RETURN P193-M PAMANA FUND, MILITARY TOLD PRESIDENTIAL Peace Adviser Jesus Dureza has asked the Armed Forces of the Philippines to return P192.5 million released in 2012 for road projects in Maguindanao under the PAyapa at MAsaganang PamayaNAn (PAMANA) program but have not been implemented. In a meeting on July 10 with AFP officials led by 52nd Engineering Brigade commander Brig. Gen. Dionisio Baudin Jr., Dureza pointed to the delays in the implementation of the P100-million concreting of the Lamud-Ganassi-Biarong road in the municipality of South Upi and the P150-million concreting of the Makir-Sibuto-Kinabaka road in the municipality of Datu Odin Sinsuat. The projects were supposed to have been implemented in the previous administration starting July 2012, with the funds being “downloaded” to the AFP, the OPAPP said in a weekend press statement. With funding from the Disbursement Acceleration Program, the Office of the Presidential Adviser on the Peace Process released an initial amount of P192.5 million for the implementation of the projects. The original project amount of P250 million was not fully released due to the subsequent Supreme Court ruling declaring the DAP funds illegal, OPAPP said. Alvarez said the 1987 Constitution sets term limits for elected public officials, and thus encourages political dynasties. “Political dynasties exist because of the imposed term limits to elected public officials [as the
1987 Constitution provides]. Back then, there was no term limit, political dynasties, and that there was only one politician in a family,” Alvarez said. Alvarez was referring to Section 26, Article II of the Constitu-
tion which states, “The State shall guarantee equal access to opportunities for public service and prohibit political dynasties as may be defined by law.” But at present, there is no enabling law prohibiting the proliferation of political clans. At a news forum in UP Diliman during the weekend, Pimentel said he strongly believed Duterte “will not extend or go beyond his term.” “Up to 2022, no extension for the President. We want to emphasize that because critics are giving the wrong impression that federalism was being proposed to have added-on years to the President’s term. In the past Congresses, bills were filed on political dynasties but did not prosper. He added the United States, for instance, elected officials like legislators, and even Supreme Court justices had enjoyed unlimited terms. “They can serve as long as they can,” Alvarez said. MALACAÑANG on Saturday said it had nothing to do with the removal of two of six security personnel assigned to escort Senator Antonio Trillanes IV, saying elected officials like Trillanes were allowed to have only four police or military to act as bodyguards. The opposition senator, one of the most vocal critics of President Rodrigo Duterte, said his security personnel had been reduced from six to four on orders of the President. Presidential Spokesperson Harry Roque, however, said Trillanes was only allowed to have four security personnel and it was the PNP that recalled the two police detailed to the senator.
