Probe pattern of violence vs party-list group By Maricel V. Cruz THE police are looking into the pattern of violence committed against members of a party-list group after one of its nominees in the House of Representatives was killed and the house of another nominee was robbed the day after the killing. On Saturday, Rep. Rodel Batocabe of Ako Bicol Party-list group was killed in the town of Daraga in Albay. On Sunday, a burglar entered the house of Rep. Alfredo Garbin Jr., also a memer of the Ako Bicol Party-list group, in Legazpi City, and took away cash and other belongings. Police said they were trying to determine the motive for the two crimes and to see if they were related. A robber, police said, forcibly entered the house of Garbin at Winsor St. Ridge View Subdivision, barangay Buragwis, Legazpi City early Sunday morning. Initial investigation indicated that the burglar entered through the awning-type window of the victims’ toilet on the second floor. Police said the robber took the personal bag of Garbin containing cash and checks worth P500,000 and several signature wristwatches. However, investigators said that since the burglar only took Garbin’s bag while

Ateneo kicks out student, digs deep into bullying case By Nat Mariano and Macon Ramos-Araneta THE Ateneo de Manila University on Sunday decided to dismiss the junior high school student who was caught in a video bullying a schoolmate. University president Jose Ramon Villarin said they reached the decision “after a thorough investigation that included listening to all parties involved.” “This means that he is no longer allowed to come back to the Ateneo. I have spoken

to the parents of both students about this decision and we have offered the families continued support to help them overcome this difficult time,” Villarin said in a university memorandum released Sunday. “We are continuing the investigation as there are other matters involved in the incident.” Villarin made his statement even as Senator Grace Poe cited the need to revisit the Anti-Bullying Act of 2013 to fill in some gaps as to the role of the schools in dealing with bullies.

“Anyone who has seen the video of the violent bullying incident would understand that bullying is a despicable act that insults our humanity,” Poe said. “There is an Anti-Bullying law in place. However, we believe it should be strengthened to require concrete and timely action from schools,” said Poe, vice-chairperson of the Senate committee on public order.” Villarin said Ateneo remained “very clear” on its stand against bullying. THE leaders of the House of Representatives will respond to the call of a senator for both chambers of Congress to meet “to hammer out a better Road Board abolition bill,” House Majority Leader Rolando Andaya Jr. said Sunday. “On the part of the House, we will designate the members of our contingent to the bicameral conference committee on our first session day on January 14,” Andaya said. He said the proposal of Senator Juan Miguel Zubiri “is the way forward for both houses to jointly cure the bill of its defects, instead of carelessly sending to the President a flawed and faulty one which does not offer reforms but more of the same bad practices. “We will heed the President’s guidance by crafting a version that will truly abolish the board and move the spending of the MVUC [Motor Vehicle Users’ Charge] collection from darkness into light,” Andaya said. He said the House was all for the dismantling of the Road Board. “We do not want its powers to be merely transferred to three secretaries who will in effect be Three Road Kings who can spend the MVUC at will,” Andaya said. “We will ensure that all proceeds from the MVUC form part of the General Fund. We want to strip MVUC collections of its status as a hidden off-budget item that will be spent by one person in an untransparent way. “We want itemized spending the people can see. We will ensure that the law will provide that every centavo taken from the motorists will be spent for their relief. Non-road-use activities like garbage collection would have to be stricken off the spending menu.” Maricel V. Cruz
