‘Pahalik’ preludes Black Nazarene parade By Vito Barcelo MILLIONS of barefoot devotees in maroon shirts are expected to fill the streets of Manila today to join the annual Traslacion, or the procession of the Black Nazarene from the Quirino Grandstand in Luneta, where Catholics are allowed to kiss the iconic statue, to Quiapo Church. Church officials are expecting this year’s participants to surpass
the 2.6 million devotees who joined the procession in 2018, in the hope that their prayers will be answered. The life-sized icon image of Jesus Christ carrying a cross will be carried into the streets for procession in a “Caroza” or golden red carriage pulled through the streets of Quiapo by male devotees clad in maroon. The Feast of the Most Holy Black Nazarene is celebrated every 9th of January while novena masses begin
on the first Friday of the year. Manila Archbishop Luis Antonio Cardinal Tagle will lead the early morning Mass in honor of the Feast of the Black Nazarene, before the Traslacion or the transfer of the image to its present shrine in Quiapo starts at around 5 a.m. Quiapo Church officials are hoping the Traslacion will end early and that the image will enter the Minor Basilica by 5 p.m. Next page

HE plebiscite on the Bangsamoro Organic Law will push through on Jan. 21 as scheduled, after those who oppose it have failed to secure a restraining order from the Supreme Court, a spokesman for the tribunal said Tuesday. Court spokesman Midas Marquez said the justices tackled the petitions filed by the Sulu provincial government and the Philippine Constitution Association in an en banc session Tuesday, but did not rule on their petition for a temporary restraining order or a writ of preliminary injunction. “The Comelec has scheduled the plebiscite on the 21st, since there is no TRO, as of the moment, then that plebiscite should proceed or can proceed,” Marquez said in a press briefing.

Marquez said the justices decided to first seek comments from the respondents before deciding on Philconsa’s plea for a TRO. By Nat Mariano PRESIDENT Rodrigo Duterte has agreed to certify a bill raising the excise tax on tobacco and alcohol products as urgent, the Palace said Tuesday. Presidential Spokesman Salvador Panelo said the President approved the Health and Finance departments’ proposal supporting the bill filed by Senator Manny Pacquiao in October 2017. “There is a recommendation from the DOF that this bill should be certified as urgent because, under the proposal, the tax on tobacco will be raised to P60 per pack while on the part of alcohol it could be P40 per liter. Cotabato blast suspect turns self in; motive unknown Comelec junks By Francisco Tuyay A SUSPECT in the South Seas Mall bombing in Cotabato City that killed two people and injured dozens of others on Dec. 31 has surrendered, police said Tuesday. Chief Supt. Eliseo Rasco, regional police director in Soccsksargen, identified the suspect as Salipudin Pasandalan, 56, who surrendered Sunday night. Rasco declined to link Pasandalan to
any particular group, saying the police have yet to establish a motive for the bombing. Pasandalan surrendered after seeing his picture on TV, and after relatives urged him to turn himself in, he said. Earlier, the police had pinned the responsibility for the bomb attack on the Bangsamoro Islamic Freedom Fighters (BIFF). Defense Secretary Delfin Lorenzana, however, said they have already identified the perpetrators.
““We already identified the perpetrators but we are not yet giving names. But apparently they are connected with the BIFF,” he said. He indicated there were more than one suspect in government custody. “They are under investigation now, under tactical investigation to determine their purpose—why they detonated a bomb there,” he said. Congress warned budget’s overdue A FURTHER unreasonable delay by Congress to approve the General Appropriation Bill will throw a monkey wrench on the administration’s program and will be unacceptable to the people, Malacañang said Monday night. Meanwhile, Duterte on Tuesday cleared Budget Secretary Benjamin Diokno of the allegations of House Majority Leader Rolando Andaya Jr. that there was an “insertion” in the 2019 national budget allegedly for flood control projects. 70 Senate bets, trims party-lists
THE Commission on Elections has rejected the senatorial bid of 70 people running for this year’s elections, its spokesman James Jimenez said Tuesday. He did not identify the aspirants but said a certificate of finality on the decision would be issued if the candidates failed to file an appeal within five days of being notified that their election bids had been rejected. Jimenez also said the number of party-list groups seeking to join the May elections was down to 154 from 182 as of Tuesday, and that could still be reduced as the Comelec continued to clean up the list.
