PRESIDENT Rodrigo Duterte said Saturday former Bureau of Customs commissioners Isidro Lapeña and Nicanor Faeldon were only hoodwinked by corrupt Customs people, saying they were both “eaten by the system.” “They are not corrupt. I wouldn’t have appointed them if they are, I’m sure of that. The shipments only happened to slip past them,” the President said in a speech during the MassKara Festival in Bacolod City Saturday. Duterte said both the former commissioners were just tricked by the people working under them. “They were not able to handle it because there was an insider. They were eaten by the system,” he said. Duterte defended Lapeña and Faeldon, who were both reassigned amid shabu smuggling scandals at the bureau. He said he has complete trust on the two officials, citing Faeldon’s role in tipping off the government about a cigarette company involved in illegal activity. “If Faeldon was really corrupt, why did he tell me about the fake [documentary] stamps? He could have profited from it,” Duterte said. The President was referring to Mighty Corp., a cigarette company accused of not paying excise taxes worth P37.9 billion and using fake tax stamps on its cigarettes. Next page

‘Don’t let people turn graveyards into dumps’ ENVIRONMENT Secretary Roy Cimatu on Sunday reminded local government units of their duty to enforce the solid waste management law in memorial parks and public cemeteries nationwide as the Filipinos prepare for All Saints’ Day. Local governments must step up their implementation of Republic Act 9003, or the Ecological Solid Waste Management Act of 2000, Cimatu said. He said people were continuing to generate huge amounts of garbage during the observance of All Saints’ Day and All Souls’ Day, “practically turning graveyards into dumps.” The LGUs should apply the full force of the law against litterbugs if only to send a strong message that littering would not be tolerated. “LGUs should not hesitate to penalize litterbugs by imposing fines or making them render community service,” Cimatu said. The Environment department says about 30,000 tons of garbage was being generated in the country daily, and that in Metro Manila alone 8,000 tons were being produced every day. ‘Rosita’ barrels toward N Luzon

TYPHOON “Rosita” continued to head toward Northern Luzon while maintaining its strength on Sunday afternoon, weathermen said. The Philippine Atmospheric, Geophysical and Astronomical Services Administration said Rosita― international name “Yutu”―was forecast to make landfall by Tuesday over the Isabela-Aurora area.
