Duterte skips gala dinner for ‘power nap’ PORT MORESBY, PAPUA NEW GUINEA - Philippine President Rodrigo Duterte passed on a gala dinner at a regional summit in Papua New Guinea, days after skipping key meetings in another gathering of world leaders for a “power nap.” Duterte, who has a well-known disdain for stiff diplomatic gatherings, was a no-show Saturday night, sending his trade minister instead to pose with heads of state donning bright yellow and red Papua New Guinean shirts. His office had initially announced that the mercurial leader was cutting short his trip to Port Moresby even before the main meetings began but on Sunday he did show up at the convention center. “This after I loudly and naggingly insisted he stay just one day. ONE DAY, I stressed,” Philippine Foreign Minister Teodoro Locsin tweeted on Sunday. The absence of the 73-year-old Duterte at diplomatic gatherings has sparked criticism and speculation of ill health, which his spokesman denied, saying the president merely lacked sleep. Next page

APEC leaders divided after US-China spat P

ORT MORESBY, Papua New Guinea— Leaders from 21 Asia-Pacific nations failed Sunday to bridge gaping divisions at a summit overshadowed by a war of words between the US and China as they vie for influence in the region. For the first time in the history of the APEC grouping, leaders were unable to agree on a formal written declaration amid sharp differences over trade policy. “The leaders agreed that instead of a traditional leaders’ declaration, they would leave it to the hands of PNG as the chair to issue a chair statement on behalf of all the members,” said Zhang Xiaolong, a spokesman from the Chinese foreign ministry. Poe’s pa-in-law crashes car from mall’s 3rd floor SENATOR Grace Poe’s father-in-law was taken to hospital after his car fell from the third level of an elevated parking space at the Promenade shopping mall in Greenhills, San Juan City on Sunday. The police report identified the victim as Teodoro Paraiso Llamanzares, 83, a resident of Greenhills, San Juan City. Security guards and parking attendants who witnessed the incident said Llamanzares, driving a black Toyota Innova, accelerated toward the barrier of the parking structure and fell to the ground at 9:45 am. Llamanzares was the sole passenger of the vehicle. Members of the San Juan Police Community Precinct and management of the mall quickly responded to the accident and Llamanzares was taken to Cardinal Santos Medical Center. Next page

‘Samuel’ enters PAR, may hit land By Rio N. Araja TROPICAL depression “Samuel” entered the Philippine Area of Responsibility on Sunday morning, and at 3 pm its center was estimated 875 kilometers east of Hinatuan, Surigao del Sur. The tropical depression was moving west-southwest at 25 kph. It was packing maximum sustained winds of 55
