SOUTHEAST Asia faces “very real” threats from the Islamic State group despite their defeat in the Middle East, as well as cyber-attacks, Singapore Prime Minister Lee Hsien Loong warned Saturday as he opened a regional summit. Parts of the 10-country region, encompassing about 650 million people, have long struggled with Islamic militancy and the emergence of IS has served as a new rallying point for radicals and reenergized extremist groups. A deadly gun and suicidebombing attack in Indonesian capital Jakarta in 2016 was the first IS-claimed assault in the region, while the Philippine city of Marawi was overrun last year by fighters loyal to the jihadists, triggering a months-long battle that killed hundreds. OREIGN Secretary Alan Peter Cayetano insisted on Saturday the actions taken by Filipino diplomats in Kuwait were “a rightful exercise” of their duty under International Law to protect Filipinos working and residing abroad.
In a statement Saturday, Cayetano, currently in Singapore, said the uncoordinated rescue mission was consistent with the. Vienna Convention on Diplomatic Relations and the Vienna Convention on Consular Relations. “We remain convinced that the
actions we took in Kuwait are a rightful exercise of our duty under international law to protect our nationals abroad. Our actions are consistent both with the Vienna Convention on Diplomatic Relations and the Vienna Convention on Consular Relations,” Cayetano stressed.
Tension between the Philippines and Kuwait increased further after the DFA uploaded a rescue video where diplomats, consisting of the Rapid Response Team, were seen helping Filipinos to flee from their allegedly abusive employers in Kuwait. The videos, which angered the Kuwait government, showed a woman running from a home and jumping into a waiting vehicle while another depicted a person sprinting from what looked like a construction site and then speeding off in a black sport utility vehicle. Kuwait had branded the rescues a violation of its sovereignty, adding fuel to a simmering diplomatic row between the two nations sparked
by the murder of a Filipino maid. In related developments: • President Rodrigo Duterte, in Singapore for an Association of Southeast Asian Nations meeting would announce the Philippines’ position on the Kuwait crisis upon his return to Davao City—expected before midnight Saturday—from a regional summit in Singapore, his spokesman said Friday. Duterte has not made any statement on Kuwait since the Gulf state on April 25 expelled Philippine Ambassador Renato Villa. The ambassador was declared persona non grata due to the Philippine embassy’s allegedly illegal Turn to A2

POLL BETS TOLD: SHUN TOXIC POSTERS By Joel E. Zurbano ENVIRONMENTALIST group Ecowaste Coalition on Saturday urged village and youth polls candidates to be aware and go easy on tarpaulin posters laced with cadmium, a cancer-causing chemical. The group made the appeal as campaign materials—posters, tarpaulins and banners—of candidates in the May 14 Barangay and Sangguniang Kabataan Elections sprouted all over Metro Manila and various provinces even before the start of the campaign period on May 4. “Tarpaulins such as those made of polyvinyl chloride plastic often contain cadmium, a chemical that is deemed extremely harmful to human health and the environment,” said Ecowaste Chemical Safety campaigner Thony Dizon. President Moon Jae-in “confirmed the common goal of realizing, through complete denuclearization, a nuclearfree Korean Peninsula.” But the phrase is a diplomatic euphemism open to interpretation on both sides. In Singapore, President Rodrigo Duterte, who is in the island state, was “very much relieved” after North and South Korea agreed to pursue permanent peace in the Korean Peninsula, said Presidential Spokesperson Harry Roque on Friday evening. MALACAÑANG said Saturday President Rodrigo Duterte would deal with the arbitral award on the disputed West Philippine Sea or South China Sea, as the President clarified he did not abandon the tribunal’s ruling in favor of the Philippines’ protest against China’s nine-dash line that covers nearly the whole of the disputed region. Presidential Spokesperson Harry Roque said Duterte made the clarification with Vietnam Prime Minister Nguyen Xuan Phuc who brought up the issue during their bilateral meeting on the sidelines of the 32nd Asean Leaders’ Meeting in Singapore. “It [WPS] was definitely discussed. And I guess the President just wanted to make very clear that we are not abandoning, ignoring or setting aside the arbitral’s ruling which is in our favor,” Roque said. Turn to A2
