Zurbano THE Metro Manila Development Authority has announced it will begin today the deployment of at least 1,200 personnel in preparation for the Feast of the Black Nazarene in Quiapo, Manila on Jan. 9. The MMDA men, according to Chairman Danilo Lim, are all set to provide traffic and emergency assistance during the annual procession of the Black Nazarene which is expected to draw 13 to 15 million devotees. Of the 1,200 men, 350 will be deployed today for the procession of Black Nazarene replicas scheduled Monday, and the traditional “Pahalik” or kissing of the image at the Quirino Grandstand on Tuesday. PUBLIC TEACHERS HIT DELAY IN SALARY INCREASE
3RD MOST WANTED BIFF MEMBER ARRESTED DAVAO CITY—Police arrested a “most wanted” member of the Bangsamoro Islamic Freedom Fighter at a checkpoint in the Compostela Valley town of Pantukan Friday afternoon. Chief Insp. Jason Baria, spokesman of the Police Regional Office 11, said Cristobal Dimpo Jikiri, also known as Ustadz Gulam Jikiri, is listed as the third most wanted BIFF member in the region. Baria said Jikiri, 71, is a Davao Oriental-based member of the BIFF, a breakaway faction of the Moro Islamic Liberation Front that has pledged allegiance to the Islamic State. Jikiri, who is wanted for murder, was heading back to Davao Oriental when he was arrested at a checkpoint in Barangay Tambongon, Pantukan. Before the arrest, police said Jikiri was sighted several times at his brother’s residence in Tambongon. Chief Supt. Marcelo Morales, PRO-11 director, said the arrest of Jikiri was part of the government’s continuous campaign against terrorist elements. Morales noted that police units in the region have been carrying out arrest warrants against wanted persons, even during the holiday season. Two hours before New Year’s Eve, police arrested murder suspects Robert Calipsan, Jobert Dinglasa Calipsan, and Jeccris Calipsan Dinglasa in Digos City. OTABATO CITY—Police on Friday night released the images of two suspects captured on closed-circuit television as they placed the second improvised bomb inside the South Seas Mall minutes before an initial bomb exploded on Dec. 31 as the city government offered half a million pesos in bounty for the arrest of the suspects.
The bombing left two people dead and injured 34 others. At a news conference, Sr. Supt. Oliver Enmodias, head of the Special Investigation Task Group South Seas, presented to the media the two images of suspects—one about 25 to
30 years old and the other, about 50 to 60 years old. Retired police Supt. Rolen Balquin, city civil security chief, said the local government of Cotabato has offered a P500,000 cash reward for anyone who can provide information leading to the arrest of the suspects. “They were captured on CCTV placing a bag beside a Philippine Charity Sweepstakes Office lotto outlet adjacent to the baggage counter at the second floor of South Seas Mall,” Enmodias said. Bomb experts discovered the improvised bomb at the second floor while conducting clearing operations after the first blast that ripped through the main entrance of the mall along Don Rufino Alonzo St. “They were clearly captured by CCTV and we have strong evidence they were behind the bombing,” Enmodias said. MINDANAO LEADERS OPPOSE INCLUSION IN BANGSAMORO By Ayunan Grande Gunting TWO Mindanao political leaders are advocating the “no” vote to the Bangsamoro Organic Law in the forthcoming plebiscites. Lanao del Norte Rep. Khalid Dimaporo said his province is not part of the Autonomous Region in Muslim Mindanao, which he said failed to govern itself professionally and deliver its promises of improving the quality of life of its constituents. The proposed Bangsamoro Autonomous Region in Muslim Mindanao might just be a continuation of the old ARMM system, Dimaporo said. Cotabato City Mayor Frances Cynthia Guiani likewise said leaders from various sectors oppose the creation of the new region. The first plebiscite day is scheduled on Jan. 19 in ARMM, Cotabato and Isabela cities. The second voting day will be held on Feb. 6 in Lanao del Norte (except for Iligan City) and North Cotabato. THE Alliance of Concerned Teachers slammed the delay of the 4th tranche of the salary adjustment