consumption. Next page

Palace condemns mayor’s ambush By MJ Blancaflor MALACAÑANG on Sunday condemned the killing of Clarin, Misamis Occidental Mayor David Navarro, who was shot dead while he was being transported by police from the jail to inquest proceedings in city hall in Cebu City on Friday. Navarro’s associates told the police that they had been receiving threats even before he figured in an incident at a massage parlor in Cebu City that led to his arrest on assault charges. “We condemn that. We don’t want people to be killed as if they are dogs, chickens, or pigs,” Presidential Spokesman Salvador Panelo said in a radio interview. ASHINGTON— Jihadist supremo Abu Bakr alBaghdadi, the world’s most wanted man, was killed Sunday in a US special operation in northwest Syria, US President Donald Trump confirmed.

Baghdadi died after exploding in a suicide vest he wore to avoid capture as American special forces closed in on him, Trump told a press conference at the White House. No US service members were killed in the operation aimed at the Islamic State leader, which Trump previously approved, senior administration officials said. Trump had tweeted late Saturday night that “Something very big has just happened!” The elusive chief of the ISIS group was thought to be dead after the US military raid in the Idlib region in Barisha, Syria, US media reported early Sunday. A senior US military source, requesting anonymity, told Fox News Baghdadi’s identity has been confirmed with biometric tests and facial recognition. 35,000 cops gird for All Saint’s Day THE authorities on Sunday started evicting vendors inside Manila North Cemetery following city hall’s order to enforce the no-vendors policy there. Around 35,000 personnel from the Philippine National Police will be deployed nationwide to ensure the security and safety of the public for the observance of All Saints’ Day on Friday, its spokesman said Sunday.
