Rice tariffication, political ads bills enacted into law, says Sotto

By Nat Mariano

PRESIDENT Rodrigo Duterte on Friday has signed into law the Rice Tariffication Bill and a measure amending the Fair Election Act to lower the cost of political advertisements. “Tariff bill signed,” presidential spokesman Salvador Panelo said. The measure seeks to liberalize rice importation by replacing quantitative import restrictions with tariffs. Duterte’s economic managers have identified rice tariffication as one of the means of addressing soaring inflation. The measure would create the Rice Competitiveness Enhancement Fund or

RCEF with an annual funding of P10 billion as a special rice safeguard duty to protect the rice industry from sudden or extreme price fluctuations. Senate President Vicente Sotto III confirmed that the President has signed into law a bill that gives additional discounts to political advertisements on television and radio. Candidates will now enjoy a 50 percent discount when they place political ads on television networks, up from the current 30 percent. On radio, political ads will have a 40 percent discount, up from the current 20 percent. The discount for print, on the other hand, was retained at 10 percent.

House pushes graft raps vs road scammers By Maricel V. Cruz THE House of Representatives has recommended the filing of graft and other charges against public works officials and other people allegedly involved in the more than 3-billion-peso road rightof-way scam in in Central Mindanao. The House made the recommendation even as it adopted the report of the Com-

mittee on Good Government and Public Accountability led by Camiguin Rep. Jesus Xavier Romualdo. The House under the leadership of Speaker Gloria Macapagal-Arroyo, in plenary session, approved the resolution that recommended the prosecution of several Department of Public Works and Highways Region XII officers,

“Maybe he feels they don’t need his endorsement,” presidential spokesman Salvador Panelo said, referring to Jinggoy Estrada and Bong Revilla. “They could win because they’re former senators, they have familiar names, and people know about them, so maybe they don’t need it.”

Estrada still faces plunder and graft charges in connection to the pork barrel scam, but the anti-graft court, the Sandiganbayan, acquitted Revilla in December 2018, saying prosecutors failed to present evidence linking him to the millions of pesos in kickbacks that lawmakers alleg-

edly received. The President has endorsed 11 candidates, including Estrada’s half-brother, Senator JV Ejercito. Duterte was expected to include Estrada in his list of candidates after he raised Next page

Palace slams Ressa ‘abuse of power as journalist’

By Nat Mariano

RAPPLER CEO Maria Ressa should stop blaming the government for the “incompetence and unpreparedness” of her lawyers, Malacañang said on Friday, stressing the administration will “never” interfere in the judiciary’s affairs. In a Palace press briefing, presidential spokesman Salvador Panelo shrugged off anew Ressa’s claims that the government

has used the country’s laws to attack her. “She says that there has been an irregularity in the filing of the case, as well as she’s harassed. Let me tell you, Maria, that the case filed against you was in accordance with the law. This is not a case of freedom of expression as you claimed. It is a case of one man, and personally complainant, asserting his right under the law for a perceived violation of his right,” Panelo said.

He said it was Ressa who was abusive of the rights given to her by the Constitution as a member of the press by saying that the government instills fears to journalists because of her case. “Now you say, ‘There is an abuse of power.’ Excuse me Maria, abuse of power? You are the one abusing your power as a journalist. You’re marshaling your colleagues to support you on the basis of a misplaced Next page