for public school teachers, which should have taken effect on Jan. 1. ACT national chairperson Joselyn Mar tinez said as per Budget chief Benjamin Diokno, the delay in the salary increase, while it can be implemented retroactively, was due to the failure of the Congress to pass the 2019 proposed budget. “This is another concrete manifestation of how ordinary Filipinos, such as public school teachers like us, are made to bear the brunt of the rift among Duterte’s cohorts in the bureaucracy. The miniscule increase in our salaries from the Salary Standardization Law has n ow b e e n h e l d h o s t a g e pending the resolution of billions-wor th of budget issues,” Martinez said. “These delays could not have come at a worse time, what with the fuel tax hike a n d t h e i n c re a s e i n t h e prices of utilities because of the Tax Reform for Acceleration and Inclusion Law. It is time Diokno and the rest of the Duterte administration admit the failure and criminality of TRAIN, which is now being exposed as just another source of funding for corruption within the bureaucracy.” She also called on Diokno to “drop the pretense” in being responsive to the needs of public school teachers. “Sec. The group is calling for a P30,000 salary for Teacher I, P31,000 for Instructor I, and P16,000 for salary grade 1 employees. ACT also urged President Rodrigo Duterte to order a P3,000 increase in the Personnel Economic Relief Allowance for public school teachers.
TUNA FETCHES RECORD $3.1M TOKYO—A Japanese sushi entrepreneur paid a record $3.1 million for a giant tuna Saturday as Tokyo’s new fish market, which replaced the world-famous Tsukiji late last year, held its first pre-dawn New Year’s auction. Bidding stopped at a whopping 333.6 million yen for the enormous 278-kilogram fish— an endangered species—that was caught off Japan’s northern coast. Self-styled “Tuna King” Kiyoshi Kimura paid the top price, which doubled the previous record of 155 million yen also paid by him in 2013. “It’s the best tuna. I was able to buy a delicious, super fresh tuna,” the sushi restaurant chain owner proudly told reporters.

“The price was higher than originally thought, but I hope our customers will eat this excellent tuna,” Kimura said after the auction. Tsukiji—the world’s biggest fish market and a popular tourist attraction in an area packed with restaurants and shops—moved in October to Toyosu, a former gas plant a bit further east. Opened in 1935, Tsukiji was best known for its pre-dawn daily auctions of tuna, caught from all corners of the world, for use by everyone from top Michelin-star sushi chefs to ordinary grocery stores. Especially at the first auction of the new year, wholesalers and sushi tycoons have been known to pay eye-watering prices for the
biggest and best fish. Despite the relocation, the auction ritual remained intact: before dawn, buyers in rubber boots were inspecting the quality of the giant fresh and frozen tunas by examining the neatly cut tail end with flashlights and rubbing slices between their fingers. At 5:10 am, handbells rang to signal the auction was under way and the air filled with the sound of auctioneers yelling prices at buyers, who raised fingers to indicate interest. HE two remaining suspects in the twin murder of Ako Bicol Party-list Rep. Rodel Batocabe and security escort SP01 Orlando Diaz on Dec. 22 surrendered separately to police in Masbate and Bicol Saturday, hours after self-confessed gunman Henry Yuson linked Daraga Mayor Carlwyn Baldo into the killings following his surrender. This brings the number of six prime suspects now in police custody. Philippine National Police Chief Oscar Albayalde said suspects Rolando Arimado, alias RR, yielded in Masbate at 7 a.m. Saturday while Danilo Muella, alias Manoy Dan, surrendered past midnight on the same day. “This latest development is expected to complete the puzzle in uncovering the truth behind this double murder and multiple frustrated murder case,” the PNP chief said in a statement. Arimado, a rebel-returnee, was tagged as look-out and back-up gunman in the assassination. Muella, another trusted security aide of Baldo, surrendered to the Regional Intelligence Office 5 at 1 a.m. Saturday.
