COLORFUL COSTUMES.

Children from different schools in Rizal wear chromatic costumes as they participated in a parade at SM City in Taytay in celebration of United Nations Day Tuesday. United Nations Day 2018 marked the 72nd anniversary of the UN Charter’s entry into force, and celebrates everything the UN represents and has achieved since its establishment in 1945, whose first president of the general assembly was Filipino Carlos Romulo of Camiling, Tarlac. THE Senate committee on energy is set to examine the government’s strategy to ensure energy security amid skyrocketing world oil prices. Senator Sherwin Gatchalian, panel chairman, noted that diesel and gasoline prices have shot up by as much as P5.45 and P6.30, respectively, from July 25, 2018 prices, and said these prices have been exacerbated by the fuel excise tax imposed under the Tax Reform for Acceleration and Inclusion Law (Republic

Act No. 10963). Finance Secretary Carlos Dominguez III, however, said the imposition of an excise tax on fuel added very little to pump prices, referring to the additional P2 that would be added to the cost of gasoline and diesel in 2019 under the TRAIN Law. “This tax is not responsible for the spiral in fuel prices, Donald Trump is. The global market, over which we have no control, is responsible for this,” Dominguez said. Dominguez, however, did not mention the excise tax that was already imposed on diesel (P2.50) and gasoline (P7) starting in

Sagay massacre meant to discredit agrarian program, says DAR chief

By Rio N. Araja and Macon Ramos-Araneta

A

GRARIAN Reform Secretary John Castriciones on Tuesday said farmers belonging to the National Federation of Sugar Workers could be behind the killing of nine of their fellow members who occupied a private farm in Hacienda Nene in Barangay Bulanon, Negros Occidental on Oct. 20.

“Our undersecretary received confidential information that those who shot the victims were members of their group, [too],” Castriciones said in an interview over radio dzMM. He said this could be part of efforts to discredit the government’s agrarian reform program. He said the Philippine National Police and DAR are both conducting their own investigations into the identity of the per-

petrators and the motive behind the killings. Based on police reports, the communist rebels have some “influence” on several members of the federation, he said. Castriciones said the Presidential Agrarian Reform Council met with different farmer leaders, such as with Jimmy Tadeo, and had come to the conclusion that neither the military nor the Next page

THE Department of Justice will file a motion for partial reconsideration of the ruling of Makati City Judge Andres Soriano, who found that Senator Antonio Trillanes IV was able to prove he filed his amnesty application and had admitted his guilt in the coup d’etat case filed against him. “The DOJ will file, not later than Friday, a motion for partial reconsideration of the order of RTC Makati City

Branch 148, only insofar as it found that Senator Trillanes had sufficiently shown that he filed his certificate of amnesty, and that therefore it follows that he also admitted his guilt for the offense of coup d’etat,” Justice Secretary Menardo Guevarra said in a text message to reporters. Earlier, Guevarra said it is the DOJ, and not the Office of the Solicitor General, that will decide on what legal steps to undertake following the denying by the Makati City regional Next page

We’ve been hearing him make speeches in the same tone,” he added. Panelo said no international human rights organization has jurisdiction over the country. Next page

By Nat Mariano BORACAY has been restored to 80 percent of its pristine beauty, the Boracay Inter-agency Task Force said Tuesday, adding the land reform packages on the island will be distributed before Christmas. He said they were optimistic and con-

fident that they had addressed the major environmental problems on Boracay. “Issues were already resolved by the inter-agency. Although we can say that we’re not yet 100-percent complete, we’re going to that direction,” Leones said. “At least we can say that we are now 80 percent restoring the pristine beauty and original situation of Boracay.” Meanwhile, after its six months closure, Boracay will once again open its doors to the tourism industry on Oct. 26, and with it the improved transportation serNext page vices to and from the island.
