Araja THE Commission on Human Rights on Wednesday raised alarm over the rising number of deaths of inmates under police custody, a situation police authorities said they would investigate posthaste. Lawyer-spokesperson Jacqueline Ann de Guia reacted to the report of the Philippine National Police’s Internal Affairs Service that over 450 inmates have died under detention, including the recent deaths of eight inmates inside the New Bilibid Prison due to dehydration. She lamented the appalling situation of inmates in overly congested and dilapidated detention facilities, saying such was a gross violation of the rights of persons deprived of liberty. She said the sorry state of the prisoners could cause their deaths and a lot of health sanitation problems. Next page

Martin Romualdez on Wednesday said the appointment of Supreme Court Associate Justice Diosdado Peralta as the new Chief Justice “will highlight the intellectual leadership of the Supreme Court.” “He will champion good governance and serve as a beacon of light in maintaining the pristine supremacy of the Constitution,” said Romualdez, a lawyer and president of the Philippine Constitution Association. “His loyalty to the Constitution will guide the nation’s leaders and the people in their quest for a better justice system,” Romualdez, chairman of the House committee on rules, added.
The Court’s Public Information Office on Wednesday confirmed Peralta’s appointment as top magistrate after it received a transmittal letter from the Office of the President designating him as the next Chief Justice. With two and a half decades of public service, Peralta is the most senior in terms of the number of years of service in the judiciary. Water service rotation scheme set WEAKER than expected rain this month prevented the authorities from raising the water supply allocation in Metro Manila, which will result in an interruption in the water distribution later this week, regulators said Wednesday.
