DVOCATES of a law raising taxes on cigarettes worried that heavy lobbying by tobacco companies over the weekend could affect the vote in the Senate Monday. Former Philhealth director Anthony Leachon and UP College of Medicine faculty member Antonio Dans said a failure of the bill to pass muster would deprive the government’s Universal Health Care program of funding. “Definitely, the lobbying can affect how our senators will behave... how they will vote,” said Leachon, also chairman of the Council of Past Presidents of the Philippine College of Physicians.
Customs, PDEA face wringer over P1-b shabu smuggling By Macon Ramos-Araneta SENATOR Panfilo Lacson will grill officials of the Bureau of Customs (BOC) and the Philippine Drug Enforcement Agency (PDEA) over the smuggling in of P1 billion worth of shabu hidden inside a shipment of tapioca starch, when hearings begin toward the end of June. To be summoned to the Senate Blue Ribbon committee hearing are BOC Commissioner Leon Guerrero and two of his classmates in the Philippine Military Academy (PMA), retired Gen. Donato San Juan, and Gen. Raniel Ramiro.
But Leachon and Dans said they remained confident that senators who supported the sin tax law in 2012 would support the new round of increases on cigarette taxes. These were Senate Minority Leader Franklin Drilon, Senators Panfilo Lacson, Francis Pangilinan, Antonio Trillanes IV and re-elected Senator Aquilino Pimentel III. They are also hopeful that the incumbent
senators who voted against the increase in the excise taxes on cigarettes in 2012— Senate President Vicente Sotto III, Senate Pro Tempore Ralph Rectp and outgoing Senators Francis Escudero and Gregorio Honasan—would have a change of heart. While Pimentel, who ran in the last midterm elections, supported the increase in tobacco taxes in 2012, he did not sign Senator Juan Edgardo Angara’s committee report, saying the bill should be properly scrutinized as it might result in the death of the tobacco industry. The two doctors said they hope senators who won a second term—Pimentel, Grace Poe, Cynthia Villar and Angara— would support their cause. They are also counting on the votes of outgoing Senators Loren Legarda and EsNext page cudero.
Guerrero, a member of PMA Class 1984, was the third Customs commissioner appointed by President Rodrigo Duterte, replacing retired P/Gen Isidro Lapena and former Philippine Marines officer Nicanor Faeldon. Both Lapena and Faeldon were hounded by controversies in connection with the smuggling of mult-billion-peso shipments of shabu. Lacson said the Senate will also summon PDEA Dir. Gen. Aaron Aquino and make him explain how the illegal drugs were smuggled in Aduana despite their strict monitoring of all shipments arriving in the country. Next page
Marcos blasts Smartmatic VCMs By Rey E. Requejo THE camp of former senator Ferdinand Marcos Jr. on Sunday backed the call of President Rodrigo Duterte for the Commission on Elections (Comelec) to drop its technology partner Smartmatic, after numerous complaints about malfunctioning vote counting machines and a seven-hour delay in the transmission of election results.
“It’s a patriotic call made by the President which we all should patriotically respond to,” Marcos lawyer and spokesperson Vic Rodriguez said, agreeing to the President’s call for the poll body not to renew its contract with Smartmatic as technology provider in the 2022 presidential election. 7,000 cops keep watch over Metro public schools THE police in Metro Manila are set to secure students from all forms of crime, including bullying, as millions of students troop back to schools today.
