PALACE PROBES CHINA MISSILE TEST; US ALARMED By Rey E. Requejo THE Philippines will conduct its own inquiry into a report that China launched anti-ship ballistic missiles off the West Philippine Sea, Defense Secretary Delfin Lorenzana said Wednesday. “We have no first-hand knowledge about this missile launch except this news report. We will conduct our own inquiry and will decide later what to do if [the report is] proven correct,” Lorenzana said in a message to reporters.

The tests took place last weekend with China warning ships not to approach the test area, and at least one missile was reportedly fired into the sea, the report said. US Ambassador to the Philippines Sung Kim reiterated Washington’s position on the South China Sea dispute. “We urge all countries to refrain from provocative and unilateral actions that [are] inconsistent with international norms and practices,” Kim said during the July 4th US Independence Day celebration at Makati Shangri-La. Locsin junks ‘verbal deal’ with China By Rey E. Requejo and Nat Mariano PRESIDENT Rodrigo Duterte’s purported verbal agreement with Chinese President Xi Jinping allowing Chinese fishermen to fish within the Philippines’ exclusive economic zone cannot be implemented, Foreign Affairs Secretary Teodoro Locsin Jr. said Wednesday. Locsin said the President may have been led to believe by his legal advisers that the Philippines can allow other countries to fish in its EEZ if there is an excess of the allowable catch as mandated by the United Nations Convention on the Law of the Sea. “The verbal agreement cannot be enforced on us because it’s verbal. You need a document to prove an agreement. That’s the way it is,” Locsin said, in an interview with ANC. He added that the informal agreement between Duterte and Xi was “not policy” and the Philippines was not allowing China to fish within the Philippines’ EEZ. Next page
