P25-wage hike in MM makes workers restive Extra P90-tax on cigarets can save lives—DoH By Macon Ramos-Araneta ABOUT one million in tobacco-attributable deaths could be prevented if an extra P90 in tobacco tax is added per pack of cigarettes, Health Secretary Francisco Duque III said Monday. He said the prevalence of smoking could also be reduced from 21.6 percent of the population to a target of 15.7 percent. “This is in line with our non-communicable diseases targets for 2025,” Duque said. He said a Pulse Asia survey in September revealed a 67-percent public approval for increased tobacco taxes among its respondents. That means two out of every three of the Filipinos surveyed agreed that cigarette taxes should be increased. The survey also said that 64 percent of those polled would vote for candidates who will endorse higher taxes for tobacco products. The Health department has been pushing for higher tobacco taxes to bring better health to more Filipinos through the Universal Health Care bill. Next page

HREE regional wage boards, including the one for Metro Manila, issued orders raising the minimum daily wage by P10 to P25, but labor groups warned of mounting industrial unrest over what they saw as an inadequate adjustment in the face of rising inflation.

In a press briefing, Labor Secretary Silvestre Bello III said minimum wage earners in Metro Manila will receive an additional P25, raising the minimum wage from P512 to P537 for non-agricultural workers. The salary adjustment also covers retail and service establishments employing 15 workers or less and manufacturing establishments regularly employing fewer than 10 workers, raising the minimum wage in this sector from P475 a day to P500 a day. Regional wage boards in Cagayan Valley (Region 2) and Mimaropa (Region 4-B) also issued orders raising the daily minimum wage from P10 to P20. In Region 2, the board approved a P10 increase and a P10 cost-of-living allowance. New minimum wage rates will range from P320 to P360, across different sectors. Next page

THE Philippine National Police has declined a proposal to increase the number of female recruits to 20 percent of the total, saying the 10-percent limit is enough because women have limitations because they bear children.
