By Nat Mariano FOR the first time, President Rodrigo Duterte seemed to lose heart in campaign promise to shift the country to a federal form of government, saying such a move was unlikely to prosper under his administration. In a speech after the oathtaking of local officials and Hugpong ng Pagbabago-endorsed senators on Tuesday evening, the President said the movers and shakers of the country should at least amend the present Constitution if they will not support federalism. “Really, it’s not for me [and] in my generation, [it’s for] somebody else’s,” the President said. “But you should change the Constitution actually. Not for anything. If you do

The assembly was held at the Seda Hotel Vertis North in Quezon City. This developed as Albay Rep. Joey Salceda hit threats to sanction lawmakers belonging to the ruling PDP-Laban who do not support Marinduque Rep. Lord Allan Velasco as the next Speaker. Also, party-list lawmakers on Wednesday questioned 1-Pacman party-list Rep. Mikee Romero for endorsing Velasco as the next speaker without their consent. Anakalusugan Party-list Rep.-elect Mike Defensor said Romero’s action was illegal, adding he even signed a

By Nat Mariano FOR the second time, film director Joyce Bernal will once again direct President Rodrigo Duterte’s State of the Nation Address on July 22. Officials of Radio Television Malacañang confirmed that Bernal, known for her popular romantic comedy movies, is set to direct the Chief Executive’s 4th SONA. Last year, Bernal aimed at setting a “quite patriotic” mood for the 3rd SONA, focusing on good sequencing of shots, camera angles, and placements of lights. “This is not directing a romantic comedy. This is not directing traffic. This is directing the SONA. Our father has Next page

LIFE GOES ON. Low- lying Malabon City in Metro Manila, which gets flooded even when the rains are not there, is submersed even more piteously this week, with Tropical Depression ‘Dodong’ lashing the metropolis and surrounding areas—weather forecasters raising hopes the already critical level at Angat Dam will be addressed with up to 13 cyclones expected to hit land in 2019. Andrew Rabulan

At least 13 storms needed to refill Angat—PAGASA TO RAISE the already-critical water level at Angat Dam, which is Metro Manila’s main water source, the Philippines will need more storms to dump rain into the reservoir, the state weather bureau said Wednesday. The dam will get that much-needed liquid from about 9 to 13 tropical cyclones that are forecast to enter the Philippine Area of Responsibil-

ity in the next six months, despite the persistent drought affecting 32 provinces across the country. Storms supply about half of the water being used for domestic requirements, especially in the National Capital Region, officials of the Philippine Atmospheric, Geophysical and Astronomical Services Administration said in a press

conference. In other developments: • Tropical Depression “Dodong” sped up to 30 kilometers per hour while moving northward Wednesday afternoon, the weather bureau said. Ariel Rojas, PAGASA forecaster, said “Dodong” was forecast to exit the PAR on Wednesday night. Next page

Two whistleblowers given state protection By Rey E. Requejo and Rio N. Araja THE Justice department has admitted to the witness protection program two whistleblowers who said their former employer, WellMed Dialysis and Laboratory Center, collected hundreds of millions of pesos worth of claims from the Philippine Health Insurance Corp. for bogus treatments for deceased members. Justice Secretary Menardo Guevarra said the coverage for Edwin Roberto and Liezel Aileen de Leon would be provisional and “good for 90 days” while the DOJ conducts a preliminary investigation on seven other WellMed personnel charged by the National Bureau of Investigation with estafa and falsification of public documents. The DOJ earlier indicted Roberto and De Leon along with WellMed’s co-owner Brian Sy with the same charges. Next page
