‘Bikoy’ loses credibility as accuser—DOJ By Rey E. Requejo and Macon Ramos-Araneta THE Department of Justice on Sunday impugned the credibility of the anonymous man identified as “Bikoy” in the “Totoong Narcolist” videos that implicated several members of the presidential family in the illegal drug trade. Justice Secretary Menardo Guevarra said while the National Bureau of Investigation (NBI) could also pursue an investigation into the allegations made in the videos, Bikoy’s anonymity has repercussions on his claims. “Hiding behind a cloak of absolute anonymity casts a serious doubt as to his motive and truthfulness,” he said. “Genuine whistleblowers are not afraid to come out of the dark and into the light,” he added. Guevarra issued the statement in response to the challenge posed by opposition Senators Antonio Trillanes IV and Leila de Lima for the DOJ to look into the allegations of Bikoy and former police official Eduardo Acierto, instead of cracking down on the whistleblowers. “The DOJ is not foreclosing any investigation of the allegations made by Bikoy and Acierto, but first we have to establish if there is prima facie evidence other than their mere allegations to initiate an investigation,” he said. The NBI is currently in pursuit of Bikoy and Acierto upon orders of trial courts. Acierto is facing drug importation cases before the Manila regional trial court branch 35 over his alleged involvement in the smuggling of multibillion-peso shabu shipments last year. On the other hand, the administrator of the website metrobalita.net that spread the Bikoy videos on social media was arrested last week through search warrant issued by Makati RTC branch 148. Namfrel pulls out of watchdog duty; opposition wary OPPOSITION senatorial candidates on Sunday expressed concern over the National Citizen’s Movement for Free Elections’ decision to withdraw its accreditation as the citizens’ arm of the Commission on Elections in the May elections. The Comelec’s denial of Namfrel’s request for open access to information and data prompted Namfrel’s withdrawal as

an accredited citizen watchdog. “We are worried that Namfrel withdrew as an accredited watchdog because the Comelec refused to give it what it was asking for,” said former congressman and now senatorial candidate Erin Tañada from the Otso Diretso slate. “This is worrisome because Namfrel has been helping out in the elections

THE National Irrigation Administration has vowed to terminate the services of several Chinese workers after the completion of the P4.37-billion Chico River pump irrigation project in Pinukpuk, Kalinga. In a statement, NIA said the 66 Chinese workers hired by the Chinese contractor were “highly technical and highly skilled,” and were necessary to build the tunnel and pumping station for completion before the end of the year. “Once completed, most of these Chinese workers will be terminated,” the agency said. At least 347 Filipino workers, mostly from the area, have been working in the project. The Chinese workers are part of the project’s manpower specializing in tunneling and the construction of the pumping station with their state-of-the-art equipment and technology. Next page

Zapota, Bacoor City at about 6 p.m. Police Col. Lawrence Cajipe, chief of the PNP regional field unit in Calabarzon, said the 10 suspects were arrested after police received a tip from a concerned citizens group. Police confiscated small brown envelopes containing P200 bills totaling P75,800, cash totaling P83,500, and campaign wrist bands and T-shirts. Palace duty-bound to abide by SC writ By Nat Mariano THE Duterte administration will respect the order of the Supreme Court to protect, preserve and rehabilitate the marine environment in the West Philippine Sea, Malacañang said on Saturday. Presidential Spokesman Salvador Panelo made the remark following the Court’s issuance of a writ of Kalikasan compelling concerned government agencies to actively protect marine life in Panatag (Scarborough) Shoal, Ayungin Shoal, and Panganiban Reef. While the Palace has yet to receive a copy of order, the Palace official said the Duterte administration remains “dutybound” to fully implement all laws. “We find no issue of enforcing our laws as well as performing such enforcement pursuant to our Constitution and principles of international law,” Panelo said in a statement late Saturday evening.
