Quick caucus Visayas lawmakers flex muscles for Romualdez averts Senate ‘tug of war’ By Maricel V. Cruz

By Macon Ramos-Araneta TO thwart the looming “tug of war” over committee chairmanships, members of the so-called super majority in the Senate listed their preferred committees during a dinner-meeting in the Dasmariñas residence of Senator Manny Pacquiao in Makati City Wednesday. “We just made lists but it looks like Senate President [Vicente Sotto III] has fixed the problems on the committees,” said Senate Majority Leader Juan Miguel Zubiri, speaking in Filipino. Senator Joel Villanueva described the gathering as quick. “SP (Senate President) talked about the Senate, its tradition and culture and the importance of independence. Also respect,” said Villanueva. Also present in the meeting were Zubiri, Senate President Pro Tempore Ralph Recto, Villanueva, and Senators Sherwin Gatchalian and Grace Poe and outgoing Senators Loren Legarda, Gregorio Honasan, and reelected Senators Juan Edgardo Angara and Nancy Binay. Newly-elected Senators Ronald dela Rosa, Francis Tolentino, Christopher Go, Imee Marcos and returning Senators Bong Revilla and Lito Lapid were also present. Next page

THE Visayan Bloc on Tuesday agreed to vote for a common candidate for speaker of the incoming 18th Congress, hinting that Leyte Rep.-elect Martin Romualdez will likely be their bet for the House’s top post. In a closed-door meeting presided by Negros Occidental Rep. Albee Benitez, convenor of the organization of congress-

men from the Visayas, the lawmakers agreed to meet again next month to choose whom to support in the speakership race. “The Visayan Bloc has demonstrated how unity works in the pursuit of a common legislative agenda for the Visayas region. Unanimity in purpose will be our way of choosing the next speaker,’’ Benitez told reporters. He said the “Visayan Bloc members vowed to take a united stand in choosing

who will lead the Lower House in the next Congress.” Romualdez on Wednesday said he remained committed to advancing the constitutional reforms during the next Congress to sustain the country’s economic growth. By Macon Ramos-Araneta THE approval by Congress of a bill to impose higher excise taxes on cigarettes will make the Philippines one of the healthiest countries in Asia by 2040, Health Secretary Francisco Duque said Wednesday. He said the new law would fulfill President Rodrigo Duterte’s twin goals of keeping all Filipinos healthy and providing the sick quality and affordable health care. “This is not a rocket science. When the prices of cigarettes and alcohol are higher, it is harder especially for the youth to buy these very harmful products. We can only reduce consumption by making these ‘sin’ products less affordable to consumers.” He said revenues from sin taxes provide the much-needed financing to help reform the health sector, deliver PhilHeatlh coverage to poor Filipinos, scale up the Department of Health’s non-communicable disease prevention services and extend help to the country’s tobacco farmers. On Tuesday, Secretary Emmanuel Piñol made a surprise visit to quarantine personnel at the Ninoy Aquino International Airport Terminal 2 and came with sniffing canines. Piñol inspected and observed how his men from the Bureau of Animal Industry handled the monitoring of luggage of incoming passengers from countries affected by ASF. He said he would provide some 45 meat sniffing dogs in major airports in the country to prevent the entry of fresh, frozen, cooked or uncooked animal meat and its processed meat coming from the affected regions. Piñol said the entry of different plants and soil without phyto-sanitary permit are also not acceptable and he alerted fisheries personnel to be more alert on the smuggling of endangered species. He directed quarantine officials and personnel to be more vigilant and coordinate closely with Bureau of Customs personnel who will help determine which pieces of Next page
