Oh, baby! Pinays most fertile in SE Asia THE Philippines has the highest fertility rate of 2.9 (number of children per woman) among the member-states of the Association of Southeast Asian Nations, a United Nations Population Fund report showed. Based on UNFPA’s 2018 State of the World Population Report, 57 for every 1,000 births recorded from 2006 to 2015 were adolescent births, with mothers aged 15 to 19 years old. At least 73 percent of the births recorded in 2006 to 2016 were attended by

a skilled health personnel while the maternal mortality ratio (deaths per 100,000 live births) in 2015 stood at 114. The report also showed that the prevalence rate for contraceptives of any kind for women aged 15 to 49 years old was at 56 percent. In an interview with GMA News Online, UNFPA country representative Iori Kato said while the Responsible Parenthood and Reproductive Health Act of 2012 was a triumph, its full implementation should be ensured. LARGE number of senatorial bets and party-list nominees filed their certificates of candidacy and certificates of nomination for the May 2019 elections as the Commission on Elections wrapped up the last day of filing.

CoCs from 150 senatorial and 179 party-list hopefuls were received, Comelec spokesman James Jimenez said. In the 2016 elections, there were 174 senatorial and 213 party-list aspirants. Reelectionists, former senators, congressmen, Cabinet members, and other high-ranking government officials dominate the list of senatorial candidates. Among the prominent personalities that went to the Comelec were 94year old former senator Juan Ponce-Enrile, former Palace spokesman Harry Roque, former Interior secretary Rafael Alunan, former senator Serge Osmeña, election lawyer Romula Macalintal and Florin Hilbay. The Comelec said it will release the final list of candidates in December, as many of them would be considered as nuisance candidates. Senator Francis Pangilinan said the filing of CoCs of the three former senators implicated in the mutli-billion-peso pork barrel scam―Enrile, Jinggoy Estrada and Ramon Revilla-- was an indication of the level of disrespect and cynicism about the country’s democracy and electoral system. “I hope our voters will see through that, and choose our opposition coalition slate who embody respect and hope for all that is good in the Filipino,” said Pangilinan. The senatorial candidates of the opposition coalition are Magdalo Party-list Rep. Gary Alejano, Senator Paolo Benigno Aquino IV, DLSU Law Dean Chel Diokno, former Bangsamoro Transition Commission member Samira Gutoc, former solicitor general Florin Hilbay, election

In a decision signed by LTFRB chairman Martin Delgra III and board members Ronaldo Corpus and Aileen Lizada, the board granted the petition filed on Sept. 18 by five transport groups to increase the minimum fare from P9. Next page

3 Duterte kids also in the mix in Davao City ALL of President Rodrigo Duterte’s children, except his youngest daughter, will seek elective posts in next year’s midterm polls. Duterte’s youngest son, Sebastian, on Wednesday filed his certificate of candidacy for vice mayor, marking his first time to enter politics. He will serve as the running mate of her elder sister, Davao City Mayor Sara Duterte-Carpio, who declined offers for her to run for senator and will instead seek reelection after establishing the regional party Hugpong ng Pagbabago earlier this year. The President’s eldest son, former vice mayor Paolo Duterte, will run as the city’s First District representative. Duterte-Carpio, for her part, shrugged off criticisms that her family is building a political dynasty. “We really cannot deny that, especially if our detractors and those in the opposition will make such claims. I don’t want to engage them. This is not something that is happening exclusively to Davao. When you are a family of doctors and your children become doctors, too—it’s the same thing,” she said.
