N AGREEMENT on oil exploration with China in the resource-rich waters of West Philippine Sea should be drafted by the Philippines, Foreign Affairs Secretary Teodoro Locsin Jr. said Wednesday, contradicting the remarks of a Palace spokesman.

Chinese President Xi Jinping waves to officials Wednesday as he prepares to take his flight back to Beijing after a two-day state visit when an agreement with China, drafted by the latter, on oil exploration in the West Philippine Sea had come under fire from Manila’s Foreign Secretary Teodoro Locsin.

“Palace Com doesn’t care if it is a Chinese draft? I fu*k*n* care!” Locsin said in a Twitter post Wednesday morning. “A framework or architecture for gas and oil in our part of the sea demands that draft be MINE... MIO... FILIPINO,” he said. Locsin’s tweet was in reaction to Presidential Spokesman Salvador Panelo’s statement the previous day that “it doesn’t matter” who drafts the joint agreement to explore Next page
‘PH ill-quipped to check on Sino stations’
By Nat Mariano and Macon Ramos-Araneta
DEFENSE Secretary Delfin Lorenzana admitted that the country is incapable of verifying the presence of three weather stations that China installed in the disputed West Philippine Sea. “We don’t have the capabilities. We don’t have the same aircraft that the United States Navy uses—the Poseidon. Same also with the Australians. What we have
right now is really weak, we don’t really have the equipment,” he told reporters Tuesday, shortly after Chinese President Xi Jinping arrived at the Palace to begin his two-day state visit. The Defense chief said the administration was trying to upgrade its military defenses and tapping the resources of other countries such as Japan, Korea and the United States. He said the country could acquire used submarines for training before buying a

By Maricel V. Cruz FORMER President and now Speaker Gloria Macapagal Arroyo told visiting Chinese President Xi Jinping Wednesday that she sees China playing a major role in the Philippines’ infrastructure buildup. “Infrastructure will be very important for the Philippines in the coming years and there is no country in the world that matches China’s recent track record and capability in this area,” Arroyo said during a courtesy call on Xi at his hotel Wednesday. Arroyo told Xi that the Philippines “really can learn much from China’s impressive growth during the last 40 years.” She said China has shown the world “that rap-
id economic growth and modernization is possible through a combination of vision, political will, and open and responsible relations with other nations.” “China has done in 40 years what other countries might take 200 years to do, so we congratulate you for that. It is good for China, it is good for the Philippines, it is good for the world,” Arroyo said. Arroyo recalled that when she was president, the Philippines forged closer relations with China and signed a joint exploration agreement on the West Philippine Sea. The constitutionality of the agreement, however, was challenged before the Supreme Court, which has yet to rule on issue. Next page

Duterte EO to stop terror financing By Nat Mariano PRESIDENT Rodrigo Duterte on Wednesday ordered the adoption of a national strategy on anti-money laundering and countering the financing of terrorism in the country . In Executive Order 68, Duterte ordered his government agencies to adopt the National AML/CFT Strategy 2018-2022. He said there was a need to “harmonize anti-money laundering and countering terrorism financing efforts of relevant government agencies and private stakeholders.”
To ensure the effective implementation of the NACS, Duterte stressed the need to establish a national coordinating committee that would provide “strategic direction.” The EO will create a National AML/ CFT Coordinating Committee, which will facilitate inter-agency coordination focused on the development of national policies on AML/CFT. The NACC will then provide the policy and strategic direction and oversee the implementation of the NACS, ensure that the roles and responsibilities of relevant government agencies are efficiently and Next page
SENATE Majority Leader Miguel Zubiri said Wednesday the proposed P3.757-trillion budget for 2019 will not be approved before Congress goes on Christmas break if the House of Representatives submits it to the Senate on Monday. Because of this, Zubiri said, there will be a reenacted budget for two weeks to a month. In a news conference, Zubiri told re-
porters that if the House sends the budget proposal to them on Monday, the senators would still need time to read it, and the earliest they could begin deliberations would be on Nov. 28. Senate President Pro Tempore Ralph Recto and Senator Panfilo Lacson held the same view, and Senate President Vicente Sotto III has already informed House leaders of this limitation. “Realistically, we only have December 3, 4, and 5, and 10, 11, 12 to be able to Next page
