Water shortage probe begins House panels seek ways to end lingering crisis By Rio N. Araja

JOINT House panel on Sunday summoned the top officials of the Manila Water Co. Inc., Maynilad Water Services Inc., water regulators and five mayors to today’s congressional inquiry into the water shortage in Metro Manila and Rizal. Quezon City Rep. Winston Castelo, committee on Metro Manila chairman, along with Negros Occidental Rep. Alfredo Abelardo Benitez, committee on housing and urban development chairman, will conduct a congressional hearing. “We will need explanations from the concessionaires, regulators and the experts why we got into this mess and their suggestion on how we can get out of it,” Castelo said. Customers of Ayala-led Manila Water have suffered service interruptions and low water pressure for the last two weeks, but those in Maynilad’s service area have experienced no such problems. CATHOLIC faithful on Sunday started reciting “Oratio Imperata,” a special prayer for deliverance from calamities, amid a water shortage in some parts of Metro Manila. The prayer was recited during a Sunday Mass aired live over PTV4. On Friday, the Metropolitan Waterworks and Sewerage System (MWSS) assured the public that all available resources will be used to immediately resolve the water shortage in Metro Manila and near-

by provinces. This was in response to President Rodrigo R. Duterte’s directive to MWSS to demand from its concessionaires the release of water from the Angat Dam effective noon last Friday. The 87 percent showing, however, was the lowest since 2014, the survey company said. THE Philippines is poised to officially quit the International Criminal Court on Sunday, though the beleaguered tribunal has pledged to pursue its examination of possible crimes in the government’s deadly drug war. Manila’s withdrawal is to become final a year after it told the United Nations that it was quitting the world’s only permanent war crimes tribunal, the second nation to do so. “The Secretary-General... informed all concerned states that the withdrawal will take effect for the Philippines on 17 March,” UN spokesperson Eri Kaneko told AFP. The departure of the Philippines follows the court being hit in recent years by highprofile acquittals and moves by several nations to drop out. Manila moved to quit after the body launched a preliminary examination in 2018 of President Rodrigo Duterte’s drug crackdown that has killed thousands and drawn international censure. Duterte’s drug war is his signature policy initiative and he defends it fiercely, especially from international critics like Western leaders and institutions which he says don’t care about his country. TROPICAL depression “Chedeng” entered the Philippine Area of Responsibility at 11 a.m. on Sunday, the Philippine Atmospheric, Geophysical and Astronomical Services Administration said. The storm’s center was estimated 830 kilometers east of Hinatuan, Surigao del Sur, at 4 p.m. It was packing maximum sustained winds of 45 kilometers per hour near the center and gustiness of up to 60 kph, and was moving west at 27 kilometers per hour. The weather bureau raised tropical cyclone warning signal no. 1 over Davao Oriental. “Chedeng” may make landfall over the eastern coast of Davao Oriental between Monday evening and Tuesday morning, but was expected to weaken into a low-pressure area.
