Araja THE House of Representatives’ committee on rules is resuming its inquiry into the alleged irregularities in the budgeting process today. “As we conduct our next hearing on Monday, we will show that the DBM [Department of Budget and Management] earned billions from… anomalous transactions,” said House Majority Leader and Camarines Sur Rep. Rolando Andaya Jr., who kept up his media attacks on Budget Secretary Benjamin Diokno, who has denied any wrongdoing. Citing documents turned over to his panel by the executive director of DBM’s procurement service, Bingle Gutierrez, Andaya said the government would spend P37 billion to pay the consultants of big-ticket infrastructure projects. He accused Diokno of turning his department into a “super-bidding body” that bid out P198 billion worth of projects in 2018 for 20 different government agencies under the Build, Build, Build program, including P168.275 billion from the Department of Transportation. “I really don’t believe my career is over. TODAY’S plebiscite for the Bangsamoro Organic Law—the first of two electoral processes—will be a moment of truth for all stakeholders who have pinned their hopes on the measure to end the decadesold conflict in Mindanao. The BOL, the product of peace negotiations between the government and the Moro Islamic Liberation Front that began in 1996, will replace the Autonomous Region in Muslim Mindanao with the new Bangsamoro region that has greater political and fiscal autonomy. Efforts leading to today’s historic vote spanned four presidencies, starting from then President Fidel Ramos, who began negotiations in 1996, to President Ro-
drigo Duterte who signed the law in July 2018. “Your approval of this law will not only serve as an expression of your desire to end more than half a century of armed struggle in the region. It will also serve as a testament to your determination to bring genuine peace and development in Muslim Mindanao through an autonomous government that truly represents and understands the needs of the people,” the President said during a peace assembly in Cotabato City over the weekend. TWO people including a minor opposing the ratification of the Bangsamoro Organic Law were killed after they were waylaid by pro-BOL promoters in Shariff Saydona, one of the election hot spots in Maguindanao, hours before today’s plebiscite. The incident occurred while some 5,000 unarmed members of the Moro Islamic Liberation Front tried to enter different parts of Cotabato City at 8 a.m. Sunday before being persuaded by the military to turn back. Major Gen. Cirilito Sobejana, commander of Join Task Force Central suggested the MILF movement was aimed at bolstering proBOL supporters—or intimidating those against it. To prevent any violence, troops were called up to confront the MILF members, who quickly
